El periódico ABC de España asegura que Chávez ha entrado en los últimos días en un coma inducido, con las constantes vitales muy debilitadas, mantenidas gracias a la asistencia artificial procurada en el hospital de La Habana en el que fue internado. Y citan fuentes que aseguraron el lunes 18 de febrero que se había programado una próxima desconexión de la asistencia artificial que prorroga la vida del presidente venezolano. Esa desconexión, con resultado previsible de fallecimiento, podía producirse en cualquier momento. Y aunque las autoridades venezolanas aseguran que el presidente de Venezuela Hugo Chávez está vivo, muchas personas especulan sobre la posibilidad de que ya haya fallecido, incluso hay quien asegura que murió el 30 de diciembre del año pasado y que no han querido divulgar la noticia para poder organizar una reacción interna ante su ausencia permanente. Lo que sí es oficial es que la salud de Chávez está en estado crítico y que sus funciones vitales son mantenidas artificialmente debido a complicaciones surgidas después de la operación a la que fue sometido el 11 de diciembre pasado. Según el mismo diario español, “en la operación llevada a cabo el día 11 para extirparle cuatro cultivos cancerígenos de pelvis e intestino, al presidente venezolano le fueron extraídos 43,4 centímetros de intestino delgado. Una biopsia llevada a cabo durante la cirugía también detectó células cancerígenas en las paredes internas del intestino y en la vejiga. La operación, realizada por un equipo médico llegado expresamente de Rusia, con asistencia de médicos cubanos, también comprobó que la metástasis en hueso y médula espinal seguía progresando a paso constante. En condiciones normales esto hubiera requerido probablemente un próximo trasplante de médula, pero su estado ya tan deteriorado no ha permitido más actuaciones”. Concluyeron los médicos que nada más se puede hacer por él y que lo más probable es que Chávez haya decido regresar a su país a esperar la muerte. Después de su regreso a Venezuela nadie lo ha visto, al menos fuera de su entorno íntimo o familiar, e incluso el mandatario boliviano Evo Morales, que hizo una escala en Caracas el martes 19 con la expresa razón de visitarlo, no pudo hacerlo. Los movimientos de sus correligionarios, confundidos y contradictorios, reflejan un desconcierto y una incertidumbre sobre el futuro que pone a más de uno a pensar en panoramas oscuros para el futuro de Venezuela. No es para menos: la carismática imagen del líder ya no está presente y han de enfrentarse a una nueva realidad. Ah claro, también hay quien compara a Chávez con Santa Claus, que llega de noche volando y vestido de rojo. Nadie lo ve y sólo los inocentes creen en él. What is official is that Chávez’s health is in critical condition and that his vital functions are maintained artificially due to complications arising after the operation he underwent last December 11th. According to the same Spanish newspaper, “in the operation carried out on December 11th to remove four carcinogenic spots in his pelvis and bowels, 43.4 inches of small intestine were extracted from the Venezuelan President. A biopsy conducted during surgery also detected cancer cells in the inner walls of the intestine and the bladder. The operation, performed by a medical team especially called in from Russia, with the assistance of Cuban doctors, also confirmed that bone and spinal cord metastases were steadily progressing. Normally this would have probably required an upcoming bone marrow transplant, but his deteriorated condition has not allowed more interventions.” Physicians concluded that nothing more could be done for him and that it is likely that Chávez decided to return home to await death. After his return to Venezuela nobody has seen him, at least outside of his inner circle or family, and even the Bolivian president Evo Morales, who stopped in Caracas on Tuesday 19th with the express intention to visit him, could not. The movements of his coreligionists, confused and contradictory, reflect confusion and uncertainty about the future that makes many think about dark scenarios for the future of Venezuela. No wonder: the charismatic leader’s image is no longer present and they have to face a new reality. Oh sure, there are also those who compare Chávez to Santa Claus, who arrives flying at night and dressed in red. Nobody sees him and only the innocent believe in him. Much of this is pure speculation but the truth is that nobody, again, outside his circle, knows whether he is dead or alive.

Delaware Food Supplement Program to Spread Monthly Food Benefits Over Longer Period Beginning in March
Beginning in March, a change to Delaware’s Food Supplement Program (FSP) will spread out the monthly distribution of food benefits that help to feed more than 153,000 Delawareans over 15 days instead of the current seven days. The change will allow grocery stores more time to restock their shelves with fresh and nutritious foods. It also will help clients and grocery stores to avoid long checkout lines. Currently, food benefits are uploaded to clients’ electronic benefits transfer (EBT) cards between the fifth and the 11th of each month. The benefits tend to be spent quickly once they are received. Beginning March 2, the distribution of food benefits will be spread out between the second and the 16th of each month, based on the last letter of the primary card holder’s last name. “This change will result in better service for our Food Supplement Program clients and a better selection of fresh and healthy foods at the stores where they shop,” said Rita Landgraf, Secretary of the Department of Health and Social Services. The Food Supplement Program is administered by DHSS’ Division of Social Services. “We will work with our clients and the grocery stores to alleviate any concerns as we phase in the new plan in March.” Elaine Archangelo, Director of the Division of Social Services, said the change is supported by the Delaware Food Industry Council. “By adding more issuance dates, grocers will be able to adequately stock fresh fruits and vegetables, dairy and shelf-stable goods. The change also will help DHSS better serve customers because it will ease heightened call days and spread those calls out over a longer period of time.” The Delaware Food Industry Council said the change will allow them to better manage inventories and staffing in their grocery stores. “This is a great example of government and private industry working together on a solution,” said Julie Miro Wenger, Executive Director of the Delaware Food Industry Council. “By alleviating the rush of customers from one concentrated time during the month, customers will be better served with more variety and more items in stock. Plus retailers will be able to staff more consistently throughout the month. It will be a win-win for the customers and retailers.” To help clients make the transition, the Division of Social Services sent out a mass mailing to all clients in December, put up posters detailing the changes in all Social Services offices and some grocery stores, updated the DSS website, contacted several community partners, and is playing an informational message on DSS phones for all incoming calls from mid-February to the end of March. If clients have questions or concerns about the change, they can call the Division’s Customer Service Line at (800) 372-2022. To help clients who might run out of food benefits before arriving at their new issuance date in March, the Division of Social Services has notified more than 85 food banks and DHSS’ 15 State Service Centers statewide of the change and possible increase in food requests. In Delaware, 153,739 clients in 72,178 households receive monthly food benefits, totaling $19.59 million. The average client benefit was $127.42 for January 2013. About half of the clients are children. Food benefits provide a substantial economic impact, increasing the Gross Domestic Product by $1.79 for each food benefit dollar spent. In other words, every $5 in food benefits generates as much as $9 of economic activity. Armas de Fuego Perdidas o Robadas
El Gobernador Markell, el Vicegobernador Denn y el Fiscal General Biden revelan proyecto de ley que exige reportar cuando un arma de fuego ha sido perdida o robada
Rodeado por miembros de la policía del estado de Delaware y otros organismos encargados de hacer cumplir la ley, el Gobernador Jack Markell se unió hoy al Vicegobernador Matt Denn y al Fiscal General Beau Biden para dar a conocer la legislación que requeriría que los dueños de armas notificaran a la policía cuando sus armas de fuego se pierden o son robados. El proyecto de ley es una de las cinco medidas de seguridad que están siendo propuestas por el gobernador Markell, el Vicegobernador Denn y el Fiscal General Biden a consecuencia de la masacre de Newtown, CT y otros tiroteos recientes. Governor Markell, Lt. Gov. Denn, AG Biden Unveil Bill to Require Reporting of Lost, Stolen Firearms
Surrounded by members of the Delaware State Police and other law enforcement agencies, Governor Jack Markell today joined Lt. Gov. Matt Denn and Attorney General Beau Biden to unveil legislation that would require gun owners to notify police whenever their firearms are lost or stolen. The bill is one of five gun safety measures being proposed by Gov. Markell, Lt. Gov. Denn and Attorney General Biden in the wake of the Newtown, CT massacre and other recent mass shootings. The prime sponsors of the bill are Sen. Margaret Rose Henry (D-Wilmington East) and Rep. Michael Barbieri (D-Newark). “Far too often, guns that are stolen or lost wind up being used to commit crimes,” said Governor Markell. “If we’re serious about keeping guns out of the wrong hands, we need to do a better job of accounting for these weapons. Reporting a lost or stolen weapon is easy, it’s responsible, and it makes our streets safer.” The legislation would require gun owners to report the loss or theft of their firearm to police within 48 hours of discovery. (The reporting obligation does not start until the owner discover that the firearm is missing.) Owners may report the loss or theft to their local police department or any Delaware State Police Troop. Violators will be subject to a fine of $100 to $500 for a first offense. Second and subsequent offenses would be class G felonies. “This is part of a larger, multi-dimensional approach we are taking as a state to address gun violence,” said Lt. Governor Matt Denn. “From reporting lost and stolen weapons to ensuring mental health services for our children and more programs for them after school and in the summer, Delawareans should be working together to address the issue of gun violence and moving towards a safer Delaware for all of us.” “This is a common-sense proposal that will help law enforcement keep guns out of the hands of criminals,” Biden said. “All too often prosecutors in my office are confronted with defendants who claim their weapon was lost or stolen, when in reality that gun was purchased and then immediately handed over to a criminal who is not legally allowed to have a gun. Under this bill, if a gun is legitimately lost or stolen, the police will know right away. This is an important piece of our balanced approach to reduce gun violence and protect our children.” “It is our intention to promote common sense gun safety legislation. This will be directed towards the safety of all Delawareans and the rights of law abiding and responsible owners of firearms,” said Lewis D. Schiliro, Secretary of Safety and Homeland Security. “We need to do a better job of tracing weapons used in crimes. This bill will provide police with an important tool in doing just that,” said Sen. Henry. “In addition, this bill will also promote more responsible gun ownership by requiring people to notify law enforcement when their weapon is missing.” In addition to Sen. Henry and Rep. Barbieri, the other bill sponsors include Sens. Patricia Blevins, Karen Peterson and Nicole Poore, and Reps. Un Acontecimiento que hará Historia
Durante estos últimos días, los medios han estado muy ocupados bombardeándonos con noticias sobre gélido clima y tormentas de nieve, suicidios y balaceras, pero la noticia que más me impresionó fue la que escuché el 11 de febrero cuando el Papa Benedicto XVI anunció su renuncia. ¿En serio?!?! Debo revelarles a mis lectores que yo fui criada como católica. Todos en mi familia venezolana son católicos practicantes. Yo fui bautizada, hice mi Primera Comunión e inclusive me casé en la santidad del matrimonio por la Iglesia Católica Apostólica Romana. Sin embargo, no he sido una católica practicante por más de 27 años, debido a mi divorcio. Recuerdo que hubo un momento en el que hubiera podido haber solicitado la anulación del matrimonio, pero sólo si pagaba una tarifa. Pero yo me negué, porque para mí la anulación significaba que mi matrimonio no había ocurrido o existido nunca. Mirando hacia atrás, los dos nos casamos jóvenes, ¿pero implicar que 5 años de matrimonio nunca pasaron? Me parece que es un insulto y una completa farsa. Entonces ustedes pueden preguntarse, ¿qué pasa con los católicos que se divorcian? Ellos son excomulgados, lo cual el diccionario define como “una censura eclesiástica que priva a una persona de los derechos de los miembros de la iglesia”. En mi caso, eso significaba que yo podía ir a misa, pero no podía recibir el sacramento de la comunión. Con los años, muchas cosas han cambiado y la iglesia parecería ser más tolerante. Recuerdo que de niña asistiendo a clases de catecismo, mi mente se preguntaba cosas que nos enseñaban. Tenía problemas para creer en lo que me estaban enseñando porque esa era la manera como eran las cosas, y si estaban escritas en la biblia, bueno, esa era la verdad absoluta y no teníamos derecho a cuestionar la Palabra de Dios. Esa forma de pensar me llevó a explorar y estudiar otras religiones. Hoy en día, tengo que confesar que no soy cristiana. Sin embargo, yo respeto las enseñanzas de Jesús y crie a mis hijos como cristianos. Respetuosamente les he permitido buscar sus propias creencias y aquello que constituye su verdad. Pero volviendo al anuncio que me dejó boquiabierta, todavía me encuentro preguntándome “¿cómo se puede renunciar a ese puesto?” ¿No es ésta una vocación para toda la vida? Al hablar con la gente, todos han compartido conmigo dos cosas. En primer lugar, que “no sabían que un Papa podía renunciar”, y en segundo lugar, “¿por qué de repente, y que su último día como el Papa será el 28 de febrero?” Realmente no tengo respuestas a estas muy válidas preguntas, lo que sí puedo es compartir con ustedes que históricamente ha habido otras dimisiones, pero la última de que se tenga noticia fue del Papa Gregorio XII en 1415. En una entrevista en 2010, el periodista Peter Seewald conversó con el Papa sobre renuncias, y él le comentó que sucede cuando “él ya no es física, psicológica y espiritualmente capaz de manejar los deberes de su cargo, entonces tiene el derecho y, bajo algunas las circunstancias, inclusive la obligación de renunciar” y que “uno renunciar en un momento de paz o cuando uno simplemente no puede continuar. Pero uno no debe huir del peligro y decir que alguien más debería hacerlo”. Sé que su decisión pesó grandemente en muchos corazones, pero esto es un acontecimiento que hará historia y debe tener razones muy fuertes y personales para haber dado un paso tan audaz.

History In The Making
These past few days, the media has been busy bombarding us with news about extreme cold weather and snow storms, suicides, and shootings, but the one news that wowed me the most, was the one I heard on February the 11th when Pope Benedict XVI’s announced his resignation. Really?!?! It is only fair to my readers for me to disclose that I was brought up as a Catholic. My Venezuelan family, are all practicing Catholics, and growing up, I was baptized, did my First Communion and even united in the sanctity of marriage by the Roman-Catholic Apostolic Church. However, I have not been a practicing Catholic for over 27 years, due to divorce. I remember that at one point, I could have requested an annulment of the marriage, but only if I paid a fee. But I refused because for me, annulment meant that my marriage did not happen or ever existed. Looking back, we both married young, but to imply that 5 years of marriage never happened? I find it to be insulting and a complete farce. Then you may wonder, what happens to Catholics that divorce? They become excommunicated, which the dictionary defines as “an ecclesiastical censure depriving a person of the rights of church membership.” In my case, it meant that I was able to attend mass, but I could no longer receive the sacrament of communion. With the years many things have changed and the church seems to be more accepting. I remember that as a child attending catechism, my mind would wonder and questioned things they would teach us. I had a problem believing what I was told because that was the way it was and if it was written in the bible, well, that was the absolute truth and we had no right to question the Word of God. That way of thinking, lead me to explore and study other religions. Today, I must confess that I am not a Christian. However, I do respect the teachings of Jesus and I did raise my children as Christians. I have respectfully allowed them to search their own beliefs and that which is their truth. But back to this jaw dropping announcement, I still find myself questioning “how can one resign from such position?” Isn’t this a lifelong calling? In talking with people, they have all shared two things, first, “I didn’t know a Pope could resign,” and second, “why all of the sudden and his last day as Pope will take effect on the 28th of February?” I truly don’t have any answers to such valid questions, but I do share that historically, there have been other resignations, but the last reported one was by Pope Gregory XII in 1415. On a 2010 interview journalist Peter Seewald talked with the Pope about resignations, and he shared that it is done when “he is no longer physically, psychologically and spiritually capable of handling the duties of his office, then he has a right and, under some circumstances, also an obligation to resign.” And that “One can resign at a peaceful moment or when one simply cannot go on. But one must not run away from danger and say someone else should do it.” I know that his decision weights heavy in many hearts, but this is history in the making and he must have very strong and personal reasons for such a bold move.

BeyONce’s LIPs
Just like other red blooded males in America on Sunday, February 3, I was watching the Superbowl. During half-time my wife leaned over to me and asked:”Do you think Beyonce is lip syncing”? Truth be known, I watched Beyonce dance for ten minutes before my eyes reached her face. After almost fifty years of marriage, I am not dumb enough to admit that to her. So I did what I do best: I obfuscated. I said it didn’t matter. She is an entertainer. Beyonce’s job was to put on the best show she could and if that involved lip syncing, that was fine. Thinking about lips reminded me of the old joke, “How can you tell if a politician is lying? You look carefully at his face; if his lips are moving, he’s lying.” On the Internet there are websites that fact- check to ascertain whether political statements are, in fact, true. Because of their size and funding, these sites do a pretty good job. I was thinking in particular about Snopes and Real Clear Politics. To me, they both seem fair. Their detractors claim bias when they disagree with the detractors’ opinions, but, well, facts are facts. In Delaware we have a dearth of truth coming out of Dover. We have two reliable sources of public policy scrutiny of which I am aware: Caesar Rodney Institute (CRI) and Positive Growth Alliance (PGA). Both private organizations concentrate on current public policy issues that affect all Delawareans. Their goals are to educate, investigate and protect liberty. CRI’s legislative, education, energy and health care branches work nonstop to ensure that political lips in Dover don’t lie. They update the public via on-line newsletters as to what is happening. PGA keeps a close watch on voting records and how your tax dollars are spent. It’s a big job. Because, Delaware has a lack of multi-millionaires inclined to support these organizations as they conduct research, launch legal battles and write position papers, the burden falls on small businesses and private citizens. Private Citizens can do more. And, in spite of a struggling economy, small business owners must find a way to support the very organizations going to bat for them. I respectfully suggest that when Delaware’s small business people pull out their check books, they help themselves by writing checks to Positive Growth Alliance and Caesar Rodney Institute. These organizations are fighting for you. They are keeping an eye on the lips and acts of Delaware politicians. Chuck Griffiths Ocean View, DE

Just like a cartoon, a bulb lit up over my head today. Inside the circle appeared these words: “Stop thinking Democrats and Republicans, liberals and conservatives, Left or Right.” Think Real. Think True. No Newspeak. No propaganda. No Armageddon-scare tactics or polarize-speak. Do we really believe the planet will submerge unless we go Vegan, extinguish cattle, buy GE light bulbs, designate land off-limits to humans, trade carbon credits and drive electric cars? Critical thinkers please stand up. A real question: How do miles of windmills across the landscape aid the environment? If we care about wildlife or smart land use, why plant behemoth metal structures that chop birds in flight? As revealed in videos from Spain and Texas, windmill farms inevitably end up as rust fields. These high-tech windmills are high maintenance; they weather badly; they cannot run without electric back up and they emanate unhealthy vibrations. They are also inefficient. Energy experts say that even the best long-term estimates reveal that electricity produced from windmills will cost 50 percent more than reliable sources. On Nature and the Environment. Who gave environmental lobbyists the authority to claim nature for themselves? Anyone with a child, a garden, a pond or a pet….Anyone who lives by a stream or has a well or has farmed foodstuffs…Anyone who drinks from a faucet ...Anyone with a brain big enough to think beyond today… knows instinctively that our air and water are all we have. Why must we be lectured to or regulated by ideologues hatched in academia? Who are these people who preach to us of good stewardship of the land? They are the new gods of the universe but their fervor is no replacement for the Biblical view. Environmentalists have one major goal: To eradicate human footprints. When all human footprints are gone the air will be pure—or not. We won’t know. The governor speaks of raising taxes in order to keep teachers, policemen and firefighters working. Maybe it’s time for the politicians to drop this chimera. State government employs hundreds of employees in: Tourism (Neither beaches nor bike paths need advertising campaigns), Economic Development (Fiskar?), Historic Preservation (How is this within the State’s purview?), Archeological Preservation (same question). ARe we HeADeD FOR GReece?

Does a correlation exist between the rate of inflation and earned wages? Yes. Just as the rate of inflation lags behind the devaluation of the Dollar, wages lag behind earnings and, not surprisingly, so does the minimum wage. Why? There are many reasons as well as consequences. Currently, a large percentage of American businesses are balancing at the edge of profitability. Others are nearing the end of their borrowing power and will face bankruptcy. All of these businesses are potential employers. The cost of labor is an important factor in their economic health and viability in the market of goods and services. Most of these businesses have already pruned their work forces to bare bones in order to survive (downsized). They cannot withstand further labor reductions or cost increases and remain market competitive. As the rate of inflation continues to affect essential goods, wages and earnings will be insufficient to provide a standard of living we enjoyed prior to INFLATION. The pain is greater for unskilled laborers, whose minimum wage is $7.25 per hour (about $260 week net after taxes). This situation results in nationwide demands for higher earnings when businesses can’t afford it. This combination of inflation and a stagnant economy has been named “STAGFLATION.” The last time we saw this phenomenon was during the Carter Administration. It is now being replicated and fueled by the Obama Administration’s taxes. President Obama has asked for a $1.75 increase to the present $7.25 minimum wage, which he deems fair to match the REAL LEVEL OF INFLATION, raising the minimum wage to $9.00. This, in effect , means that he expects the true level of inflation to rise no less than 24% or more. The minimum wage rise will cause other wages to follow and magnify problems for businesses operating at tightrope margins. It will also drive unemployment to staggering numbers, well above those which can be sustained by the US in the world economy, which will suffer terribly by the economic collapse of the US, its leading consumer. Ahora también es tiempo ‘para detener las deportaciones arbitrarias y parar la militarización de la frontera. Respuesta de la DRM al informe presidencial sobre el estado de la Unión (State of the Union Address) del presidente Obama y al senador Rubio
La Coalición de Acción DREAM (DRM) acoge con satisfacción el nuevo tono y llamado a la acción bipartidista sobre la inmigración. Ciertamente, es difícil no estar inspirados y esperanzados al escuchar a Obama decir “Nuestra economía es más fuerte cuando aprovechamos el talento... [de] los inmigrantes esperanzados” y luego elaborar sobre un camino hacia la “ciudadanía ganada”. Esta retórica positiva, sin embargo, debe ser respaldada con acciones, lo que significa que el Presidente debe asumir la responsabilidad de su política que está siendo testigo de un número récord de deportaciones. Esa es la razón por la cual la Coalición de Acción DREAM está instando al presidente Obama a detener la deportación y concederle acción diferida a los inmigrantes indocumentados que no tienen antecedentes penales violentos. The Time is Also Now’ to Stop Arbitrary Deportations and stop militarizing the Border. DRM’s Response to State of the Union Address from President Obama’s & Sen. Rubio’s
The DREAM Action Coalition (DRM) welcomes the new tone and call for bipartisan action on immigration. Indeed, it is hard not to be inspired and hopeful to hear Obama say “Our economy is stronger when we harness the talents…[of] hopeful immigrants” and then elaborate on a pathway to “earned citizenship”. This positive rhetoric, however, must be backed up with actions; this means the President must take responsibility for his enforcement policy that is seeing record number of deportations. That is why the DREAM Action Coalition is urging President Obama to stop the deportation and grant deferred action to undocumented immigrants who have no violent criminal records. President Obama’s positive rhetoric cannot erase the fact that he talked about the same “border security” that has become favorite talking point of Republicans. Any bill which gets Obamas signature cannot allow those on the right wing of the immigration debate like Jan Brewer to obtain a veto power over issuing citizenships as many worry this bill may have. While it will ultimately be up to Congress to craft this bill, the President cannot sit idly by as the Republicans place a Trojan horse in the bill. We must also deal with the reality that Obama’s administration has deported immigrants faster than any other administration: it was Janet Napolitano, Obama’s pick for Secretary of Homeland Security, who publicly defended the entire ordeal of the attempting deportation of Erika Andiola’s mother. And the President should not just highlight a DREAMer to make him look good publicly while not confronting the real stories of mix-families who are facing the nightmare of the broken immigration system. Rubio has had some of the most sympathetic rhetoric on immigration we have seen from a prominent Republican as a national political figure. He speaks with great affection about his parents’ immigration story. At the same time, Rubio’s only legislative achievement stripped the Child Tax Credit from undocumented immigrant families, many which have citizen children who were the intended beneficiary of the Credit. Similarly to Obama, Sen. Rubio talked about border security. Unlike Obama, however, he seemed to imply that any vague “permanent solution” for undocumented immigrants or other reforms would require us moving on “border security” first. The problem is that the border is as secure as it has ever been, with undocumented immigration at a net zero the jobs which attracted the immigrants are not as readily available. The Latino and immigrant communities now have the voting and political organizing power to look at the DREAM Act as the floor of what they can get. Those rights below this new ceiling include LGBT rights such as gay marriages being recognized for immigration status, a Violence Against Women Act that includes more protections for battered, undocumented women and legal status for entire families that have been in the country for long enough to develop the deep roots we have in our communities.

Tanto Brown como sus colegas del Concejo Municipal y los oficiales de educación estatales y locales dicen que la prueba GED® está cambiando significativamente, posiblemente haciéndola más difícil de aprobar y más costosa de obtener. Council Member Brown Urges His Constituents and Others to Earn Their GED® NOW! Brown, City Council Colleagues and State and Local Education Officials Say the GED® Test is Changing Significantly, Possibly Making It More Difficult to Achieve and More Expensive to Obtain! A Wilmington legislator says it’s important for citizens to know that the General Educational Development (GED®) Test, which provides those who have not completed high school an opportunity to obtain a secondary credential, will undergo significant changes in 2014. That’s why City Council Member Darius Brown (D-3rd District) is urging his constituents in Wilmington’s Eastside communities, and others throughout Delaware who want to obtain a GED® Certificate, to do so this year instead of waiting until next year. “The GED® Certificate has been a lifeline to jobs and careers for many people for many years,” said Council Member Brown. “Many, if not most, of the people who enter GED® prep programs do so because they are lacking certain technical or computer-based skills and knowledge about basic subjects like math, science or English.” Brown and others at the news conference said beginning in 2014 someone seeking a GED® credential will need computer-based skills, knowledge of an expanded curriculum and be required to write more narrative answers in addition to completing multiple choice questions. The cost of the test will increase to $120 for the entire battery in comparison to the current $75 fee. Enrollment in the state’s adult basic education programs, which prepare adult learners for the GED® test, will continue to be free. The new GED Test will be aligned with the Common Core State Standards, which Delaware adopted so that every student in the public school K-12 system will graduate ready for college and career. “Students will be prepared to successfully plan and pursue an education and career path aligned to their personal goals, with the ability to adapt and innovate as demands change,” Secretary of Education Mark Murphy said. “While I am not opposed to updating the GED® Test process to give citizens a more competitive edge in the workplace,” Council Member Brown continued, “I do know that there are people who will not be able to attain a GED® credential under the new format. So, my message is, that now is the time to enter the GED prep program instead of waiting until next year.” Maureen Whelan, director of adult and prison resources for the Delaware Department of Education, said about 13% of adult Delawareans do not have a GED® Certificate or a high school diploma making it very hard to get a job, enter training programs or apply to colleges. According to experts, by 2018, 59% of all jobs in the state will require some post-secondary education/training past a high school diploma. Now is the time to invest in an education if a person wants to opportunities in this job market. Libros bilingües y en español para niños también pueden ser buenos para adultos ¿Está estudiando para la prueba de ciudadanía o está su hijo aprendiendo sobre el gobierno de los Estados Unidos?
>Adriana Camacho-Church La biblioteca Newark Free Library recientemente añadió una nueva serie de libros juveniles en español titulados “Conoce Tu Gobierno”. Algunos títulos de la serie incluyen: “¿Quiénes gobiernan nuestro país?”, “¿Cuáles son tus derechos básicos?” y “¿Por qué son importantes las elecciones?”. Los libros juveniles pueden ser ventajosos para los adultos porque explican un tema que puede ser complicado en un formato básico y un lenguaje sencillo. Estos libros proporcionan los fundamentos de la materia. Una vez que hayan aprendido la información básica y quieran saber más, pueden entonces pasar a un libro para adultos. Bilingual and Spanish Books for Kids Can also be Good for Adults Are you studying for a citizenship test or is your child learning about the United States government? >Adriana Camacho-Church Newark Free Library recently added a new series of juvenile books written in Spanish titled “Conoce Tu Gobierno.” (Know Your Government). Series titles include: “¿Quiénes Gobiernan Nuestro País?” (Who Governors Our Country?), “¿Cuáles Son Tus Derechos Básicos?” (What Are Your Basic Rights?), and “¿Por Qué Son Importantes Las Elecciones?” (Why Are Elections Important?”). Juvenile books can have advantages for adults because in a basic language and simple format the books explain a subject that can be complicated. These books give you the fundamentals of the subject. Once you’ve learned the basic information and want to know more you can then move on to an adult book. For children these books are easy to follow and the pictures show recent leaders, people voting, and a president signing a bill into law. Newark Free Library also recently added a collection of bilingual juvenile books with titles such as, “Mi Amigo Tiene ADHD (Attention-deficit/hyperactivity disorder)” (My Friend Has ADHD), and “Mi Amiga Tiene Dislexia” (My Friend Has Dyslexia). Written from the point of view of a friend, these books explain and describe in a simple story conditions such as autism and Down Syndrome. Illustrated in a school setting, the books show that sometimes it’s hard for kids with these conditions to make friends. The books are a good way to explain to adults and kids how ADHD or Dyslexia can affect a person and how understanding, acceptance, and respect for adults and children with these conditions can make a positive difference in a classroom, at home, and elsewhere. Two other collections worth mentioning are “Conflict Resolution” a bilingual series and Money and Banks a series written in Spanish. In the “Conflict Resolution” series titles include: “Dealing with Bullying” , “Dealing with Anger”, and “Dealing with Jealousy” . In the “El Dinero y los Bancos” series kids and adults learn about savings accounts, loans, and how to use a bankbook. Books in the series include: “¿Qué es un Banco?”(What is a Bank), and “Gastando su Dinero” (Spending your Money). These collections are found in the children’s section of the library. You can borrow any of the books with your New Castle County library card. If you don’t have a card go to your local library and get one. The library cards are free if you are a Delaware resident. Children and teens under 17 years of age need to have their parents or a legal guardian with them at the library to get a library card. Applications are available in Spanish and English for both adults and those 17 years of age and under. To obtain a free New Castle County library card adults need a Delaware driver’s license or ID. If you don’t have these documents bring a photo ID such as your passport, school ID, Costco or BJ’s card and a current bill, such as the electric or rent, with your name and address.

Por eso cuando amanecí con esa noticia, yo, al igual que millones de seres humanos nos preguntamos ¿por qué? ¿Por qué renuncia señor Ratzinger? ¿Le entró el miedo? ¿Se lo comió la edad? ¿Perdió la fe? ¿La ganó? Y después de varias horas, creo que encontré la respuesta: El señor Ratzinger, ha renunciado toda su vida. Así de sencillo. El Papa renunció a una vida normal. Renunció a tener una esposa. Renunció a tener hijos. Renunció a ganar un sueldo. Renunció a la mediocridad. Renunció a las horas de sueño, por las horas de estudio. Renunció a ser un cura más, pero también renunció a ser un cura especial. Renunció a llenar su cabeza de Mozart, para llenarla de teología. Renunció a llorar en los brazos de sus padres. Renunció a teniendo 85 años, estar jubilado, disfrutando a sus nietos en la comodidad de su hogar y el calor de una fogata. Renunció a disfrutar su país. Renunció a tomarse días libres. Renunció a su vanidad. Renunció a defenderse contra los que lo atacaban. Vaya, me queda claro, que el Papa fue un tipo apegado a la renuncia. Y hoy, me lo vuelve a demostrar. Un Papa que renuncia a su pontificado cuando sabe que la Iglesia no está en sus manos, sino en la de algo o alguien mayor, me parece un Papa sabio. Nadie es más grande que la Iglesia. Ni el Papa, ni sus sacerdotes, ni sus laicos, ni los casos de pederastia, ni los casos de misericordia. Nadie es más que ella. Pero ser Papa a estas alturas del mundo, es un acto de heroísmo (de esos que se hacen a diario en mi país y nadie nota). Recuerdo sin duda, las historias del primer Papa. Un tal Pedro. ¿Cómo murió? Si, en una cruz, crucificado igual que a su maestro, pero de cabeza. Hoy en día, Ratzinger se despide igual. Crucificado por los medios de comunicación, crucificado por la opinión pública y crucificado por sus mismos hermanos católicos. Crucificado a la sombra de alguien más carismático. Crucificado en la humildad, esa que duele

tanto entender. Es un mártir contemporáneo, de esos a los que se les pueden inventar historias, a esos de los que se les puede calumniar, a esos de los que se les puede acusar, y no responde. Y cuando responde, lo único que hace es pedir perdón. ‘Pido perdón por mis defectos’. Ni más, ni menos. Que pantalones, que clase de ser humano. Vivo en un mundo donde la hipocresía alimenta las almas de todos nosotros. Donde podemos juzgar a un tipo de 85 años que quiere lo mejor para la Institución que representa, pero le damos con todo porque? “¿con qué derecho renuncia?”. Claro, porque en el mundo NADIE renuncia a nada. A nadie le da flojera ir a la escuela. A nadie le da flojera ir a trabajar. Vivo en un mundo donde todos los señores de 85 años están activos y trabajando (sin ganar dinero) y ayudan a las masas. Si, claro. Pues ahora sé Señor Ratzinger, que vivo en un mundo que lo va a extrañar. En un mundo que no leyó sus libros, ni sus encíclicas, pero que en 50 años recordará cómo, con un simple gesto de humildad, un hombre fue

Papa, y cuando vio que había algo mejor en el horizonte, decidió apartarse por amor a su Iglesia. Va a morir tranquilo señor Ratzinger. Sin homenajes pomposos, sin un cuerpo exhibido en San Pedro, sin miles llorándole aguardando a que la luz de su cuarto sea apagada. Va a morir, como vivió aún siendo Papa: humilde. Benedicto XVI, muchas gracias por renunciar. Eres grande como tu antecesor!

Ingredientes: 12 tortillas secas y duras 3 huevos 4 tomates grandes 1/2 taza de agua 1 cebolla grande blanca, cortar finamente 1 diente de ajo 3 chiles de árbol 5 cucharadas de aceite de maíz 1 taza de queso Oaxaca rallado Preparación: - hervir los tomates y chiles hasta suavizar -mezclar en una licuadora con el agua y el ajo -calentar una cucharada del aceite y freír esta pasta, a fuego lento sofreír por 5 minutos. Sazonar al gusto con sal -Cortar las tortillas en tiras con unas tijeras -Calentar las cuatro cucharadas de aceite y freír las tortillas hasta que estén crujientes -Remover el exceso de aceite y freír los huevos en la misma sartén. Revolver los huevos junto con las tiras de tortilla. Agregar poca sal -Servir en un plato hondo, derramar salsa encima y decorar con cebolla y queso -Servir inmediatamente, disfrutar con una guarnición de frijoles refritos Ingredients 12 dry and hard tortillas 3 eggs 4 large tomatoes 1/2 cup water 1 large white onion, finely chopped 1 garlic clove 3 chiles de arbol 5 tablespoons corn oil 1 cup of grated Oaxaca cheese Directions: -Boil tomatoes and chiles until soft. -Mix them in blender with the garlic and water. -Heat 1 tbsp of oil and fry this paste, lower the heat and simmer for 5 minutes. Season to taste with salt. -Cut the tortillas in strips with a pair of kitchen scissors. -Heat 4 tbsp of oil and fry the tortilla strips until crispy. -Drain oil and add the three eggs to pan. Stir strips and eggs quickly so they don’t stick to the pan. Add salt to taste. -Place on a serving bowl, pour the sauce over them and sprinkle with onion and cheese. -Serve immediately. Enjoy with a side of refried beans.

La FDA aprueba el primer implante de retina para adultos con enfermedad ocular genética rara
La Administración de Alimentos y Medicamentos de los EE.UU. (FDA) aprobó hoy el Sistema de Prótesis de Retina Argus II, el primer dispositivo de implante para tratar a los pacientes adultos que padecen de retinosis pigmentaria (RP). El dispositivo, que incluye una pequeña cámara de vídeo, un transmisor montado en un par de anteojos, una unidad de procesador de vídeo (VPU, por su sigla en inglés) y una prótesis de implante de retina (una retina artificial), reemplaza la función de las células degeneradas de la retina (una membrana dentro del ojo) y puede mejorar la capacidad del paciente para percibir imágenes y movimiento. La unidad VPU transforma las imágenes de la cámara de vídeo en datos electrónicos que se transmiten de manera inalámbrica a la prótesis de retina. La retinosis pigmentaria es un padecimiento genético de los ojos que daña las células sensibles a la luz que recubren la retina. En un ojo saludable, estas células cambian los rayos de luz en impulsos eléctricos y los envían a través del nervio óptico al área del cerebro que transforma los impulsos en una imagen. Para las personas con retinosis pigmentaria las células sensibles a la luz se degeneran lentamente lo que resulta en una pérdida gradual de la visión lateral y la visión nocturna y más tarde en la visión central. FDA approves first retinal implant for adults with rare genetic eye disease
The U.S. Food and Drug Administration today approved the Argus II Retinal Prosthesis System, the first implanted device to treat adult patients with advanced retinitis pigmentosa (RP). The device, which includes a small video camera, transmitter mounted on a pair of eyeglasses, video processing unit (VPU) and an implanted retinal prosthesis (artificial retina), replaces the function of degenerated cells in the retina (a membrane inside the eye) and may improve a patient’s ability to perceive images and movement. The VPU transforms images from the video camera into electronic data that is wirelessly transmitted to the retinal prosthesis. RP is a rare genetic eye condition that damages the light-sensitive cells that line the retina. In a healthy eye, these cells change light rays into electrical impulses and send them through the optic nerve to the area of the brain that assembles the impulses into an image. In people with RP, the light-sensitive cells slowly degenerate resulting in gradual loss of side vision and night vision, and later of central vision. The condition can lead to blindness. “This new surgically implanted assistive device provides an option for patients who have lost their sight to RP – for whom there have been no FDA-approved treatments,” said Jeffrey Shuren, M.D., director of the FDA’s Center for Devices and Radiological Health. “The device may help adults with RP who have lost the ability to perceive shapes and movement to be more mobile and to perform day-to-day activities.” The Argus II system is intended for use in adults, age 25 years or older, with severe to profound RP who have bare light perception (can perceive light, but not the direction from which it is coming) or no light perception in both eyes, evidence of intact inner layer retina function, and a previous history of the ability to see forms. Patients must also be willing and able to receive the recommended post-implant clinical follow-up, device fitting, and visual rehabilitation. In addition to a small video camera and transmitter mounted on the glasses, the Argus II Retinal Prosthesis System has a portable video processing unit (VPU) and an array of electrodes that are implanted onto the patient’s retina. The VPU transforms images from the video camera into electronic data that is wirelessly transmitted to the electrodes. The electrodes transform the data into electrical impulses that stimulate the retina to produce images. While the Argus II Retinal Prosthesis System will not restore vision to patients, it may allow them to detect light and dark in the environment, aiding them in identifying the location or movement of objects or people. Retinal Prosthesis System The FDA approved the Argus II Retinal Prosthesis System as a humanitarian use device, an approval pathway limited to those devices that treat or diagnose fewer than 4,000 people in the United States each year. To obtain approval for humanitarian use, a company must demonstrate a reasonable assurance that the device is safe and that its probable benefit outweighs the risk of illness or injury. The company also must show that there is no comparable device available to treat or diagnose the disease or condition. The FDA reviewed data that included a clinical study of 30 study participants with RP who received the Argus II Retinal Prosthesis System. Investigators monitored participants for adverse events related to the device or to the implant surgery and regularly assessed their vision for at least two years after receiving the implant. Results from the clinical study show that most participants were able to perform basic activities better with the Argus II Retinal Prosthesis System than without it. Some of the activities tested included locating and touching a square on a white field; detecting the direction of a motion; recognizing large letters, words, or sentences; detecting street curbs; walking on a sidewalk without stepping off; and matching black, grey and white socks. Following the implant surgery, 19 of the 30 study patients experienced no adverse events related to the device or the surgery. Eleven study subjects experienced a total of 23 serious adverse events, which included erosion of the conjunctiva (the clear covering of the eyeball), dehiscence (splitting open of a wound along the surgical suture), retinal detachment, inflammation, and hypotony (low intraocular pressure). Three government organizations provided support for the development of the Argus II. The Department of Energy, National Eye Institute at the National Institutes of Health and the National Science Foundation collaborated to provide grant funding totaling more than $100 million, support for material design and other basic research for the project.

Here I present information about the types of temperament. There are four types of temperament or personality tendencies. Normally, we all have a little of each temperament but there is always one that stands out in our behavior. I invite you to read descriptions and select your dominant temperament. It will also help to understand the temperament of the people close to you, such as your wife and children. No temperament is better than the other; they are just different ways of being. The four temperaments are: THE SANGUINE: The are conservative, talkative; usually they’re always happy, enthusiastic, friendly, and compassionate; warm and lively; communicative and responsive in nature. They are considered very outgoing persons; truly feel the joys and sorrows of others as if they were their own. They have highly variable mood. They can be insensitive; moved only by short-term results. They can have a tendency to lie to get what they want. They can be cerebral; think about everything in a cold way. They are optimistic, social and outgoing. They’re funny. They like to touch everything. They adapt well to any environment. Although they are hardworking, they can be carried away by superficiality. In the negative: character is weak, unstable, undisciplined, uneasy, unreliable, selfish, loud, exaggerated. THE CHOLERIC: They are willful, determined, independent, optimistic, practical, productive, decisive, reliable and faithful. Always busy in their lives. They are daring to do new things. Because of their outbursts, improvises, rushes, they waste energy and fall in the dispersion. They abandon things when danger appears. They’re fast, very active, practical decisions, especially independent and self-sufficient. They’re outgoing, but not as much as the person of sanguine temperament. They set goals and objectives. They’re very ambitious. They intuitively recognize the potential setbacks and obstacles encountered along the way if they are looking to achieve a goal. In the negative: They quickly turn angry, they can react with a small little joke; they can be cruel, sarcastic, dominant, inconsiderate, proud, and self-sufficient. Their emotional state can change fairly quickly. THE MELANCHOLIC: They are gifted, analytical, sensitive, perfectionist, idealistic, loyal, dedicated, perfectionist and analytical. They are very emotional. They are likely to be withdrawn, however, can act extroverted. They don’t take the first step to meet people, but let people come to them. Their perfectionist tendencies and consciousness make them very reliable; they will not leave someone when the person is counting on them. Above all, they have a great character that helps them finish what they start. But it is difficult to convince them to start a project, because they are always considering all pros and cons in any situation. In the negative: They can be self-centered; it might be difficult for them to forgive an offense; they can be negative, stubborn, impractical, unsociable, critical, and vindictive. THE PHELGMATIC: They are calm, quiet, reliable, efficient, conservative, practical leader, diplomat, judicious. They are usually math lovers and artists with innate abilities. They are calm and quiet. They are thoughtful and peaceful. They are very neat. They like to work alone. They are punctual and care for the accuracy of all things. The intelligence of the phlegmatic is slow, but deep. They have a good ability to understand the essence of things. Docile and methodical, they never lose their composure and almost never get angry. They try not to get too involved in other activities. They don’t seek to be leaders, but they can be very capable leaders. Hablando con su Hijo Sobre el Suicidio
De acuerdo con un estudio hecho por el Centro de Control de Enfermedades, entre el 1 de enero y el 4 de mayo 2012, habían 11 muertos por el suicidio y 116 intenciones del suicidio en jóvenes entre las edades de 12-21 años en los condados de Kent y Sussex en DE.

Otro estudio de la Universidad de Delaware reportó que en Delaware, 21% de jóvenes latinos y 35% de las jóvenes Latinas han pensado en serio de suicidarse. Según el mismo estudio, 10% de jóvenes latinos y 16% de las jóvenes Latinas admitieron tener un plan sobre como tomaran sus propias vidas. According to a recent report issued by the Center for Disease Control, between January 1st and May 4th, 2012, there were 11 deaths by suicide and 116 non-fatal suicide attempts among youth ages 12-21 in Kent and Sussex counties in Delaware.

In fact, a study conducted by the University of Delaware states that 21% Hispanic males and 35% Hispanic females have seriously thought about killing themselves. According to the same study, 10% of Hispanic males and 16% Hispanic females admitted to having a plan about how they would take their own lives. Many times, these statistics can leave parents asking “what can I do to help prevent suicide in my home?” There are several things that parents can do to help try and prevent suicide in their children. First of all, talking with children about suicide is an important way for children to know their parents care. Talking about suicide can also help children understand that their parents are open to talking with them about anything. Secondly, parents need to be aware of the warning signs so they can recognize them in their children. Changes in personality, difference in eating or sleeping habits, and dropping out of sports or activities that have been important to them, feelings of sadness or hopelessness, concerning behaviors such as drug or alcohol use and overwhelming life circumstances are all examples of warning signs for suicide. Keeping lines of communication open with children, and being able to pick up on any changes in their children and providing unconditional support through those changes are key ways for parents to help do their part in helping to prevent suicide. The Brandywine School District will be holding a workshop for Spanish-speaking parents in their district entitled “Talking with Your Child About Suicide” on March 7th at 5:30 pm at Talley Middle School. This presentation is put on by the DE Department of Prevention and Behavioral Health Services in conjunction with Delaware Guidance Services of DE. Hagley Museum and Library invites families to a new event celebrating the invention of nylon, Fashion, Sports, and Fun with Nylon!, on Saturday, April 6, 10 a.m. to 3 p.m. The synthetics revolution began at DuPont and spread throughout the world. Use the main museum entrance off Route 141. Kids and parents can discover the science behind nylon and learn about its many uses from textiles to toothbrushes! Families will delight in watching a hovercraft built using nylon, plywood, and a leaf blower move around. Visitors can try their hand at badminton with the Brandywine Badminton Club using nylon stringed racquets and shuttlecocks or play games with a giant parachute. The Boy Scouts of America Troop 601 will demonstrate nylon at work in knot-tying and camping. Families can learn about sailing and admire a nylon spinnaker at the New Castle Sailing Club demonstration. The University of Delaware Department of Fashion and Apparel Studies will have a display of fashion before and after nylon. Visitors can see a lab demonstration by Delaware Academy of Chemical Sciences. Additional activities include flying kites, playing cornhole toss, jumping rope, and watching fly fishing demonstrations. Don your funkiest nylon outfit or wear all natural materials! These fashion-forward visitors will be entered into a drawing for a prize. This family program celebrates the opening of Hagley’s latest exhibit in honor of the 75th anniversary of nylon, “Fashion Meets Science: Introducing Nylon.” Seventy-five years ago on October 27, 1938, a brand new material named nylon was announced to the public. Created in DuPont Company’s labs, nylon replaced silk in the ladies hosiery industry. Nylon was so popular that its early sales created near riots because demand was so high. Hagley’s exhibit will discuss the early development of nylon and its impact on the fashion industry. The museum is located on Route 141 in Wilmington, Delaware. Admission to the entire 235-acre museum is $14 for adults, $10 for students and senior citizens, $5 for children six to fourteen, and free for members and children five and under. The Delaware Museum of Natural History will light up the dark for a 21-and-over science series exploring a wide range of mind-expanding topics. Beginning with “Science After Dark: Glow” on Saturday, March 9, from 6-8 p.m., this new program brings together curious minds for an informal evening of cocktails, conversation, and fun that will leave visitors truly “aglow.” “Science After Dark: Glow” will use the Museum’s latest special exhibit, Glow: Living Lights, as the backdrop for a relaxed evening of glowing fun. Visitors can fill their glasses, then fill their brains learning more about bioluminescence -- an organisms ability to make its own light. Plus, explore your way through the darkened fluorescetorium and get up close with glowing rocks, minerals, and other scientific anomalies. Then, impress your friends as you learn how to make glowing slime and cocktails. Why should kids have all the fun? The “Science After Dark” series is an ongoing science program aimed at stirring engaging conversations among adults in a fun, casual atmosphere.
