HEALTH AND SAFETY OUR POLICY STATEMENT OF INTENT
1. Our Policy is to provide and maintain safe and healthy working conditions for all our employees, providing appropriate tools, equipment, operating processes and safe systems of work covering all our activities. 2. Our management accepts the responsibility for applying the above and for providing information, instruction and training at all times and for the durations necessary to achieve this purpose. 3. Other people may be affected by our activities i.e. visitors, neighbours, contractors and the like, and our management accepts the responsibility to provide appropriate levels of safety for them. 4. We will provide suitable facilities and/or make the necessary arrangements for the welfare of all our employees at work. 5. Where risk to safety or health need to be ‘assessed’ under a specific duty or Regulations, we will ensure that our ‘assessment’ is carried out and that all actions shown to be necessary will be implemented. 6. Should any of our activities endanger the health of any employee, such activities will be monitored and where necessary, arrangements for health surveillance made. 7. We will provide suitable information regarding the safety or safe use of our services and/or products. 8. We plan to minimise the risks created by work activities, products and services, organise ourselves in a way which secures involvement and participation at all levels and measure performance against our pre-determined standards. Our commitment to this policy will assist us to develop a positive health and safety culture.

We are committed to improving our health and safety performance. To this end, we will strive to manage health and safety successfully, by having health and safety risks under control. We will attempt to demonstrate a progressive improvement in our injury and ill health record. To achieve this, our organisation will utilise the principles of health and safety management practices which will form the foundations of our success. We determine that the key elements of successful health and safety management are as set out below: 1. Policy Our Policy will be cost effective and aimed at achieving the preservation and development of physical and human resources and reductions in financial losses and liabilities. The health and safety policy will influence/allow activities and decisions, including those to do with the selection of resources and information, the design and operation of working systems, the design and delivery of products and services, and the control and disposal of waste. Organising To achieve high health and safety standards our organisation will be structured and operated so as to put our health and safety policy into effective practice. This will be helped by the creation of a positive culture which secures involvement and participation at all levels. This will need to be sustained by effective communications and the informed contribution to the health and safety effort. The visible and active leadership of directors and senior managers is necessary to develop and maintain a culture supportive of health and safety management. Planning Our organisation will adopt a planned and systematic approach to policy implementation. Our aim is to minimise the risks created by work activities, products and services. We will use risk assessment methods to decide priorities and set objectives for hazard elimination and risk reduction. Performance standards will be established and performance measured against them. Specific actions needed to promote a positive health and safety culture and to eliminate and control risks will be identified. Wherever possible, risks will be eliminated by the careful selection and design of facilities, equipment and processes, or minimised by the use of physical control measures. Where this is not possible, systems of work and personal protective equipment will be used to control risks. Measuring Performance The success of action taken to control risks will be assessed through active self-monitoring involving a range of techniques. This will include an examination of both hardware (premises, plant and substances) and software (people, procedures and systems), including individual behaviour. Failures of control will be assessed through reactive monitoring which requires the thorough investigation of any accidents, ill health or incidents with the potential to cause harm or loss. In both active and reactive monitoring our objectives will not only be to determine the immediate causes of sub-standard performance but, more importantly, to identify the underlying causes and the implications of the design and operation of the health and safety management system. Auditing and Reviewing Performance Learning from all relevant experience and applying the lessons learned are important elements in effective health and safety management. This will be done systematically through regular reviews of performance based on data from monitoring our activities relating to our health and safety management system. These form the basis for self-regulation and for securing compliance with Section 2 to 6 of the Health and Safety at Work etc Act 1974. Commitment to continuous improvement will involve the constant development of policies, approaches to implementation and techniques of risk control.

HEALTH AND SAFETY RESPONSIBILITIES
The responsibilities of all our employees have been formulated to ensure that an overlapping takes place within each area. Management accepts its overall responsibility for providing instruction and training in order to ensure that the responsibilities are fully understood and met. It has been established that accidents are usually caused by unsafe acts or unsafe conditions and the responsibilities placed on employees within this Policy are intended to comply with legal requirements as well as to reduce the likelihood of unsafe acts or unsafe conditions occurring. Within this Policy, summaries are provided of the individual responsibilities allocated.

ALL EMPLOYEES
All our employees must: 1. Comply with the Health and Safety Policy. 2. Fully observe the Safety Rules. 3. Report any safety hazard within their work area or malfunction of any item of plant or equipment to their immediate Supervisor. 4. Fully conform to all written or verbal instructions given to them to ensure their personal safety and the safety of others. 5. Dress sensibly and safely for their particular working environment or occupation. 6. Conduct themselves in an orderly manner in the work place and refrain from any form of horseplay. 7. Use all safety equipment and/or protective clothing as may be provided. 8. Avoid any improvisations of any form which could create an unnecessary risk to their personal safety and to the safety of others. 9. Maintain all implements and equipment in good condition and report any defects to management when they occur. 10. Report all accidents or near miss incidents to management whether injury is sustained or not, ensuring appropriate documentation is completed i.e. Near Miss Register, First Aid Accident Book. 11. Attend as requested any training course designed to further the needs of health and safety. 12. Observe all laid down procedures concerning processes, material and substances used. 13. Observe the fire evacuation procedure and the position of all fire equipment and exit routes.

In addition to the above responsibilities, the Health and Safety at Work etc, Act 1974, places legal duties on all our employees. These are: Section 7 – “Health and Safety at Work etc. Act 1974” a. To take reasonable care for the health and safety of themselves and of other persons who may be affected by their acts or omissions at work. To co-operate with Management to enable the employer to carry out his legal duties or any requirements as may be imposed.
b.
Section 8 – “Health and Safety at Work etc. Act 1974” No person shall intentionally or recklessly interfere with or misuse any item provided in the interests ofHealth, Safety and Welfare. Regulation 12 of the Management of Health and Safety at Work Regulations 1999 further extends the duties of employees in the following manner:1. Every employee must use machines, equipment, dangerous substances, transport equipment, means of production or safety device provided by the employer, in accordance with the training and instructions received, (whether this be written or verbal). Every employee must inform the employer or any other employee with specific health and safety responsibilities for fellow employees. a. of any work situation where it is considered that the training and instruction received by themselves or a fellow employee, could represent a serious and imminent danger to their health and safety, and b. of any matter where it is considered that the training and instruction received by themselves or a fellow employee, could present a failure in the employers protection arrangements for their health and safety, even where no immediate danger exists.

RESPONSIBILITIES:
Managing Director (Mr. F. Atton) • Ensure that there is an effective policy for Health & Safety within the Company and adequate resources are made available to maintain it. • Periodically request an appraisal of the effectiveness of the policy and ensure that appropriate changes are made.
Health & Safety Consultant • Responsible for the nominated competent person in charge of all matters in Health & Safety for the Company. • Ongoing review of the current Health & Safety policy with proposals for improvement and measures in maintaining it. • Complete assessment of risks for all departments including General, COSHH, Fire, Manual Handling and DSE. • Creation and maintenance of a comprehensive library of information for all matters relating to Health & Safety for the Company’s business activities. • Completion of Health & Safety questionnaires from clients and clients’ agents. • To advise, make proposals and recommendations to the Directors on all matters relating to Health & Safety, together with a monthly detailed report. • Liaise closely with shop floor employees, management and suppliers to find practical and financially viable solutions to resolving issues relating to matters of Health & Safety. • Represent the Company on site where appropriate. • Completion of monthly safety meetings and departmental internal audits. • Ensure proper accident reporting procedures exist, are complied with and check the action taken to prevent recurrences. • Advise the Managing Director and Senior Executives on the safety requirements of the Health & Safety at Work Act 1974, Construction Regulations and any other legislation, and on safety matters generally. • Monitor the observance of legal requirements and promote safe conduct at work. • Measure, appraise and correct as necessary the safety performance of the Company. • In conjunction with the Operations Director, reply on behalf of the Company promptly and in an acceptable format to all correspondence from HM Health & Safety Inspectorate.

• In conjunction with the Operations Director and Production Manager, carry out Health & Safety inductions to new employees, work experience students and visitors if applicable. • In conjunction with the Administration Assistant, review, arrange training and keep a detailed formal database of employee training records. • In conjunction with the Operations Director, ensure the existence of and monitor the effective operation of Health & Safety procedures at all locations. • In conjunction with the Operations Director, advise on the provision and use of protective clothing and equipment. • In conjunction with the Operations Director, investigate and report on all major injury accidents and dangerous occurrences in accordance with statutory requirements and Company procedure. • In conjunction with the Operations Director, carry out in-house training where appropriate. • In conjunction with the Operations Director, liaise generally with HM Health & Safety Inspector at site level as required.
Operations Director • Responsible for ensuring the formulation, monitoring and use of the Company Health & Welfare Policy and Procedures and ensuring they are regularly reviewed and updated as appropriate. • Ensure that the Company Safety Policy is issued to all employees, recording their receipt. • Ensure, in conjunction with the Managing Director and Health & Safety Consultant, the provision of adequate safety training programmes for all levels of employees. • Organise a management structure to adequately cover all aspects of the Health & Safety and ensure the provision of effective support services. • In conjunction with the Health & Safety Consultant, ensure the existence of and monitor the effective operation of Health & Safety procedures at all locations. • In conjunction with the Health & Safety Consultant, advise on the provision and use of protective clothing and equipment. • In conjunction with the Health & Safety Consultant, investigate and report on all major injury accidents and dangerous occurrences in accordance with statutory requirements and Company procedure. • In conjunction with the Health & Safety Consultant, carry out in-house training where appropriate. • In conjunction with the Health & Safety Consultant, liaise generally with HM Health & Safety Inspector at site level as required.

Production Manager • Responsible for reporting to the Operations Director. • Preparing a monthly written report with both recommendations and details of reportable incidents on the shop floor, together with monthly summary of First Aid Accident Books. • Ensuring the company Health & Safety Policy is adhered to by operatives. • Ensuring that directives from the Operations Director and Health & Safety consultant relating to Health and Safety are carried out. • Carry out in-house training where appropriate. • Maintain central library of COSHH Control Data Sheets. • Ensure good standards of housekeeping and discipline within shop floor area. • In conjunction with the Health & Safety Consultant, prepare and review Task, COSHH and Risk Assessments. • In conjunction with the Health & Safety Consultant and Operations Director, carry out induction training to new employees and young persons.
Company Buyer • To keep a register recording the maintenance of both in-house fixed and portable plant mechanical/electrical equipment and guards. • To keep a register recording the issue and maintenance of Safety Equipment (PPE) issued to Employees of the Company. • To keep a register recording the maintenance of the forklift truck and any specialist lifting equipment that requires certification. • To ensure that the fire extinguishers, equipment and alarm is maintained on an annual basis. • To control all matters relating to Health & Safety of contractors working at JAS factory and offices.

Installations Manager • Ensure that at the planning stage of contracts full consideration is given to: i) appropriate order and method of working ii) provision of adequate lighting iii) allocation of safety responsibilities to own staff, sub-contractors and others iv) hazards arising from construction activities which may lead to unnecessary improvisation on site v) basic fire precautions vi) welfare and sanitation facilities • Ensure that safe working practices are observed. • Ensure that all sub-contractors are made aware of the Company’s Safety Policy, and comply with our Health & Safety Policy applicable to on-site installations. • Ensure the adoption of safe systems of work and compliance with the regulations. • Check safety reports and monitor action to comply with requirements. • Ensure all contractors are supplied with the Company Safety Procedures Manual, if deemed necessary, Main Contractor’s Health and Safety documentation and other recognised documentation relating to Health and Safety on site. • Advise on the provision and use of protective clothing and equipment. • Check that the first aid and fire fighting equipment is available and operational on each contact in compliance with the regulations. • Investigate and report on all major injury accidents and dangerous occurrences in accordance with statutory requirements and company procedure. • Liaise generally with HM Health & Safety Inspectorate at site level as required. • Measure, appraise and correct as necessary the safety performance of the Company. • Arrange for persons under his control to receive adequate training in safety procedures. • Keep a detailed register of Health & Safety training for both in-house engineers and approved subcontractors and request appropriate training as appropriate for general and site-specific requirements. • Ensure engineers DO NOT work excessive hours as to compromise Health & Safety. • When requested, prepare and submit method statement/risk assessments on behalf of the Company for on-site applications and ensure all operatives are aware and issued with both generic and site specific documentation. • Ensure that any site work carried out above 10mtrs is notified to the Company Secretary in order that adequate insurance is in place for high level work.

Senior Site Engineers • Make arrangements for all operations on site to be carried out in such a way as to minimise risk to men, equipment and materials. Where appropriate, issue safe systems of work in written form. • Ensure that all regulations are adhered to and that all documentation is completed and updated as necessary. • Give all subordinates precise instruction on their responsibilities for safe working methods and ensure that they do not allow employees to take unnecessary risks. • Arrange for persons under his control to receive adequate training in safety procedures. • Monitor delivery and stacking of materials to avoid risk. • Carry out a visual examination on electrical and access equipment on a regular basis. • Ensure that all portable electrical appliances are tested and certified every six months. • Plan and maintain a tidy site. • Control the organisation of sub-contractors to avoid confusion regarding responsibility for safety. • Maintain all plant and machinery in a safe manner and institute regular inspections. • Ensure that protective clothing is worn where appropriate. • Observe all Company Safety Procedures and Directives. • Accompany the Safety Adviser on inspections and act on his recommendations promptly. • Maintain adequate first aid facilities and ensure that these are known to all employees. • Accompany HM Health & Safety Inspectorate on site visits, list all items raised, inform the Company & Safety Manager immediately and post a list of the points raised to him that day. • Act promptly on the recommendations made by HM Health & Safety Inspectorate. • Ensure that Method Statements/Risk Assessments issued by the Installation Manager are adhered to.

Departmental Foremen/Supervisors • Incorporate safety instructions in routine orders and see that they are obeyed. • Restrain operatives from taking risks. • Ensure that new employees, particularly young persons, trainees and inexperienced persons are given and understand safety instructions/precautions. • Discourage horseplay and report those who consistently fail to consider their own well-being and that of others. • Report defects in plant or equipment, ensure that any “near miss” occurrences are recorded for Management Review, or hazards identified by operatives to the Operations Director or Production Manager.
Operatives • Use designated PPE for identified tasks. • Keep tools and PPE in good condition, before use carry out routine inspection. • Use the correct tools and equipment for the job. • Report to Supervisor or Shop floor Safety Representative defects in plant, equipment, ensure that any “near miss” occurrences are recorded for Management Review, and notify of any possible health and safety hazard • Do not take unnecessary risks. • Warn new operatives of known hazards. • Refrain from horseplay and the abuse of welfare facilities. • Do not remove guards (unless authorised by applicable Risk Assessment).
Company Secretary • Ensure that all significant liability is covered by insurance. • Ensure (when notified by Installation Manager) that all high level risk above 10mtrs in height is covered by insurance.
