SHAPE CABONNE’S FUTURE A plan that will shape Cabonne Shire‟s future will be placed on public exhibition next week. Residents are being asked to provide further comment and feedback on the draft Cabonne 2025 Community Strategic Plan when it goes on public display from Monday 28 November 2011 to Friday 13 January 2012. A long-term vision for Cabonne Shire, the draft plan has been developed following a wide-ranging community survey, two community workshops involving a broad cross -section of community representatives and further consultation with stakeholders and Government agencies. Ideas from the workshops and responses to the survey have been collected by consultants Groupwork and are being shaped into a plan that will guide the growth of Cabonne communities over the next decade and more. Priorities identified by the community include roads, health and aged care facilities, building business and generating employment, water management, access to information and communication technology and successfully balancing village and rural living.

Cabonne Mayor Bob Dowling said the draft plan had been developed with the community to look at real views and issues from residents. “It will enable the Council to streamline its planning for the services, facilities and infrastructure that the community regards as its top priorities for the future.” Cr Dowling said he encouraged all Cabonne residents to study the draft plan when it goes on public exhibition and to return their comments to Council by 13 January 2012. “Because this Plan is so important to the future of our wonderful Shire, we are still looking for as much public input as possible before it is adopted.” The draft Cabonne 2025 Community Strategic Plan will be displayed at Council‟s offices in Molong, Cudal and Canowindra, post offices in Cargo, Eugowra, Cudal, Yeoval and Cumnock, libraries in Manildra, Canowindra and Molong, the Age of Fishes Museum Canowindra and the Central West Business Enterprise Centre 124-128 Summer Street, Orange. An enormous thank you to everyone who came along to enjoy the evening. It was wonderful to see the community coming together in thanks for our community as we prepare for Christmas. Yours sincerely David Cullane – President, Canowindra WASTE TRANSFER STATIONS OPENING TIMES Cabonne Council‟s waste transfer stations will be closed on Christmas Day, but will operate as normal during the rest of the holiday period. Transfer stations at Cargo, Canowindra, Manildra and Cumnock will close on Christmas Day (Sunday 25 December 2011), but will be open as normal on other days through the holiday period from 10am-1pm and 2pm-5pm on Wednesdays and Sundays including New Year's Day. Eugowra and Yeoval transfer stations will operate as normal on Wednesdays and Saturdays from 10am-1pm and 2-5pm, including Christmas Eve. Recyclables are received free at Council‟s waste transfer stations and include plastics, paper, cardboard, glass bottles and jars, aluminium cans, ewaste, motor oils, batteries and scrap metal. Residents are asked to dispose of their rubbish properly, particularly bottles and other glass products. Bottles must be separated into three types – clear, green and brown – and placed in the respective bins. However window glass, mirrors, light bulbs or broken drinking glasses should not be put into the recycling bins and should go into general rubbish. Before finalising your Christmas shopping, you may wish to purchase a bargain-priced item from one of Council‟s transfer stations, particularly Manildra. Items such as bicycles, strollers, prams, golf bags, suitcases or even kitchen cabinets are in reasonably good condition and they could be yours just by making an offer of a few dollars.

STAY SAFE ON THE ROADS THESE HOLIDAYS Motorists travelling in Western NSW during these summer holidays are reminded to plan their trip and take extra care on the road. The Member for Dubbo Troy Grant said traffic can increase by up to 50% during the busy holiday period especially on major roads like the Great Western Highway. “We all know the holiday period during Christmas and New Year is a busy time on NSW roads,” Mr Grant said. “To ensure the safety of motorists, major road work will be kept to a minimum.” Most work on the Newell Highway, Mitchell Highway and Great Western Highway will be suspended between 24 December and 9 January. Outside this period, traffic delays may be expected at some locations on the Newell Hwy with reduced speed limits where work is being carried out, weather permitting. This includes: Work eight kilometres north of Forbes at Daroobalgie Road, weekdays between 7am and 5pm, until 28 January 2011. Traffic reduced to one lane 32 kilometres north of Dubbo, weekdays from 7am to 6pm, until 23 December. Traffic reduced to one lane 77 kilometres north of Gilgandra, weekdays from 7am to 6pm, until 23 December. Work at Belar Creek Bridge 14.5 kilometres south of Coonabarabran, weekdays 7am to 5pm, until 23 December. On the Great Western Highway work is being carried out 18 kilometres west of Katoomba at Victoria Pass with traffic forming one lane and the speed limit reduced to 40km/h, Monday to Saturday from 7am to 6pm, until May next year. On the Mitchell Highway work will be carried out with reduced speed limits between Wellington and Molong, with traffic forming one lane during work hours, weekdays from 7am to 5pm, until 23 December. Mr Grant said traffic volumes on all major highways are expected to be at their highest from 24 to 28 December. “The Newell Highway is the longest highway in NSW, running from the Queensland border to the Victorian border. Many motorists use the highway during the holidays,” Mr Grant said. “Take care, obey the road rules, drive safely and have regular breaks if you are planning to travel long distances. Mr Grant said double demerits will apply to all motorists caught speeding or not wearing a seatbelt and motorcycle riders not wearing helmets. “There are no excuses for breaking the law and if motorists take risks during these holidays, they will be hit with strong penalties,” Mr Grant said. "Double demerits will apply from midnight Thursday 22 December 2010 to midnight Monday 2 January 2011 in a bid to reduce injuries and fatalities on NSW roads. “The message this summer is simple – stick to the speed limit, make sure you and your passengers are buckled in and plan ahead with plenty of rest breaks if you are driving long distances. “Motorists are urged to plan their trips and take a break every two hours, making use of more than 1400 rest areas and driver reviver sites across the state.” Full details of road closures, safety tips and rest areas are available on the Roads and Maritime website at www.rms.nsw.gov.au. Already featured in a previous edition of Phoenix was the sulky recently so faithfully restored by Michael Corrigan. Michael has completed a second restoration, of the "waggon" (photo), the parts of which were found around our home and saved from scrap. Other parts of horse drawn vehicles, axles steel tyres , etc., have also been saved from scrap. Michael's skills and enthusiasm, as seen in these restorations are commendable, these working horse drawn vehicles are all a part of Canowindra's heritage and eventually will end up in Canowindra's Historical Museum. INTERNATIONAL STAR TO SHINE IN CANOWINDRA Lisa Otey is a jazz, blues and boogie woogie piano player/singer from Tucson, Arizona. Her progressive fusion of jazz and blues has won her numerous awards, including Entertainer of the Year, Best Local Performing Artist, and Musician of the Year, and has been inducted into the Tucson Music Hall of Fame and the Arizona Blues Hall of Fame. 1 mango, peeled, flesh diced 1 red capsicum, charred, peeled 1 red onion ¼ cup chopped fresh coriander ¼ cup chopped fresh mint 1 tbsp fresh lime juice Pre heat the oven to 180 degrees. Brush the pepper skin with olive oil and place it on a baking tray lined with foil. Roast the pepper in the oven for 45 minutes or until the skin has turned black. Then remove the pepper from the oven and leave to cool for a few minutes. Once it is cool enough to touch, peel off the skin, it should come away from the flesh very easily. Next, break it in half and remove the stalk and seeds before slicing it into thin strips. To make the salsa, finely dice the mango, red capsicum and red onion. Combine the mango, red capsicum, onion, coriander and lime juice in a bowl and mix well. Perfect for seafood, chicken or ham.
PRIMARY SCHOOL GROWTH Canowindra Public School is currently reviewing class placement for 2012. As it is expected to be the largest Kindergarten for the first time for many years, consisting 35 students, they will need to be organised into two classes. To ensure that class sizes are kept within recommended numbers, it could be necessary to make some changes at the beginning of the next school year. The classes won‟t be announced until the beginning of 2012 for this reason. A staffing and class plan will be organised by the end of this year with room for flexibility next year. CABONNE AUSTRALIA DAY AWARDS Cabonne residents have only until the end of next week to nominate people for Citizen of the Year, Young Citizen of the Year and Community Group of the Year awards in their various towns and villages. Nominations close on Friday 2 December 2011 for the annual awards which will be announced during Australia Day celebrations on 26 January 2012. Mayor Bob Dowling said this was a perfect opportunity to recognise the work of worthy people within the community and urged as many people as possible to nominate those who should be honoured. “But if you haven‟t lodged a nomination form yet, you will need to get cracking,” he said. “It would be extremely disappointing if really worthwhile people missed out on an Australia Day honour because their nomination came in too late.” Nomination forms are available from Council‟s Molong, Cudal and Canowindra offices, as well as from Council‟s website. Forms have also been sent to all Australia Day Committees and schools within the Shire. Following the introduction last year of a threeyear cycle for attendance by the Australia Day ambassador and official party at Australia Day celebrations, the ambassador will visit Cudal, Manildra and Yeoval next year. Cumnock, Molong and Eugowra will host the ambassador in 2013 while the following year the official party will attend celebrations in Mullion Creek, Cargo and Canowindra. Council representatives will be at all award presentations in towns and villages not included in the official itinerary.

POLICE INVESTIGATE FATAL CRASH – LYNDHURST Police are investigating a fatal crash in the state‟s central west Tuesday 29 November 2011. About 7.15am, a Toyota Hilux was travelling east on the Mid Western Highway, about 30km east of Cowra, when it crashed head on with a table top truck as it negotiated a left hand bend. The 23-year-old man driving the Hilux died at the scene. The driver of the truck suffered head and chest injuries and was taken by ambulance to Bathurst Base Hospital. Specialist officers are on scene and police from Chifley Local Area Command will prepare a report for the Coroner. Any witnesses to the crash or the lead-up to the crash should contact Crime Stoppers on 1800 333 000.
