Frederick County Public Schools offering senior passports
Program grants county residents age 60 and over free admission to events
Frederick County Public Schools is again offering Senior Passports to county residents who are at least 60-years-old. The passports provide admission to Frederick County Public School athletic events at James Wood High School, Millbrook High School, Sherando High School, Admiral Richard E. Byrd Middle School, Frederick County Middle School, James Wood Middle School and Robert E. Aylor Middle School. Admission to tournaments and playoffs governed by Virginia High School League rules is excluded. The passports also are good for admission to music and drama productions at all Frederick County Schools and certain other school activities where admission is charged. Schools Superintendent Dr. David Sovine says, “Throughout the school year, there are many opportunities for the community to support our students and schools. The Senior Passport program is one way for us to thank the area’s seniors for their support of our school division. I encourage all Frederick County residents who are at least 60-years-old to get a Senior Passport and use it to enjoy the various activities our schools offer to the community. There are great things happening in Frederick County Public Schools and we want to share them with the community.”Those interested in receiving a Senior Passport may apply in person at Room 9 in the Frederick County Public Schools Administration Building, 1415 Amherst Street, Winchester, Virginia. An ID including the applicant’s date of birth and address is required. Applications can also be requested by calling 540-66-3889 x88169. The passports do not need to be renewed annually. Charles Burlsem “Charlie” Thweatt, Jr., 88, of Winchester, Virginia, died Friday, August 6, 011, at Winchester Medical Center. He was born March 18, 193 in Smyth County, Virginia, the son of Charles B. and Mamie Cregger Thweatt. He served in the US Navy during W.W.II, and was a recipient of a Purple Heart. He retired as foremen after 51 years from Zuckerman Steele Co. in Front Royal. He was a member of Fraternal Order of Eagles Aerie #84, Senior Citizens Bowling League, and Macedonia United Methodist Church. He married Oneda V. Sparks in 1946 in Stephens City. He is survived by a companion, Nellie Edwards of Winchester; one daughter, Faye Hicks; one son, Rickie Michael Thweatt, both of Winchester; two sisters, Chloe Sparks of Nebo, Virginia, and Grace Jarrett of Tennessee; five grandchildren, Mike Thweatt, Janene Thweatt, Kista Oates, Jay Chapman, Timothy Thweatt; three great-grandchild, Kellen Breeden, Glenna Dehart, Seff Oates and one great-great-grandchild, Jude Oates. He is preceded in death by his wife, one sister, and three brothers. A funeral service will be held on Tuesday, August 30, 011 at 11:00 a.m. at Jones Funeral Home with Rev. Jason Duley officiating. Burial will follow in Shenandoah Memorial Park. Family will receive friends on Monday evening, August 9, 011, from 6-8:00 p.m. Pallbearers will be Mike Thweatt, Jay Chapman, Tim Thweatt, Terry Oates, Junie Bush, and Rick Bush. Alamo Drafthouse Cinema to present Spotlight Film Series
The Spotlight Film Series at the Alamo Drafthouse in Wichester will present independent and limited-release films that have been requested by guests. The series will feature several films that have played only a handful of theaters around the country. Tickets for each screening are only $5, including the 3D presentations. Tickets go on sale 11 am Thursday, August 5 at www.drafthouse.com/ winchester, www.fandango.com, or at the Alamo box office. “The Spotlight Film Series gives us an opportunity to bring in exciting films that have not played in the market,” said Alamo Drafthouse Cinema partner Steve Nerangis. “Throughout the year, we receive requests for films from our guests. Localities fret tight FEMA budget
spokeswoman Megan Whittemore. Whittemore said the U.S. House of Representatives passed a budget bill in June for the Department of Homeland Security to replenish its federal disaster aid fund. But the Senate has not acted on the budget bill. The numerous deadly tornadoes nationwide have depleted much of FEMA’s funding even before the hurricane season began in June. FEMA could be short as much as $5 billion in disaster aid in the coming year. Because of that shortfall, the federal government has delayed approving new, long-term projects, so FEMA has enough cash to grant immediate requests, U.S. Secretary of Homeland Security Janet Napolitano said during an afternoon news conference in Chesterfield County. For disaster relief efforts, Gov. Bob McDonnell recently set aside $17 million from the year-end cash balance. Of that amount, about $4.3 million is expected to help with the tornado recovery in several southwestern Virginia counties. In addition, a separate state disaster relief fund has raised $1.1 million through private and corporate donations. These and other state funds for disaster response will be tapped for hurricane disaster relief, said Jeff Caldwell, the governor’s

By Amanda Iacone Virginia Statehouse News RICHMOND — As federal disaster relief runs dry, Virginia communities may not get the help they need any time soon, as they clean up from Hurricane Irene’s pummeling. Instead, federal aid is at risk of becoming ensnarled in a debate that could rival the debt-ceiling fracas, which took Congress by storm this summer. U.S. Rep. Eric Cantor, R-7th Congressional District, reiterated this week that any additional funding for the Federal Emergency Management Agency, or FEMA, must be offset with spending cuts in the federal bud-

get. On Monday, Cantor told Fox News; “In instances like this, yes, there is a federal role. Yes, we’re going to find the money. We’re just going to need to make sure that there are savings elsewhere to continue to do so.” He has made similar comments, including after deadly tornadoes tore through southwestern Virginia this spring. “Clearly when disasters and emergencies happen, people expect their government to treat them as national priorities and respond properly. People also expect their government to spend their dollars wisely, and to make efforts to prioritize and save when possible,” said Cantor’s

tor James McReynolds said. York County may have to reach into its $13 million budget or rainy day fund to pay for the preparation and emergency costs in the short term. One quarter of York County was without power Tuesday as officials continue removing debris and using generators to run pump station to keep the county’s sewer system online. The county expects to have an estimated cost for the recovery effort by next week, said George Hrichak, chairman of the county’s board of supervisors. But officials hope FEMA money will be available, he said. “The whole federal budget issue is going to have to be addressed. You can’t spend money like it doesn’t matter. There’s got to be accountability and responsibility,” Hrichak said. “Is it going to hurt localities if we don’t get FEMA money? Absolutely.” Regardless of how Congress pays for disaster assistance, McDonnell said the federal government is obligated by law to give aid to eligible communities. “If we meet the federal requirements, we expect the federal government to pay,” McDonnell said.

Virginia front and center in campaign 2012
By Jonathan Lucci Frederick County Report Citizens of Frederick County will have a much larger role to play in the Presidential election next year than citizens of most other states. This is because President Barack Obama’s reelection campaign will be focusing heavily on winning Virginia, and his opponent will be just as focused on recapturing the Old Dominion for the Republican Party. In 008, President Obama became the first Democrat since Lyndon Johnson in 1964 to win Virginia’s electoral votes, a feat made possible largely because of the influx of Democratic voters into Northern Virginia as the Washington and Baltimore metro areas expand. Most of the scenarios that result in an Obama victory include Virginia winding up in the blue column. Virginia looks increasingly attractive to the President’s campaign as his popularity erodes rapidly in decisive midwest battlegrounds such as Iowa, Ohio, and even must-win Pennsylvania. At the same time, Republican candidates now focused on their own primary fight are likely feeling confident if the President is placing such heavy emphasis on Virginia. It is very possible that Virginia’s Democratic turn in 008 was symptomatic of the end-of-term unpopularity of former President Bush and will switch back now that Bush is not on the ballot. North Carolina and Indiana are even more extreme cases of states Democrats won in 008 but will almost certainly lose in 01. The question that may decide the next Presidential election is whether Virginia is in that category, or is actually changing so rapidly that it could be a battleground state so crucial it joins Ohio and Florida as the most decisive places for electoral votes. Frederick County itself voted heavily for John McCain in 008, despite the national trend toward President Obama. The City of Winchester voted narrowly for President Obama, giv-

Virginia will also see a bitter fight for the senate seat being vacated by Jim Webb after just one term. Vying for the seat are former senator George Allen and former governor and Democrat chairman Tim Kaine. Both candidates are running with flaws and challenges and the race is expected to be very close. Allen will likely benefit from the President’s unpopular position while possibly still suffering from the fallout of his famous “macaca” moment in 006, when

Return of Friday night football!
While the Sherando players were obviously upset and disappointed that they did not come away with a victory, but they were proud of the spectacular effort they put forth. The players and coaches seemed to understand the potential this season holds now that the Warriors have proven they can go toe to toe with the elite of West Virginia football. Friday also saw the Handley Judges defeat Old Dominion 313, behind a relentless running attack on the ground. James Wood won a close game 4-1 over Heritage while Millbrook was defeated 7-10 by Tuscarora High School. The parade will be held along Main Street with a carnival and bonfire taking place at the town commons area. Thursday, September 22, 2011 6:00 p.m. – Making It Count program at Sherando High School. This program is a free seminar for the parents of high school students focusing on how to pay for college. The information will include how to plan for and manage college costs, the types of financial aid that are available, options for developing a college funding strategy and how to send a student to college without risking a family’s financial future.

By Jonathan Lucci Frederick County Report Friday football made a return to Frederick Aug. 6 as the four county high school teams faced off against their opponents in the opening game of this season. The Sherando Warriors, attempting to come back from their playoff defeat against Broad Run last year, took on the Martinsburg Bulldogs. Martinsburg is the defending AAA West Virginia State Champion, while Sherando was defeated in the first round of the playoffs last year. The Warriors went in as the clear underdogs, but were able to fight Martinsburg almost to a stalemate. An early touchdown by Martinsburg was all that was needed, as the Sherando offense simply could not put the ball in the endzone. Arrowhead Stadium was packed to the brim with fans from both sides eager to watch a great football game on a warm Friday night under the lights. The game was a defensive battle with great physicality on both sides, with the first and only score coming when Martinsburg’s quarterback ran into the endzone to put the bulldogs up. Sherando was forced to rely on many of their backups to step up, as players dropped like flies with cramps and had to be stretched out. At one point both of the Warrior’s quarterbacks were cramping up, as well as both of their running backs. The backups, particularly on defense, did a fantastic job filling in and holding Martinsburg to 7 points.

The study area has been expanded to incorporate portions of the Southern Frederick Land Use Plan which was adopted in 1999, generally north of the Opequon Creek and east of Interstate 81. The study area includes both the Red Bud and Shawnee Districts and a small portion of the Stonewall District Household Hazardous Waste Collection Household chemicals such as insecticides, pesticides, pool chemicals, antifreeze, transmission fluid, car batteries, fluorescent and compact light tubes, paints, thinners, solvents and household cleaners are collected for proper disposal. Several of the items collected are sent off for recycling. This event is closed to businesses. These events are held on the first and third Wednesdays of each month from noon to 6 p.m. during the months of April through October. During the months of November, December, January, February and March, one event will be held each month on the third Wednesday of the month.
