Elsie Mae Mayhew Sirk
Elsie Mae Mayhew Sirk, 97, Winchester, died Tuesday, July 6. Sirk was born in 1913, in Augusta, West Virginia, the daughter of the late Edward and Katherine Mayhew. Her husband, Robert William Sirk, preceded her in death in 198. Surviving are her sons, Paul Sirk and Robert Sirk both of Winchester, Pierre Sirk of Silver Springs, Florida; daughters, Alice Milburn and Deborah Walker both of Winchester; fourteen grandchildren; fifteen great grandchildren; and four great great grandchildren. One son, Richard Sirk, 5 brothers and 4 sisters, preceded her in death. A funeral service was conducted at Omps Funeral Home, South Chapel with Reverend Jason B. Duley officiating. Interment in Shenandoah Memorial Park, Frederick County, Virginia.

Surviving with her husband of 50 years, her daughter, Eleni Sempeles Goldsmith, two grandchildren, all of Falls Church; her brothers John Damko and his wife, Deanna, of Stoneboro, Pennsylvania, and George Damko and his wife, Glenda, of Winchester; many brother and sister–in-laws, nieces, nephews and cousins. A funeral service was conducted at the Dormition of the Virgin Mary Greek Orthodox Church. Interment in Mount Hebron Cemetery, Winchester.

I am in charge of all things GIS (geographic information systems). I manage the interactive mapping website and all mapping and GIS data requests for staff members and the general public. In addition, I can do geographic-based analysis which can be very useful for decision-making in the City. I also work closely with other government agencies to exchange GIS data so we have a fairly comprehensive system.
Can you tell us some new things your department will be working on?
The City of Winchester Treasurer is raising the percentage rate for paying taxes over the counter with a credit card from 1.95% to .35% effective August 1. Why? The city only intends to offset the charges to us from Visa, Master Card, and Discover. Last year, the City paid out $7,1.90 in fees for card usage but only collected $5,951.4 from the citizens using this method of payment. The new rate should offset the fees collected and the fees paid. The treasurer will revisit the account next year to determine the rate.

The young guy at my door said the infamous words: “The offer is only good for today.” And he wanted payment in cash. That put me on alert. He was selling driveway resurfacing. Said he had enough asphalt left to do only one job, and he’d give me a good deal. I told him no. There are some rules of thumb in this experience, when it comes to home maintenance: 1. Beware those who come to the door offering services. Take their card, yes, and ask for a price if you’re interested, but don’t agree to any work either verbally or in writing. . If the work is something you’re truly interested in having done, do it a different way. Start by getting references from friends. Ask whether they’re happy with the job that was done, and whether any issues were taken care of promptly.

By Sue Golden Frederick County Report Tempers flared and voices raised during the Middletown Town Council work session on Monday evening. Apparently behind all of the dramatics was an email sent from Councilor Carl H. Bernhards questioning the integrity of Town Planner Fred Wharton. Mayor Mark Brown asked both Wharton and Town Attorney Stephen Butler to attend the work session. At issue was a contract proposed to be signed between Middletown, Virginia Department of Transportation, H&M Properties, and The Village at Middletown, requiring the development of the intersection at Reliance Road and Route 11. Although VDOT approved the plans for development near that intersection, and approves of the contract, it does not want to be a signatory on the agreement. According to Butler, this is a typical VDOT action. Councilor Bernhards questioned the timing of the disclosure to the council of the lack of an agreement, and the dropping of a bond that had been required previously. Butler explained that the bond had been between Ryan Builders and The Village at Middletown, and that the town had no part in the issuance of the bond, a fact which Bernhards disputed.
While other Council members bemoaned the fact that this was a simple misunderstanding that could have been dealt with without involving the expense of the lawyer, the additional time added on to an already heavy work agenda, and supported the actions of Wharton, the arguments continued. At one point, Butler turned to Bernhards and, barely maintaining his composure, said “we have nothing further to discuss.” Butler wished the other members of council a good evening, regained his composure, and asked Bernhards if he had any further questions. Wharton suggested he and Butler go out for a drink. On his way out of the meeting, Butler was heard saying “I just had all of my buttons pushed.”
It is not surprising that during the two and a half hour meeting, the Mayor took the time to hand out copies of the Rules of Conduct for council, and admonished the members from bickering, rolling their eyes, and other distracting behavior. Mayor Brown also warned the Councilors about micromanaging the professional staff, and about putting questionable comments in writing. After all of the histrionics, council got back to work. A 10 percent Real Estate Tax increase will have its third and final reading at the August 8 meeting, with an up or down vote. A number of ordinance changes will be read during the next meeting, involving updating the standing committees of the Town, revising the Code of Conduct, and adjusting the language in the Code regarding salaries for the Mayor and Councilmembers. Martha Shickle, the Executive Director of the Northern Shenandoah Valley Regional Commission, attended the meeting to present a draft ordinance for the Drought/Low Water Response Ordinance. By Amanda Iacone Virginia Statehouse News RICHMOND — Virginia’s Capitol is beginning to feel a bit like Capitol Hill, as Republican and Democratic legislators remain at an impasse over how to draw new congressional voting districts with no compromise in sight. Legislative leaders appointed six lawmakers to cobble together a deal in June. But the full conference committee has yet to meet, and conferees can’t find a path to move forward. At issue is how to apportion black voters who live in a sprawling area that stretches from Richmond to Norfolk. Under federal law, district lines must preserve the strength of black voters. U.S. Rep. Bobby Scott’s 3rd Congressional District comprises the only majority-minority district in the state. Democrats want to increase the percentage of black voters in the nearby 4th Congressional District represented by U.S. Rep. Randy Forbes, R-Chesapeake, to
be a majority-minority district, but the move would shrink the percentage of black voters in Scott’s district to less than half of voters. Republicans say Democrats are trying to rewrite federal law and that the Republican plan complies with the Voting Right Act and would increase the percentage of black voters in Scott’s district by giving Forbes less black voters. But Democrats say Republicans are merely protecting incumbents, because existing lines would change little. Under the federal Voting Rights Act of 1965, Virginia is required to create districts with a majority of minority voters, so they can elect the candidate of their choice. State Sen. Mamie Locke, DHampton, who drafted the Democratic plan, said Republicans are unwilling to compromise, nor will they meet with the full conference committee. “The rest of the members of the conference committee haven’t had an opportunity to voice their opinions,” said Locke.
But Delegate Bill Janis, R-Henrico, said a conference committee meeting is not necessary, because his bill, which increases the percentage of black voters in Scott’s 3rd District and makes few other changes to district lines, would pass the full Senate with bipartisan support. Senate Democrats command a slim majority and a tie vote would sway in Republicans’ favor because Lt. Gov. Bill Bolling, who would cast the tie-breaking vote, is a Republican. The full Senate has never voted on Janis’ plan, which has the support of Virginia’s 11-member congressional delegation — Republicans and Democrats alike. “I have no intention of moving 1 inch off the House’s position as it’s currently configured, until I get a vote in the full Senate of Virginia,” Janis said. “The Senate leadership is going to have to decide when and where they want to move. Right now the ball is squarely in the Senate’s court.” Janis argues that the Democratic plan actually erodes the strength of black voters in Scott’s district, which is contrary to the Voting Rights Act. The percentage of black voters would drop from 56 percent to 40 percent, Janis said. The Republicans plan slightly decreases black voters from 34
percent to 3 percent in Forbes’ district. About 0 percent of Virginians are black, and Scott is Virginia’s only black congressman. State Sen. Don McEachin, DRichmond, said Locke’s map complies with federal law. “They want to continue to promote and protect incumbents. What Sen. Locke’s plan does is that it’s more competitive, more contiguous and more compact than Bill Janis’ plan,” McEachin said. But he said it takes two to compromise and Janis’ “our way or nothing” approach is not conducive for negotiations. Unlike the congressional stalemate over raising the debt ceiling, delays over redistricting will not disrupt the economy. But the redistricting impasse, however, has stopped the governor from filling a handful of vacant Circuit Court judge positions scattered across the state. The redistricting delays could prevent would-be candidates from entering congressional races because candidates don’t know what district they would run in or
whom they would challenge, said Kyle Kondik, a political analyst with the University of Virginia Center for Politics in Charlottesville. Kondik said that as time passes, it’s less likely the two sides will come up with a plan, and the courts could end up drawing new congressional district lines. Then, what the map would like look would be a gamble for both parties. Judges typically don’t like to get involved in redistricting, because it is an inherently political process and a duty to be performed by the Legislature. Hesitant judges could choose the path of least resistance, which would be the House plan that most closely mirrors today’s voting districts, Kondik said. But state Sen. Jill Vogel, R-Fauquier, said the Legislature will pass a redistricting bill. She said negotiations are progressing and an agreement is in sight. “We’ve got to vote on something. Everybody understands that at a minimum we need to conclude the process,” Vogel said.

New principals named for two Frederick County schools
Frederick County Public Schools Superintendent Dr. David Sovine has announced the appointment of Dr. Amy Larrick as the new principal at Middletown Elementary School and Susan Brinkmeier as the new principal at Frederick County Middle School. Larrick succeeds Grant Javersak who became the principal at James Wood Middle School in June. Javersak had served as principal at Middletown Elementary School since 004. Brinkmeier succeeds Sharon Clark who moved from her role as principal at Frederick County Middle School to serve as Frederick County Public Schools Coordinator of Federal Program Accountability. Clark served as principal at Frederick County Middle School for six years before moving into her new administrative position. Sovine says, “Both Dr. Larrick and Mrs. Brinkmeier bring valuable teaching and administrative experience to their new roles. Their experience as both classroom teachers and school-based administrators will serve them well as they lead Middletown Elementary School and Frederick County Middle School respectively. With their appointments, all of our administrative positions for the 011-1 school year have been filled and we are anxiously awaiting the first day of school on August 4.” Larrick comes to Frederick County Public Schools after spending nine years in Clarke County Public Schools. The first four years of Larrick’s career were spent as a sixth and seventh grade science teacher and a sixth grade language arts teacher at Johnson-Williams Middle School. She then moved to D.G. Cooley Elementary School where she taught third grade for a year before being named the Science Coordinator for Clarke County Public Schools. For the past three years, Larrick has served as the assistant principal at Boyce Elementary School. In addition, Larrick has served as the Induction Coordinator (PK-1) for Clarke County Public Schools for the past four years. Larrick holds a Bachelor of Business Administration degree in accounting from Shenandoah University, a Master of Science degree in elementary education from Old Dominion University and a Doctor of Education degree in organizational leadership from Shenandoah University. In joining the Frederick County Public Schools team, Brinkmeier is returning to the school division in which she started her career. Brinkmeier completed her student teaching at Bass-Hoover and Stonewall Elementary Schools before working for three years as a fifth grade teacher at Senseny Road Elementary School. In 1996, Brinkmeier moved to James Wood Middle School where she spent five years serving as an eighth grade civics and world geography teacher and reading specialist. In 001, she became a reading specialist at Eagle Ridge Middle School in Loudoun County. After two years at Eagle Ridge, Brinkmeier was promoted to the Middle School Dean position at Belmont Ridge Middle School. For the past six years, she has worked as an assistant principal at Sterling Middle School. Brinkmeier holds a Bachelor of Arts degree in elementary education from Shepherd College, a Master of Science degree in education from Shenandoah University and an Education Specialist degree in administration and supervision from the University of Virginia. — From a press release
An amazing little idea

According to Warner Crocker, the Artistic Director at the Wayside Theatre in Middletown, the “Deviled Egg Star” contest was an “amazing little idea that met with great success.” The current Wayside production of The Nerd, by Larry Shue, calls for the cast to eat deviled eggs during the performance. Normally, the production crew and staff provide edibles for performances, but The Nerd requires three dozen deviled eggs per week-end, and fifteen dozen for the run of the show. That comes to 180 deviled eggs! While brainstorming how to get that many deviled eggs, the “Deviled Egg Star” contest was born. The Theatre put out a press release on July 7, asking people to donate their favorite deviled eggs. Within 4 hours, the Theatre had commitments to provide deviled eggs for the entire show, plus back up commitments. Each deviled egg sponsor is assigned a show. The sponsor provides a dozen deviled eggs, and the recipe. In return, the sponsor receives two tickets to see The Nerd. At the end of the week, the cast votes on that week’s favorite recipe. Each of the five “Deviled Egg Star” winners receives two Pick-3 tickets for the 50th Anniversary season at the Wayside Theatre, and two tickets for a select date to see the Wayside’s Christmas production of Glory Bea! A Shenandoah Christmas Story. Each winner also has their picture taken with the Nerd himself. Cephe Place, the Sales and Outreach Coordinator at the Wayside Theatre, says she is still receiving calls from people wanting to donate deviled eggs. She says that each recipe received has been different from every other recipe. “I had no idea there were so many ways to make deviled eggs!” Place said. When asked whether the cast was getting tired of eating deviled eggs week in and week out, both Crocker and Place laughed and said “We don’t know; we don’t have to eat them!” Reached on his day off, James Fleming, the Nerd, said he is still enjoying eating the eggs during the show. “The eggs are incredibly varied; we’ve had them with black olives, green olives, peppers, and seafood. Some are tangy, and some are sweet. And the people who make them are incredibly nice; most stop back stage after the show.” Fleming takes his judging seriously. “I take notes each

Fleming said the cast races to the back of the set after every performance to see how many eggs are left. As expected, the eggs don’t last long. Asked if he had any regrets about his egg habit, Fleming had two. “Deviled eggs are pretty fattening, so I don’t eat dinner before the show. And on my day off, I went to visit my Mother. Three-Cheese Deviled Deviled Eggs 6 hard boiled eggs, shelled Eggs
6 hard cooked eggs ¾ cup mayonnaise Tablespoons finely shredded Monterey Jack Cheese Tablespoons finely shredded Swiss Cheese Tablespoons minced chives (divided) 1/8 Teaspoon ground mustard 1/8 Teaspoon pepper ounces process cheese (Velveeta) cubed Dash paprika
Cut eggs in half lengthwise. Remove yolks, set whites aside. In a bowl, mash yolks. Add mayonnaise, shredded cheeses, 1 tablespoon chives, mustard & pepper. In microwave-safe bowl, melt the process cheese on high for 1 – 2 minutes; stir until smooth. Stir into yolk mixture. Pipe or spoon into egg whites. Sprinkle with paprika and remaining chives. Refrigerate until serving.

ith summertime temps reaching their peak across the nation the past couple weeks, it’s a good idea to make sure your pond isn’t becoming troublesome. Once the water temperature rises above 80 degrees, you could run into problems. Do your fish appear stressed out, gasping for air close to the water’s surface or especially close to a fountain or waterfall? Warm water has a low capacity for holding oxygen, while cooler water can hold very large amounts of oxygen. Warm pond water and increased activity go hand and hand, and that increased activity also means your fish
require more oxygen when less oxygen is available, thus creating a vicious cycle. Stressed fish often begin to develop diseases, and soon enough you’ll have a domino effect.
Beat the Heat
here are some preventative measures you can take in order to keep your pond from becoming a warm, unhealthy mess. It all starts with a well-designed water feature. Depth, plant coverage, shade, and circulation should all be considered when building a pond. A minimum depth of two feet is suggested so the bottom can remain cooler. You’ll also want to stock your pond with a lot of plants to provide shade for the fish. A good rule of thumb is to provide plant coverage of approximately 1/3 to 1/ of the pond’s surface area. Perhaps one of the most important parts of pond design is circulation. If possible, you’ll want to place your biological filter and mechanical filter across the pond from each other, so that all areas of the pond are skimmed and the water circulated. Keep in mind that waterfalls, streams, and even fountains play a huge part in the oxygenation of the water in your pond.

uring the hot summer months, you can use some of these tips to help keep your pond performing optimally:

* Add oxygen to your pond by placing an aerator or AquaForce® pump in your
pond. You can also install a fountain with a pump if your pond doesn’t have a waterfall or stream built in. * If you feed your fish, feed them in the morning and be careful not to overfeed. Uneaten food decays faster in warmer water and can pollute the pond. * Be sure to remove dying leaves and flowers before they have a chance to decay in the warmer water. The bottom line is that you need to keep an eye on your pond and let your fish and plants do the talking. If you have a balanced ecosystem, you don’t need to be checking your pond out everyday, but you do need to check it out every once in a while to make sure your plant and fish friends are healthy.

By Amanda Iacone Virginia Statehouse News RICHMOND — Despite months of political wrangling, in a single afternoon, legislators greatly diversified the Virginia Supreme Court by adding more women, including the first black woman to sit on the court. The General Assembly on Friday elected two new members to the state’s highest court ending five months of political negotiations over how to make the appointments. The election of two women brings the number of female judges on the court to its highest level in history. Cleo Powell and Elizabeth McClanahan will join Chief Justice Cynthia Kinser. They will serve 1-year terms beginning Aug. 1 and will fill vacancies created in February when former Chief Justice Leroy Hassell Sr. died and Justice Lawrence Koontz Jr. retired. The state’s highest court has seven judges. Lawmakers also appointed two judges to the Virginia Court of Appeals and filled three Circuit Court seats. “It is a historical day that we can all be proud of,” said Delegate Ben Cline, R-Rockbridge, chairman of the House Courts of Justice Committee, of Powell’s nomination. State Sen. George Barker, D-Fair-
fax, said the Democrats supported Powell because of her experience on the Court of Appeals, but they also wanted to ensure the court reflects the diversity of the state. “Reflecting the population geographically, racially — I think gender — all of those type of things, I think it is good to have a court that really does represent all Virginians,” Barker said. About 0 percent of Virginians are black and about half are women, according to 010 census data. “I’m very pleased to see the court
continuing to reflect Virginia,” said former Attorney General Mary Sue Terry of the women’s elections. “I can’t tell you what it feels like to have friends on the court, not that I’ll ever argue before the court again, but to know the individuals personally apart from the legal world and to know they are in these positions of very significant responsibility.” The divided Legislature finally struck a deal this week giving Republicans three of the four judicial nominations and allowing Democrats one pick. If the Legislature
had adjourned without filling the vacancies, the governor would have been allowed to choose the new Supreme Court judges. Barker said because Republicans control two-thirds of state government — both the House and the governor’s mansion — they negotiated more nominations. Cline said the House had offered a 3-1 compromise previously but only after the governor sent his letter last week, urging the Legislature to fill the Supreme Court seats, did the Democrats choose to accept it.
Despite the political wrangling it took to elect McClanahan and Powell, both are traditional selections for Virginia courts, said Carl Tobias, a constitutional law professor at the University of Richmond School of Law. But lawmakers commonly choose from the Court of Appeals to fill state Supreme Court vacancies. Not only do the new judges meet that qualification, but they also are well respected, Tobias said. “Both of them tend to be in the middle ideologically,” Tobias said.

Elsie Mae Mayhew Sirk, 97, Winchester, died Tuesday, July 6. Sirk was born in 1913, in Augusta, West Virginia, the daughter of the late Edward and Katherine Mayhew. Her husband, Robert William Sirk, preceded her in death in 198. Surviving are her sons, Paul Sirk and Robert Sirk both of Winchester, Pierre Sirk of Silver Springs, Florida; daughters, Alice Milburn and Deborah Walker both of Winchester; fourteen grandchildren; fifteen great grandchildren; and four great great grandchildren. One son, Richard Sirk, 5 brothers and 4 sisters, preceded her in death. A funeral service was conducted at Omps Funeral Home, South Chapel with Reverend Jason B. Duley officiating. I am in charge of all things GIS (geographic information systems). I manage the interactive mapping website and all mapping and GIS data requests for staff members and the general public. In addition, I can do geographic-based analysis which can be very useful for decision-making in the City. I also work closely with other government agencies to exchange GIS data so we have a fairly comprehensive system.

The City of Winchester Treasurer is raising the percentage rate for paying taxes over the counter with a credit card from 1.95% to .35% effective August 1. Why? The city only intends to offset the charges to us from Visa, Master Card, and Discover. Last year, the City paid out $7,1.90 in fees for card usage but only collected $5,951.4 from the citizens using this method of payment. The new rate should offset the fees collected and the fees paid. The treasurer will revisit the account next year to determine the rate.

The young guy at my door said the infamous words: “The offer is only good for today.” And he wanted payment in cash. That put me on alert. He was selling driveway resurfacing. Said he had enough asphalt left to do only one job, and he’d give me a good deal. I told him no. There are some rules of thumb in this experience, when it comes to home maintenance: 1. Beware those who come to the door offering services. Take their card, yes, and ask for a price if you’re interested, but don’t agree to any work either verbally or in writing. . If the work is something you’re truly interested in having done, do it a different way. Start by getting references from friends. Ask whether they’re happy with the job that was done, and whether any issues were taken care of promptly.

By Sue Golden Frederick County Report Tempers flared and voices raised during the Middletown Town Council work session on Monday evening. Apparently behind all of the dramatics was an email sent from Councilor Carl H. Bernhards questioning the integrity of Town Planner Fred Wharton. Mayor Mark Brown asked both Wharton and Town Attorney Stephen Butler to attend the work session. At issue was a contract proposed to be signed between Middletown, Virginia Department of Transportation, H&M Properties, and The Village at Middletown, requiring the development of the intersection at Reliance Road and Route 11. Although VDOT approved the plans for development near that intersection, and approves of the contract, it does not want to be a signatory on the agreement. According to Butler, this is a typical VDOT action. Councilor Bernhards questioned the timing of the disclosure to the council of the lack of an agreement, and the dropping of a bond that had been required previously. Butler explained that the bond had been between Ryan Builders and The Village at Middletown, and that the town had no part in the issuance of the bond, a fact which Bernhards disputed.
While other Council members bemoaned the fact that this was a simple misunderstanding that could have been dealt with without involving the expense of the lawyer, the additional time added on to an already heavy work agenda, and supported the actions of Wharton, the arguments continued. At one point, Butler turned to Bernhards and, barely maintaining his composure, said “we have nothing further to discuss.” Butler wished the other members of council a good evening, regained his composure, and asked Bernhards if he had any further questions. Wharton suggested he and Butler go out for a drink. On his way out of the meeting, Butler was heard saying “I just had all of my buttons pushed.”
It is not surprising that during the two and a half hour meeting, the Mayor took the time to hand out copies of the Rules of Conduct for council, and admonished the members from bickering, rolling their eyes, and other distracting behavior. Mayor Brown also warned the Councilors about micromanaging the professional staff, and about putting questionable comments in writing. After all of the histrionics, council got back to work. A 10 percent Real Estate Tax increase will have its third and final reading at the August 8 meeting, with an up or down vote. A number of ordinance changes will be read during the next meeting, involving updating the standing committees of the Town, revising the Code of Conduct, and adjusting the language in the Code regarding salaries for the Mayor and Councilmembers. Martha Shickle, the Executive Director of the Northern Shenandoah Valley Regional Commission, attended the meeting to present a draft ordinance for the Drought/Low Water Response Ordinance. By Amanda Iacone Virginia Statehouse News RICHMOND — Virginia’s Capitol is beginning to feel a bit like Capitol Hill, as Republican and Democratic legislators remain at an impasse over how to draw new congressional voting districts with no compromise in sight. Legislative leaders appointed six lawmakers to cobble together a deal in June. But the full conference committee has yet to meet, and conferees can’t find a path to move forward. At issue is how to apportion black voters who live in a sprawling area that stretches from Richmond to Norfolk. Under federal law, district lines must preserve the strength of black voters. U.S. Rep. Bobby Scott’s 3rd Congressional District comprises the only majority-minority district in the state. Democrats want to increase the percentage of black voters in the nearby 4th Congressional District represented by U.S. Rep. Randy Forbes, R-Chesapeake, to
be a majority-minority district, but the move would shrink the percentage of black voters in Scott’s district to less than half of voters. Republicans say Democrats are trying to rewrite federal law and that the Republican plan complies with the Voting Right Act and would increase the percentage of black voters in Scott’s district by giving Forbes less black voters. But Democrats say Republicans are merely protecting incumbents, because existing lines would change little. Under the federal Voting Rights Act of 1965, Virginia is required to create districts with a majority of minority voters, so they can elect the candidate of their choice. State Sen. Mamie Locke, DHampton, who drafted the Democratic plan, said Republicans are unwilling to compromise, nor will they meet with the full conference committee. “The rest of the members of the conference committee haven’t had an opportunity to voice their opinions,” said Locke.
But Delegate Bill Janis, R-Henrico, said a conference committee meeting is not necessary, because his bill, which increases the percentage of black voters in Scott’s 3rd District and makes few other changes to district lines, would pass the full Senate with bipartisan support. Senate Democrats command a slim majority and a tie vote would sway in Republicans’ favor because Lt. Gov. Bill Bolling, who would cast the tie-breaking vote, is a Republican. The full Senate has never voted on Janis’ plan, which has the support of Virginia’s 11-member congressional delegation — Republicans and Democrats alike. “I have no intention of moving 1 inch off the House’s position as it’s currently configured, until I get a vote in the full Senate of Virginia,” Janis said. “The Senate leadership is going to have to decide when and where they want to move. Right now the ball is squarely in the Senate’s court.” Janis argues that the Democratic plan actually erodes the strength of black voters in Scott’s district, which is contrary to the Voting Rights Act. The percentage of black voters would drop from 56 percent to 40 percent, Janis said. The Republicans plan slightly decreases black voters from 34
percent to 3 percent in Forbes’ district. About 0 percent of Virginians are black, and Scott is Virginia’s only black congressman. State Sen. Don McEachin, DRichmond, said Locke’s map complies with federal law. “They want to continue to promote and protect incumbents. What Sen. Locke’s plan does is that it’s more competitive, more contiguous and more compact than Bill Janis’ plan,” McEachin said. But he said it takes two to compromise and Janis’ “our way or nothing” approach is not conducive for negotiations. Unlike the congressional stalemate over raising the debt ceiling, delays over redistricting will not disrupt the economy. But the redistricting impasse, however, has stopped the governor from filling a handful of vacant Circuit Court judge positions scattered across the state. The redistricting delays could prevent would-be candidates from entering congressional races because candidates don’t know what district they would run in or
whom they would challenge, said Kyle Kondik, a political analyst with the University of Virginia Center for Politics in Charlottesville. Kondik said that as time passes, it’s less likely the two sides will come up with a plan, and the courts could end up drawing new congressional district lines. Then, what the map would like look would be a gamble for both parties. Judges typically don’t like to get involved in redistricting, because it is an inherently political process and a duty to be performed by the Legislature. Hesitant judges could choose the path of least resistance, which would be the House plan that most closely mirrors today’s voting districts, Kondik said. But state Sen. Jill Vogel, R-Fauquier, said the Legislature will pass a redistricting bill. She said negotiations are progressing and an agreement is in sight. “We’ve got to vote on something. Everybody understands that at a minimum we need to conclude the process,” Vogel said.

New principals named for two Frederick County schools
Frederick County Public Schools Superintendent Dr. David Sovine has announced the appointment of Dr. Amy Larrick as the new principal at Middletown Elementary School and Susan Brinkmeier as the new principal at Frederick County Middle School. Larrick succeeds Grant Javersak who became the principal at James Wood Middle School in June. Javersak had served as principal at Middletown Elementary School since 004. Brinkmeier succeeds Sharon Clark who moved from her role as principal at Frederick County Middle School to serve as Frederick County Public Schools Coordinator of Federal Program Accountability. Clark served as principal at Frederick County Middle School for six years before moving into her new administrative position. Sovine says, “Both Dr. Larrick and Mrs. Brinkmeier bring valuable teaching and administrative experience to their new roles. Their experience as both classroom teachers and school-based administrators will serve them well as they lead Middletown Elementary School and Frederick County Middle School respectively. With their appointments, all of our administrative positions for the 011-1 school year have been filled and we are anxiously awaiting the first day of school on August 4.” Larrick comes to Frederick County Public Schools after spending nine years in Clarke County Public Schools. The first four years of Larrick’s career were spent as a sixth and seventh grade science teacher and a sixth grade language arts teacher at Johnson-Williams Middle School. She then moved to D.G. Cooley Elementary School where she taught third grade for a year before being named the Science Coordinator for Clarke County Public Schools. For the past three years, Larrick has served as the assistant principal at Boyce Elementary School. In addition, Larrick has served as the Induction Coordinator (PK-1) for Clarke County Public Schools for the past four years. Larrick holds a Bachelor of Business Administration degree in accounting from Shenandoah University, a Master of Science degree in elementary education from Old Dominion University and a Doctor of Education degree in organizational leadership from Shenandoah University. In joining the Frederick County Public Schools team, Brinkmeier is returning to the school division in which she started her career. Brinkmeier completed her student teaching at Bass-Hoover and Stonewall Elementary Schools before working for three years as a fifth grade teacher at Senseny Road Elementary School. In 1996, Brinkmeier moved to James Wood Middle School where she spent five years serving as an eighth grade civics and world geography teacher and reading specialist. In 001, she became a reading specialist at Eagle Ridge Middle School in Loudoun County. After two years at Eagle Ridge, Brinkmeier was promoted to the Middle School Dean position at Belmont Ridge Middle School. For the past six years, she has worked as an assistant principal at Sterling Middle School. Brinkmeier holds a Bachelor of Arts degree in elementary education from Shepherd College, a Master of Science degree in education from Shenandoah University and an Education Specialist degree in administration and supervision from the University of Virginia. — From a press release
An amazing little idea

According to Warner Crocker, the Artistic Director at the Wayside Theatre in Middletown, the “Deviled Egg Star” contest was an “amazing little idea that met with great success.” The current Wayside production of The Nerd, by Larry Shue, calls for the cast to eat deviled eggs during the performance. Normally, the production crew and staff provide edibles for performances, but The Nerd requires three dozen deviled eggs per week-end, and fifteen dozen for the run of the show. That comes to 180 deviled eggs! While brainstorming how to get that many deviled eggs, the “Deviled Egg Star” contest was born. The Theatre put out a press release on July 7, asking people to donate their favorite deviled eggs. Within 4 hours, the Theatre had commitments to provide deviled eggs for the entire show, plus back up commitments. Each deviled egg sponsor is assigned a show. The sponsor provides a dozen deviled eggs, and the recipe. In return, the sponsor receives two tickets to see The Nerd. At the end of the week, the cast votes on that week’s favorite recipe. Each of the five “Deviled Egg Star” winners receives two Pick-3 tickets for the 50th Anniversary season at the Wayside Theatre, and two tickets for a select date to see the Wayside’s Christmas production of Glory Bea! A Shenandoah Christmas Story. Each winner also has their picture taken with the Nerd himself. Cephe Place, the Sales and Outreach Coordinator at the Wayside Theatre, says she is still receiving calls from people wanting to donate deviled eggs. She says that each recipe received has been different from every other recipe. “I had no idea there were so many ways to make deviled eggs!” Place said. When asked whether the cast was getting tired of eating deviled eggs week in and week out, both Crocker and Place laughed and said “We don’t know; we don’t have to eat them!” Reached on his day off, James Fleming, the Nerd, said he is still enjoying eating the eggs during the show. “The eggs are incredibly varied; we’ve had them with black olives, green olives, peppers, and seafood. Some are tangy, and some are sweet. And the people who make them are incredibly nice; most stop back stage after the show.” Fleming takes his judging seriously. “I take notes each

Fleming said the cast races to the back of the set after every performance to see how many eggs are left. As expected, the eggs don’t last long. Asked if he had any regrets about his egg habit, Fleming had two. “Deviled eggs are pretty fattening, so I don’t eat dinner before the show. And on my day off, I went to visit my Mother. Three-Cheese Deviled Deviled Eggs 6 hard boiled eggs, shelled Eggs
6 hard cooked eggs ¾ cup mayonnaise Tablespoons finely shredded Monterey Jack Cheese Tablespoons finely shredded Swiss Cheese Tablespoons minced chives (divided) 1/8 Teaspoon ground mustard 1/8 Teaspoon pepper ounces process cheese (Velveeta) cubed Dash paprika
Cut eggs in half lengthwise. Remove yolks, set whites aside. In a bowl, mash yolks. Add mayonnaise, shredded cheeses, 1 tablespoon chives, mustard & pepper. In microwave-safe bowl, melt the process cheese on high for 1 – 2 minutes; stir until smooth. Stir into yolk mixture. Pipe or spoon into egg whites. Sprinkle with paprika and remaining chives. Refrigerate until serving.

ith summertime temps reaching their peak across the nation the past couple weeks, it’s a good idea to make sure your pond isn’t becoming troublesome. Once the water temperature rises above 80 degrees, you could run into problems. Do your fish appear stressed out, gasping for air close to the water’s surface or especially close to a fountain or waterfall? Warm water has a low capacity for holding oxygen, while cooler water can hold very large amounts of oxygen. Warm pond water and increased activity go hand and hand, and that increased activity also means your fish
require more oxygen when less oxygen is available, thus creating a vicious cycle. Stressed fish often begin to develop diseases, and soon enough you’ll have a domino effect.
Beat the Heat
here are some preventative measures you can take in order to keep your pond from becoming a warm, unhealthy mess. It all starts with a well-designed water feature. Depth, plant coverage, shade, and circulation should all be considered when building a pond. A minimum depth of two feet is suggested so the bottom can remain cooler. You’ll also want to stock your pond with a lot of plants to provide shade for the fish. A good rule of thumb is to provide plant coverage of approximately 1/3 to 1/ of the pond’s surface area. Perhaps one of the most important parts of pond design is circulation. If possible, you’ll want to place your biological filter and mechanical filter across the pond from each other, so that all areas of the pond are skimmed and the water circulated. Keep in mind that waterfalls, streams, and even fountains play a huge part in the oxygenation of the water in your pond.

uring the hot summer months, you can use some of these tips to help keep your pond performing optimally:

* Add oxygen to your pond by placing an aerator or AquaForce® pump in your
pond. You can also install a fountain with a pump if your pond doesn’t have a waterfall or stream built in. * If you feed your fish, feed them in the morning and be careful not to overfeed. Uneaten food decays faster in warmer water and can pollute the pond. * Be sure to remove dying leaves and flowers before they have a chance to decay in the warmer water. The bottom line is that you need to keep an eye on your pond and let your fish and plants do the talking. If you have a balanced ecosystem, you don’t need to be checking your pond out everyday, but you do need to check it out every once in a while to make sure your plant and fish friends are healthy.

By Amanda Iacone Virginia Statehouse News RICHMOND — Despite months of political wrangling, in a single afternoon, legislators greatly diversified the Virginia Supreme Court by adding more women, including the first black woman to sit on the court. The General Assembly on Friday elected two new members to the state’s highest court ending five months of political negotiations over how to make the appointments. The election of two women brings the number of female judges on the court to its highest level in history. Cleo Powell and Elizabeth McClanahan will join Chief Justice Cynthia Kinser. They will serve 1-year terms beginning Aug. 1 and will fill vacancies created in February when former Chief Justice Leroy Hassell Sr. died and Justice Lawrence Koontz Jr. retired. The state’s highest court has seven judges. Lawmakers also appointed two judges to the Virginia Court of Appeals and filled three Circuit Court seats. “It is a historical day that we can all be proud of,” said Delegate Ben Cline, R-Rockbridge, chairman of the House Courts of Justice Committee, of Powell’s nomination. State Sen. George Barker, D-Fair-
fax, said the Democrats supported Powell because of her experience on the Court of Appeals, but they also wanted to ensure the court reflects the diversity of the state. “Reflecting the population geographically, racially — I think gender — all of those type of things, I think it is good to have a court that really does represent all Virginians,” Barker said. About 0 percent of Virginians are black and about half are women, according to 010 census data. “I’m very pleased to see the court
continuing to reflect Virginia,” said former Attorney General Mary Sue Terry of the women’s elections. “I can’t tell you what it feels like to have friends on the court, not that I’ll ever argue before the court again, but to know the individuals personally apart from the legal world and to know they are in these positions of very significant responsibility.” The divided Legislature finally struck a deal this week giving Republicans three of the four judicial nominations and allowing Democrats one pick. If the Legislature
had adjourned without filling the vacancies, the governor would have been allowed to choose the new Supreme Court judges. Barker said because Republicans control two-thirds of state government — both the House and the governor’s mansion — they negotiated more nominations. Cline said the House had offered a 3-1 compromise previously but only after the governor sent his letter last week, urging the Legislature to fill the Supreme Court seats, did the Democrats choose to accept it.
Despite the political wrangling it took to elect McClanahan and Powell, both are traditional selections for Virginia courts, said Carl Tobias, a constitutional law professor at the University of Richmond School of Law. But lawmakers commonly choose from the Court of Appeals to fill state Supreme Court vacancies. Not only do the new judges meet that qualification, but they also are well respected, Tobias said. “Both of them tend to be in the middle ideologically,” Tobias said.
