CABONNE PLANS RECORD ROADS BUDGET A record $15.9 million in roads and transport spending is the highlight of Cabonne Council’s draft budget for 2012/2013. Cabonne Mayor Bob Dowling said the expenditure represented an increase of 30 per cent on the previous year’s allocation of $12.2m, which was also a record amount. He said the call for better was roads and transport was the loudest message Council received from a series of 12 community consultation meetings held across the Shire last year. “I’m delighted that to say that since 2010 we’ve been able to increase roads spending from $10m to almost $16m and we’ve been able to achieve this while still bringing in a balanced budget,” Cr Dowling said. A total of $3.5m will be spent on resealing, line marking and signage, $2m on the continuation of the timber bridge replacement program and $1.3m to rebuild the approaches to the Meranburn rail crossing on Henry Parkes Way at Manildra, with $840,000 earmarked to rehabilitate a section of the Canowindra to Eugowra Road. More than $1.3m has been allocated to maintenance and gravel resheeting, while $800,000 will be spent completing the upgrade of Cottons Bridge near Manildra and $700,000 is expected in contributions from Cadia mine to finance the improvement of Cadia Road at Four Mile Creek. Cr Dowling described the $41.3m draft operational plan as possibly the best in Cabonne’s history, with other big ticket items including: $4.1m for the Cumnock and Yeoval sewerage schemes; $2.7m for water supply projects, including reservoir
upgrades and environmental flow works in Molong Creek; $1.7m to redevelop Canowindra swimming pool; $1.3m for community services such as Family Day Care, Home and Community Care, community transport and family support programs; $1.03m for floodplain works, including $700,000 for projects in Eugowra and Molong; $200,000 to survey, investigate and develop residential land in Manildra; $162,000 for Rural Fire Service contributions; $149,000 to upgrade and maintain cemeteries; and $100,000 to upgrade public toilets in Manildra. The Council has placed its draft operational plan on exhibition for the next 28 days, inviting residents and ratepayers to make comments and suggestions. At the end of that period the Council will consider any changes before formally adopting it. The Council voted to increase its general rate by 3.6 per cent in accordance with the State Government’s rate pegging limit. This amount includes 0.4 per cent to offset the impact of the carbon tax, but Cr Dowling said the actual cost of the tax on Council was yet to be determined. “I believe the full impact will be far greater than 0.4 per cent,” he said. The Mayor and fellow Councillors paid tribute to General Manager Graeme Fleming, his department directors and senior finance staff for developing an outstanding draft Budget. “They have delivered a balanced operational plan that will provide substantial benefits across the Shire,” Cr Dowling said. “This has been achieved without the need for special rate increases which underlines Cabonne’s strong financial position and demonstrates its financial sustainability.”

LEST WE FORGET... ANZAC Day has always been well attended by our community throughout the years, and this year was no exception. Over 200 Canowindra residents braved the chill conditions and early hour in Memorial Park to honour our troops last Wednesday 25 April 2012. Service and ex-service personnel marched with the community down Gaskill Street from the Junction Hotel to Memorial Park for the 11am Service. Mike Harrison, President of Canowindra’s RSL Sub Branch was proud of everyone who turned out and payed their respects for the important day, and wishes to thank the following: The Canowindra Fire Brigade for the chairs and tables; the High School for the sound and piano, and senior students who helped with the breakfast. Thanks also to all the school students who marched with us down the main street to Memorial Park; and Ian Guihot for the driving the less mobile in the March in his taxi. At the services, a big thank you to Phil McNiece for his exemplary bugle playing; the SES and Police for the road closures; the Services Club for all their help leading up to ANZAC Day; John Cobb MP for Calare attending, and David Cullane helping to make this happen; Reverend Jono for leading the memorial ceremonies and prayers of remembrance; and fellow members of our RSL Sub Branch for all their help to tie it together for another successful ANZAC ceremony. Remember, whenever you pass Memorial Park you can stop and say “Thank You” at the cenotaph and roll of remembrance on any day of the week. TIGRESSES ALL THE WAY! Sunday at Tom Clyburn Oval proved to be a Tigers day, with all three grades with big grins on their faces after three great wins. Tigresses proving to be way too strong for Molong with a convincing 62-10 win. The girls were down in numbers but showed all how well they can play. Whilst the sunny days are still taking their toll on the girls, they still got up and kept going. Youth League had a hard game, Molong's defence was fierce and held them out so the score line didn’t run away with the young side. Youth League coming out on top with a 30-0 win. All tries and no conversions. First Grade had their first game against Burrengong, who are one of the returning towns in the comp this year and have come out with a strong line up. Whilst the boys found the game to be a very hard game they still managed to step around the Bears side and come out with a 32-16 win. With points going to Peter Pita, Stuart Scott and Brenton Woolley and Players' Player taken out by Stuart as well. Well done to all three grades, keep up the great playing. This Sunday First Grade travel to Trundle and Youth League travel to Peak Hill. Tigresses have the bye.

PYTHONS NEWS On Saturday the Canowindra Pythons met the Pty. Ltd. current competition leaders Grenfell. Grenfell opened the scoring with a penalty goal early on but from there it was all one way traffic for Canowindra. A brilliant kicking game from Todd Fisher helped to keep Grenfell in their own half for most of the first half and the Pythons capitalised on that with 2 tries to Daniel Muldoon, 1 each to Adam Nash & Daniel Bowd. The Pythons carried that momentum into the Air Conditioning Service & Repairs second half and dominated Grenfell from the Ultrasonic Cleaning & Testing of Fuel Injectors outset. CABONNE PLANS RECORD ROADS BUDGET A record $15.9 million in roads and transport spending is the highlight of Cabonne Council’s draft budget for 2012/2013. Cabonne Mayor Bob Dowling said the expenditure represented an increase of 30 per cent on the previous year’s allocation of $12.2m, which was also a record amount. He said the call for better was roads and transport was the loudest message Council received from a series of 12 community consultation meetings held across the Shire last year. “I’m delighted that to say that since 2010 we’ve been able to increase roads spending from $10m to almost $16m and we’ve been able to achieve this while still bringing in a balanced budget,” Cr Dowling said. A total of $3.5m will be spent on resealing, line marking and signage, $2m on the continuation of the timber bridge replacement program and $1.3m to rebuild the approaches to the Meranburn rail crossing on Henry Parkes Way at Manildra, with $840,000 earmarked to rehabilitate a section of the Canowindra to Eugowra Road. More than $1.3m has been allocated to maintenance and gravel resheeting, while $800,000 will be spent completing the upgrade of Cottons Bridge near Manildra and $700,000 is expected in contributions from Cadia mine to finance the improvement of Cadia Road at Four Mile Creek. Cr Dowling described the $41.3m draft operational plan as possibly the best in Cabonne’s history, with other big ticket items including: $4.1m for the Cumnock and Yeoval sewerage schemes; $2.7m for water supply projects, including reservoir
upgrades and environmental flow works in Molong Creek; $1.7m to redevelop Canowindra swimming pool; $1.3m for community services such as Family Day Care, Home and Community Care, community transport and family support programs; $1.03m for floodplain works, including $700,000 for projects in Eugowra and Molong; $200,000 to survey, investigate and develop residential land in Manildra; $162,000 for Rural Fire Service contributions; $149,000 to upgrade and maintain cemeteries; and $100,000 to upgrade public toilets in Manildra. The Council has placed its draft operational plan on exhibition for the next 28 days, inviting residents and ratepayers to make comments and suggestions. At the end of that period the Council will consider any changes before formally adopting it. The Council voted to increase its general rate by 3.6 per cent in accordance with the State Government’s rate pegging limit. This amount includes 0.4 per cent to offset the impact of the carbon tax, but Cr Dowling said the actual cost of the tax on Council was yet to be determined. “I believe the full impact will be far greater than 0.4 per cent,” he said. The Mayor and fellow Councillors paid tribute to General Manager Graeme Fleming, his department directors and senior finance staff for developing an outstanding draft Budget. “They have delivered a balanced operational plan that will provide substantial benefits across the Shire,” Cr Dowling said. “This has been achieved without the need for special rate increases which underlines Cabonne’s strong financial position and demonstrates its financial sustainability.”

LEST WE FORGET... ANZAC Day has always been well attended by our community throughout the years, and this year was no exception. Over 200 Canowindra residents braved the chill conditions and early hour in Memorial Park to honour our troops last Wednesday 25 April 2012. Service and ex-service personnel marched with the community down Gaskill Street from the Junction Hotel to Memorial Park for the 11am Service. Mike Harrison, President of Canowindra’s RSL Sub Branch was proud of everyone who turned out and payed their respects for the important day, and wishes to thank the following: The Canowindra Fire Brigade for the chairs and tables; the High School for the sound and piano, and senior students who helped with the breakfast. Thanks also to all the school students who marched with us down the main street to Memorial Park; and Ian Guihot for the driving the less mobile in the March in his taxi. At the services, a big thank you to Phil McNiece for his exemplary bugle playing; the SES and Police for the road closures; the Services Club for all their help leading up to ANZAC Day; John Cobb MP for Calare attending, and David Cullane helping to make this happen; Reverend Jono for leading the memorial ceremonies and prayers of remembrance; and fellow members of our RSL Sub Branch for all their help to tie it together for another successful ANZAC ceremony. TIGRESSES ALL THE WAY! Sunday at Tom Clyburn Oval proved to be a Tigers day, with all three grades with big grins on their faces after three great wins. Tigresses proving to be way too strong for Molong with a convincing 62-10 win. The girls were down in numbers but showed all how well they can play. Whilst the sunny days are still taking their toll on the girls, they still got up and kept going. Youth League had a hard game, Molong's defence was fierce and held them out so the score line didn’t run away with the young side. Youth League coming out on top with a 30-0 win. All tries and no conversions. First Grade had their first game against Burrengong, who are one of the returning towns in the comp this year and have come out with a strong line up. Whilst the boys found the game to be a very hard game they still managed to step around the Bears side and come out with a 32-16 win. With points going to Peter Pita, Stuart Scott and Brenton Woolley and Players' Player taken out by Stuart as well. Well done to all three grades, keep up the great playing. This Sunday First Grade travel to Trundle and Youth League travel to Peak Hill. Tigresses have the bye.

PYTHONS NEWS On Saturday the Canowindra Pythons met the Pty. Ltd. current competition leaders Grenfell. Grenfell opened the scoring with a penalty goal early on but from there it was all one way traffic for Canowindra. A brilliant kicking game from Todd Fisher helped to keep Grenfell in their own half for most of the first half and the Pythons capitalised on that with 2 tries to Daniel Muldoon, 1 each to Adam Nash & Daniel Bowd. The Pythons carried that momentum into the Air Conditioning Service & Repairs second half and dominated Grenfell from the Ultrasonic Cleaning & Testing of Fuel Injectors outset.
