IS President’s Excellence Award Nomination Form Instructions April 2009
The Award The IS President’s Excellence Award is the Information Systems sector’s most prestigious award. It is presented annually to up to eight individuals or teams who have excelled in the areas of customer satisfaction, innovation and technology, or operational excellence. In general, nominations are measured against the following criteria: growth, company values and behaviors, results, and collaboration. The three (3) award categories and associated criteria are: Customer Satisfaction - Exceptional program-related efforts that enhance the Corporation's reputation as the most trusted provider of systems and technologies. Examples include: o Significant growth on existing programs and/or with other Sectors o Working collaboratively with the customer to solve a significant issue o New business growth o Enhanced assurance of mission success through process innovation or improvement Innovation and Technology – Outstanding innovations that significantly increase Northrop Grumman's growth, profitability, and/or competitive advantage. Innovations: o Are key technology differentiators o Leverage technology across Sectors o Find new applications for technology o Create flexibility to enable quick response to market shifts Operational Excellence - Significant improvement in business operations and processes resulting in more competitive cost structures, reduced cycle time, greater efficiency, and/or improved quality. Examples include: o Mitigation of threats to organizational success o Significant enhancements to personnel and/or system safety o Leveraging the strength of Northrop Grumman's portfolio o Substantive bottom-line benefit to the company o Cross-Sector collaboration and integration of best practices o Enhanced reputation or competitive position o Improved growth position of the company o Outstanding contribution to process excellence Instructions • Complete the form in its entirety • The nomination should be for only one category • The nomination should address the criteria, be compelling, and should: o Provide quantifiable data to support statements, wherever possible (such as revenue and margin history). Provide an unclassified description of the accomplishment in 50 words or less using terms a layperson will understand. Developed powerful new integrated analysis techniques to assess the contributions of technology investments. These techniques enabled the section to increase its revenue by XX% over the last year, and positioned TASC as the market leader in providing comprehensive, rapid, integrated analysis.

Describe the background, need, or circumstances that led to the accomplishment. (1,200 character limit)
Prior to Doug’s work on integrated analysis, large, inflexible models that attempted be all things to all people dominated the field. The cost and complexity of these tools prevented their use on all but the largest projects, and prevented responsive analysis of issues where the requirements were not rigidly defined or where new technologies required the exploration of not just new equipment, but new ways of dealing with conflict. Customers were unable to use existing techniques to solve these emerging problems, and were forced to resort to either subjective assessment, or limited information based on just what existing techniques could provide, not what they needed. Both government and industry were crying out of some way to quickly assess a wide variety of situations, including situations that might not really exist for decades. These solutions needed to be quickly assembled, relatively low-cost, and far more flexible than the existing, cold-war assessment techniques and tools. Development of a methodology that would meet these requirements would open up many new marketing opportunities, and position TASC as the leader in the field of responsive analysis.

Describe how the accomplishment was achieved. (1,200 character limit)
Doug took the initiative to focus his section’s efforts on the development of new processes, tools, and techniques for integrated analysis. He encouraged investigation into small, highly focused tools to replace monolithic models, developing new tools when necessary. He also developed a network of operations research experts from other parts of Northrop-Grumman, government, Industry, academia, and internet sources, allowing for new avenues of cross-fertilization of ideas and concepts. He also pursued contracts with organizations that placed a premium on new analysis methodologies, such as the United States Strategic Command (USSTRATCOM) and Air Force Research Labs (AFRL), allowing for much of this work to be developed without expending Northrop-Grumman funding. Doug used these contacts and others to socialize these new techniques, building support and ultimately created the core of a powerful analytical organization focused on the growing market for responsive, insightful analysis that could be planned, executed, and delivered quickly to provide important insights in time to support decisions on key emerging issues.

Doug’s accomplishments have been instrumental in demonstrating the type of organizational excellence this company is known for in the industry. His willingness to take chances and develop innovative, proactive solutions to difficult problems enhance the reputation and competitive position of the company, improving our ability to win contracts in a difficult economic climate and maintain our growth. They also mitigate threats to our organizational success by allowing us to quickly provide tailored analysis to our customers needs, reducing our costs, saving effort to deal with other issues, and ensuring that we maintain our reputation for customer satisfaction. The inherently cross-sector nature of Doug’s innovations encourage ties between operating units, leveraging the strength of Northrop-Grumman’s strong portfolio of talent and resources, plus providing a conduit for sharing of best practices. These innovations also reach out to other organizations, enhancing the image of the company to the broader analytical community, and demonstrating that it is the logical place for talented, creative people to work.

What significant benefit(s) for the Company resulted or will likely result from this accomplishment? (1,200 character limit)
Doug’s innovations have already provided great benefits for his section and the company. Over the last year, the section’s revenues have grown by XX% due to the capture of several strategic contracts from USSTRATCOM, AFRL, and the Department of Secretary of Defense (OSD). The OSD contract in particular is a key win for Northrop-Grumman, since it will establish us as the leaders in the new field of cyber warfare and net-centric analysis. This contract alone could potentially lead to many millions in revenue over the next decade due to follow-on development, enhanced competitive position, and related projects for other organizations. Doug’s work on development of techniques for responsive analysis was cited by the customer as the key discriminator in this win, and our partnerships with other parts of Northrop-Grumman will bring this same recognized expertise to bear on a wide variety of key strategic contract proposals. Extending these techniques to new tools and processes will ensure that we continue to stay ahead of our competition and remain the “place to go” when customers need quick and accurate insights for decision-making.
