Frederick County Public Schools achieve full accreditation
The Virginia Department of Education has fully accredited all of Frederick County’s public schools for 2011-12 based on assessment data from 2010-11. In order to be fully accredited, each elementary school must meet six benchmarks in the core content areas of English, math, history and science. Middle and high schools must meet four benchmarks in the same content areas. In addition, high schools must now meet the Graduation and Completion Index benchmark in order to be fully accredited. In middle schools and high schools, a pass rate of at least 70 percent in English, math, history and science is required for full accreditation. In elementary schools, a combined pass rate of at least 75 percent on English tests in grades 3-5 is required for full accreditation. Elementary schools also must achieve pass rates of at least 70 percent in math, Virginia Studies and grade-5 science, and pass rates of at least 50 percent in grade-3 science and grade-3 history. The Virginia Board of Education voted in 2009 to adopt the new Graduation and Completion Index and make it a part of the accreditation process beginning in 2011-12. The index awards 100 points for students who graduate from high school with a diploma; 75 points for students who earn a GED; 70 points for students who were in school for four or more years, did not earn a credential, and remain enrolled at the end of the year; and 25 points for students who finish high school with a certificate of program completion. The weighted index points are totaled and then divided by the graduating class’s ninth-grade cohort, plus students transferring in, minus students transferring out and deceased students. A high school’s accreditation status with regard to the Graduation and Completion Index is determined by the school’s current year index points or a trailing three-year average of index points that includes the current year and the two most recent years, whichever is higher. A Graduation and Completion Index of 85 is required for full accreditation. Assistant Superintendent for Instruction Peter Vernimb says, “We’re pleased all 18 of our schools have been fully accredited again this year. Virginia has some of the most rigorous accreditation standards in the country and it’s quite an achievement for a school to earn full accreditation. The Graduation and Completion Index benchmark adds a new component to accreditation at the high school level and is something we have been closely monitoring over the past two years to help assure that our high schools maintain fully accreditation.” Superintendent David Sovine says, “One of the things that attracted me to Frederick County was the school division’s outstanding reputation. Having all of our schools fully accredited again for 2011-12 indicates teachers are engaging students in learning and working to meet the unique needs of every learner. Each member of the Frederick County Public Schools’ team, regardless of the role they play, can take pride in all of our schools being fully accredited again this year.” The Standards of Accreditation are designed to ensure that an effective educational program is established and maintained in Virginia’s public schools. The accreditation standards provide an essential foundation of educational programs of high quality in all schools for all students. The standards also encourage continuous appraisal and improvement of the school program for the purpose of raising student achievement, fostering public confidence, assuring recognition of Virginia’s public schools by other institutions of learning and establishing a means of determining the effectiveness of schools. It’s all about getting out the vote
Virginia GOP Leaders energize local Republicans
By Rachel Hamman Frederick County Report Virginia GOP leaders gathered this past Saturday afternoon on October 1, 2011, at the Elk’s Lodge in Winchester to energize local Republicans and to challenge them to help get out the vote on November 8, 2011. The Rally in the Valley has become a high point for local conservatives as they endeavor to build momentum for Election Day. Chuck Pearce, the main organizer of this annual rally, said the theme this year is, “Getting out the vote.” Bob Hess, the chairman of Frederick County’s Republican Committee, set the tone for the afternoon’s event by reminding the audience of the core values of the GOP. He read the Republican oath that was prominently displayed on the front of the podium. An excerpt from the oath says, “I believe that free enterprise and encouragement of individual initiative and incentive have given this nation an economic system second to none.” Tom Reed, the treasurer of the Frederick County Republican Committee, introduced Tim Donner, who is one of the Virginia Republicans running for the U.S. Senate this year. Donner is a small businessman who says he is, “Running to serve.” To prove he means what he says, he promises that, if elected, he will not accept a pension from the federal government. He has his work cut out for him with George Allen running also, as well as other Republicans. Donner said he will “Fight for reform and liberty.” He alluded to increased government regulation when he said, “They even want to control your light bulbs.” Beverly Sherwood, who represents the 29th District of Virgin-

Wolf told the audience he “Hopes we have a Republican sweep-out” in this year’s election. Wolf said, “2011 can be a renaissance election.” Wolf asserted that “Virginia will be a determining factor in whether Reid or McConnell will be Senate Majority Leader.” Wolf said Obama’s jobs guy, Jeff Immelt, “Has created jobs – but they’ve all been in China.” Wolf said we need to deal with the debt and the deficit and create jobs. He said there are also “moral issues involved” in being so closely aligned with China with regard to trade agreements. He reminded the audience that China is not a free country. He noted that western countries “were later embarrassed” about their business relationships with Nazi Germany after the horrors of the Nazi regime were brought to light. Wolf said there are currently 30 Catholic bishops either in jail or under house arrest in China.

Cuccinelli, the Attorney General of Virginia, took the stage. He said, “We have not been bored since we’ve been in office.” Cuccinelli was one of the first state attorney generals to recognize the unconstitutionality of the health care reform bill and one of the few to have the courage to challenge it through the legal system. Cuccinelli expects the Supreme Court to hear Virginia’s appeal next June. With regard to the importance of voting in the upcoming election, Cuccinelli reminded the audience that he himself won the office of Attorney General of Continued pg. 6

The audience was treated to a fine meal and challenged to “Get out the vote” at Saturday’s Rally in the Valley. Jill Holtzman Vogel, a Republican Virginia State Senator who represents Virginia’s 27th district, also spoke at Saturday’s event. She said that serving in this capacity is the “greatest honor she has ever had in her life.” Vogel attributes her success to her colleagues.” She made mention that Virginia has been voted the, “Best state in which to do business” by the Consumer News and Business Channel. Vogel noted that in this upcoming election, “The whole nation is looking at Virginia”. Vogel further observed that the current White House administration’s policy is, “Times are tough, so we’re going to spend”.

That is not the platform Vogel has chosen to gain re-election. Kate Obenshain, a regular guest on Fox News, was also on hand to help energize the audience. In a passionate voice she stated, “I can’t wait until we take over the Senate!” She said the government needs to, “Pull back job-killing regulations.” Obenshain lamented, “There is an allout assault on freedom. Liberty is on the line! We are in a crisis. We cannot slow down. We can no longer blame the media.” Obenshain noted the many opportunities that are now available to help get the message out. Obenshain encouraged the young people in the audience to post articles on the internet to help their peers understand the gravity of the current political situation. Talk to people at church tomorrow.” Cuccinelli sounded the call for action: “We’re going to be part of ground zero in 2012.” On a more local level, Ellen Murphy is up for re-election as Commissioner of the Revenue for Frederick County. She has served in this capacity since 1994. She feels confident she will be reelected and would like to continue serving the citizens of Frederick County for another term. She said she is “In the middle of some very good projects” and would like to see them through to completion. She mentioned the convenience of online services that the county offers on its website. The opportunity is available for county residents to, “Get your business license in your bathrobe,” Murphy said. Another local official up for reelection is Sheriff Bob Williamson. He spoke briefly and to the point: “In order to get to 2012, we’ve got to get through 2011. long effort to take our country back.” Minchew’s former rival, John Whitbeck, revealed his caliber by showing up in support of Minchew as he campaigns to win again this November. Local resident Edda Carter read about the Rally in the Valley in the Frederick County Report. Carter had previously planned to attend a Republican Roundup with Eric Cantor in Glen Allen, VA, this past Saturday, but was “happy to find an event such as this” so close to home. from Germany and “has voted in every election since then.” The Rally in the Valley was a pit stop for Republicans who hope to be on their way to winning every race this November, and then it’s on to the big finish for next year. Republicans want to show Americans that hope and change is more than rhetoric: it is about inspiring each person to realize that he or she can make a difference locally and, in turn, statewide and nationally. Sometimes it just boils down to 101 people individually believing they can make a difference at the polls.

Awards aim to improve nutrition and physical activity, cut tobacco use among workers
The Centers for Disease Control and Prevention today announced awards of approximately $9 million for comprehensive workplace health programs across the nation. The initiative, funded by the Affordable Care Act, aims to help workplaces support healthy lifestyles and reduce risk factors for chronic diseases in order to improve the health of American workers and their families. Evidence shows that workplace health programs can be highly effective in promoting healthy behaviors and ensuring employers offer Americans a healthy and safe environment to work. Comprehensive evidence–based worksite health programs can generate significant cost savings, yielding on average a $3 return on every $1 spent over a two– to five–year period. “Heart disease, cancer, diabetes and other long–term health problems increase health care costs and decrease productivity, eroding the bottom line of American businesses,” said CDC Director Thomas R. phetamine use and distribution. Virginia’s meth labs are largely concentrated in the southwest, following the Appalachian spine on Interstate 81. Law enforcement dismantled 39 meth labs in 2010 and reported 108 meth-related incidents in 2010, according to the Virginia State Police.

State may declare Sudafed more dangerous than date rape drug
By Peter Smith Old Dominion Watchdog ALEXANDRIA — Virginia lawmakers on a Crime Commission Panel came out against a plan aimed at curbing meth-use that could have Virginians with too much allergy medication in their medicine cabinets facing stiffer penalties than those who possess “date rape” drugs. A proposed law, sponsored by state Sen. Roscoe Reynolds, D-Martinsville, would re-classify household allergy medicines, such as Claritin-D and Sudafed, as Schedule III controlled substances — on par with addictive painkillers, such as Vicodin, and one step above Rohypnol, a powerful sleeping pill sometimes used by rapists to knock out their victims. Roscoe’s law aims to crack down on those who use pseudoephedrine in allergy medications to cook up methamphetamine, or meth. The proposed classification would move the nasal decongestants behind the counter, available only to those with a prescription from a doctor. Lawmakers on the panel greeted Reynolds’ proposal with skepticism. “I certainly have some concerns, reservations about making a drug, that is this common and has none of the other characteristics of prescription drugs, prescription,” said Delegate Rob Bell, R-Albemarle, who chairs the commission. The Crime Commission Panel instead is looking at ways to monitor sales of the allergy medication electronically to help law enforcement battle local meth cooks. The Commission expressed interest in the National Precursor Log Exchange, or NPLEx, an electronic tracking system used in states with long histories of meth abuse, such as Tennessee and Indiana. The system tracks the sale of Sudafed and other allergy medicines using bar codes and a nationwide purchaser database. The only inconvenience to the customer would be handing over identification to a store clerk, who would then enter his information into the log. Historic St. Thomas Church fundraiser
Diocese for one dollar. They held bake sales, ice cream socials, and fashion shows to raise money to rehabilitate the Church. The windows were broken, the floor had collapsed, but the furniture remained. The St. Thomas Church Foundation began renovating. The chandelier, which was still in the crumbling building, was sent out for restoration. The remaining pews also were refinished. A collection of 1892 Hymnals were found in the Church. The only thing the Foundation did not reconstruct was the balcony, where the slaves attended worship. Today, the original organ and chandelier are in service, as are the pews. The original bell was bought by the Foundation for $500 from the Episcopal Diocese. The original Bible used by Bishop Meade was donated to the Church by his great-niece in 1976. Also in 1976, the Church was reopened, with Mrs. Jean Dixon the Master of Ceremony. There are extensive volumes of news clippings, wedding announcements, and other trivia revolving around the Church, kept in binders at the Church. Hopefully, a book is in the offing. The Foundation is run by a Board, of which all members must be local to the community. There are vacancies on the Board, so interested parties should inquire at Town Hall.

St. Thomas Church, on Church Street, in Middletown. By Sue Golden Frederick County Report Middletown is alive with history. There is the historic 1797 Wayside Inn, at the north end of Town. There is the 1797 Belle Grove Plantation, at the south end of Town. The Battle of Cedar Creek took place through out the Town in October 1864. Many historic homes remain in Middletown, as do the old families. John Huffman made his family home into a museum on Main Street. The Irish Isle still has the bank vault from its prior life. One of the most scintillating properties in Town is the St. Thomas Church. The Church was built in 1835, on a quarter acre lot bought from Jacob and Susannah Danner for $50. The Church was modeled after the York Cathedral in England. Numerous Episcopal Churches of the era in the area are of a similar pattern. Bishop William Meade performed the first service in the Church in 1836. The Church was made of brick, and was faced with plaster made of horse hair. Ann Hite, the second wife of Isaac Hite, of Belle Grove Plantation, attended services at St. Thomas Church. During the Civil War, the Church was used by both sides in the conflict, mostly as a hospital. Dr. Guyer, of Middletown, attended to the wounded. Apparently, U.S. General Banks used the Church as a commissary and stable. After the Civil War, the U.S. Government paid the Church $1,000 to cover

The only thing removed from the Church by the Episcopal Diocese was the bell. Now, take a fast track to the 1960s. A group of concerned citizens, spearheaded by Mrs. Bowman, decided to save the historic Church. They bought the Church from the Episcopal

Retroactive traumatic injury benefits no longer just for OEF/OIF injuries TSGLI payments will be made for qualifying injuries
WASHINGTON – The Department of Veterans Affairs (VA) is extending retroactive traumatic injury benefits to Servicemembers who suffered qualifying injuries during the period Oct. 7, 2001 to Nov. 30, 2005, regardless of the geographic location where the injuries occurred. “Now all of our nation’s Servicemembers who suffered severe traumatic injuries while serving their country can receive the same traumatic injury benefits, regardless of where their injury occurred,” said Secretary of Veterans Affairs Eric K. Shinseki. “We at VA appreciate the efforts of Congress and the President to improve benefits for our troops.” Effective Oct. 1, the Servicemembers’ Group Life Insurance (SGLI) Traumatic Injury Protection benefit, known as TSGLI, will be payable for all qualifying injuries incurred during this period. This retroactive benefit is payable whether or not the Servicemember had SGLI coverage at the time of the injury. The Veterans’ Benefits Improvement Act of 2010, passed by Congress and signed by President Obama in October of 2010, removes the requirement that injuries during this period be incurred in Operations Enduring or Iraqi Freedom (OEF/OIF). This is welcome news for the many Servicemembers who suffered serious traumatic injuries while serving stateside or in other areas outside of OEF/OIF during this time period, but until now have not been eligible for TSGLI. Agent Orange List
The Department of Veterans Affairs has added ships to the list of those carrying veterans presumed to have been exposed to Agent Orange. This is a welcome change that will save veterans a lot of legwork in hunting for very old documentation in their quest for compensation benefits. The additions to the ship list include those that the VA has confirmed either sent crew ashore, docked or traveled the inland waterways in Vietnam. The specifics: The ships were Navy and Coast Guard that were operating in the waters off Vietnam between Jan. 9, 1962, and May 7, 1975. Being on a ship in an open water harbor does not count. There are now 14 illnesses recognized as presumptive for Agent Orange exposure. This means you don’t have to prove a link between your exposure and illness, only that you were there. Online, the long way to get there is: www.publichealth.va.gov/exposures/agentorange/ or take a shortcut by going to www.va.gov and putting “Ships List” in the search box. The first three items that show up are what you’re looking for: “List of Ships Associated with Presumptive Agent Orange Exposure,” “Alphabetized Ships List” and “Ship Not on the List?” An odd thing: The VA press release on this topic says that veterans who have evidence such as “deck logs, ship histories, and cruise book entries” should scan and send them to [email protected]. It’s almost as if the VA is looking for more proof of exposure. Additionally, the National Archives is collecting deck logs and more. Jonathan Lucci Frederick County Report Another chapter in the storied Frederick County rivalry between the Warriors of Sherando High School and the Colonels of James Wood High School will be written under the blazing lights on Friday, October 7 2011 and both sides are eagerly awaiting the collision. The atmosphere at practice this week at Sherando High School indicated a higher level of energy and expectation as the Warriors prepare to face their bitter county rival. The Warriors are certainly not taking the 2-4 Colonels lightly, knowing that when the two teams meet on the football field the records can be thrown aside as meaningless. The teams have a history of competitive and physical football and the Warriors are preparing themselves for a struggle. “It’ll be a fight, it is always a fight with them,” said Coach T.J Rorbaugh, the Sherando defensive coordinator. In particular the Warriors are preparing themselves for the physicality likely to come along with a battle that will have much to do with who wins the coveted Apple Cup, a symbol of dominance in Frederick County football. “This game will definitely be decided up front,”said offensive line coach Tim Farris, who is preparing his linemen to spend sixty minutes working to make room for Joe Ojo and protect Jalen Brisco. The Warriors fully expect their fans to make the short trip northward to James Wood high school. The coaches were unanimous that they will need the energy of their typically fantastic fan base to win what will surely be an emotional, physical and difficult football game. The Colonels will be looking to bounce back from a tough loss to Warren County, a game where the Colonels almost pulled off the win. They will likely be hungry for a win to erase the heartbreak for that loss and the Warriors have to be concerned that they are coming off a bye week that may interrupt their momentum from their victory the previous week.

Stewart has proven ever since he first climbed into a stock car that he can win anywhere. The chief issue from here on out will be whether or not his No. 14 Chevy can win anywhere. Stewart can be his own worst enemy. As a general rule, however, it’s not when he’s behind the wheel. Constant Barking Gets on Neighbors’ Nerves
DEAR PAW’S CORNER: My dog barks and howls at everything, whether it’s the lawnmower next door or the neighborhood kids playing down the street. He barks at night; he barks when we’re at work. It’s embarrassing, really. My neighbors have complained about it, but I don’t know what to do to stop “Jellyroll” from barking. — Claire S., Orlando, Fla. DEAR CLAIRE: It sounds to me as if Jellyroll is anxious about the strange noises he hears outside, and also feels anxious when you’re not at home or asleep in a separate room. Separation anxiety is a very common problem in dogs. Aggression barking also is a common issue. But they can be dealt with. To reduce separation anxiety, you must work to increase Jellyroll’s confidence that you are not abandoning him when you leave his sight. One way to do this is to have him sit and stay near an exit door. Step outside the door and shut it. Does he begin to bark? Now, step inside and have him sit and stay again — don’t allow him to jump up. Repeat these steps until Jellyroll no longer howls when you step outside — and when he doesn’t howl, give him a treat each time after you come back in. This could take several sessions, so don’t lose heart. To help deal with his barking at outside noises, socialize Jellyroll further. Introduce him to one or two humans at a time, max, when they visit or when out for a walk. When a scary noise like a lawnmower sets him off, have him sit and stay and give him lots of encouragement and praise as long as he stays and doesn’t bark. There are numerous training techniques you can try, and I recommend working with a trainer to learn more and possibly get even faster results.
