Turning Out the Historically Disengaged

Houston Votes 2010, a non-partisan, non-profit collaborative project, will register 100,000 modest to low income citizens in Harris County and turn out at least 50,000 to vote in the November, 2010 election. • Harris County has a huge registration and turnout problem: an estimated 600,000 eligible adult citizens, who are overwhelmingly disadvantaged historical minorities, a re unregistered . • The Project will increase the County's 2010 turnout by 8% over a predicted turnout of 625,000.
• Contributions are tax deductible and confid ential.

Houston Votes has a proven record of success. In 2008, Houston Votes registered 24,000 lower income resident s
with its 25 non-profit partners and 150 committed volunteers at over 50 la rge store locations. Sixty-five (65) % voted. There were no allegations of improp rieties.

Houston Votes has strong management. Houston Votes is sponsored by Texans Together Education Fund (TIEF), a 501c(3) nonprofit that effectively engages the historically disengaged in Harris County. TIEF's Founder and President, Fred Lewis, is a 24-year attorney. election law expert, and expe rienced manager of registration projects. TIEF's Director, Maureen Haver. is a recognized expert in canvassing and civic engagement.

Houston Votes (which will run from May-November 2010) has 5 prongs: • • Public Awareness. We will increase public awareness through PSAs and new socia l media. Storefront Registration . Paid staff will recruit 100 non-profits and 1000 volunteers to register residents at large store fronts and events. We will provide grants to 6 large non-profits to recruit volunteers. • Door-to-Door Registration. Paid canvassers will target areas with low registration. We use hand-held devices and a sophisticated database to increase efficiency and accountability. • Non-partisan Turnout. After registration closes, the Project will phone and contact at the door every person it registe red, encou raging them to vote and providing them polling information. • Strict Compliance. The Project trains extenSively all deputy vot er registrars, checks carefull y all registration cards for incompleteness or problems, and closely oversees the ent ire process .

Houston Votes is Accountable. We will meet with and present to donors a full reporting of all Project activities and expenditures by the end of 2010 and answer all questions.

TIEF June 2010 Newsletter · Houston Votes offices are buzzing with excitement According to the plan there will be another 100,000 registered voters in Harris County within the next four months. A daunting task? No ,says the Houston Votes team. How will the largest non· partisan voter registration drive in Houston happen? The first step is to hire a person with experience needed to run an effort campaign of this size; in steps Sean Caddie, Project Director for Houston Votes. Sean has a proven track record of building grassroots momentum while working with organizations such as S1. Jude Children' s Research Project, PEW, Voter Project in Colorado, and Coming Together in New Je rsey, and is committed to maximizing democratic participation among diverse communities. Sean's strategy for meeting the voter registration goal is a combination of aggressive canvassing of areas with low voter registration and an army of deputized volunteer voter registrars manning storefront locations and public events. After the October 4, 2010 registration deadline for the November 2, 2010 elections, the Houston Votes team will focus on getting the newly registered voters out to vote. In 2008, Houston Votes had an outstanding 65% of their newly registered voters go to the polls. There are currently 600,000 unregistered eligible voters in Harris County, and Sean's team is committed to finding them. "Communities with high voter turnout have a higher return on investments in infrastructure, police and better schools resulting in social and economic benefits for the people in your community," explains Sean. Without a doubt, voti ng empowers communities. Many organizations, who understand that you have to play to win, have signed on to help with the voter registration efforts. The Houston Dynamos offered to help by donating a public service announcement with their newly signed player, Francisco Navas Cobo. Volunteer to be trained a Deputy Volunteer Registrar and register citizens at scheduled events

2. Host a Deputy Registrar training through your church, civic club or neighborhood association. 3. 4. Recommend an upcoming event in your community that is a good opportunity for registration Help recruit other volunteers through your community networks .

Houston Votes is a non-partisan voter registration drive led by Texans Together Education Fund to promote civic responsibility within communities across Houston. It's not about promoting any party or "team", it's about encouraging citizens to get in the game for a better Houston. Approximately 600,000 eligible citizens are not registered in Harris County, this lack of voter participation is apparent in our communities where the lack of social investment leads to a loss of capital investment. Commu nities with high voter turnout have a higher return on investments in infrastructure, police and better schools resulting in - ,. social and economic benefits for the people in your community . We depend on community partners like stores, churches , community centers and large venues to host volunteers trained and deputized by Harris County to register their fellow citizens and pull them off the sidelines.
