The United States Department of Homeland's Security (DHS) is a cabinet department of the United States federal government, created in response to the September 11 Attacks, and with the primary responsibilities of protecting the territory of the U.S. from terrorist attacks and responding to natural disasters. In fiscal year 2010 it was allocated a budget of $42.7 billion and spent, net, $56.4 billion. More than 200,000 employees. Established on November 25, 2002, by the Homeland Security Act of 2002. In response to
the September 11 attacks, President George W. Bush announced the establishment of the Office of Homeland Security (OHS) to coordinate "homeland security" efforts. And dhs was established on November 25, 2002, by the Homeland Security Act of 2002. It was intended to consolidate U.S. executive branch organizations related to "homeland security" into a single Cabinet agency. The official announcement stated that The Office will coordinate the executive branch's efforts to detect,prevent, protect against, terrorist attacks within the United States.[27]With more than 200,000 employees, DHS is the third largest Cabinet department, after the Departments of Defense and Veterans Affairs.[5] ‡ In fiscal year 2010 its budget was $42.7 billion and spent, net, $56.4 billion.

Mission
We will lead the unified national effort to secure America. We will prevent and deter terrorist attacks and protect against and respond to threats and hazards to the Nation. We will secure our national borders while welcoming lawful immigrants, visitors, and trade. (2008) We will lead the unified national effort to secure America. When we look at the strategic plan This strategic plan covers fiscal years 2008 to 2013 and This is department¶s second full strategic plan. As I mentioned before department of homeland security was established by the homeland security act of 2002. This act was a response to 9/11 and it also stated departments primary missions but it was focused mostly on terrorism. After the 2002 act , DHS's first strategic plan was issued in February 2004 . they implemented a new management structure and philosophy to the latest plan because it is not feasible

to secure the US against every threat .We can see that they have mission and vision statements. In my way of view these statements, especially mission statement, are unique for this organization. There are of course some other government agencies and departments who have similar purposes .. The vision statement of 2004 was kind of different from 2008. I will read them to you now. READ .2004 vision statement focused on freedom and protection but 2008 statement focuses on securing America and building a strong community. But in the end They both kind of serve the same purpose. Secondly I am going to read the mission statement: READ The mission statements are almost the same for both years. They just changed the last sentence. When we look at the whole picture, I can say that the vision statement is a little bit generic for these kinds of government departments but the mission statement is unique for DHS.

Core Values
The department also presented some core values. The aim of these core values is « Personal attributes expected of every Department of Homeland Security employee.

Guiding Principles
Secondly, I want to talk about the guiding principles of the department. It is good to have some guiding principles for an organization. In case of any changes in organization·s goals or top management, these principles can shape the decision making and supervise the policy makers and employees. As DHS strategic plan states that, protecting every human being from every threat every time is almost impossible. Even if it is possible it requires high amount of money and it would also restrict the freedom. While developing the strategies they focused on minimizing the risk and prioritizing nations resources to prepare for high -risk scenarios. There were 7 guiding principles on the former plan. They added the risk management and being flexible part in this plan. These 2 new principles enable the department to make any necessary changes in the goals without violating the principles. In this scenario we can see 9 guiding principles. I am not going to explain all of them to you. I m just going to read them quickly.: READ: if they can comply with these principles I think they will be able to enhance their decision making process. And By embracing a single set of guiding principles, from the Secretary to the frontline employee, they will be a single entity working together to secure America.

Protect Constitutional Rights and American Values. Use an All-Hazards Approach. Build Trust through Collaboration and Partnerships. Apply Risk Management. Develop a Culture of Preparedness. Ensure Accountability. Capitalize on Emerging Technologies. Work as an Integrated Response Team.

Be Flexible.

Goals and Objectives
The main goal of the dhs is securing the homeland. The dhs has Clear and unique strategies. This reminds me the design school. But they are distinctly separate as in planning school heritage. As I said before they are clear and they are compatible with the mission. Main focus is protecting the USA. In design school approach One brain can, handle all of the information. the ceo of the organization is the main strategist but in this case the head of the department is not the main strategist. The ³office of strategic plans´ is responsible for the strategy developing process. This Office Coordinates Department-wide strategic initiatives, provides independent, critical assessments of proposed strategic action.Of course after the developing process, the head of the department has to approve these strategies. The developing process is internal because of the security reasons. This makes me think that maybe there is another version of the plan. This one is I guess only for the public view. They may have another one for the president and the congress. The intended audience for the program is the residents of the US. This plan is appropriate for the public, I am an international student and sometimes I have hard time understanding these types of documents but I understood this document. The mission, and objectives are clear and the language is smooth. As you can see at the linking strategy and performance figure They start with a mission, I already read it to you. The mission is at the highest level what department wants to achieve. To follow this mission they developed some strategic goals. For example ³Protect our nation from dangerous people´ This is so general. This rises the question ³how´? ³how you are going to protect the nation from dangerous people?´ To answer this question they came up with some objectives. For this particular goal the department has 4 objectives. Each objective achieves a specific outcome that will help department to achieve its mission. The strategic plan is limited with these objectives but these objectives are not quantifiable. To make them quantifiable DHS uses some programs. You can see all of these programs and their performance results in a different report named annual performance report. The Department uses performance measures at all levels to monitor progress in achieving its Strategic Plan and attaining program success. To understand the success of a program DHS assigned specific targets to each program and if the performance results meet the performance targets it gets the department one step closer to achieve the mission. This makes the whole system kind of measurable.

Technological and social changes are also a great challenge to the organization. In our world terrorists seek to use the nation¶s own technology against united states. There is always a possibility that terrorists can surprise the dhs with rapid advances in biotechnology and threats to cyberspace. It may take time to respond these types of threats. Some of the external threats can be prevented from coming to fruition by directing their strategies to the technological improvements.

The goals are specific and the department knows the ways to achieve these goals. As you can see at the last 2 pages of the pa pers, every strategic goal has objectives. And programs«.. this is your part. QUESTION 6
