Invitation to Tender for Website Design and Development Services & Creative is a new organisation for professionals working in the creative business services sector in Dumfries & Galloway. Designers, publishers, architects, film makers, marketers, animators, illustrators, copywriters, web designers, photographers – our region is rich in talented people who have turned their creativity into a tradable commodity. & Creative has the following aims: • • To raise the profile of the Dumfries & Galloway Creative Services Sector. To identify and access training and development opportunities which will be to the benefit of individuals, businesses and the association as a whole. To improve the marketing and distribution of members products individually and collectively. To access funding and support from external sources which can be used to provide training and development opportunities for members and to further the aims of the association. To provide a forum for the exchange of non-competitive information. To foster links with organisations in the public and private sector which would be beneficial to members and the association.

While still in its infancy the & Creative steering group have identified that creating a strong web presence will be important in both raising the profile of the sector and of the individual businesses within the sector, and of providing a platform that is relevant and beneficial to potential members of the organisation to encourage them to engage with it. As a result the steering group have decided to proceed with an Invitation to Tender for website design and development services to create this website. As the project develops it is anticipated that the appointed contractor will become active in the & Creative steering group, therefore proposals are invited from suitably experienced website development and design professionals in Dumfries & Galloway who are interested in taking a leading role in helping to grow this young organisation.

Project Requirements To design, develop, build and provide appropriate hosting for a new data base driven website for & Creative with social networking elements. Design The look and feel of the website will be critical to its success. It is anticipated that some time will be spent on developing a creative, striking identity for the & Creative website. Website developers responding to this ITT are invited to work collaboratively with graphic designers to ensure strong visual appeal. The site will function as a showcase for the creative sector in D&G, and so attention should be given to developing a design which, while striking, will not fight for attention with member uploaded portfolio work. Site Requirements • Content management system required • The site will include member pages content managed by the individual businesses / individuals • Member pages will follow a standard format tbc but must enable inclusion of 35 portfolio examples and social media feeds • A key feature of the site will be collaborative examples of work, where 2 or more members have jointly input into a creative project • It is anticipated that members will be able to comment on other members’ work. This aspect will help to generate a dynamic, interactive feel to the website and will, importantly, give potential purchasers of creative services an impression of a lively, positive creative sector in Dumfries & Galloway. • Site to include at minimum: o Home o About o Member directory o Member maintained members pages o Pages to showcase collaborative examples o News o Search function o Contact form o Email facility to members o Members area – members events, cpd info, best practice o Links page • To provide search engine optimisation activities • To enable use of Google Analytics • To provide some ongoing support and content management of the site • An ability to be flexible and responsive to the needs of & Creative as the organisation evolves Objectives

The Serious Stuff Budget: Maximum of £10,000 including VAT. A cost effective website solution is required. Costs within your submission can be indicative, particularly with reference to ongoing support. & Creative can be flexible in its approach in order to ensure the most cost effective solution at this stage. Timescales: Flexible at this stage. To respond to this Invitation to Tender: • Indicate your intention to submit a response to this Invitation to Tender by emailing Eric Brown on [email protected] by 10th January 2011. • Outline your experience in providing website development services. Please include examples of previous work relevant to this project. • Outline your proposed approach to delivering these services. Please specifically address any constraints or limitations in the service you can provide. • Detail your proposed costs. • Provide full contact details. • Submit your proposal by email to Eric Brown [email protected] by 14th January 2011. Email submissions are requested to enable ease of circulation of proposals around the selection committee. If you have any questions or would like any additional information on this project please contact Eric Brown by email. & Creative reserve the right to circulate responses to questions to all businesses who have indicated an intention to respond to this ITT. The identity of the business asking any question will remain confidential. Please Note: & Creative recognises the large number of web development companies who are likely to become members of the organisation. As a result the & Creative steering group have given careful consideration to how best to ensure the selection of the web development service provider is transparent, fair, objective and free of any bias. All proposals received will be treated in confidence by the selection committee. No web developer will be part of the selection committee. Individuals on the & Creative steering group who provide web development services are sitting out of any discussions relating to this ITT, the selection process, the shortlisting and selection of providers. Any connection to any respondent to this ITT will be declared by each member of the selection committee and any bias taken account of. This commission will be awarded based on the overall quality and value for money of the proposals received. The selection committee will make a decision on whether or not an interview stage is required after careful consideration of all submissions.
