‘Charity’ clothing bins - good cause or get-rich scheme?
Out-of-state, non-profits may be pocketing millions while doing little for charity
“For almost 10 years, Optimal Medical Foundation has been committed to finding an inexpensive, point of care, rapid diagnostic test solution for the betterment of family health, here in the Unites States (sic) and around the world. Help us today to find that solution!” We noted the misspelling of United States and spotted another – “inxpensive”. Curious for a $5-million to $10million, decade-old operation’s website, or at least its CDRF subsidiary’s, we thought – then we let our fingers do the walking. First, we gave the 800 number listed for CDRF on the blue collection bins a ring and got a recorded message identifying the “clothing bin placement office” for CDRF. The phone call Then we tried the 905 number listed on the company websites and of all things – got a human being. I identified myself as a reporter calling from Front Royal, Virginia, about the clothing collection bins and how revenue was distributed between “expenses” and the “Charity” as stated on the blue boxes. “You’ll have to e-mail your questions and I’ll forward them to someone in a position to answer them,” I was told. “And your name,” I asked. “Judy,” was the reply. “Are you with an answering service,” I queried, trying to get a feel for exactly who I was talking to and whether she was in a corporate office or simply fielding calls from home or a call-service center. “No, I’m the secretary today,” Judy said. “Today” – hmm, I thought again. “Last name?” “Green,” came the slightly hesitant reply. “With an “E” on the end or not?” “I’m not giving you anymore information – you have enough already,” Judy told me. “Even the spelling of your last name?” I asked. “Green like the color,” Judy relented.

They’re spreading like a cancer ... but does it significantly benefit cancer - or any other disease - research?

By Roger Bianchini Frederick County Report Since last year you may have seen them sprouting like weeds – the blue bins claiming to be charitable “Clothes and Shoes Donations Centers”. Sounds harmless enough – and they always seem to be at highly traveled and convenient locations. The ones I was initially aware of, first two, then three in the Royal Plaza Shopping Center in front of K-mart, are often overflowing into the parking lot despite the admonishment to “Please do not leave any items outside the bin”. Others have since cropped up in locations, including the car wash at Fifth Street on Commerce Avenue, the old Jiffy Lube at North Royal and 14th Street, and the reopened Liberty Gas Station at 5th Street and North Royal Avenue. However, a reader inquiry about exactly who was collecting and what charity was profiting from these collection bins led us to a closer inspection of the information on the bins. “The donated items will be sold and after expenses Charity receives guaranteed fixed monthly revenue without risk of financial loss,” the second paragraph under the logo of the “Childhood Disease Research Foundation” (CDRF) reads. The CDRF logo was on all the boxes we found around Front Royal. Hmm, “after expenses Charity receives guaranteed fixed monthly revenue” immediately raised alarm bells.

Okay, I’m used to seeing used clothes and what not sold to the benefit of a charity or civic organization operating discount stores – LOCALLY. Among those that initially come to mind are The Salvation Army Store on South Street, the Abused Women’s Shelter Second Chance Store and Blue Ridge Hospice Thrift Store, both on East Main Street. But “Charity” capitalized in a third-person context under the logo of an alleged medical research foundation of unknown location struck this cynic as suspicious. The first paragraph on the bin explained that the CDRF was a nonprofit and “operating division” of “Optimal Medical Foundation” whose “mission is to provide public awareness to promote and further research, treatment and education programs on disease affecting children and adults.” Nice, if somewhat vague. Once home, we did on online exploration of both organizations. CDRF and OPM share a Fremont, California mailing address and a (905) 681-3135 phone number. On websites referencing it – we could not find an OPM website, only myriad sites referencing it – OPM is listed as a 501-C-3 non-profit with most recently reported (2009) annual revenue of $5,312,406 with assets of $264,415; an asset range of $100,000 to $499,999; and an income range of $5 million to $9.999 million ... Hmm, never can quite get over that $10-million hurdle … wonder if that’s where another level of governmental oversight kicks in???

“Walker has a better chance of accomplishing something than the National Charity for Cancer Research, part of the Optimal Medical Foundation Inc. in Fremont, Calif. The group gathered $5.3 million in 2009, of which zero seems to have gone toward research.” The Pennsylvania Department of State database reported on “professional fundraising activities” in the state that included so-called “solicitor” middle men on behalf of charities over a seven-year period. Optimal Medical Foundation and a solicitor named “L.C. Bee” were reported grossing $691,775 in a fundraising campaign period between April 30, 2008 and April 30, 2009. Of that amount, $106,346 (15 percent) was reported received by charity. The WJBK FOX 2 –Detroit TV report stated, “There are some of the drop boxes that are out and positioned in various locations that are for profit businesses where they basically take the goods and then sell them, and that’s their profit,” Moseley said. The report continued, “Looking closer at a Childhood Disease Research Foundation donation box, in the second paragraph it states that donated items deposited will be sold and after expenses the charity gets revenue … Many times for profit companies will team up with charities so those organizations are getting some money, but, of course, it’s really a profit organization that’s running the whole thing.” While the Detroit TV report noted that some municipal governments have passed codes that do not allow such drop boxes to be placed in their community, that

is apparently not the case here in Front Royal and Warren County. A business proposition According to Janice Hart, who manages tenant relations at Royal Plaza Shopping Center where I first saw the CDRF drop boxes, she encountered no local code requirements when approached about acquiring rental space for the drop boxes in the Royal Plaza parking lot. Hart told us the space for the boxes is essentially leased by the property owner to the box provider much as store front space is. Hart, who is also the FRPD Community Relations Specialist, said to her knowledge there were no local municipal code regulations that applied to the boxes since they are leased on private property. Both town and county officials were examining any applicable local codes that might apply to the boxes when we went to press. While Hart said she chooses to donate to local charities like Blue Ridge Hospice and the Women’s Shelter, she pointed out you can’t control with whom people chose to donate items like clothes to the benefit of which charitable causes. Well, hopefully a little knowledge will go a long way in helping people make a more informed decision based on what will help the most reputable charities to the actual benefit of those in need, particularly in our own community. me, there are community organizations that take donations for the good of our community, Blue Ridge Hospice being one, along with Goodwill, Salvation Army, Second Chance, C-Cap and Habitat for Humanity, just to mention the ones that I am aware of,” Jeania Aylor of the Blue Ridge Hospice Thrift Store says. “All of us are paying town taxes, purchasing business licenses and creating revenue for this beautiful town that we live in, as well as doing our part to help the less fortunate in our community maintain a better quality of life, whether it be Blue Ridge Hospice providing quality end-of-life care; or other local organizations such as Salvation Army, which helps homeless get back on their feet; or the women’s shelter, helping women conquer abusive situations and getting back on their feet. “Blue Ridge Hospice does thousands of dollars in in-kind donations a year. We donate to other organizations in our community, such as C-Cap, Habitat for Humanity, local churches and nursing homes when they have events for the elderly – as I am sure the other local non-profits do as well. “I honestly believe that everyone in this town is aware of the organizations that truly help our community. That being said, it seems unfair to our community as a whole that we and other local organizations are not receiving as many donations due to these metal boxes being placed around town. “I truly believe if people understood that these boxes are being placed by organizations from other

states, some as far away as California, and the questionable history of charitable donations they actually make versus profits they take, they would insist that they be removed today. I can tell you this – there is a committee that rates non-profit organizations and I know from some research that we did previously, this company that placed the blue ones around town received an ‘F’ rating.” Questions posed As instructed by our OMF “secretary” friend Judy Green out west in California, on April 5 we submitted an e-mailed list of questions about the company’s history, its subsidiary base of charitable non profits like CDRF, sales and collection networks, revenue distribution and pay scales for management and operations, noting an April 11 deadline for this story. As of April 12, we had yet to get any reply from OMF management. We do know this, however, according to its subsidiary website and other online references: OMF was incorporated in 1999, in Delaware, perhaps; lists its and at least one subsidiary’s business address as Fremont, California; lists its U.S. Bank’s home office in Topeka, Kansas; and its accounting firm’s address in Livingston, New Jersey. However, where the money is actually counted and how it is distributed remains a mystery. But our guess it is not in Front Royal or Warren County, Virginia.

Senate joins House in passing state budget
By Alex Morton Capital News Service RICHMOND – On the fourth try, the Senate joined the House on Wednesday in approving an $85 billion state budget for the next two years. One Democrat, Sen. Charles Colgan of Manassas, joined all 20 Senate Republicans in voting for the budget bill, HB 1301. The House had approved the measure, 77-19, on Tuesday. A day earlier, Colgan and all other Democrats present voted against HB 1301, complaining that it lacked funding for the second phase of the Dulles Rail extension to Loudoun County. That prevented the budget from getting the 21 Senate votes it needed to pass. Republicans applauded Colgan for his change of heart, and they criticized Democrats for their budget tactics. “After two months of obstructionism punctuated by one last-ditch attempt by the leaders of the Senate Democratic Caucus to derail the budget process, the General Assembly has fulfilled its constitutional duty to pass a budget,” said Senate Majority Leader Thomas Norment of Williamsburg. Norment said the budget wouldn’t have passed “without the statesmanship of Sen. Chuck Colgan. He demonstrated again today why he is one of Virginia’s most respected leaders.” Sen. Walter Stosch, R-Henrico, who chairs the Senate Finance Committee, said Wednesday “was a good day for the Senate and a great day for Virginians.” “The budget we approved provides much needed funding increases for K-12 public education and for our state-supported colleges and universities,” Stosch said. “It also provides critical funding for transportation needs across the state, our local governments, health-care services, our state parks and all operations of state government.” Democrats said that by blocking the budget, the party forced Republicans to restore cuts in government services. “The governor proposed taking $100 million from public education and public safety to finance transportation, slashed the health-care safety net and cut millions from the cost of competing funding for hard-tostaff positions in public school,” said Delegate Mark Sickles of Franconia, who chairs the House Democratic Caucus. “While this is not the budget that we would have crafted, it is a vast improvement over the original proposal.” The budget will take effect July 1. Republican officials warned that by holding up the budget process, Democrats were risking a state government shutdown and preventing local governments from preparing their own spending plans. “We said on several occasions that this budget would come in due course,” said the Democratic leader in the House, Delegate David Toscano of Charlottesville. “With a budget in place, our schools and local governments will be able to adopt their own budgets well in advance of the close of the fiscal year.” Sickles said Democrats “remain hopeful that we can find a solution to the funding dilemma on the Dulles Toll Road and provide toll relief to the families who will face high skyrocketing tolls without additional assistance from the commonwealth.” On Tuesday, citing a recent study, Senate Minority Leader Richard Saslaw of Fairfax said the Dulles Metrorail project was vital to his region. “In the ‘Top Five Public Works in America,’ the No. 1 project was the Metrorail to Dulles. It has already caused major things to happen such as job creation, which totals about 300,000 jobs in the Arlington and Clarendon area,” Saslaw said. Without funding for the Metrorail extension, Saslaw said, Loudoun County residents eventually would be paying almost $12 each way to commute to work in the Washington, D.C., area. Because of the dispute, the General Assembly failed to pass a budget during its regular legislative session, which ended March 10. Since then, a conference committee of House members and senators has been trying to hammer out a compromise. Big parties in small towns don’t just happen
By Jonathan Bennett Frederick County Report If you’re anything like me, your New Year’s resolutions included hanging ten on a mechanical surfboard, copping a photo op with cardboard cutouts of the Jersey Shore degenerates, and donning Ban-Lon to a disco revival. Maybe you’re nothing like me. If you did possess those proclivities, you could tick them off your list at the 85th Apple Blossom Festival beginning April 27th and continuing through May 6th. Parades and concerts, dances and dinners, a carnival and a 10k race—Apple Blossom is all that and then some. So how does a town of about 27,000 accommodate crowds in excess of a quarter-million? More importantly, how do they do it safely and keep it organized and entertaining? I spoke to a few people who are integral in keeping the many cogs and wheels of the Festival oiled and operating smoothly, from the arrival of the first food cart on the Old Town Mall until the last car leaves the Braddock Autopark. John Rosenberger has been the Executive Director of the Festival since 1999. In that capacity, it could be said that he’s at the top of the production pyramid, though he’s quick to acknowledge that his role as ringleader would indeed be a Herculean effort if he didn’t work with more than a few very dedicated individuals. John took time out of his busy schedule—when we spoke, he was leaving one production meeting and going straight to another—to fill me (and you) in on what is involved in planning and executing one of the most popular annual gatherings in the east. “As Executive Director, it’s my job to make sure that all the participants have what they need, when they need it, to make the Festival a success,” John said. John works with other subcommittees and groups who are designated to certain events which number between forty and fifty over the ten-day Festival. “I’m always on the lookout for ideas,” he said, “always brainstorming. So when something new comes along, I’ve got to make sure there’s somebody (or somebodies) handling it.” The Thursday Night

Fever Disco Party, for example, was an idea of John’s that he pitched to his fellow committee members, who got on board and helped develop it into bellbottomed fruition. That leisure suit and medallion-heavy bash and other events, including the Friday night ‘Life’s a Beach’ party, are being staged at the Sprint Tent behind Winchester Medical Center on Amherst Street. “The Sprint Tent is an important spot during the Festival,” said John. “We’ve improved it this

Many people know that stress can be bad for your mental health, but as it turns out, it can also be bad for your physical health. Researchers have linked behaviors associated with stress, such as drinking alcohol, using drugs, or even binging on comfort foods, with the deterioration of the adrenal gland. The adrenal gland releases stress hormones that signal to the body whether to fight or get out of the situation (flight). If mollifying substances are introduced into the body, it negatively affects the delicate way the stress system works, and the adrenal gland eventually putters out. That means the body can be in a constant level of stress, or a person can feel stressed even over minor things. This also impacts the heart, liver, blood pressure, and a number of other factors. Keeping stress in check is important, but it shouldn’t be done in a way that does more harm than good.

have a good time,” said John. “We’re always trying to think if there’s a better way to conduct events, how we can improve things for the following year.” Rounding up the famous faces for the Festival is the job of Kay Bolliger, who, along with Trone Kee and Tress Kimble, is a Celebrity Co-chair. “I started working with the Festival in 1975,” said Kay. “One of the first things I did with the Festival was to get gifts for President Gerald Ford’s daughter, Susan, who was Festival Queen. “Then in 1979, the Festival

what they take with them more than anything is knowing that they had a great time in a town that they might not otherwise have ever visited.” Though wrangling in a famous actor or musician draws a crowd like Starbucks attracts screenwriters, it takes a lot more than a recognizable name to publicize an event like Apple Blossom and apprise the community of its itinerary. Enter Dario Savarese of USA Sports and Marketing Services in Winchester. Dario balances the spinning plates of a mulit-faceted media and advertising blitz that begins long before the first cotton candy is sold at the Festival. “I’ve lived in Winchester since ’88, but have been coming to Apple Blossom every year since ’84,” he said. He’s been involved in the Festival since 1994 and his current duties have him interfacing with the various mediums of TV, radio, print, and Web advertising. “Being that there are so many events to take part in,” he said, “we’ve got to be proactive in not only telling people what’s going on, but where they can stay, eat, even park.” Dario says that what many people might not realize is that each Apple Blossom Festival is planned almost as soon as the one before it is over. “If a person or business wants to host an event, we usually ask that they do so in the summer months, August at the latest.” If committee members agree on an event request, “the Festival Finance Committee then sorts through as many as sixty-five different budgets and finalizes them in September.” Once the events are established and the particulars are in order, the advertising blitz is on. “We plug the Festival on a number of radio stations including Q102 and WINC fm, and on TV stations like TV3 in Winchester and, this year, FOX 5 on Saturday for the Grand Feature Parade,” said Dario. He also relies on Web Designer Erik Zimmerman at White Spider Graphics, who is Dario’s goto man for all online Festival material. “We feed Erik information,” said Dario, “and he keeps the website current, adding and removing sponsors, updates to the schedule, everything.” One addition that Dario and his team are certainly proud to advertise this year is the arrival of the 9/11 Flag to Winchester. The flag is an amalgamation of other, smaller flags gathered and stitched together by residents of Greensburg, Kansas as a token of their gratitude for New York volunteers who aided Greensburg in repairing their tornado-torn town. “The flag will be on display at Millbrook High School,” said Dario, “and make its way downtown Friday during the Firemen’s Parade.” A long-standing misconception about Apple Blossom time in Winchester is that it’s easier to find fresh produce in a hardware store than a place to park in town. But there are spots to be had even after the Braddock Street garage and the streets fill up. “The Evans Home For Children off of Cork Street has a large lot about four blocks from Old Town,” says Dario. “The ten dollars they collect for a parking space goes to benefit their operation, so you’re helping a good cause.” Many people park on the northeast side of town down Woodstock Lane and the streets that branch off it; incidentally, almost all are named after trees, so you’ll know when you’re in the area. “Knowing where to look can really save time so you can get out and enjoy the events,” says Dario. president at the time asked me to get involved in recruiting celebrities, and I’ve been doing it in some capacity since then.” She said that she and her fellow committee members will toss around ideas on who to ask to attend or field offers from celebs proffering an appearance. As one might expect, in a smallish town like Winchester, the locals are never short on suggestions, almost all of which Kay and her cohorts will consider. “We try to appeal to different demographics, ages, interests…whether it’s more than one famous person in a given year or if we think there’s a certain one that can appeal to everybody.” Kay works with brokers who in turn deal with agents in, say, California and New York; the agents then procure their clients’ services and clear their schedules for the Festival. Mario Lopez, this year’s Grand Master, “had been asked a couple times in the past,” said Kay. “He finally was able to make it this year. He told us he’d been wanting to do it and this year said he’s making it a priority to be here.” In her 34 years of involvement with Apple Blossom, Kay has seen some changes but says the spirit is always the same: “Every year I’m reminded why I love doing this. It’s because of the volunteers that pitch in to make it happen. Our office staff works nights, weekends, whatever it takes.” She said that she’s always impressed by the generosity of the local merchants who donate gifts for the celebrities. “It might be something from a local jeweler or an instrument, anything,” she said. “But

Highlighting, or up lighting, is a landscaping technique in which light from below is used to accent certain focal points in a landscape. In many instances, the light is used to illuminate a particularly impressive or unique plant. When highlighting, two or more spot light fixtures are placed at the base of a landscape component and pointed upward. While highlighting is most commonly used to illuminate plants, it can be used to draw attention to other focal points of a landscape as well, including sculptures or other garden structures. Light fixtures are aimed away from observers as a means to preventing glare, and oftentimes the fixtures themselves are camouflaged to maintain the natural beauty of the landscape.
