Back in the saddle again

Middletown’s town council, what is
left of it, got right to work at Tues-
day’s committee meeting. Te issues
coming before council are tricky, es-
pecially since the town is without a
lawyer. As you probably know, the
town lawyer, J. David Grifn, the
now-former Mayor Mark Brown,
and now-former councilors John
Blaisdell, and Gil Barrington all re-
signed “efective immediately” at the
last meeting. Tat leaves four elected
councilors remaining.
At a special meeting, scheduled
for Tuesday, March 27th, at 7 pm,
the fun will continue. Te remain-
ing elected councilors will need to
appoint a mayor and fll the empty
council seats. Tat should be easy
enough, since there are a number of
people who have already applied for
the open seats. It gets tricky how-
ever, when you look at special rules
in the town code. For example, Vir-
ginia state law requires the seats to
be flled within 45 days of the res-
ignations. Te town code calls for
the seats to be flled within 15 days,
hence the special meeting.
Te second tricky issue is a voting
matter. Both Virginia state law and
the Middletown code restrict the
enactment of certain fnancial mat-
ters unless voted on by a majority of
elected members of the council. Te
fnancial matters include raising tax-
es, contracting debt, and appropri-
ating money over $100. Tere is no
problem with this requirement as the
council stands, since there are four
elected councilors remaining, which
sufces under both sets of require-
ments. Te tricky issue will be if the
mayor appointed is an elected coun-
cilor. Tat would leave the council
with only three elected councilors,
which does not sufce under the laws.
Both elected councilors Charles H.
Harbaugh IV and Donna M. G. Gray
have submitted applications to be
appointed mayor. Currently, the only
other applicant for mayor is former
Middletown mayor John Copeland.
Conversations with all of the elected
councilors reveal that the councilors
are ready to appoint one of the elect-
ed councilors mayor. Without the
advice of a town lawyer, since there is
not one, the council should take the
conservative approach, and not ap-
point an elected council member to
be mayor. Tere is an argument that
there is some wiggle room on the is-
sue, but why take the risk.
Individuals who have applied to
be councilors are Gilbert “Gil” Bar-
rington, Clarence “Trip”Chewning
III, Kathryn Cordero, Tomas Si-
mon, Gerald “David” Sinclair, and
Carole Snyder.
Another top priority for the coun-
cil is hiring a new town attorney.
Applicants should contact town hall
immediately. Te Virginia Munici-
pal League, the town’s insurer, and
the Frederick County registrar have
been helping the town manager and
the council wade through the issues
as they arise.
Te budget is being revised and
distributed for review to the council.
Te council will go through the bud-
get line-by-line. Te budget must be
passed by June 30th.
As always, please come on Tuesday
night and support your town council.
I think you will see a radical difer-
ence.
Middletown manger Joan Roche is helping the town coun-
cil wade through the morass created by last weeks sudden
resignations.
The Town of Middletown is seeking
to fll the position of part-time Town
Attorney. This position requires a
highly skilled and motivated Virginia
licensed attorney who is a gradu-
ate of an accredite law school with
emphasis on municipal/local govern-
ment issues. Applicants must be ad-
mitted to practice in Virgina; admis-
sion to practice in local federal courts
a plus. Familiarity with general civil
litigation is a necessity.
The Town Attorney is responsible
for advising Town offcials and rep-
resents the Town in a wide range
of legal matters, particularly those
dealing with: contracts; construction
law; land use, subdivision and zon-
ing issues; real estate and eminant
domain; debt collection (tax, utili-
ties and related bankruptcy issues);
general utility issues; franchises and
related regulatory law; the Town
Council, attendance is required at all
Town Council meetings. Attendance
may be required at Board of Zoning
Appeals and all other meetings on
an as-needed nasis. The successful
candidate must be able to handle
varied and unique legal issues.

Winchester Crime of the Week – March 12, 2012

Location: 1000 block of E Cork St
Date of Crime: December 28-31, 2011
Type of Crime: Larceny
The victims own a trash collection business and noticed that sometime
between December 28th and 31st someone took 80 gallons of diesel fuel
from their trash truck. They believe that it would have taken more than
one person to carry that much fuel away.

Frederick County Crime of the Week
On January 26, 2012, the Frederick County Sheriff’s Offce responded
to a report of a burglary and grand larceny at 493 Sir Johns Road. The
resident at that address reported that his residence was forcibly entered
and a gun safe containing several rifes, a shotgun, ammunition, some
car titles and a large amount of U. S. Currency was taken.If you have any
information regarding a suspect or suspect vehicle in this incident, please

leading to the arrest of a suspect may result in a reward of up to $1,000.

Tis is the story I hate to write.
Why? Because I would, selfshly, like
to keep the Restore to myself. I have
renovated two houses, and a building
with commercial space and apart-
ments, with items from the Restore.
I bought dishwashers, stoves, out-
door furniture, gardening supplies,
light fxtures, paint, caulk, a bathtub,
doors, tile, range fans, etc. If it is not
there today, it may be tomorrow. And
everything is from 50% to 90% of of
the Lowes or Home Depot price.
Te Restore has been at its new lo-
cation at 1944 Abrams Creek Road,
of of Featherbed Lane, behind the
SPCA, for a little over six months.
Te new location has three docking
doors, and lots more space. Accord-
ing to manager Lori Sterling, truck-
loads of new and slightly used ma-
terials arrive every day. It also goes
quickly. On a recent Saturday, when
the store is only open from 9 am to 2
pm, over 500 people visited the Re-
store.
Everything is tested before it hits
the foor. Many of the items donated
come from Lowes, Home Depot,
contractors, and distribution cen-
ters. Most items are new; some are
slightly used. Store credit is available
if something does not work. Tere
are no cash refunds. Tere is plenty
of parking.
Lori runs the store with three paid
employees and an army of volunteers.
Tere are ffty regular volunteers. In-
dividuals from the White Post Diver-
sion Center come over to help. Kids
doing volunteer projects are always
popping up. Anyone else interested
in volunteering need only to call.
If you are going to Winchester to
shop at Home Depot or Lowes, stop
at the Restore frst to see if they have
what you need. Don’t have time to
drive to Winchester? You can visit
the Habitat for Humanity Restore
Facebook page. Te popular page
currently has 2,222 “likes”. Items
for sale are listed on the page. One
recent post was “Just in – 165, 000
screws.” A washer and dryer posted
sold within twenty four hours. Items
also are available on www.Biddin-
hole.com.
Te benefts of the Restore are in-
numerable. Customers get great
products for a great price. People
get the opportunity to volunteer for
a good cause. Items are recycled,
instead of being sent to the landfll.
Donations are tax deductible. And
the proft goes to the local chapter
of the Habitat for Humanity, a non-
denominationalChristian ministry,
whose mission is to build decent, af-
fordable homes for families in need.
Te Habitat for Humanity currently
has three houses under construction:
945 Orchard Avenue, 440 Chase
Street, and 635 Woodland Avenue.

Te Restore was the 2008 recipient
of the Small Business of the Year Top
of Virginia Chamber of Commerce
Greater Good Award. Awards aside,
the people are great, helpful, and
fun.
You can donate items at the Re-
store, where volunteers will help you
unload. Or you can schedule a pick-
up by calling the Restore. Remember
the Restore’s motto: “Reduce, Reuse,
Recycle, Restore!”

Amherst Street improvement
project to begin next week
Te City of Winchester is pleased to announce that the Amherst Street
Improvement Project will begin on Monday, March 26 with some pre-
liminary set up. Construction on the roads is expected to begin April
2nd.
Tis is a multi-faceted project on Amherst Street between Route 37
and the entrance to the Museum of the Shenandoah Valley that will in-
clude the following components:
• Water, sanitary sewer, and storm drainage infrastructure replace-
ments
• Sidewalks and curb and gutter
• Realignment of Intersection of Frederick County School Entrance/Fox
Drive – including the installation of a new trafc signal light
• New left and right turn lanes at intersections
• Green Circle Trail extension
• New streetlights
• New tree plantings
• Street repaving
During the majority of the project, trafc on Amherst will be reduced
to one travel lane in each direction and minor travel delays should be
expected. All construction work is expected to be completed before
December 31, 2012. Te City understands this project will cause some
inconvenience for residents and motorists and thanks everyone for their
patience and cooperation. Information concerning upcoming improve-

Loudoun Street Mall Improvement Projects have been updated on the

grandparents and teachers, en-
joyed the auction setting and the
idea they could fnally put these
teens to work. Te auction proved
to be one of Sherando FFA’s most
successful fundraisers, despite be-
ing a new venture for any public
school on the East Coast.
Te idea for the auction fund-
raiser started over a year ago,
when Sherando’s Agriculture
Department teachers were ap-
proached by Scott Strosnider,
owner of the local auction house,
Scott Auctions. After much plan-
ning, as this was a unique idea
for the school system, they set a
date for early Spring, to persuade
those bidders who want a hand
with Spring cleaning, mulching or
home maintenance. With the help
of Scott Auctions, dedicated Ag
teachers, a professional auction-
eer, and energetic FFA members,
the auction drew in an impressive
audience of local bidders eager
to get some work done with help
from a “rented hand”.
Of the 44 volunteering FFA
students, skills ranged from farm
hand, babysitter, fence builder,
painter, house cleaner, plant/gar-
den care, personal shopper, ani-
mal/pet care, hay bailer, and even
computer technician. Bidders en-
joyed matching students up with
various tasks on their hunny-do
list and bid higher and higher to
ensure they won their favorite
FFA members.
FFA advisors and students were
thrilled for the success of the frst
ever “Rent-A-Hand” Auction and
hope to continue this tradition in
the years to come. Scott Auctions
is interested in helping other local
FFA Chapters start the “Rent-A-
Hand” Auction fundraiser at their
schools or any other organiza-
tion which has willing workers.
Sherando FFA’s auction served to
not only provide a service to the
bidders, experience for the FFA
members, a fundraiser for the
club, but it showed the public that
FFA is not only for farmers, but
for students interested in a multi-
tude of hands-on experiences.

Small cars and big plans for tomorrow’s tech gurus

Te evening of Wednesday, March
21, I attended the Technology Edu-
cation 500 Race and Engineering and
Graphics Expo at Millbrook High
School. Te event, the second of its
kind at Millbrook, was the culmina-
tion of technological projects by stu-
dents at the four middle schools in
Frederick County: Admiral Richard
E. Byrd, James Wood Middle, Robert
E. Aylor, and Fredrick County Mid-
dle. Te Engineering and Graphics
Expo was a showcase of technology
students’ designs involving manu-
facturing prototypes, drafting, engi-
neering design, and other such en-
deavors; the race was run with small
dragster cars of the students’ design
and true to set specs.
I made my way around a semicircle
of cafeteria tables displaying various
creations by the students. Here was a
white plastic desk tray that had been
carved from a single piece of plastic
even though it looked as if it were
made of pieces. Tere were glasses
etched by students with the names
and monikers of the various schools,
and rough prototypes of machines
that either don’t yet exist or are al-
ready around but whose design could
use updating. One of these was a
contraption made of white PVC that
had me thinking that I…I don’t know
what I thought it was. It resembled a
scaled-down canopy frame, like one
you’d see at any backyard bbq, only
this one hadn’t been constructed
with leisure in mind. A kid sat down
in front of it and began fddling with
something or other, so I guessed he
was the brains behind it and asked
him what it was. “It’s a prototype for
a search and rescue submarine,” said
one Nathaniel Buzard, an 18-year old
junior at Millbrook.
Of course it is, I thought…
“See, here’s where the two motors
are going to go,” he said, pointing at
two cupholder-looking attachments
on the corners, “once the school ap-
proves them. Up top here is where
the camera sits inside the pipe, and
it’s operated with this remote.”
“So this is the real size, not a scale
model?” I asked.
“Right,” said Nathaniel. “It can be
used to search for drowning victims
if, say, there’s a food and rescue
workers need to look underwater to
do damage assessment.”
I asked Nathaniel what he plans
on doing upon graduating high
school. “I’m going to study engineer-
ing at Fairmont State University in
West Virginia,” he answers. “I hear
good things about the tech program
there.”
I wish him well and move over to
a table with a bunch of what look
like oversize Matchbox cars on it.
Tese, I’m told by Tech Department
teachers Clif Campbell and Brittany
Carper, are the stars of the show: the
racing dragsters built by the students
for the 500 race. All of them are about
the same size but have diferent paint
jobs. Most are similar in their struc-
ture, save for one that’s orange and
shaped like an elongated acorn. Since
we’re allowed to pick them up and
look at them, I reach for the orange
bullet-shaped one when another kid
comes up and says, “You like my
car?”
I tell him I do. Does it have a
name?
“Orange bullet.”
He introduces himself as Bryce
Newlin. He’s 14 and is in the 8th
grade at Frederick County Middle
School. I inquire as to how he thinks
his car will do in the race.
“Well, since my car is half rail and
half shell, I think it will go faster than
the others, “he says.
I nod and agree as if I have some
vague notion of what he’s talking
about. He’s perceptive to the fact that
I do not.
“See, it’s hollow inside, which
means it’s not in as much contact
with the track, so that makes it half
and half.”

group’s work in Africa during the assem-

tary will be donating money to One Voice

of CPR -- we often see a flm or
television character come to the
rescue and save a life using the
technique. And on TV, according
to a recent study, CPR is shown
as being successful 75 percent of
the time. Te reality is not quite so
rosy, though. A study conducted in
2010 found that when CPR is used
in real life, only about 8 percent of
the patients were still alive after
one month. Of those who did sur-
vive that long, 97 percent couldn’t

“A couple weeks,” he says. “We
just have to make sure the measure-
ments are legit with the rest of the
cars racing.”
Clif, who is also the Chair of the
technology department at Mill-
brook, says that one of the purposes
of holding an event like this is to
give incoming freshman an idea
of what they can expect from the
tech program at Millbrook. “We’re
recording all this tonight to make
a promotional DVD to send to the
middle schools so students can see
some of what we have to ofer,” he
says, and hands me a pamphlet.
“Tese are examples of what aspects
of technology students can choose
to focus on—architecture, graphics,
manufacturing. All diferent phases
of the feld of technology are repre-
sented here.”
“All the high schools are involved,”
adds Brittany. “Sherando made the
award plaques, James Wood is han-
dling the photography, and Mill-
brook is providing the promotional
materials, like stickers, banners, and
logos.” And, she says, they’re hoping
that next year they can have boat
races along with the car races.
Tat being said, the race is about
to start after a slight delay in the ar-
rival of the track from James Wood
High. Te track is lugged in piece by
piece by the students and faculty;
the pieces for the base are made of
2x4 planks and the track itself is no
more than eighteen inches wide. I
ask around as to whom I should be
talking and am introduced to Mat-
thew Brame, the man with the plan
in all this. Matthew (Mr. Brame to
the students and, as it turned out,
me; I was teleported back to my
own formative years for the time be-
ing) has been teaching, among other
subjects, engineering and manufac-
turing at Millbrook since it opened
nine years ago. He explains how the
cars operate.
“Tey’re made of a lightweight
material called bass wood, like balsa
wood,” he says. “Tey have a small
compartment in the back about he
size of your thumb to hold the CO2
cartridge that powers them. All the
cars have to meet certain specs of
length, width, tire spacing.” He tells
me it’s a drag race, meaning the cars
go from point A to B and that’s it.
“It takes them all of two or three
seconds to travel the sixty-fve foot
track.”
How do they keep from careening
of the narrow track, or just bottle-
rocketing up to the ceiling?
“Tey’re attached to a thin string,”
Mr. Brame says, holding one up.
“It acts as a thin cable holding the
car to the track and keeping it in a
straight line. As for the ‘500’ name,
we wanted to denote something
close to a mile on this small scale.
Also, there’s the obvious connota-
tion of auto racing, like the Daytona
500 and so on.”
Makes sense.
“Really, the ultimate goal of all this
is to get kids interested in technol-
ogy, in whatever capacity they might
choose. And since this is a fundrais-
ing event, any and all proceeds will
go to help fund the students’ travel
to the state tech fair, which is taking
place in Richmond this year.”
So the race was run two cars at
a time racing twice; they’d run the
cars, then switch lanes to ensure
fairness. A small pin in the starting
gate thumped the CO2 cartridges
the way a shotgun’s fring pin pops
the shell and the cars would launch
out of small puf of carbon diox-
ide and be at the fnish line in two
blinks. Kids cheered and Mr. Brames
narrated.
In the end, James Wood Middle
came out on top with 1st, 2nd, and
3rd place, Most team Spirit, Best
CAD Drawing, and were named
Overall Champions. Te fastest
car?
