A meeting where we have international employment agencies, manpower suppliers from various kinds of school, training centres, profesion associations, Indonesian Representatives and National Board for the Placement and Protection of Indonesian Overseas Workers (BNP2TKI) to discuss and negotiate an agreement on the placement of prospective Indonesian Overseas Workers to four destination countries namely Jordan, Brunei Darussalam, Canada and The United States of America. Introduction

International Business Meeting on Indonesian Overseas Workers, held in The Jayakarta Bali Hotel, 30-31 March 2009, is a meeting where we bring together stakeholders that dealing with overseas employment in four destination countries, namely USA, Canada, Jordan, and Brunei; more that 80 (eighty) manpower suppliers coming from various kinds of school, training centres, profesion associations, etc; Indonesian Representatives and local stakeholders both from public and private bodies. This meeting is aim at having a fruitful negotiation and agreement initiative on placing more Indonesian profesional overseas worker to those respective country. Furthermore, we do hope all the participants would initiate a longer term cooperation in order to build a more comprehensive cooperation in the next future. Through this meeting, National Board for the Placement and Protection of Indonesian Overseas Workers expects to increase the percentage number of skill and profesional Indonesia Overseas Workers working abroad especially to the four countries by strengthening networking and enhancing International Cooperation. On the other hand, educational and training institutions in Indonesia will get benefit from having more awareness in preparing potential workers based on Standard of Competency required by respective countries on the area of specific skill, culture and communication skill. As to optimizing its roles as the implementing Body, National Board for the Placement and Protection of Indonesian Overseas Workers conducts this bussiness meeting with the specific attention for strengthening cooperation by using the scheme of G to P. 2. Seminar Program

The main agenda of the meeting is a special simultanous session for each countries, a medium where agencies and or Indonesian Representative discuss and negotiate an agreement with BNP2TKI and manpower supplies on the placement of prospective Indonesian Overseas Workers. In additional, to have a view on the institution that provide the workers, the committe offers one day visit to school and training centre on Construction Nursing, and Hospitality Sectors (for detail agenda please find in Annex 1). Proposed themes of ‘Discussions on key areas of the Group Session’ are as follows: • • Subject 1: MOU between BNP2TKI and the Final Employer and/or Employment Agencies (including each liabilities and responsibility) Subject 2: Scheme of Placement and Protection - Adjustment Training - Recruitment Practice - Cost Structure - Delivery Services Subject 3: Working Contract - Employment/Working conditions - Employment Agreements - Hours of Work, Hours of rest and entitlement of Leave - Other benefit of the workers Subject 4: Other issues - Presentation from the School Management - Discussion Field visit may be arranged by the School Management based on the potential employer requested [optional]. Annex 2. Indonesian Overseas Worker Profile 1. BNP2TKI in Brief National Board for the Placement and Protection of Indonesia Overseas Workers is a government institution, which is established by and responsible to President of the Republic of Indonesia. The Board is recognized by Act No. 39/2004, Presidential Regulation No. 81/2006, and Presidential Instruction No. 6/2006 which mandated to implement the overseas employment policy, done by Ministry of Manpower of the RI. As stipulated by the regulation, the main tasks of the Board is to carry out the promotion, placement, protection and monitoring the whole process of Indonesian overseas employment programs. 2. Basic Data on Stock of Skill Labor As part of its promotion task, BNP2TKI reach out its network to various stakeholders, mainly to education and training institution and professional associations. These institutions are the main parties that provide potential/prospective Indonesian Overseas Workers. The continuity of producing qualified prospective workers is considered as the key support of the success of the promotion activity. Some of the institutions are wellknown with history on sending their students to work abroad, as listed below: a. Hospitality Sector

Certification National Board for Profession Certification is a national institution that mandated as the regulator for national competency testing and certification of profession issuance. Various Private Board for Professions Certification act as the implementer held competency testing for occupation registered and issue certification of profession thereafter. National board grants accreditation to every Board of based on its performance.

Administrative Structure related to Placement and Protection of Indonesia Overseas Workers After signing an agreement which also considered as job order, BNP2TKI will do recruitment upon prospective worker registered in manpower regional office in collaboration with its stakeholders such as Ministry of Health (for nurse, care-giver etc) and Ministry of Tourism (for hospitality workers). Thereafter, the workers recruited will go through health examining, competency testing and training assessment (if needed). Finally, BNP2TKI will issue recommendation letter to successful participants as the endorsement to obtain passport, visa and insurance needed to go abroad and feed them with pre-departure orientation to work overseas.
