Sherando teacher earns Gold Star recognition
The non-profit organization Working in Support of Education (w!se) has awarded Sherando High School business teacher Jason Kamlowsky with the distinguished title of Gold Star Teacher. The designation is the result of Kamlowsky’s students’ outstanding performance on the w!se Financial Literacy Certification Test during the 2010-11 school year. Earning Gold Star status means at least 90 percent of the students in one or more of KamlowskIy’s classes passed the Financial Literacy Certification Test. Just 199 teachers from across the country were recognized as Gold Star Teachers this year. The w!se Financial Literacy Certification Program helps address the need for financial literacy and education. The program provides high school students with access to financial education and the opportunity to become Certified Financially Literate™. Participating schools, such as Sherando High School, teach personal finance and administer w!se’s standardized Financial Literacy Certification Test. The program was developed in 2003 and has expanded nationally. It has been widely recognized for its success and has received the U.S. Treasury Department’s John Sherman Award for Excellence in Financial Education. In an email informing Kamlowsky that he’s been named a Gold Star Teacher, w!se Executive Vice President David J. Anderson says, “Being named a Gold Star Teacher shows an outstanding ability to help students become Certified Financially Literate™. We are truly grateful for your dedication and enthusiasm.” Assistant Superintendent for Instruction Peter Vernimb says, “It is becoming increasingly important for students to understand personal finance and how to make wise financial decisions. Virginia’s Standards of Learning for Economics and Personal Finance require that economic concepts are presented to students and that schools help them develop thinking skills that include economic reasoning, decision making and problem solving. One of the new graduation requirements for this year’s high school freshmen is that they complete a onecredit Economics and Finance course prior to graduation. Mr. Kamlowsky is to be commended for his excellent work in helping students understand the important concepts associated with personal finance and preparing them to become Certified Financially Literate™.” Superintendent David Sovine says, “Frederick County Public Schools has a long history of successfully preparing students for college, careers and life. Last year, the students enrolled in our Career and Technical Education programs earned 947 industry credentials which ranked us sixth among all school divisions in Virginia. I extend my congratulations to Mr. Kamlowsky for the outstanding work he’s done in teaching students important personal finance lessons and skills they will use throughout their lives.” (From a release)
James Wood High FFA members to compete
Tuesday, October 18-Saturday, October 22, 2011– James Wood High School FFA members compete at the National FFA Convention in Indianapolis. Four members of the James Wood High School FFA chapter won the State FFA Agricultural Mechanics Career Development event and earned the opportunity to compete in the national event at the National FFA Convention in Indianapolis. The event involves the team members being challenged to successfully complete several different tasks related to agricultural mechanics. Each participant will complete a written test of general agricultural mechanics knowledge and will then work to solve agricultural mechanics problems through critical thinking and problemsolving skills. The team will also carry out a number of mechanical skill activities, which may include welding, woodworking, electricity and agriculture equipment operation and maintenance. Some of the current team members who will participate in the competition are the children of parents who competed in the same competition when they were FFA members.

improved. Even more, exercise was associated with a slowing of dementia caused by small blood vessel disease. What does this mean for us? It means that aerobic exercise, or anything that gets the heart pumping and increases the need for oxygen, results in better blood flow to the brain. Brain pathways stay open and cognitive abilities are preserved or improved. Aerobic exercise, however, doesn’t necessarily mean we need to work out at the gym. Daily walks at a rate that pumps up the heart rate a bit, swimming, seated workouts and senior fitness classes can all help. More studies need to be done, but the review of all that literature indicates that we’re on the right track if we exercise. Ask your doctor before you start anything new.

ber for exercise and has lost 91 pounds. Her ensemble was all discretion, mostly black, and her moves seemed more sensuous. As a finale, the most accomplished dancers danced for the crowd. Belladonna Amaya did a beautiful skirt fusion and veil dance. (The pros all take stage names.) The colored veils flashed and the music played as Belladonna enchanted the crowd. Then Miramar and her friends, Aila Zulema and Mu’a, performed a Tribal Odyssey dance. This dance was louder, as the women trilled their appreciation for the dance. Body language, subtle or exaggerated, signaled changes to the dancers. Their brightly colored gypsy outfits, extravagant belts, jewelry and headpieces whirled, as the women came together, and then came apart, moving in circles. After the tribal dance, Aila and Mu’a were given candles to dance with as the background support for Miramar’s stunning sword
Belladonna Amaya does a “skirt fusion and veil dance.” By Sue Golden Frederick County Report A funny thing happened at the September “hafla.” I went as a reporter and left wanting to belly dance! A hafla is a belly dancing party. The hafla I attended at Kay’s School of Dance in Stephens City was sponsored by Miramar, a local dancer and instructor. A fairly large group of women of all ages, sizes, color, and dress spent an afternoon learning about the history of belly dancing, its culture and the costumes and makeup that bring it to life. Everyone brought food to share through the course of the afternoon. The diverse group contained beginners, intermediates, and pros like Miramar. Miramar, which means “Shining Star of the Sea,” has been teaching belly dancing, or Raks Sharqi (Eastern dance)
Miramar spins and dances, while balancing a sword on her head, at the end of the dance. for over 15 years. She calls herself a “technique teacher,” and teaches both cabaret, stage or night club dancing, as well as traditional folklore dances from many countries. She also specializes in Tribal Odyssey, an improvised style of group dance, based on the American Tribal Style of belly dancing, where one person leads the dance through a series of hand signals. It looked easy, but I’m sure it is not. Miramar says that belly dancing is one of the great loves of her life and it shows. She led the hafla through a series of moves: hip slides and circles, rib slides and circles, figure eight movements of the hips, and head slides. After a break, the intermediate group performed a dance. To a novice, the individuality of each person came shining through, even though each dancer was doing the same moves. The body movement and the costumes portrayed personalities, as did their faces and accoutrements. The level of individual peace and happiness also showed. The intermediate students, Melissa Sylvan and Patrice Faulkner, were as different as night and day. Melissa always wanted to take belly dancing and began classes two years ago. Her ensemble was brightly colored and her movements were taut. Patrice began taking belly dancing last Octo-

Specialist Pope described Lieutenant Burns as “a superb leader putting the safety and concern of everyone else first”. Jason Pope continued to say that Lieutenant Burns is dependable, committed and worthy of receiving the Career Firefighter of the Year Award. Specialist Wright also echoed Specialist’s Pope’s comments. John Wright stated that Lieutenant Burns is a “true leader” and “his positive attributes are reflected in everyone that has the privilege of working with him”. In addition, John Wright wrote that Jason’s “fire service knowledge is second to none” and his “ability to lead by example is a motivating factory for all of us to succeed in every task that we are presented with”. Congratulations to Lieutenant Jason Burns, Career Firefighter of the Year, 2011!

Jason Burns Frederick County Fire and Rescue Department held an appreciation picnic for all volunteer and career personnel on September 17, 2011 to express our gratitude for the services they provide to the citizens of Frederick County. On this date, all volunteer firefighters of Gainesboro volunteer Fire and Rescue Company were honored with the Volunteer of the Year Award and Lieutenant Jason Burns was honored with the Career Firefighter of the Year Award. Regarding the nomination of Volunteer Firefighters from Gainesboro for Volunteer of the Year; Deputy Chief William Bowmaster described them as well trained, well respected, dedicated and professional. Further, Deputy Chief Bowmaster stated, “when a piece of apparatus from Company 16 arrives on the scene, you can count on it being fully staffed with a crew that is ready to work.” Congratulations to all Volunteer Firefighters of Gainesboro Volunteer Fire and Rescue, Volunteer of the Year 2011. Civil War exhibition comes to the Handley Library
The exhibition An American Turning Point: The Civil War in Virginia is coming to the Handley Library October 3 through 17. The show is co-sponsored by Handley Regional Library and the Winchester-Frederick County Convention & Visitor Bureau. A special reception will take place on Wednesday, October 5 from 5:30 to 7:30 p.m. in the Benham Gallery of the Handley Library. The reception is free and open to the public. The exhibition will be open in the lower level until 8 p.m. that evening. Regular hours for the exhibit are the same as the library’s hours, which are Monday, 10 a.m. to 8 p.m.; Tuesday, 10 a,m, to 5 p,m.; Wednesday, 10 a.m. to 5 p.m.; Thursday, 10 a.m. to 1 p.m.; and Friday and Saturday, 10 a.m. to 5 p.m. Produced by the Virginia Historical Society (www.vahistorical.org), An American Turning Point is comprised of images, interpretive text, and a companion website designed for use on mobile devices. Access to the website will be given at the exhibition. This exhibition is traveling to various venues through December 2015. It is free and open to the public. Library Director Trish Ridgeway said, “We are fortunate to host an exhibit of this caliber.” The An American Turning Point exhibition appearing at the library is based on a 3,000-square-foot gallery show currently on display at the Virginia Historical Society in Richmond. The American Association for State and Local History recently awarded the Virginia Historical Society a 2011 Leadership in History Award for the gallery exhibition. “An American Turning Point differs from past examinations of the Civil War,” said Dr. Paul Levengood, president and CEO of the historical society. “It gives equal time to the conflict as a social upheaval experienced by more than just soldiers; gives voice to previously overlooked participants; and organizes the project through questions that often challenge conventional wisdom.” Andrew Talkov, who coordinated development of the exhibition for the Virginia Historical Society, said, “The Civil War touched every community in Virginia. Both the VHS and the Virginia Sesquicentennial of the American Civil War Commission wanted to produce an exhibit that could be sent across the Commonwealth to create interest in that divisive period in history. We hope that it inspires visitors to investigate how the war impacted their community.” (From a release)

Middletown
Middletown Town Council committee meeting
By Sue Golden Frederick County Report The Middletown Town Council met on Tuesday, September 20, 2011, to go over its committee assignments. Missing from the meeting were Mayor Mark Brown, Councilors John W. Blaisdell, Jr. and Mark H. Davis. Councilor Carl H. Bernhards, Jr. tried to attend the meeting by telephone, to no avail. Councilor Gerald D. (Dave) Sinclair acted as Mayor for the meeting. Treasurer Sharon K. Fadely noted that the heating and air conditioning system in Town Hall makes one-half of the building one temperature, and the other half the opposite. Since no one was present from the Facilities Committee, Councilor Sinclair assigned Councilor Davis to follow through on the problem. Under the Personnel and Finance Committee, the Town did receive a litter grant from the State of Virginia, but it was less than in years past: $833. Treasurer Fadely noted that the Town audit was delayed while the accountants did corporate filings for clients. Councilor Donna M. H. Gray said that the Town needed to get back on schedule with its audits; the 2010 audit should be starting now, and the 2009 audit is not yet complete. Donald Riffey, Maintenance Supervisor, reported that another of his staff is resigning as of the end of the month. He now needs to hire two maintenance workers, and a Waste Water Treatment Plant Operater. Mr. Riffey said he will be sitting to get his Waste Water Treatment Plant Operator license in the near future. Middletown also is looking for police officers to join the force. Interested parties should contact Town Hall. The Ordinance Committee reported that it is still waiting for Town Lawyer Stephen G. Butler to send an ordinance, which must be passed to proceed with the changing of the election date and place to coincide with the November elections. All three Councilors present agreed that the Town people should be able to vote on whether or not they want to change the elections. Councilor Gray questioned why the Town was spending money getting an ordinance from the Town Lawyer, when the Council was divided on the issue. The Public Safety Committee reported that the police force was still using part-time officers, while trying to hire full-time officers. Councilor Gray questioned the line put in by a stop sign going west of Town. Mr. Riffey explained that the line was put in by the Virginia Department of Transportation, based on a citizen request. Councilor Sinclair noted that, in the past, the Town always objected to the lines, when contacted by VDOT. The Public Works Committee is working on a “sledge” truck, to move the sledge from the Waste Water Treatment Plant. Mr. Riffey said it will cost $2,500 to seal the back of the current truck. Mr. Riffey also explained that the Waste Water Treatment Plant will be subject to new testing starting next month, which will cost the Town more money. Mr. Riffey is looking to make the testing as inexpensive as possible. The Ad Hoc Committee reported that it will be having a Halloween softball tournament on October 29th. The softball league just finished its season, and earned $600 for the Town. Councilor Gray requested that paper copies of the Council packets be delivered to each Councilor the Friday before meetings. Councilor Gray suggested the police or maintenance crew could deliver the packets. Councilor Gray also questioned the ordinance changes requested by the Mayor; she believes it’s a waste of time and money. Mr. Riffey reported that the contract for VDOT services was returned to VDOT. Mr. Riffey said he downsized his request for assistance. The Maintenance Department is still doing maintenance on its winter fleet. It was noted that the Mayor asked for new Committee Budget Reports by October 15.

The settlement would respond to a U.S. Department of Justice investigation that found the state in violation of the rights of disabled Virginians by unnecessarily institutionalizing them. Despite the lack of a settlement, state officials have begun spending the money to pay for support staff who, officials argue, will be needed to roll out the eventual agreement with the Justice Department.

Virginia begins spending $30M training center trust
RICHMOND — Parents with developmentally disabled children are waiting to learn how the state will spend $30 million set aside for services for intellectually and developmentally disabled Virginians. A spending plan for the $30 million, also referred to as a trust fund and allocated by the General Assembly, is expected to be released to the General Assembly this fall. The trust fund, considered a down And that news is unsettling to some parents. “This so far doesn’t show us anything other than continued human resources at the administrative level, which doesn’t have the money (following) the person into the community,” said Teresa Champion, whose son is autistic. “I don’t have any faith that what steps they are taking are going to move people into the community and be faithful to Olmstead.” In the Olmstead court case, the U.S. Supreme Court found that persons with disabilities should be provided with community-based services and not be segregated in institutions. Champion said she is worried the state will continue to focus on grouphome settings and day support centers, which mimic the training centers on a smaller scale. Parents want a menu of services for their child, regardless of the age, while allowing their child to control his own daily activities and interact with people who aren’t disabled, Champion said. Parents, especially aging parents of disabled children who are adults, want assurances that their children will not be left on the street, she said. Lucy Cantrell, executive director of the Hanover County Arc, which advocates for and works with disabled people, added that thousands of families are waiting for the state to pay for community-based services.
Jonathan Lucci Frederick County Report The Sherando Warriors left no doubt as to their superiority on Friday as they took down Jefferson High School in their final performance in front of a West Virginia crowd. Their 36-9 victory was so commanding that the Warriors will certainly have plenty to celebrate over their bye week before they play their bitter rival, James Wood. Joe Ojo was a standout star as he tallied 248 yards rushing, making Swiss cheese out of Jefferson’s defensive front and linebackers. Ojo had several big runs for a large amount of yards, and the Warriors kept sending him up the middle and down Jefferson’s throat, a gameplan by Coach Bill Hall that defeated Jefferson psychologically as well. Two of the Warrior’s points came of a safety, part of a masterful defensive performance put forth by the Warriors and their defensive coordinator, T.J Rohrbaugh. No matter what they tried, Jefferson was unable all night to get anything going, either on the ground or in the air. The Warriors flew to the football, swarming the ball carrier often before he even reached the line of scrimmage. Jalen Brisco played solidly at quarterback, maneuvering the team down the field and relying heavily on his star running back Joe Ojo. Success had been a serious concern for Sherando heading into the game, as so many of their star players are hurt. Reid Enstminger toughed it out and played with a cast on that prevented him from throwing and playing any quarterback. Taylor Loudon has a serious knee injury and Lucas Tunison played through the pain of a high ankle sprain. The Warriors needn’t have worried: they dominated Jefferson to improve their record to 3-2, heading into their district competition after their bye week. Jefferson did score a touchdown late in the game, on a long bomb down the field that caught Sherando’s safety’s and corners by surprise. At that point the Jefferson crowd began performing the warrior chant beloved by Sherando fans and giving Sherando fans the tomahawk gesture. This resulted in many cries from Sherando fans to look at the scoreboard, but the fans and players kept their cool and there was no trouble. The Warriors get some much deserved rest this week, as they will have no game on Friday. They are back this week busy at work preparing for what they know will be a demanding five stretch, which sees them playing James Wood and Handley, their bitter hometown rivals.

“So many people are on the waiting list, and a lot of these people are in a crisis-type situation,” Cantrell said. But the bulk of funding that would provide for that relief is in limbo, until the state settles with the Justice Department. “We have been very careful to keep the powder dry ‘til we know what we absolutely need to do. I think we are now to the point where with or without a settlement we know, or we’re learning, how we can begin to use that funding,” said Secretary of Health and Human Resources Bill Hazel. State and federal officials are working through a list of issues, including the pace of the transition, capacity concerns, waiver and non-waiver services, and the form of the settlement, Hazel said. The Legislature provided $400,000 for additional staff in anticipation of a settlement with the Justice Department. The Department of Behavioral Health and Developmental Services, which runs the state’s five training centers, plans to use $310,000 from the $30 million. The more than $700,000 in funding will help pay for salaries, benefits and travel costs for 13 employees. Hazel said the positions the department plans to fill include: •Community resource consultants to work with families once patients are moved out of the training center; •Community integration managers at the five training centers will work with patients and their families before the transition; •Trust fund coordinator to oversee expenditures from the $30 million; •Facility operations managers to ensure quality control at the training centers. Lawmakers required that the $30 million in taxpayer dollars pay for community-based services and onetime transition costs and fund 600 Medicaid-supported waivers that provide community- and home-based services. Medicaid waivers are the mechanism the state uses to pay for non-institutional care and services like in-home therapy and housing assistance. Delegates questioned Dix and Hazel on Monday during a House Appropriations Committee meeting here over the cost and the number of employees. Delegate Steve Landes, R-Weyers Cave, and a member of the House Appropriations Committee, said lawmakers are concerned about how many of those positions will be long term and need to be included in the state budget. “The bigger question is, are those positions, one, going to help from the standpoint of the settlement made with DOJ? And two, are they going to be helping to make the transition of people from institutions out to the community?” Landes said.

Puppy Isn’t Growing
DEAR PAW’S CORNER: We adopted a beautiful, fluffy pup at a nearby shelter. A worker there described it as a Russian sheepdog. She said “Curty” should grow up into a large dog with a lot of energy. So far, I haven’t found this to be true. Curty hasn’t grown much beyond his height when we adopted him, and he doesn’t seem to have the energy I have seen in shepherd breeds, although he is pretty playful and was easy to housebreak. Are there any health problems he might have, or do we just have a mixed breed dog that isn’t going to take on purebred characteristics? — Jerry C., Burlington, Vt. DEAR JERRY: There are several types of sheepdogs hailing from Russia and surrounding regions, so it’s hard to say exactly which breed you have. Indeed, you may have a mixedbreed dog, if the shelter wasn’t able to provide any information on Curty’s former home. The best thing to do is take Curty to the veterinarian for a checkup. Explain that he isn’t growing as fast as you thought he would and that he doesn’t have a lot of energy. The vet can check for any signs of underlying health issues. Curty could be a perfectly healthy pup, but just a mixed-breed dog who is developing normally and won’t be very big. An even-tempered, playful, well-socialized, easy-to-train dog isn’t a bad thing. Sherando teacher earns Gold Star recognition
The non-profit organization Working in Support of Education (w!se) has awarded Sherando High School business teacher Jason Kamlowsky with the distinguished title of Gold Star Teacher. The designation is the result of Kamlowsky’s students’ outstanding performance on the w!se Financial Literacy Certification Test during the 2010-11 school year. Earning Gold Star status means at least 90 percent of the students in one or more of KamlowskIy’s classes passed the Financial Literacy Certification Test. Just 199 teachers from across the country were recognized as Gold Star Teachers this year. The w!se Financial Literacy Certification Program helps address the need for financial literacy and education. The program provides high school students with access to financial education and the opportunity to become Certified Financially Literate™. Participating schools, such as Sherando High School, teach personal finance and administer w!se’s standardized Financial Literacy Certification Test. The program was developed in 2003 and has expanded nationally. It has been widely recognized for its success and has received the U.S. Treasury Department’s John Sherman Award for Excellence in Financial Education. Anderson says, “Being named a Gold Star Teacher shows an outstanding ability to help students become Certified Financially Literate™. Tuesday, October 18-Saturday, October 22, 2011– James Wood High School FFA members compete at the National FFA Convention in Indianapolis. Four members of the James Wood High School FFA chapter won the State FFA Agricultural Mechanics Career Development event and earned the opportunity to compete in the national event at the National FFA Convention in Indianapolis. The event involves the team members being challenged to successfully complete several different tasks related to agricultural mechanics. Each participant will complete a written test of general agricultural mechanics knowledge and will then work to solve agricultural mechanics problems through critical thinking and problemsolving skills. The team will also carry out a number of mechanical skill activities, which may include welding, woodworking, electricity and agriculture equipment operation and maintenance. Some of the current team members who will participate in the competition are the children of parents who competed in the same competition when they were FFA members.

It means that aerobic exercise, or anything that gets the heart pumping and increases the need for oxygen, results in better blood flow to the brain. Brain pathways stay open and cognitive abilities are preserved or improved. Aerobic exercise, however, doesn’t necessarily mean we need to work out at the gym. Daily walks at a rate that pumps up the heart rate a bit, swimming, seated workouts and senior fitness classes can all help. More studies need to be done, but the review of all that literature indicates that we’re on the right track if we exercise. Ask your doctor before you start anything new.

ber for exercise and has lost 91 pounds. Her ensemble was all discretion, mostly black, and her moves seemed more sensuous. As a finale, the most accomplished dancers danced for the crowd. Belladonna Amaya did a beautiful skirt fusion and veil dance. (The pros all take stage names.) The colored veils flashed and the music played as Belladonna enchanted the crowd. Then Miramar and her friends, Aila Zulema and Mu’a, performed a Tribal Odyssey dance. This dance was louder, as the women trilled their appreciation for the dance. Body language, subtle or exaggerated, signaled changes to the dancers. Their brightly colored gypsy outfits, extravagant belts, jewelry and headpieces whirled, as the women came together, and then came apart, moving in circles. After the tribal dance, Aila and Mu’a were given candles to dance with as the background support for Miramar’s stunning sword
Belladonna Amaya does a “skirt fusion and veil dance.” By Sue Golden Frederick County Report A funny thing happened at the September “hafla.” I went as a reporter and left wanting to belly dance! A hafla is a belly dancing party. The hafla I attended at Kay’s School of Dance in Stephens City was sponsored by Miramar, a local dancer and instructor. A fairly large group of women of all ages, sizes, color, and dress spent an afternoon learning about the history of belly dancing, its culture and the costumes and makeup that bring it to life. Everyone brought food to share through the course of the afternoon. The diverse group contained beginners, intermediates, and pros like Miramar. Miramar, which means “Shining Star of the Sea,” has been teaching belly dancing, or Raks Sharqi (Eastern dance)
Miramar spins and dances, while balancing a sword on her head, at the end of the dance. for over 15 years. She calls herself a “technique teacher,” and teaches both cabaret, stage or night club dancing, as well as traditional folklore dances from many countries. She also specializes in Tribal Odyssey, an improvised style of group dance, based on the American Tribal Style of belly dancing, where one person leads the dance through a series of hand signals. It looked easy, but I’m sure it is not. Miramar says that belly dancing is one of the great loves of her life and it shows. She led the hafla through a series of moves: hip slides and circles, rib slides and circles, figure eight movements of the hips, and head slides. After a break, the intermediate group performed a dance. To a novice, the individuality of each person came shining through, even though each dancer was doing the same moves. History
Civil War exhibition comes to the Handley Library
The exhibition An American Turning Point: The Civil War in Virginia is coming to the Handley Library October 3 through 17. The show is co-sponsored by Handley Regional Library and the Winchester-Frederick County Convention & Visitor Bureau. A special reception will take place on Wednesday, October 5 from 5:30 to 7:30 p.m. in the Benham Gallery of the Handley Library. The reception is free and open to the public. The exhibition will be open in the lower level until 8 p.m. that evening. Regular hours for the exhibit are the same as the library’s hours, which are Monday, 10 a.m. to 8 p.m.; Tuesday, 10 a,m, to 5 p,m.; Wednesday, 10 a.m. to 5 p.m.; Thursday, 10 a.m. to 1 p.m.; and Friday and Saturday, 10 a.m. to 5 p.m. Produced by the Virginia Historical Society (www.vahistorical.org), An American Turning Point is comprised of images, interpretive text, and a companion website designed for use on mobile devices. Access to the website will be given at the exhibition. This exhibition is traveling to various venues through December 2015. It is free and open to the public. Library Director Trish Ridgeway said, “We are fortunate to host an exhibit of this caliber.” The An American Turning Point exhibition appearing at the library is based on a 3,000-square-foot gallery show currently on display at the Virginia Historical Society in Richmond. The American Association for State and Local History recently awarded the Virginia Historical Society a 2011 Leadership in History Award for the gallery exhibition. “An American Turning Point differs from past examinations of the Civil War,” said Dr. Paul Levengood, president and CEO of the historical society. “It gives equal time to the conflict as a social upheaval experienced by more than just soldiers; gives voice to previously overlooked participants; and organizes the project through questions that often challenge conventional wisdom.” Andrew Talkov, who coordinated development of the exhibition for the Virginia Historical Society, said, “The Civil War touched every community in Virginia. Both the VHS and the Virginia Sesquicentennial of the American Civil War Commission wanted to produce an exhibit that could be sent across the Commonwealth to create interest in that divisive period in history. We hope that it inspires visitors to investigate how the war impacted their community.” (From a release)

Middletown Town Council committee meeting
By Sue Golden Frederick County Report The Middletown Town Council met on Tuesday, September 20, 2011, to go over its committee assignments. Missing from the meeting were Mayor Mark Brown, Councilors John W. Blaisdell, Jr. and Mark H. Davis. Councilor Carl H. Bernhards, Jr. tried to attend the meeting by telephone, to no avail. Councilor Gerald D. (Dave) Sinclair acted as Mayor for the meeting. Treasurer Sharon K. Fadely noted that the heating and air conditioning system in Town Hall makes one-half of the building one temperature, and the other half the opposite. Since no one was present from the Facilities Committee, Councilor Sinclair assigned Councilor Davis to follow through on the problem. Under the Personnel and Finance Committee, the Town did receive a litter grant from the State of Virginia, but it was less than in years past: $833. Treasurer Fadely noted that the Town audit was delayed while the accountants did corporate filings for clients. Councilor Donna M. H. Gray said that the Town needed to get back on schedule with its audits; the 2010 audit should be starting now, and the 2009 audit is not yet complete. Donald Riffey, Maintenance Supervisor, reported that another of his staff is resigning as of the end of the month. He now needs to hire two maintenance workers, and a Waste Water Treatment Plant Operater. Mr. Riffey said he will be sitting to get his Waste Water Treatment Plant Operator license in the near future. Middletown also is looking for police officers to join the force. Interested parties should contact Town Hall. The Ordinance Committee reported that it is still waiting for Town Lawyer Stephen G. Butler to send an ordinance, which must be passed to proceed with the changing of the election date and place to coincide with the November elections. All three Councilors present agreed that the Town people should be able to vote on whether or not they want to change the elections. Councilor Gray questioned why the Town was spending money getting an ordinance from the Town Lawyer, when the Council was divided on the issue. The Public Safety Committee reported that the police force was still using part-time officers, while trying to hire full-time officers. Councilor Gray questioned the line put in by a stop sign going west of Town. Mr. Riffey explained that the line was put in by the Virginia Department of Transportation, based on a citizen request. Councilor Sinclair noted that, in the past, the Town always objected to the lines, when contacted by VDOT. The Public Works Committee is working on a “sledge” truck, to move the sledge from the Waste Water Treatment Plant. Mr. Riffey said it will cost $2,500 to seal the back of the current truck. Mr. Riffey also explained that the Waste Water Treatment Plant will be subject to new testing starting next month, which will cost the Town more money. Mr. Riffey is looking to make the testing as inexpensive as possible. The Ad Hoc Committee reported that it will be having a Halloween softball tournament on October 29th. The softball league just finished its season, and earned $600 for the Town. Councilor Gray requested that paper copies of the Council packets be delivered to each Councilor the Friday before meetings. Councilor Gray suggested the police or maintenance crew could deliver the packets. Councilor Gray also questioned the ordinance changes requested by the Mayor; she believes it’s a waste of time and money. Mr. Riffey reported that the contract for VDOT services was returned to VDOT. Mr. Riffey said he downsized his request for assistance. The Maintenance Department is still doing maintenance on its winter fleet. It was noted that the Mayor asked for new Committee Budget Reports by October 15.

The settlement would respond to a U.S. Department of Justice investigation that found the state in violation of the rights of disabled Virginians by unnecessarily institutionalizing them. Despite the lack of a settlement, state officials have begun spending the money to pay for support staff who, officials argue, will be needed to roll out the eventual agreement with the Justice Department.

Virginia begins spending $30M training center trust
RICHMOND — Parents with developmentally disabled children are waiting to learn how the state will spend $30 million set aside for services for intellectually and developmentally disabled Virginians. A spending plan for the $30 million, also referred to as a trust fund and allocated by the General Assembly, is expected to be released to the General Assembly this fall. Champion said she is worried the state will continue to focus on grouphome settings and day support centers, which mimic the training centers on a smaller scale. Parents want a menu of services for their child, regardless of the age, while allowing their child to control his own daily activities and interact with people who aren’t disabled, Champion said. Parents, especially aging parents of disabled children who are adults, want assurances that their children will not be left on the street, she said. Lucy Cantrell, executive director of the Hanover County Arc, which advocates for and works with disabled people, added that thousands of families are waiting for the state to pay for community-based services.
Jonathan Lucci Frederick County Report The Sherando Warriors left no doubt as to their superiority on Friday as they took down Jefferson High School in their final performance in front of a West Virginia crowd. Their 36-9 victory was so commanding that the Warriors will certainly have plenty to celebrate over their bye week before they play their bitter rival, James Wood. Joe Ojo was a standout star as he tallied 248 yards rushing, making Swiss cheese out of Jefferson’s defensive front and linebackers. Ojo had several big runs for a large amount of yards, and the Warriors kept sending him up the middle and down Jefferson’s throat, a gameplan by Coach Bill Hall that defeated Jefferson psychologically as well. Two of the Warrior’s points came of a safety, part of a masterful defensive performance put forth by the Warriors and their defensive coordinator, T.J Rohrbaugh. No matter what they tried, Jefferson was unable all night to get anything going, either on the ground or in the air. The Warriors flew to the football, swarming the ball carrier often before he even reached the line of scrimmage. Jalen Brisco played solidly at quarterback, maneuvering the team down the field and relying heavily on his star running back Joe Ojo. Success had been a serious concern for Sherando heading into the game, as so many of their star players are hurt. Reid Enstminger toughed it out and played with a cast on that prevented him from throwing and playing any quarterback. Taylor Loudon has a serious knee injury and Lucas Tunison played through the pain of a high ankle sprain. The Warriors needn’t have worried: they dominated Jefferson to improve their record to 3-2, heading into their district competition after their bye week. Jefferson did score a touchdown late in the game, on a long bomb down the field that caught Sherando’s safety’s and corners by surprise. At that point the Jefferson crowd began performing the warrior chant beloved by Sherando fans and giving Sherando fans the tomahawk gesture. This resulted in many cries from Sherando fans to look at the scoreboard, but the fans and players kept their cool and there was no trouble. The Warriors get some much deserved rest this week, as they will have no game on Friday. They are back this week busy at work preparing for what they know will be a demanding five stretch, which sees them playing James Wood and Handley, their bitter hometown rivals.

“So many people are on the waiting list, and a lot of these people are in a crisis-type situation,” Cantrell said. But the bulk of funding that would provide for that relief is in limbo, until the state settles with the Justice Department. “We have been very careful to keep the powder dry ‘til we know what we absolutely need to do. I think we are now to the point where with or without a settlement we know, or we’re learning, how we can begin to use that funding,” said Secretary of Health and Human Resources Bill Hazel. State and federal officials are working through a list of issues, including the pace of the transition, capacity concerns, waiver and non-waiver services, and the form of the settlement, Hazel said. The Legislature provided $400,000 for additional staff in anticipation of a settlement with the Justice Department. The Department of Behavioral Health and Developmental Services, which runs the state’s five training centers, plans to use $310,000 from the $30 million. The more than $700,000 in funding will help pay for salaries, benefits and travel costs for 13 employees. Hazel said the positions the department plans to fill include: •Community resource consultants to work with families once patients are moved out of the training center; •Community integration managers at the five training centers will work with patients and their families before the transition; •Trust fund coordinator to oversee expenditures from the $30 million; •Facility operations managers to ensure quality control at the training centers. Lawmakers required that the $30 million in taxpayer dollars pay for community-based services and onetime transition costs and fund 600 Medicaid-supported waivers that provide community- and home-based services. Medicaid waivers are the mechanism the state uses to pay for non-institutional care and services like in-home therapy and housing assistance. Delegates questioned Dix and Hazel on Monday during a House Appropriations Committee meeting here over the cost and the number of employees. Delegate Steve Landes, R-Weyers Cave, and a member of the House Appropriations Committee, said lawmakers are concerned about how many of those positions will be long term and need to be included in the state budget. “The bigger question is, are those positions, one, going to help from the standpoint of the settlement made with DOJ? And two, are they going to be helping to make the transition of people from institutions out to the community?” Landes said.

Puppy Isn’t Growing
DEAR PAW’S CORNER: We adopted a beautiful, fluffy pup at a nearby shelter. A worker there described it as a Russian sheepdog. She said “Curty” should grow up into a large dog with a lot of energy. So far, I haven’t found this to be true. Curty hasn’t grown much beyond his height when we adopted him, and he doesn’t seem to have the energy I have seen in shepherd breeds, although he is pretty playful and was easy to housebreak. Are there any health problems he might have, or do we just have a mixed breed dog that isn’t going to take on purebred characteristics? — Jerry C., Burlington, Vt. DEAR JERRY: There are several types of sheepdogs hailing from Russia and surrounding regions, so it’s hard to say exactly which breed you have. Indeed, you may have a mixedbreed dog, if the shelter wasn’t able to provide any information on Curty’s former home. The best thing to do is take Curty to the veterinarian for a checkup. Explain that he isn’t growing as fast as you thought he would and that he doesn’t have a lot of energy. The vet can check for any signs of underlying health issues. Curty could be a perfectly healthy pup, but just a mixed-breed dog who is developing normally and won’t be very big. An even-tempered, playful, well-socialized, easy-to-train dog isn’t a bad thing.
