A BOY’S DREAM
SHATTERED
A 10-YEAR-old blind boy’s dream to
become a professional singer has been
dashed by the reality that his grandparents,
who took him in seven years ago, cannot
afford to pay for his travelling expenses to
attend the school for the blind.
Rayasi Tulave lives with his grandparents
at Qelemumu Village outside Labasa town.
He has been in tears almost every day since
his grandfather told him he would not be
able to return to school.
His grandfather Emosi Mokolau, 68, and
grandmother Marica Seninawanawa, 64,
took care of Rayasi’s educational needs
since he moved in with them.
Last year, Rayasi was in Class One at the
school for the blind and was excited about
his classes describing his year as a fruitful
one in which he made many friends.
When the The Fiji Times visited him,
Rayasi hung on tightly to his grandmother’s
clothes and whispered: “O au via vuli. Au
sega ni via tiko i nakoro, au via vuli.” (“I
want to go to school. I don’t want to stay in
the village. I want to learn”).
Mr. Mokolau said when he told his
grandson that he would not be going to
school because of their fnancial problems,
Rayasi only responded with tears.
“From the time I told him that he was not
going back to school he didn’t stop crying
and he kept saying to me that village life is
not good for him,” he said.
“His mother, who is my daughter, couldn’t
look after him because she had no job to
support him. Rayasi was the only child.
“We’ve sold our products but it wasn’t
enough to pay the travel expenses,” Mr
Mokolau said.
Part of the money earned last year from
selling mats and dalo was used by them to
travel to Suva whenever they took Rayasi
to school and back home for holidays.
Rayasi said he wanted to go to school and
not to grow up and stay in the village all his
life doing nothing.

The Colonial War Memorial Hospital
(CWM) general outpatients department will
be closed from February 28.
The reason to close the general outpatients
department is to decentralise and make
services more accessible to the community,
says the spokesman of the Ministry of
Health, Peni Namotu.
“The ministry is bringing the services closer
to where people reside,” Mr Namotu said.
“The ministry considered this decision
on the basis that there are adequate
Government facilities and a vibrant private
sector to provide general outpatients service
with three private hospitals and more than
30 general practitioner clinics within the
Suva and Nasinu corridor.”
Mr Namotu said the decision was also
considered because of the number of
patients who visit the CWM Hospital.
“The good news is that the alternative is
to decentralise the outpatient’s services
to the satellite health centers in the Suva
subdivision,” Mr Namotu said.
“Valelevu, Makoi, Nuffeld, Samabula,
Lami and Raiwaqa health centers will have
extended opening hours.”
The extended hours for health centers along
the Suva-Nausori corridor will now be from
6.30am to 10pm from Monday to Saturday.
On Sunday from 6am to 4pm.
The Samabula health centre and Nuffeld
Clinic in Tamavua, Suva will implement the
extended hours effective January 31.
Mr Namotu said it was important that
patients visit health centers in their area to
avoid overcrowding at other centers.
“Area health centers are supplied with
resources for their medical care,” he said.
“The paediatrics, and Accidents and
Emergency (A&E) department at the CWM
Hospital will remain open.”
With the increase in VAT (Value Added Tax)
from 12.5 per cent to 15 per cent on January
1 this year the Police Clearance fees and
charges have also increased.
The new Police Clearance fees and charges
which came into effect on January 18, 2011
are:
- Police Clearance Application lodged
within Fiji for Migration and Employment
will cost $61.30 while urgent one day
processing will cost $122.65;
- Police Clearance Application lodged from
overseas for Migration and Employment
will cost $102.20 while urgent one day
processing will cost $153.30;
- Application for Police Vetting needed
for Government Employment or Police
Report will cost $23 while urgent one day
processing will cost $102.20;
- Application for Bailiff Licence, Money
Lender Licence, Hotel Licence, Liquor
Licence and Fiji Immigration will cost
$153.30 while urgent one day processing
will cost $204.45;
- Application for Rehabilitation Certifcate
will cost $153.30;
- Police Clearance Application for Land
Transport Authority will cost $102.20 while
urgent one day processing will cost $204.45;
- Police Clearance Application for Arms
Licence (New Licence) will cost $102.20
while Renewal or for Use and Carry will
now cost $51.10;
- Application to Purchase or Acquire Arms
and Ammunition, and Application for
Licence to Import Arms, License to Export
Arms, and Licence for Arms Replacement
will now cost $8.65; and
- Application for Licence to deal in Arms
and Ammunition will now cost $258.75.
Cabinet has agreed that Fiji will host the
Melanesian Spearhead Group (MSG)
Summit in the frst quarter of this year.
The cabinet sitting decided on the MSG
meeting at its 1st scheduled meeting for
the year 2011.
The decision follows the formal handing
over of the MSG chairmanship to Fiji
during a special summit in December 2010.
Cabinet based its decision on a submission
by the Prime Minister in his capacity as the
Acting Minister for Foreign Affairs and
International Co-operation.
The handing over of the MSG chairmanship
followed the special reconciliation
ceremony convened in the Solomon
Islands on December 15, 2010, which was
preceded on the same date by a traditional
reconciliation ceremony to resolve the
political impasse created by Vanuatu’s
former Prime Minister in his refusal to
hand-over the MSG Chairmanship to Fiji.
It was attended by the Prime Minister of
Solomon Islands, the Prime Minister of
Vanuatu, the Minister for Foreign Affairs
for Fiji and Vanuatu, the Minister for
Transport and Assistant Minister in the
Prime Minister’s offce of PNG and the
spokesperson for the FLNKS, Government
ministers and Leader of the Opposition of
the Solomon Islands, MSG Secretariat,
Diplomatic Corp and local dignitaries.
The ceremony was performed by traditional
chiefs of the fve Melanesian countries at
the Cultural village in Honiara.
The Prime Minister said the ceremony
re-emphasised the solidarity of the
organisation to the region and to the
international community.
He said that it also highlighted the
MSG’s strength was in the richness of its
cultural heritage to resolve issues, foster
understanding through traditional wisdom
and customary guidance.
The Prime Minister said that Fiji would
take the chairmanship role very seriously
to ensure that its brothers/sisters in
Melanesia will be acknowledged and
treated with respect in the region and
beyond.
The US Embassy in Suva has sought the
inclusion of Pacifc Island countries in its
recommendations for the H-2A and H-2B
petitioned worker visa programme in June
2011.
The United States government seeks to
address the need for skilled workers in the
US and in its territories, particularly Guam
by adding Fiji, Kiribati, Nauru, Papua New
Guinea, Samoa, Solomon Islands, Tonga,
Tuvalu and Vanuatu to the list of countries
eligible to take part.
As State Department Director for Australia,
New Zealand, and Pacifc Island Affairs, US
Ambassador Steven McGann orchestrated
the US effort that led to its designation of
2007 as the “Year of the Pacifc.”
As US Ambassador to Fiji, Kiribati,
Nauru, Tonga and Tuvalu, Mr McGann has
remained focused on solving regional issues,
including the key issue of labour mobility,
in view of the importance of remittances to
the economies of the region.
Under his leadership, the US Embassy
in Suva has co-ordinated US efforts in
the Pacifc in the areas of labour, public
diplomacy, environment, science, health,
and technology.
A hunt for the best candidate to take up
the Fiji Sugar Corporation chief executive
offcer position continues as the sugar
ministry continues to receive applications
for the post.
Permanent secretary for sugar Colonel
Manasa Vaniqi said they want someone,
who has a vast knowledge of managing
the sugar industry with a proven track
experience to match.
“We are talking about one of the drivers of
our economy,” he said.
“We want someone who is up for the
challenge and is able to put back this
industry where it once was”.
“All local applications were thoroughly
examined but we could not fnd the person
we were looking for to drive the industry.”
Lt Col Vaniqi said they were looking for
a specialist in the industry from sugar
manufacturing countries such as Australia,
New Zealand among others.
“We have gone as far as Mauritius to fnd
that person. We have also advertised the
position in other sugar manufacturing
countries such as England, India, USA,
Australia and New Zealand,” Lt Col Vaniqi
said.
“We have teamed up with Price Waterhouse
for the hunt.”
Meanwhile, Lt Col Vaniqi said Government
knows the exercise would need money
but it will go all out to revive the ailing
industry.
“This will be an expensive exercise and
hundreds of thousands of dollars will
be spent but we want to get the best,” he
added.

construction machines and equipment from
the Chinese Government.
To mark his offcial acceptance of the
$4.1m aid, Commodore Bainimarama
witnessed by the Chinese Ambassador
Dr Han Zhiqiang, signed a certifcate of
acceptance.
The shipment of equipment, which arrived
in Fiji on December 31, comprises of:

Development cooperation facilitation

donation was part of a Chinese direct grant

The machinery will be managed by the
Republic of Fiji Military Forces engineers
especially for rural developments.
“The Republic of Fiji Military Forces
engineers have not had the capability for a
long time to do major construction works,”
he said.
“Civil engineer construction works in the
rural area in terms of road access, site
leveling, site preparation leveling of playing
grounds they have had that capability for
a long time and that capability was often
tendered out.
“The Prime Minister is really keen on
expanding rural development and on
quickening the pace of rural development
for the rural population so this is really part
of the assistance.
“The equipment is subject to deployment
throughout Fiji wherever the need is
identifed, wherever development projects
are being carried out in the rural areas.”

A New York-bound Qantas Airways
Ltd. (QAN.AU) replacement 747
fight departed from Fiji Wednesday
morning after the airline made an
unscheduled landing due to a fault
with a fuel valve, a spokeswoman
for the airline said.
The in-fight problem is the latest in
a string of technical issues to plague
the airline since a Nov. 4 engine
blowout on one of its fagship A380
jetliners grounded its entire feet
of the superjumbo and led to an
extensive engineering review of the
planes’ Roll-Royce Group Plc (RR.
LN) Trent 900 engines.
Crew on the Boeing (BA) 747
aircraft, fight QF107, noticed
the fuel valve glitch just after the
aircraft passed Nadi Airport in Fiji
and decided to make a priority
landing to investigate, said the
spokeswoman.
The majority of the passengers
were put on another 747 aircraft
Wednesday morning.
A week ago, Qantas said it would
resume fying its A380 jumbo jets
on Australia-to-Los Angeles routes
this month. The airline has struggled
with problems on its 747s as well,
on Saturday, a Qantas 747 bound
for Los Angeles suffered an engine
failure just as it was about to take
off from Sydney.
Investment bank Merrill Lynch
had estimated that the grounding
of the Qantas A380 feet could cost
the airline 207 million Australian
dollars (US$206 million) in lost
revenue and direct repairs. In the
year ended June 30, Qantas reported
A$13.77 billion in revenue, off 5.7%
from a year earlier. It attributed the
results to a volcanic-ash cloud that
disrupted operations into Europe,
as well as the effects of the global
fnancial crisis.
Fiji’s Prime Minister Commodore Voreqe
Bainimarama has sent his condolences to
His Excellency Dima Vana Rousseff the
President of Brazil, for the devastating
mudslides in South-East Brazil.
“I have learnt with a deep sense of sadness
of the loss of lives and property that has
been caused by devastating mudslides
in your country. I send my heartfelt
condolences to the families of all those
who have died and my deep sympathy to
the many who have lost their homes and
livelihoods in this disaster,” Commodore
Bainimarama said.
Commodore Bainimarama also wished
the Government of Brazil success in their
efforts in handling the devastation.
“We wish the Government and People
of Brazil every success in your efforts to
remedy this catastrophic situation and we
assure you, Excellency, of our solidarity in
this trying period,” he said.
The payment of hospital fees and charges
at Fiji’s public hospitals will only be paid
by patients admitted in any Paying Ward,
the Health Ministry confrmed.
This includes the Colonial War Memorial
Hospital, Lautoka, Labasa, Nadi and
Savusavu hospitals.
Also included are private patients referred
to any hospital from private practitioners.
“Paying ward patients and private patients
will be required to pay for all hospital
services in accordance with the new fee
structure.
“For maternity patients, payment of fees
and charge is only applicable to patients
admitted in any paying ward or paying
maternity wards; otherwise all other
maternity patients in general maternity
wards are not required to pay any fees,”
the ministry clarifed.
All dental services for 15 years and
above are to be paid in accordance with
the new fee structure with the exception
of Orthodontics and Mouth Guard
treatment which will be paid by all age
groups.
According to the ministry, since the
implementation of the new health charges
on January 1, 2011, there has been a lot of
confusion in the general public.

Former Prime Minister Mahendra
Chaudhry will travel to Hawaii next
week to attend the Pacifc Islands
Development Programme Conference.
This was after he was given the green
light by the High Court in Suva.
Defence lawyer Rajendra Chaudhry
prepared a bail variation application
before High Court Judge Justice Daniel
Goundar for his client to attend the
conference January 25-26.
In fling the application, Mr Chaudhry
stated that his father was not a fight
risk because he had just returned from
Australia after he was granted leave by
the High Court last December for his
medical treatment.
He also told the court that Chaudhry is
a former prime minister and many other
Fijians have attended the conference
which is not in anyway related to the
charge.
State lawyer Nancy Tikoisuva of the
Director of Public Prosecutions Offce
objected to Chaudhry’s intention to
attend the conference.

FISH lovers may have to fork out more dollars
as fshermen predict an increase in prices
because the price of outboard fuel went up.
This was revealed in a survey along small fsh
markets in Suva.
Most fsh sellers who were middlemen said
they expected fshermen to sell fsh at higher
prices.
Pravin Singh from Lokia Settlement near
Nausori, a fsherman who also bought fsh
from other fshermen, believed the weather
was a deciding factor on whether there would
be price increases.
“If you increase the price of fsh, then people
may fnd it too expensive and will not buy,”
he said.
“Everything depends on the weather. If the
weather is good, then we will have a lot of
catch and we may not have to increase the
prices up so much.
“If our catch is small, then we will have to
recover our costs so we will increase our
prices.”
The price of fuel increased by 16 cents
for motor spirit, 11 cents for kerosene, 20
cents for pre-mix and 12 cents for diesel.
Meanwhile, the Consumer Council said the
rise in fuel prices was because of the global
market and there was nothing consumers
can do.

WHILE it welcomed the new price control
on medicines, the Consumer Council of Fiji is
concerned that it only covered generics.
The branded medicines or “originators”
were not on the list of price controlled drugs
announced by the Commerce Commission.
Council chief executive offcer Premila Kumar
said pharmacies must ensure that generics
were available to consumers at all times.
Mrs Kumar was worried that pharmacies may
dictate the prices to consumers in the absence
of generic medicines.
Generic medicines were usually much cheaper
than originators but both had the same healing
capabilities.
She said the council would monitor the market
closely to ensure that pharmacies were abiding
by the law.
However, Mrs Kumar said the list issued by
the Commerce Commission was confusing
and needed further analysis.
The commission listed 75 drugs under
price control which were to be displayed by
pharmacies for consumers to see.
The list had determined panadeine to cost 58
cents a tablet, while the current price was 20
cents.
Meanwhile, commission chair Dr Mahendra
Reddy said they would “strictly monitor the
unlawful practices of selling products using
unauthorized prices”.
“Any violation by pharmacies would be
subject to the penalties as laid down in the
Commerce Commission Decree 2010,” he
said.
“The commission is looking forward to
working with the retailers and traders in
its resolve to fully deliver the objectives
of the commission as per the Commerce
Commission Decree 2010.”

As required under Section 3 of the
Exchange Control Act Rev. 1985, the
authority to conduct foreign exchange
business in Fiji is restricted to persons
who have been authorised by the
Minister for Finance.
The minister delegated the powers for
the licensing, control and monitoring of
foreign exchange dealers to the Reserve
Bank of Fiji in November 2002.
Only “Authorised Dealers” are permitted
to conduct foreign exchange dealings.
It is illegal and is an offence against
Section 3 of the Exchange Control Act
Rev. 1985 to engage in money changing
activity without a licence.
It has been brought to the attention of
the Reserve Bank of Fiji that some retail
shops, hotels, and individuals have been
changing foreign currencies without a
valid licence from the Reserve Bank.
In this regard, the public is warned that
foreign currency trading without a valid
licence from the RBF is illegal and
punishable under Part II, Fifth Schedule
of the Exchange Control Act Rev. 1985.
Nonetheless, the Reserve Bank wishes
to advise that shops and hotels are
allowed to accept foreign currencies
for payment of goods and services from
customers, however, the change must
be given in Fiji dollar and the shops and
hotels must sell the foreign currencies
received to authorised foreign exchange
dealers.

Work on the Tacirua East Housing Estate
should be ready to start next month.
This follows confrmation that machinery
for the project will arrive this month.
Housing Authority chief executive offcer
Alipate Naiorosui said the Tacirua project
was being funded by a $70 million dollar
loan from Exim Bank in China.
“This is one of the biggest developments
by Housing Authority with a total of 1052
lots to be made available,” Mr Naiorosui
said.
“Soil from Tacirua East will be carried to
Nepani to fll up the 200 lots needed to be
developed by the Housing Authority.”
Apart from this development in the Central
Division, Mr Naiorosui said plan designs
for the Matavolivoli housing project in
Nadi, which would contain 600 lots, should
be ready soon.
“Other HA projects planned for the Western
Division are for Lautoka and Nalele near
Natadola,” he said.
For the Northern Division, the Savusavu
HA project is also being earmarked as the
designs have been completed.
Rent received from government quarters
placed on commercial rent in the Muanikau,
Domain and Veiuto areas in Suva amassed a
total of $475,228 for 2010.
Public Service Commission permanent
secretary, Mr Parmesh Chand confrmed this
achievement, stating the revenue is derived
from 50 quarters placed on commercial rent
last year.
As at December 31, the rental from 50
quarters stood at $475,228, which is 670 per
cent more than the $71,000 it would have
received if it were on previous subsidized
rental.
Due to its central location, Mr Chand said
government quarters generated a lot of
interest from members of the public enquiring
on quarters to rent.
With 10 additional quarters vacant in
December 2010, Mr Chand added these
would be renovated to ensure the standard
of quarters was maintained before it was
occupied by tenants.
It is envisaged that occupancy will increase
this year.
Eligible civil servants meeting the criteria for
Government Housing are still accommodated
in government quarters at subsidised rental.
Those quarters, which are surplus to
requirements of Government for housing
eligible civil servants are rented out
commercially at market rental.

The Fiji Government has launched the 2011
Paris Declaration Monitoring survey.
The Paris declaration on aid effectiveness
commits donors and partner countries to
increase efforts in the harmonization, alignment
and management of aid for results, with a set
of monitorable actions and indicators.
The purpose of the monitoring survey is
to provide evidence of progress and signal
obstacles and opportunities for further
progress at the national level. In the process,
the survey will:
-Stimulate broad-based dialogue at both the
country and international levels on how to
make aid more effective;
-Promote agreements on specifc actions that
contribute to the successful implementation of
the Paris agenda at the national level; and
-Generate an accurate description of how aid is
managed in countries taking part in the survey.
The declaration was signed by some 91
countries and donor organisations in Paris 2005
and laid a road map of practical commitment,
organised around fve key principals of
effective aid which includes:
1) Ownership by countries
2) Alignment with countries strategies,
systems and procedures
3) Harmonization of donor actions
4) Managing for results and
5) Mutual accountability
In his opening remarks, Ministry of Finance
acting permanent secretary David Kolitagane
said these principles had a set of 12 indicators
based on which regular monitoring and
independent evaluation were undertaken to
assess how these commitments are being
carried out.
“The Paris declaration is now recognised as
a landmark international agreement aimed at
improving the quality of aid and its impact on
development, particularly in relation to the
achievement of the Millennium Development
Goal,” he said.
“The global MDG summit held in New York
in September 2010 reviewed the progress
on the MDG’s. The outcome document of
the summit included frm commitment to
accelerate progress in the achievement of
MDG’s by 2015, particularly MDG (8) on
global partnership for development. It also
called for the delivery on development aid.
Members recognised that without international
support, several of the MDG’s goals are likely
to be missed by many developing countries.”
Fiji participated in the Asia Pacifc Paris
Declaration survey launch workshop held in
Cambodia to exchange experiences with other
participating countries progress and lessons on
the implementation of the Paris Declaration
commitments.
The key objectives of this workshop were:
1) To enable countries to conduct the 2011
survey effectively and maximise their beneft
from the survey; and
2) To enlighten members on the progress and
preparations for the Fourth High Level Forum
on aid effectiveness to be hosted in Busan,
Korea in late 2011.
“It is envisaged that the high level in Korea
would help build the political momentum
needed to reform how aid is managed and
thus increase its impact on development,” Mr
Kolitagane said.
“This survey will act as a conduit to increase
international cooperation between donor and
partner countries.”
More than 80 countries will be participating in
this survey.
Closing the launching Foreign Affairs deputy
secretary Shaheen Ali said the areas of concern
for Fiji would be addressed through this
survey.
These include:
-The channeling of Overseas Development
Assistance through regional organisations
rather than directly through partner government
systems. This raises this issue of how far these
organisations go in delivering assistance at
national levels and through national systems.
-Additionally the administrative costs
absorbed by these regional agencies in
delivering the assistance becomes an issue in
the ODA agenda between the donor and the
recipient country.
-Donors need to make their aid more stable
and predictable. This is important because
large, unexpected shifts in the volume of aid
can disrupt macro-economic management
and erode the effectiveness of aid fnanced
expenditures. Recipient countries can plan
ODA funded expenditure in a more effective
way if they have some knowledge of likely aid
levels.
THE Consumer Council of Fiji has called
on the Commerce Commission to include
Panadol and oral contraceptives in the list of
price controlled drugs.
Council chief executive offcer Premila
Kumar said Panadol was the most prescribed
drug by doctors for headaches or fever.
However, because it was the commonly used
drug for fever in children, its need to be on the
list was more urgent.
With the baby boom in the country, the council
had also urged for cheaper contraceptives to
control births in the country.
Meanwhile, the council was happy with the
Health Ministry’s move to remove the 60
cents fee for local outpatients at three referral
hospitals - Colonial War Memorial Hospital,
Lautoka and Labasa Hospital ù and 20 cents
fee charged at subdivisional hospitals, health
centers and nursing stations as reported earlier.
“The ministry’s decision to remove outpatient
fees will greatly help the consumers,
particularly the poor and the vulnerable
groups,” she said.
“The Council believes that all consumers
in Fiji have a right to affordable and quality
health services.
“Increase in fees at public hospitals
particularly for paying patients will generate
revenue to improve health services.
“However, the challenge now for the ministry
is to provide quality service to its paying
patients. Consumers paying for health services
expect value for money.”
-Donors have major responsibilities to supply
information to Government on development
assistance fows including recording funding
to civil society, these responsibilities should be
taken more seriously and complied with.
-It is recognized that receiving comprehensive,
timely aid commitments and information
from donors is imperative to assist partner
countries to effectively plan and budget for our
development priorities and objectives.
“This helps abate the problem of double dipping
and enhance allocation of our scarce resources
to targeted strategic area of development. As
well, it improves harmonization of donors
assistance and managing for developing
results,” Ali sad.

THE Ministry of Labour has welcomed the
decision by the United States Government
to include Fiji in the list of countries that
can apply for seasonal work in the US.
Labour Minister Filipe Bole said this was
a good opportunity for Fiji citizens to fnd
seasonal employment in the US.
The US Citizenship and Immigration
Services released a revised list of all the
countries that were eligible to work in the
US under seasonal agricultural and non-
agricultural sector. Mr. Bole said the fact
that Fiji was part of the list showed the
strong relationship between the US and
Fiji.
He said the scheme would help locals earn
money and help improve the standard of
living of their families back in Fiji.
The US Citizenship and Immigration
Services website confrmed 53 countries
could apply for the temporary guest
worker visas known as H2A (temporary
agricultural workers) and H2B (temporary
non-agricultural workers).
Of the 53 countries, Fiji, Kiribati, Nauru,
Papua New Guinea, Samoa, Slovenia,
Solomon Islands, Tonga, Tuvalu and
Vanuatu were newcomers.
According to the website, Fiji citizens
could participate in the programs that
allowed US employers to bring in foreign
nationals to fll jobs in the agricultural and
non-agricultural sectors.
Mr. Bole said he had not seen the list but
he would meet with his offcers to discuss
the issue.
“This is a very good thing for the people
in Fiji and I hope people make use of this
opportunity” he said.
The list was published in a Federal
Register notice and would be valid for
one year.
The Land Transport Authority is calling
on members of the public to frst verify
the identity of people claiming to be LTA
offcials before engaging in business with
them.
This is after another LTA offcer was
impersonated by someone promising a taxi
license in exchange for cash.
Operations and Training general manager
Uday Singh lodged a complaint with the
Valelevu Police Station this week.
“A member of the public called and
informed me that he had received a call
from one phone number 9075834 and the
caller identifed himself as Uday of LTA
and he was asking the recipient of the call
Mr Anand Kishore that he has arranged a
taxi permit for him,” Mr Singh said.
“The caller said Kishore must frst deposit
a sum of $500 in a bank account.”
Since the last quarter of 2010 up till
now fve cases of LTA offcers being
impersonated were reported.
Mr Singh said the increasing trend was
alarming and needed serious attention.
He said the public had the biggest role
to play because these crimes feed on the
gullibility of people or a desire to beat
the system by jumping the process to get
licenses or permits quickly.
“We are asking members of the public
that any transaction to deal with any
types of services and licenses will be
done at the LTA offces except for on road
enforcement,” Mr Singh said.
“You have to frst demand for an ID.”
LTA suspects that impersonators were
working as a group.
“But members of the public can also put a
stop to it because if they don’t fall into the
impersonators trap then eventually those
that commit these types of crime will lose
interest since they cannot make any gains
from it,” he said.
The electronic ticketing for students
bus fares should be ready by the middle
of the year.
“Telecom Fiji Limited - supplier of
electronic tickets is holding talks
with the Ministry of Transport in
consultation with the Ministry of
Education,” the Minister of Education,
Mr Filipe Bole said.
“It is envisaged that electronic tickets
will be in use by the beginning of term
two.
“Meanwhile, bus fare coupons have
been supplied to District Education
Offces for distribution to schools from
next week.
“However, this will take some time to
accomplish, so parents are advised to
pay for their children’s fares for the
frst week of school in term one.”
According to Mr Bole, the E-tickets
will contain the student’s name, his/
her identifcation number, the issue and
expiry dates of tickets, the bus stages
where tickets are to be used and the

“This exercise is also an indication of
how the education system is advancing
in this information age,” the minister
said.
Fishery products from Papua New Guinea
and Fiji will be able to enter the EU market
more easily, after the European Parliament
(EP) approved a trade agreement between
the European Union (EU) and the two
Pacifc countries.
The economic partnership agreement
provides for the elimination of tariffs and
more fexible rules of origin for various
food products, such as fshing.
That is, the fshery resources of Papua
New Guinea and Fiji will have to meet
less stringent conditions for exporting to
the EU.
Also, Parliament passed a nonbinding
resolution that refers to the consequences
of the pact with Papua New Guinea and
Fiji to the European industries that process
fshery products, such as tuna.
European Ministers expressed their
concern that the exceptions to the rules of
origin for these two nations will become
a platform for processing and export,
benefting China, Philippines, Thailand,
USA and Australia.
The European Parliament has asked the
European Commission (EC) to suspend
the exceptions to the rules of origin if this
year proves to have “a disruptive impact”
on European industry.
The agreement has been in valid since
2007, but will have to be ratifed and
reviewed by Parliament in 2011.
In this regard, the National Association for
Producers of Canned Fish and Shellfsh
(Anfaco) reiterated that this agreement
is a “serious threat” to the interests of
Spanish seafood industry.
According to the secretary general of
Anfaco, Juan Manuel Vieites, “we
hope that the agreement is not renewed
because the socio-economic impact study,
prepared by the EU itself, as well as one
which we will take to Brussels and the EP,
make it clear that the threat is real.”
“During the last three years in which
the agreement has been in effect, these
countries have seen an increase in exports
to the EU by 3 per cent, and major tuna
groups in the world are building several
macroplants in Papua in order to produce
700,000 tonnes of canned tuna, twice that
of the Spanish production” he told the
newspaper Faro de Vigo.

THE Bank of the South Pacifc (BSP)
Limited (National Bank of Fiji) Decree
2011 was approved by Cabinet this week.
In a Ministry of Information statement,
Attorney-General and Justice Minister,
Aiyaz Sayed-Khaiyum said the decree
was necessary to minimize any adverse
impact on the sale of Colonial National
Bank (CNB) shares to BSP.
Because CNB was an entity on its own, it
needed legal authorisation for the transfer
of accounts and its interests to BSP.
BSP bought the CNB shares in October
2009. CNB was previously the National
Bank of Fiji. The collapse of the NBF saw
its sale to the Commonwealth Bank of
Australia (CBA) in 1999 and it operated
as CNB.
In 2005, through parliamentary approval,
the Government sold the remaining 49
per cent share in the bank and rescinding
a 1999 resolution that 20 per cent of the
bank’s shares be sold to members of the
public and the Fiji National Provident
Fund.
“The Decree provides for the vesting
of CNB’s business and undertakings in
BSP; assignment and vesting of all of
CNB’s contracts, assets and liabilities
to BSP; transfer of all CNB’s customer
relationship to BSP; and assumption of
responsibility by BSP of all CNB/NBF
employees,” Mr Sayed-Khaiyum said.
“It also provides for the release and
discharge of CNB from all further actual
or contingent liabilities and obligations
in respect of the business to any person
deemed consent for the vesting of any
CNB property, any transfer or security
given to CNB, or any other right or beneft
of CNB to BSP; continuation of any legal
action by or against CNB, in the name of
BSP; and use of information given by any
customer or any other person to CNB for
its use in the business to be deemed to be
information given to BSP for the same
purpose.
“It further provides for various other
consequential matters, including
admission of evidence by BSP, continued
application of the Bankers’ Books
Evidence Act, directions to registrars
to record entries and memorials in any
relevant instrument, continuity of legal
rights or accrued losses, and taxation
consequences.”
The Attorney-General said without such
an enabling decree, individual contract
assignments would involve substantial
costs and inconvenience to everyone,
including the customers and other
persons having dealings with BSP and
CNB.
People have been warned not to enlist
or give any money to any recruitment
agencies that are not authorised by the
Ministry of Labour.
All those intending to operate overseas
recruitment agencies have been told to
comply with all the requirements of the
reformed labour legislations. Minister
for Labour Filipe Bole said this was to
ensure that they discharged their social
responsibilities to the people in the spirit of
good faith with good governance.
Mr Bole raised concerns about the number
of employment agencies undertaking
overseas employment recruitment without
authorisation under the reformed Labour
laws.
He said under the provisions of the
Employment Relations Promulgation 2007
and its Private Agencies Regulations
2008, any person wishing to operate
an employment agency or employment
business must have proper authorisation
by the Permanent Secretary for Labour,
Industrial Relations and Employment.
He said the provisions provided for
authorisation of employment agencies,
conditions for operating employment
agencies, resolution of complaints,
penalties, prohibition of mercenaries,
standard forms and procedures for
application including the form for
foreign contract of service and schedule
of fees.
Buses that pull away from the curb before
passengers are safely seated will be
under scrutiny when the Land Transport
Authority begins its enforcement of the
Public Service Vehicle Code of Conduct
starting February.
The code specifes that PSV drivers must
wait for the passenger to be properly seated
or safely exit the vehicle before engaging
the vehicle into motion.
LTA chief executive offcer Naisa
Tuinaceva said a common complaint from
members of the public was against buses
getting into motion while they were still
trying to fnd a seat.
“We had complaints of people losing their
balance from the jerking motion of the bus
as the driver moves shifts gears to start the
journey,” he said.
The code’s section on passenger safety
requires drivers to take all reasonable
precautions to ensure safety of passengers
while boarding or exiting the vehicle.
“Drivers understand well the kind of
motions and forces within the engine when
the bus is pulling out and the passenger
could be thrown around,” Mr Tuinaceva
said.
“They know well – that kind of force when
the vehicle jerks to move, the passenger
can be caught off balance.”
Furthermore, LTA advised that the law
only allows passengers to stand in buses
with a seating confguration of two persons
per seat.
“There is space for passengers to stand
in the bus and hang onto an overhanging
rod,” the LTA chief said.
“Buses with three-passengers by two-
passenger seat confgurations must not
have standing passengers.
“If passengers are standing then the law
deems this as overloading and the driver
can be booked accordingly.”

The Nadi Weather Offce has confrmed
that there is a possibility of a tropical
cyclone hitting Fiji within the next 48 to
72 hours.
Acting director of Meteorology Alipate
Waqaicelua said the tropical cyclone was
a marginal one but the weather offce was
constantly monitoring its progress.
“There is a tropical disturbance to the
North East of Fiji and is much closer to
Wallis Futuna and is slowly moving to the
South of the Fiji Group.” Mr Waqaicelua
said.
He said the tropical disturbance was
expected to accelerate in the next few
days and could form into a category B
cyclone.
Mr Waqaicelua said the centre of the
tropical depression was located to the east
of the Fiji Group and if it formed into a
tropical cyclone it would directly affect
the Northern and Eastern divisions.
Mr Waqaicelua said the reason for the
tropical depression is because of the
South Pacifc Convergence Zone, which
is the main rainfall producing system in
the Pacifc and is now lying close to Fiji.
“Rain at times will be heavy and there
are possibilities of fooding in low-lying
areas.” Mr Waqaicelua said.
He said the Nadi Weather Offce is closely
monitoring the developments of the
tropical depression.
He said seas would be rough and strong
gale force winds would also be blowing.
“We are keeping a closer eye on the
developments of the tropical depressions
as there are possibilities of it to develop
into a Tropical Cyclone.” Mr Waqaicelua
said.
He has warned parents to take care of
their children as school is about to begin.
“Parents are advised to take care of their
children and ensure that they don’t play in
fooded areas.” Mr Waqaicelua said.
He also added that people should take
necessary precautions now as the cyclone
has not developed yet.
A Government minister said that Fiji was
capable of repaying loans owed to other
countries and international bodies.
Representing the Government during her
visit to Naganivatu, Baulevu in Naitasiri,
Minister for Women and Social Welfare
Dr Jiko Luveni said the Government was
stable, in contrast to what people had been
saying.
“Our foreign reserves stand at over $1
billion and we are fnancially stable,” she
said.
“We only ask for loans because we know we
are capable of repaying it.”
Meanwhile, Dr Luveni said the Government
was committed to looking after the people
and that was the reason they visited villages
to hear frst-hand from the people what they
needed.
“The Prime Minister (Commodore Voreqe
Bainimarama) encourages his ministers to
go out to villages and to visit often so that
we are aware of what those at grassroots
level need,” she said.
Dr Luveni also presented two sewing
machines to the women’s club.
She was accorded traditional ceremonies
and the villagers expressed their gratitude,
saying Dr Luveni was the frst government
minister to ever visit their village.
“The sewing machines are also the frst
assistance we receive from the Government.
What you see here today is what we
managed to do from our own pockets,” a
clan head Sairusi Tuvotu said.
“We are happy to see you here today and
your visit is special to us because you are
the frst government minister to arrive.
Even the ministers we voted for in the
past years never turned up to visit us,” Mr
Tuvotu said.
The villagers asked Government to help
them in constructing a bridge. The existing
wooden crossing, the villagers said was
very old.
Dr Luveni said she would inform the
relevant Government authorities of the
villagers’ plea.

$150,000 for upgrade
THE Nausori Town Council will spend
$150,000 to upgrade the market and
other facilities.
The upgrade will address the grievances
of market vendors who often face
problems during the rainy season.
Nausori special administrator
Napolioni Masirewa said the council
had budgeted $150,000 for the project.
“There is a need to repair the existing
market for the time being and the
toilets also have to be fxed,” he said.
“We also need to replace the tarpaulins
over the market stalls because the
vendors are always complaining
whenever it rains.”
Mr Masirewa said the council had
informed the vendors that the tarpaulins
would be changed and the repairs
done by April. He said the market roof
would be repaired, toilets and sheds
upgraded and the drainage system
improved.
Mr Masirewa said the council also
needed to change its method of
working with contractors.
This, he said, was especially in the
collection of rubbish from households
in the Naulu and Nakasi areas.
“Telephone calls still come from
residents of Naulu and Nakasi
regarding the non-collection of their
household rubbish and we have to
address this problem.”
Mr Masirewa said there was also an
urgent need for the council to improve
streetlights.
“We spent $240,000 on streetlights
last year and we will spend $140,000
this year.
“We are monitoring the dark areas
within the municipality, visiting
them and trying to install streetlights
wherever we can.”
A LAUCALA Beach resident had a
nasty wake-up call after discovering a
cockroach in his breakfast sandwich.
Alferazo Khan was about to take a bite of
his sandwich when he noticed the dead
pest embedded in a slice of bread.
The bread was bought from nearby shop
Shah’s Supermarket.
“I lost my appetite after seeing the
cockroach in there,” said Mr Khan
pointing to the bread.
Newtown Traders are suppliers of the
shop the bread was purchased from.
Owner Daud Ali confrmed they were
Shah’s Supermarket suppliers.
Mr Ali also admitted and confrmed
that the incident was due to workers’
carelessness.
Mr Ali said he intended to take appropriate
action to ensure the incident was not
repeated.
“I have been to see them (customers) to
apologise for the incident,” Mr Ali said.
Consumer Council of Fiji chief executive
offcer Premila Kumar said such incidents
had become common in Fiji.
Mrs Kumar said there seemed to be a
complete disregard for the provision of
the Food Safety Regulation 2009.
“But we can only act once we receive a
complaint,” Mrs Kumar said.
“And we work with the Ministry of Health
so health inspectors can check the hygiene
of bakeries and restaurants as well.”
An 18-year-old youth was sentenced to
5 years imprisonment by Justice Salesi
Temo for rape and escape from lawful
custody at Suva’s high court.
The court heard that on February 5, 2010
in Qoma village, Tailevu the complainant
was forcefully attacked whilst on her way
to get water.
The matter was reported to the police
on the February 10, 2010; however,
Samisoni Tikoikirisimasi escaped from
police custody.
He was later apprehended and charged
with rape and escaping from lawful
custody.
Justice Temo reduced Tikoikirisimasi’s
sentence from 7 to 5 years based on his
mitigating factor as a frst time offender
and pleading guilty to the offence on the
frst day of the trial.
However, his aggravating factors were
that he showed the complainant disrespect
and total disregard of her dignity and
disregarding her safety and general
welfare by ruining her reputation.
Justice Temo sentenced Tikoikirisimasi
to 5 years imprisonment for rape and 6
months for escaping from police custody.
The sentences are to be served
concurrently.
Meanwhile in his remarks, the high court
judge said reconciliation on rape cannot
be used as a method to avoid custodial
sentence. It only goes to mitigating it.

Fiji is looking for children to train to
become future leaders.

A MAN jumped to his death from a
tower at the Imperial Palace Casino
Hotel on the Las Vegas Strip.
A man who fell to his death Monday
from a tower at Imperial Palace on
the Las Vegas Strip was identifed
Tuesday as 23-year-old Shane Donlan,
according to the Clark County
Coroner's Offce.
The coroner hasn't determined an
offcial cause or manner of death, but
police said it was an apparent suicide.
Donlan was from Hawthorne, N.J.
The incident happened about 1 p.m.
Monday.

in the heart of the Strip, is one of the

A LONDON man flmed viciously
kicking his puppy in a public park was
sentenced to eight weeks in jail and told

“He wouldn’t walk so I gave him a kick
and a yank. I didn’t mean him no harm, I

to identify Kent, who later turned himself

A “positive, constructive, cooperative”
U.S.-Chinese relationship is “good” for the
United States,
President Barack Obama said Wednesday
in a joint news conference with Chinese
President Hu Jintao.
Speaking to reporters after a meeting with
Hu and business leaders, Obama called
for “a spirit of cooperation” and “healthy
competition” between the countries.
Obama and Vice President Joe Biden
welcomed Hu to the White House in a
formal arrival ceremony earlier in the day.
The Chinese leader’s limousine pulled up
to the White House South Portico shortly
after 9 a.m., where he was met with a
military honor guard and review -- part
of the traditional pomp and circumstance
reserved for visiting leaders of major
powers.
Hu, who frst arrived in the United States
Tuesday afternoon, is on a three-day trip
focusing on trade, currency and North
Korea. Administration offcials have used
the occasion to highlight economic ties
between the two countries, announcing
China’s approval of $45 billion in new
contracts for U.S. companies to export
goods to China.
The contracts will support an estimated
235,000 American jobs, according to the
White House.
Obama hailed Hu’s visit as a chance to lay
a foundation for the next 30 years of Sino-
American relations.
“At a time when some doubt the benefts
of cooperation between the United States
and China, this visit is ... a chance to
demonstrate a simple truth,” Obama said.
“We have an enormous stake in each other’s
success. In an interconnected world, in a
global economy, nations -- including our
own -- will be more prosperous and more
secure when we work together.”
Obama also alluded to the importance
of human rights -- a traditional point of
contention in relations between Washington
and Beijing.
Hu declared the relationship between
the two powers to be one of “strategic
signifcance and global infuence.”
In addition to Obama, the Chinese leader
is scheduled to meet with top legislators
and business executives, and then visit
Chicago.
The last White House state dinner for
China was 13 years ago, when President
Bill Clinton welcomed President Jiang
Zemin and his wife, Wang Yeping, in

A MAN told police he murdered his
pregnant wife with an axe because
he wanted the fetus to make a lucky
charm which might help him win
the lottery.
The 38-year-old was arrested a day
after allegedly luring his wife, aged
24, into the forest of northeastern
Xieng Khuang province on January 3
and killing her with an axe blow to the
back, the Vientiane Times reported.
It said the fetus had not been found.
Police told the state-linked newspaper
that the man confessed he planned
to use the three-month old fetus to
produce a “louk lord”, a mystical
object which, according to local
legend, can give its owner great power
and fortune.
“The murderer confessed to the
terrible crime, but he won’t explain
where the body of his unborn child
is,” Major Khamsouk Phonkhamdy,
chief provincial police investigator,
was quoted as saying.
The suspect said he had heard that if
he “produced a ‘louk lord’ he would
be able to ask the ghosts for lucky
lottery numbers,” Khamsouk added.
“Or he could sell the ‘louk lord’ at an
extremely high price.”
The investigator reportedly said it
was unclear whether the killer worked
alone or had accomplices who were
still trying to produce the “louk lord”.
Laos is one of Asia’s poorest countries.
While most people are Buddhists,
belief in spirits remains widespread.
TEN Swedish diners were rushed
to hospital with carbon monoxide
poisoning after lighting a barbecue
inside a house.
The group lit the grill indoors and began
to cook food unaware the property in
Bandhagen, south of Stockholm, was
flling with noxious fumes.
Without any proper ventilation, the
guests were quickly overcome, with
some losing consciousness.
Ten people, at least two of whom were
children, were taken to the hospital but
their injuries were not regarded as life-
threatening, the Swedish news website
said.
Emergency services ventilated the
building of the poisonous gas, which
has no color, odor or taste.
The people responsible for lighting the
barbecue were reported for criminal
negligence.
A 16-YEAR-old French boy was rushed
to the hospital in serious condition after
setting himself on fre at his school,
offcials in Marseille said.
The boy doused himself in a fammable
liquid in the restroom of his private school
in the southern city and then set himself
alight, rescue service offcials said.
He has second and third degrees burns over
70 percent of his body, they said, adding
that it was not immediately clear why he
had carried out the act.
Hospital offcials said the boy was in
critical condition.
A schoolmate said he heard screams and
saw the boy on fre running down the
stairs towards the school yard. A worker
extinguished the fames, he said.
An 18-year-old student from the
southwestern town of Bordeaux has been
in a coma since November 18 when he set
himself on fre in his school.

NSW tourism minister Jodi McKay
can already see the dollar signs and has
said that Oprah’s trip down under is
estimated to be worth in excess of $160
million globally.
Oprah spent most of her nine day trip
to Australia in Sydney and NSW and
Ms McKay said that the NSW tourism
industry is expecting a huge boost in
interest from the United States market.

of sailing on the harbour and a trip to

The NSW government is hoping to take

States in a joint move between Tourism

A major campaign for Sydney is also
being run by Tourism NSW including

The United States is the fourth largest
international visitor market for NSW
and is worth around $480 million a

McKay said.
NSW is already the world’s favourite
Australian destination, attracting more
than half of all overseas visitors to

THE Christian owners of a British
seaside B&B acted unlawfully in
refusing to allow a gay couple to share
a double bed, a judge has ruled in a
landmark case.
Peter and Hazelmary Bull did not allow
civil partners Martyn Hall and Steven
Preddy to use a double room in their
B&B in Cornwall, southwestern England,
because it would be “an affront to their
faith.”
However, a judge at Bristol County Court,
also in southwestern England, said the
couple broke the law by denying the men a
room and awarded Mr Hall and Mr Preddy
£1800 ($2900) each in damages.
Mr Preddy booked a room at the B&B
in 2008, and the owners assumed he was
bringing his wife with him.
When he arrived with his civil partner Mr
Hall, they were refused a double room
by manager Bernie Quinn, who instead
offered them seperate single rooms.
Mr Preddy used the 2007 Equality Act
Regulations to bring the case to court,
claiming £5000 in damages.
A month before Mr Preddy booked his
stay at the B&B, gay rights organisation
Stonewall warned the Bulls that a notice on
their website about who could and could
not stay was illegal.
The notice read: “We have few rules, but
please note that out of a deep regard for
marriage, we prefer to let [rent] double
accommodation to heterosexual married
couples only.”
Hazelmary Bull argued that even her
brother and his female partner were not
allowed to share a room in her house due
to her strict religious beliefs.

TALK show host Oprah Winfrey says
losing a baby as a teenager was her
second chance.
In an interview on CNN with Piers
Morgan - on his first show since taking
over from veteran Larry King - Winfrey
said she had considered committing
suicide at 14 when she fell pregnant
because she thought her “life is over”.
“I thought, ‘Before the baby was born,
I’m going to have to kill myself,’” she
said on Piers Morgan Tonight.
“I did stupid things like drinking
detergent and all that kind of crazy stuff
that you do when you’re trying to get
attention when you’re really just trying
to cry for help.”
Winfrey’s mother sent her to live in
Nashville with her father who was
unaware she was pregnant.
“My father ... said to me as I’m standing
in the kitchen listening to him, ‘These
are the rules of the house, you’re
going to obey the rules, you have a 10
o’clock curfew, and I would rather see
a daughter of mine floating down the
Cumberland River … than to bring
shame on this family and the indecency
of an illegitimate child,’” she recalled.
She discussed how she felt she was
given a second chance when the baby
died.
“When the baby died, I knew that it was
my second chance,” she said.
“So I went back to school, and nobody
knew. Because had anybody known at
that time, I wouldn’t have been able to
be head of student council.
“I wouldn’t have been able to be
speaking champion in forensics. … I
wouldn’t have been chosen as one of the
two teenagers in the state of Tennessee
to go to the White House conference on
youth. None of those things would have
happened, and the entire trajectory of
my life would have been different.”
While Winfrey has shot to fame and
fortune since, she revealed her biggest
failure was her 1998 film Beloved which
bombed at the box office.
She said she went into a “massive,
depressive macaroni and cheese-eating
tailspin - literally” after the movie
was topped by horror movie Bride of
Chucky.
“It premiered on a Friday and I remember
hearing on Saturday morning that we
got beat by something called Chucky. I
didn’t even know what Chucky was. I
asked my chef at the time, Art Smith, to
make some macaroni and cheese.”
The 56-year-old billionaire also
explained what she intends for her
empire when she dies.
“When I’m gone, everything that I have
is going to go to charity because I don’t
have children. And I believe that that’s
what you should do,” she said. “To
whom much is given, much should be
given back.”
At the end of the interview Winfrey
was reduced to tears when she began
discussing Martin Luther King Jr, the
iconic civil rights campaigner who was
assassinated in 1968.
“Now you are going to make me
weep,” Winfrey told Morgan during the
interview which screened on the federal
holiday which marks his birthday.
“I would because I hold him in reverence.
And I know that I would not be here ...
this life ... the dream that I live in, would
not be possible if he hadn’t had been
who he was.”
The court ruled the father was too “rigid
and obsessive” in his parenting.

A FATHER obsessed with his children’s
education has been banned from
parenting decisions because he’s too iron-
fsted.
The father of three pushed his two daughters
to complete homework above their
academic level. He tutored them in the hope
of winning private school scholarships.
The girls, 13 and 11, had to write reports
on their daily movements, and their mother,
and read them to him over the phone each
evening.
He told the Federal Magistrates’ Court this
was to ensure his children were maximising
time available for study.
The court, sitting in Melbourne, ruled the
father was too “rigid and obsessive” in his
parenting.
His demands were driven by a desire for his
children to have the best education because
he came from an impoverished background
in Vietnam, court documents show.
“It is apparent that he is obsessive about
wanting his children to achieve academically
at the highest level to maximise their
opportunities in life, and for them to have
the opportunities that were denied him,” the
judge said.
The dad’s hard-nosed parenting style was
exposed when his estranged wife sought
sole parental responsibility for the girls and
a younger son.
The father, who is in his 40s, pleaded for
shared responsibility, saying he just wanted
to do what was best for his children.
But the children’s mother said she and her
estranged husband constantly argued about
his demands and high expectations.
The two girls had refused for more than
a year to spend time with their father, the
Melbourne hearing was told.
His wife was granted sole parental
responsibility for all children.
The father was ordered to have counseling
with his wife with a view to repairing the
relationship with their girls.
Their son will continue to spend time with
his dad.
The case has renewed debate about how
much time parents should make their
children devote to study.
University of Melbourne education Prof
Richard Teese said a good relationship
was the best way for parents to help their
children achieve good marks.
“The kids will work better and work more
and will do it by themselves if the quality of
the relationship with their parents is strong,”
Prof Teese said.
“It’s not up to the parent to impose even
more than the school wants,” he said.
Victorian Principals Association president
Gabrielle Leigh said while at times students
needed to be put under pressure, undue
pressure was not called for.
The death toll from catastrophic mudslides
in Brazil last week rose to 702 as more
bodies were recovered from the devastated
mountainous Serrana region near Rio de
Janeiro.
Rio’s state health and civil defense service,
which gave the tally, also said around
14,000 people were homeless or unable to
return to unstable areas.
The disaster, which struck Wednesday last
week, is the worst of its type in Brazil’s
history.

Air New Zealand passengers bound for Los
Angeles could be accommodated via the
airline’s direct Auckland to Los Angeles

French Polynesia Tourism Minister Steeve
Hamblin recently went to the USA to meet
several top executives in the cruise ship
industry.
Hamblin went to Seattle last week, a
Tourism ministry press release states.
Hamblin met executives from Windstar
Cruises, Holland America Line and Paul
Gauguin Cruises.
The French Polynesia tourism minister
wanted to explain the new tax exemption
legislation voted last October in Tahiti.
The new legislation will make the
administrative process much lighter than it
used to be in previous years.
The new legislation alone replaces no less
than 85 different texts related to cruise
ships operating in French Polynesia.
Executives from Windstar Cruises, Holland
America Line and Paul Gauguin Cruises
reportedly welcomed the changes.
Consequently, Holland America recently
announced it plans to have more month-
long voyages to Hawaii and French
Polynesia in 2011 and 2012.
The voyages will start from San Diego,
California, and go to Hawaii, Tahiti and the
Marquesas Islands.
SOLOMON Islands has turned to Fiji for
assistance in the construction of a hydropower
in Honiara.
A group of landowners led by former speaker
and Government minister, Paul Tovua met
with Fiji offcials last week and visited the
Monasavu Dam.
Mr Tovua said the visit was part of the Tina
River Hydro Project feasibility study. A
report on the study should be given to the
Solomon Islands government by April.
If all goes well, the US$80million
(F$146.06m) project should be completed
within the next four years.
Mr Tovua said they looked to Fiji as it was
one of the few countries in the region that had
experience in dam construction. The group
also met with Monasavu landowners.
Mr Tovua named a few international
organisations that were interested in either
providing funding or technical assistance for
the project such as the European Investment
Bank and the World Bank.
The long-term, the vision was to build a
hydro that would generate 45 megawatts of
electricity to Honiara. Mr Tovua said the frst
phase would be to produce 15MW.
“We have a high fuel bill and it’s extremely
urgent for us to have our own hydro,” he said.
“We are very grateful to the Government
of Fiji, particularly the Ministry of Foreign
Affairs that was able to put a program
together for us under short notice,” he said.
“We have met with Government offcials at
the Ministry of Works and Energy, the Fiji
Electricity Authority and the landowners as well.
A NEW service that allows people in Tonga
to transfer money and pay bills using their
mobile phones was introduced by Digicel
Tonga.
Digicel customers who register for the
‘Mobile Money’ service can top up a mobile
account from which they can transfer
or receive money between other mobile
accounts.
Trials of the service were carried out in
conjunction with the National Reserve Bank
of Tonga.
Customers can deposit money to their
‘mobile wallet’ at all Digicel outlets in Tonga.
Paul Stafford, CEO Digicel Tonga, said,
“When you consider the number of people
who do not have access to basic fnancial
services, Digicel mobile money will
transform the way our customers receive,
handle and transfer money as well as pay
bills. We are very grateful to the Reserve Bank
of Tonga, the Pacifc Financial Inclusion
programme and the GSMA for their support
and assistance in the development of this
project.”
Governor of the Reserve Bank of Tonga,
Joyce Maf said, “The Reserve Bank has
been working closely with Digicel to advise
and encourage this innovative service. The
Reserve Bank supports rural outreach and is
delighted to see the innovation being applied
in Tonga.”
At the moment customers can pay all their
Digicel accounts using the service and other
services.
Tonga Power is supporting the service which
will make it easier for people to pay their
power bills.

The Auckland-Nuku’alofa-Apia-LA service
was operating under a joint venture agreement
whereby the service was supported fnancially
by the governments of Tonga and Samoa.
Negotiation on a new three-year joint venture
agreement was scheduled for November 1,
2010, but Air New Zealand stated recently
that in October last year Tonga had informed
the airline of its wish to terminate the joint
venture agreement. Tonga did not want to
continue to fund a service that was operating
at a loss.
Meanwhile, Sue said that Air New Zealand
is operating six return services to Nuku’alofa
each week.
Other airlines
The two other international airlines serving
Tonga are the Pacifc Blue and Air Pacifc.
Kaitu’u Fotu the Manager of the Pacifc Blue
offce in Nuku’alofa said the carrier operates
twice weekly fights to and from Auckland on
Mondays and Thursdays.
He said their direct fight to Auckland
connects passengers with ongoing fights to
Sydney, Brisbane and Melbourne.
Fiji’s Air Pacifc connects Tonga to and from
Fiji and the United States.
Air Pacifc currently has four fights to and
from Fiji weekly, with Mondays and Fridays
to Suva, and twice to Nadi on Tuesdays and
Saturdays.

to a Red Deer car dealership on Monday,
police say.
The man, 27, showed up with a 2011
GMC Yukon at Red Deer Toyota, a
dealership south of the central Alberta
city in the commercial zone commonly
called Gasoline Alley.
Police allege that he tried to sell the vehicle
— rented a week earlier in Red Deer — to
the dealership. While he was said to have
a “plausible cover story,” police said, the
dealership noted inconsistencies in his
story and an unusually low asking price.
“Further investigation revealed the vehicle
was a rental … whose real ownership had
been hidden by transferring the registration
documents,” an RCMP news release said.
“What alarmed the dealership was the
relative ease that this transaction occurred
and the challenges presented to establish
the real ownership of the vehicle.”
Dealership staff called police, who
responded and arrested the man.
Police said dealership staff were vigilant,
but that people could fall victim to a
similar scam given the number of private
sales that go on.
“If this happened, the member of the
public would ultimately be out both the
vehicle and their cash,” the RCMP said.
The man, whose name hasn’t been
released since he hasn’t been formally
charged, will appear in court in Red Deer
next month on a charge of attempted theft,
police said.

Glasgow said he knew of no past incidents
of this kind in Red Deer, but that he had
heard of similar scams in Calgary.
“Nothing surprises me any more,”
Glasgow said.
University of Alberta study gets
health appropriate, but smelly
results
An Edmonton student wore the same
pair of jeans for 15 months without
washing — in the name of fashion,
and science.
Josh Le, who attends the University
of Alberta, wore the skin-tight jeans
from September 2009 to December
2010 to see how dirty raw denim jeans
could get without washing.
Raw denim jeans have no chemicals
traditionally used to treat the material.
Le also wanted to personalize the
jeans and determine how they would
mould to his body.
At the end of the 15 months, Le
swabbed the jeans for bacteria. He
then put the garb through a washing
machine, after which he wore the jeans
another two weeks before re-testing.
And the results surprised Le and his
professor, Rachel McQueen.
“They were similar,” McQueen
said of the bacteria count of the
freshly washed pair, compared to the
prewashing levels. “I expected they
would still be much lower than after
15 months.”
In all, there were fve kinds of skin
bacteria in the jeans, and mostly in
the crotch area, where between 8,500
and 10,000 bacterial units per square
centimetre were found. However,
McQueen said because Le was
healthy, with no skin problems or cuts,
there was no health concern.
Controlling odour was a different
concern, Le said, admitting the jeans
began to smell after a few months.
He solved that problem, however.
“I triple-bagged them and put them in
the freezer,” he said.
Tears streamed down Dinesh Kumar’s
face Thursday as he walked out of court
fnally free of the baby killer label that has
haunted him for 19 years.
Kumar, 44, has endured the fnger pointing
and stony silence from members of his
community since he was convicted in
1992 of criminal negligence causing the
death of his fve-week-old son Gaurov.
He was charged with second-degree
murder but accepted the lesser plea under
a multitude of pressures, including threat
of deportation to India and separation
from his wife and older son, he said.
One of the biggest factors in pleading
guilty was the prospect of testimony from
now-disgraced pathologist Dr. Charles
Smith, who concluded Gaurov died of
shaken baby syndrome, Kumar’s lawyer
said. Kumar was told Smith was like
“a God” in court and it would be nearly
impossible to challenge Smith’s opinion.
So Kumar took the plea and was sentenced
to 90 days served on weekends. Kumar
said in the almost 19 years since then, he
has thought about Gaurov every day.
“He’s always in my heart,” Kumar said
outside court, holding up a picture he still
carries in his wallet.
“I never forget him. He (will) always stay
with me until I die. I miss him lots.”
The Court of Appeal for Ontario acquitted
Kumar on Thursday, minutes after hearing
both the Crown and defence call for the
conviction to be set aside.
“We appreciate the terrible toll this case
has taken on you and your family,” Justice
Marc Rosenberg said on behalf of the
panel of judges.
The conviction is unreasonable, in light of
new medical evidence, he said. Opinions
from various medical experts fled with
the court found Gaurov may have died of
natural causes.
Kumar said to clear his name in his
community he would post the decision
in his temple, where for so many years
people have avoided him and talked
behind his back.
“I can’t explain what kind of life I had
before and now it’s totally different —
like a big burden out of my shoulders,”
Kumar said, tears running down his face.
A judicial inquiry into Smith’s work
found the pathologist’s testimony was
responsible, in part, for several people
being wrongfully convicted of killing
children and being sentenced to prison.
Lawyer James Lockyer, who has
represented many people who were
successful in appealing those decisions,
said he took the case because Kumar did
nothing wrong.
“I had no doubt in my own mind that he
was innocent and I still don’t,” Lockyer
said outside court.
“I thought it was a terrible miscarriage of
justice.”
But unlike in some other Charles Smith-
related cases, the court did not use
the words “miscarriage of justice” or
“wrongfully convicted.”
In Kumar’s case Smith’s opinion was
valid at the time and based on current
medical knowledge, both the Crown and
defence said.
“I fnd it hard to be too critical of (Smith)
on this one, just because there were lots
of pathologists who would have said the
same thing back in 1992,” Lockyer said.
The court will issue written reasons for its
decision at a later date.

Brrrr…it’s cold outside! The following
guidelines will help you protect your
companion animals when the mercury
dips.
- Keep your cat inside. Outdoors, cats can
freeze, become lost or be stolen, injured or
killed. Cats who are allowed to stray are
exposed to infectious diseases, including
rabies, from other cats, dogs and wildlife.
- During the winter, outdoor cats
sometimes sleep under the hoods of cars.
When the motor is started, the cat can be
injured or killed by the fan belt. If there are
outdoor cats in your area, bang loudly on
the car hood before starting the engine to
give the cat a chance to escape.
- Never let your dog off the leash on snow
or ice, especially during a snowstorm—
dogs can lose their scent and easily become
lost. More dogs are lost during the winter
than during any other season, so make sure
yours always wears ID tags.
- Thoroughly wipe off your dog’s legs and
stomach when he comes in out of snow or
ice. He can ingest salt, antifreeze or other
potentially dangerous chemicals while
licking his paws, and his paw pads may
also bleed from snow or encrusted ice.
- Never shave your dog down to the skin in
winter, as a longer coat will provide more
warmth. When you bathe your dog in the
colder months, be sure to completely dry
him before taking him out for a walk. Own
a short-haired breed? Consider getting
him a coat or sweater with a high collar or
turtleneck with coverage from the base of
the tail to the belly. For many dogs, this is
regulation winter wear.
- Never leave your dog or cat alone in a
car during cold weather. A car can act as
a refrigerator in the winter, holding in the
cold and causing the animal to freeze to
death.
- Puppies do not tolerate the cold as well
as adult dogs, and may be diffcult to
housebreak during the winter. If your
puppy appears to be sensitive to the
weather, you may opt to paper-train him
inside. If your dog is sensitive to the cold
due to age, illness or breed type, take him
outdoors only to relieve himself.
- Does your dog spend a lot of time
engaged in outdoor activities? Increase
his supply of food, particularly protein, to
keep him—and his fur—in tip-top shape.
- Like coolant, antifreeze is a lethal poison
for dogs and cats. Be sure to thoroughly
clean up any spills from your vehicle,
and consider using products that contain
propylene glycol rather than ethylene
glycol.
- Make sure your companion animal has a
warm place to sleep, off the foor and away
from all drafts. A cozy dog or cat bed with
a warm blanket or pillow is perfect.

Ingredients:
3 medium chicken breasts, boneless and
skinless
3 large bok choy stalks with leaves
Marinade:
1 TB Chinese rice wine or dry sherry
1 green onion, diced
2 tsp cornstarch
Sauce:
1/4 cup low-sodium chicken broth
2 TB water
1 tsp white rice vinegar
1/2 tsp black rice vinegar
1 clove garlic, fnely chopped
1/4 tsp salt
Other:
1 teaspoon cornstarch
4 teaspoons water
4 to 5 TB oil for stir-frying, as needed
Directions:
Cut the chicken into thin strips about
2-inches long. Add the rice wine or
sherry, green onion and the cornstarch.
Marinate the chicken for 30 minutes.
While the chicken is marinating, prepare
the bok choy and the sauce. Separate the
bok choy leaves and stalks, and cut both
cross-wise into thin strips.
Combine the sauce ingredients and set
aside. Combine the cornstarch and water
in a small bowl and set aside.
Heat wok and add 2 TB oil. When oil is
ready, add the chicken and stir-fry until
it turns white and is nearly cooked. (Stir-
fry in two batches if necessary). Drain
the stir-fried chicken on paper towels.
Clean out the wok and add 2 - 3 TB oil.
When oil is ready, add the bok choy
stalks. Stir-fry briefy and add the leaves.
Push the bok choy up to the sides of the
wok and add the sauce in the middle.
Turn up the heat to bring to a boil. Add
the cornstarch/water mixture to the
sauce and stir rapidly to thicken.
Add the chicken. Mix through and serve
hot. Serves 4.

machine running, pour ale through feed
tube and process until creamy. If needed,
scrape down sides of bowl; process until
fully combined. Transfer to a serving
bowl. Cover and refrigerate at least 2
hours to allow favors to meld. Remove
from refrigerator 1 hour before serving.

Tea is an antioxidant-rich beverage

Besides being rich in compounds that
combat cell-damaging oxidative stress,
tea has a chemical makeup that includes
enzymes, carbohydrates, protein, and
lipids.
Oxidative stress is a molecular imbalance
that interferes with the body’s ability to
detoxify harmful compounds leading
to cellular damage and is associated
with chronic health problems such as
atherosclerosis, diabetes, dementia, and
even cancer.
Packed with compounds that protect
cells from oxidative stress, tea has
emerged as a natural dietary aid to lower
the risk of these ailments.
Like tea, coffee is packed with
polyphenols, and it actually has a higher
content of antioxidants than green or
black tea and other beverages such as
fruit and vegetables juices.
Researchers suggested that coffee
consumption can lower cardiovascular
risks as well as lower the risk of
developing type 2 diabetes by up to 50
percent.
Coffee also appears to have a positive
effect on neurological diseases with
coffee consumption possibly reducing
the risk of both Parkinson’s disease and
Alzheimer’s disease.
The fndings also detail the benefts
of whole, low-fat, and chocolate milk
when it comes to overall nutrition, bone
density, weight loss, muscle-building
and more.
Eating two handfuls of blueberries a
week can slash the risk of developing
high blood pressure, which leads
to strokes and heart disease, a new
research has found.
High blood pressure or hypertension
affects at least millions of people in the
world.
The latest fndings show that bio-active
compounds in blueberries - called
anthocyanins - offer protection against
hypertension.
Compared with people who did not eat
blueberries, those eating at least one
serving a week - the equivalent of a
couple of handfuls - reduced their risk of
developing the condition by 10 percent.
The superfood has already been found to
fght hardening of the arteries, which can
cause a heart attack or stroke, as well as
helping to guard against diseases such as
cancer and Alzheimer’s.
Anthocyanins belong to the family of
compounds called favonoids and are
also found in blackcurrants, raspberries,
aubergines and blood orange juice.
The research, carried out by the University
of East Anglia and Harvard University, is
the frst large study to investigate the effect
of different favonoids on hypertension.
The scientists studied 134,000 women
and 47,000 men over a period of 14 years.
None of the participants had hypertension
at the start of the study.
Subjects were asked to complete health
questionnaires every two years and their
dietary intake was assessed every four
years. Incidence of newly diagnosed
hypertension during the 14-year period
was then related to consumption of
various favonoids.
During the study 35,000 participants
developed hypertension.
The dietary information identifed tea as
the main contributor of favonoids, with
apples, orange juice, blueberries, red wine
and strawberries also providing important
amounts.

Ottawa is targeting rising household debt
with three new rules for those who seek and
provide mortgages. What do the changes
mean for the average home owner - for you?
- First, the new rules will reduce the
maximum amortization period to 30 years
from 35 years for government-backed
insured mortgages with loan-to-value ratios
of more than 80 per cent.
- Second, Ottawa will lower the maximum
amount Canadians can borrow in refnancing
their mortgages to 85 per cent from 90 per
cent of the value of their homes.
- Third, Ottawa will withdraw government
insurance backing on lines of credit secured
by homes.
The federal government Monday tabled a
series of new rules aimed to curb what it
sees as the growing problem of household
debt.
Finance Minister Jim Flaherty is changing
the maximum length of most mortgages
to 30 years from 35 years, cutting the
maximum that can be borrowed against a
person’s home and eliminating government-
backed default insurance of home equity
lines of credit.
“Most Canadians are quite careful and use
common sense in their borrowing, but some
are borrowing to the max at low interest
rates. We know interest rates are going to go
up over time,” Flaherty said. “So we want
to caution Canadians [that] we not facilitate
excessive debt assumption by some
Canadians at very low interest rates because
that will lead to trouble in the medium and
longer term.”
The Bank of Montreal praised Flaherty’s
moves. Frank Techar, BMO’s president of
personal and commercial banking, called
them “prudent, measured, responsible and
timely.”
“The changes announced by the minister
should sit well with most Canadians,” he
said.
The key tool the federal government uses to
control the mortgage market is the Canada
Mortgage and Housing Corp. (CMHC).
Banks typically won’t provide a mortgage
to anyone with a down payment of less than
20% of the purchase price unless the CMHC
is willing to backstop the loan.
The CMHC will now no longer insure any
mortgage with a term longer than 30 years.
Until the change, it was insuring 35-year
mortgages.
Flaherty also instructed the CMHC it can
no longer insure home equity lines of credit
(HELOCs). That means individual banks
will be on the hook for any HELOC defaults.
Because banks will assume all of the risks
of default, banks are expected to tighten up
eligibility requirements for HELOCs.
Finally, a person who wants to take out a
loan against their home will be able to
borrow a maximum of 85% of the value of
their home, down from 90%.
“We always try to strike that balance, that we
continue to have job creation in the housing
sector [and] that we do not create excessive
risk in the medium and long term,” Flaherty
said.
A FLIGHT from Vancouver to
New York was reportedly returned
to its Canadian departure point
twice after passengers on board
reported smelling smoke.
The Cathay Pacific flight, with
184 passengers on board, left
Vancouver last Saturday night, but
turned back after about 10 minutes
in the air, The Vancouver Sun
reported.
Cathay Pacific spokeswoman
Jennifer Pearson confirmed “there
was a strong smell on board”.
Two hours later, after the plane
was checked out and deemed safe,
it flew out again, but the Boeing
777-300 was forced to turn back
once again after the smell was still
detected.
While Ms Pearson could not
elaborate on what kind of odor
it was, the Vancouver Airport
Authority stated that passengers
reported smelling smoke.
After the aircraft landed in
Vancouver again, the flight was
canceled and hotel bookings made
for the passengers. Cathay’s own
engineers inspected the plane.

Bollywood star Anil Kapoor is in Toronto
to announce plans for the International
Indian Film Awards this June.
Kapoor, known in North America for
his role in Slumdog Millionaire, met
with Ontario Premier Dalton McGuinty
earlier in the week ahead of a formal
announcement Wednesday. He has been
in discussions over preparations for the
gala.
Toronto is the first city in North
America to host the awards — India’s
version of the Oscars. The awards, in
their 12th year, have never been held
in India. Organizers choose a different
country each year, saying international
participation boosts the stature of the
awards.
Toronto was chosen for its connections
to film and for its legions of film lovers,
Kapoor told the reporter in an interview
ahead of the announcement.
“I think Toronto has become sort of a
hub for people who are connected to
show business and one of the greatest
examples is the way the Toronto
International Film Festival is going from
strength to strength,” he said.
Kapoor said he made a film in Toronto
10 years ago and found it a good place
to work.
“Toronto has the best of everything,
the people are cinema friendly, all the
equipment is here, the permissions are
given very easily,” he said.

Kapoor has won two IIFA awards, for
Bollywood films Taal and Biwi No. 1,
but he also has made the transition to

The great mantra dedicated to Shiva as
Mrityunjaya is found in the Rig Veda. It is
called the Maha Mrityunjaya mantra, the
Great Death-Conquering mantra. It is a
mantra that has many names and forms. It
is called the Rudra mantra, referring to the
furious aspect of Shiva; the Tryambakam
mantra, alluding to Shiva’s three eyes; and its
is sometimes known as the Mrita-Sanjivini

rejuvenate, bestow health, wealth, a long life,
peace, prosperity and contentment. It wards

Connect the dots
It feels like a fever. Or maybe a cold. But
when you look in the mirror and see spots,
you know it’s not a game of connect-the-
dots. It’s chickenpox.
And chickenpox sure do itch! Here’s why:
After the red spots appear on your body, they
fll up with a clear liquid. These liquid-flled
blisters are called vesicles (say: veh-sih-
kulz). The vesicles release chemicals in your
skin that excite the nerves that make you itch.
The good news is that your skin is supposed
to be itchy when you have chickenpox.
Itching is a sign that your body is doing its
job defending itself.
These nerves in the top layers of your skin
tell the brain when something itches. They
are the same nerves that get excited when you
get a reaction to a mosquito bite. When these
nerves are irritated, they send a message to
your brain: “Something’s on the skin! Get rid
of it!” Your brain sends a message back to
your hand and arm that says, “Scratch that
itch!”
These nerves are not the same as nerves that
tell your brain you are in pain, but they are
similar. Pain nerves send a stronger signal
to your brain than itch nerves do. When
you scratch an itch, you actually cause a
little bit of pain. When you scratch, the pain
temporarily takes away the itchy feeling. But
once the pain is gone, the itch comes back.
When Will the Itching Stop?
You may feel like the itching will never
stop, but the good news is that after 3 to 4
days, you’ll start feeling better. In a week
to 10 days, the vesicles will have formed
scabs and you won’t be as itchy anymore.
In the meantime, try your best not to
scratch. Scratching may spread germs from
your skin that could cause an infection.
Cut your fngernails short so you won’t
hurt your skin if you do scratch. Also,
wash your hands often during this time.
Keep busy and you won’t want to scratch
as much. Now is a good time to rest, read
some books, play a board game, or watch
a movie.
If your doctor recommends it, your mom
or dad might help you apply some anti-
itch cream or lotion. The doctor also might
suggest you take a pill or liquid medicine
to make you less itchy. These medicines
can be especially helpful if you can’t sleep
because you’re so busy scratching.
There’s something else you could try if
you’re itching - oatmeal. And guess what?
You don’t eat it, you take a bath in it! Well,
you don’t exactly take a bath in a bowl of
warm, gooey oatmeal, but your mom or dad
can add some oatmeal or an oatmeal-based
bath powder to the bath water. Ah, oatmeal.
It’s not just for breakfast anymore!
Q. My son is four years old and refuses to go
on the toilet. He did it twice last year on his
own so I know he knows how, but he seems
to want to go back to babyhood. He is very
smart in every other way but he won’t use the
potty. Any suggestions? He gets really upset
if I try to put him on the toilet.

A. This can be a really frustrating issue for
parents and can sometimes seem like it’s
easier to get it wrong than right. Some boys
(boys usually train later than girls) are just
not ready – even at age four – and others
are engaging in a power struggle with their
parents that’s played out around the training
issue. Either way, I think it helps to remember
that only he can decide when he’s ready to
consistently use the toilet. Your job is to show
him how (which you’ve already done) and to
respond positively when he makes progress
towards training. What we know is that kids
who feel “forced” often dig their heels in and
delay even more.
Some ideas to help encourage his progress:
•Make his bathroom space comfortable and
interesting. Try keeping a box of fun books
handy for him to look at when he’s in the
room.
•Point out friends or cousins of his who
are training and accomplishing “big boy”
tasks. (Seeing others praised can be a big
motivator).
•Give positive praise for the strides he does
make; let him know you are proud of him
growing up.
Since children generally want to please, these
ideas can often help jump-start training. That
said, sometimes it takes backing off a bit and
waiting for signs that he’s ready.

Clean air, clean water . . . clean workspace?
Yes. The frst two make for a healthy
planet. The last one makes healthy work
habits. It’s best to have a desk or table that
you use every time you do homework. If
you associate that environment with work,
you can actually start to focus faster.
(That’s why doing homework in bed
isn’t such a great idea. You associate that
environment with sleeping, not learning!)
Keep your work area well stocked with
pens, pencils, notebooks, and textbooks
— anything you’ll need to do your
assignments. If you use the kitchen table
or another space that isn’t yours all the
time, consider creating a “workbox”
to hold paper, pens, books, and other
supplies so you don’t have to hunt around
for them after the table’s cleared. That
way, you can grab the box and voila!:
instant workspace.
Wherever you work, try to make sure
you won’t be distracted. Turn off TVs,
cell phones, the Internet, and any instant
messaging device. Think you can watch
television and read your science book?
Think again. You’re less likely to
remember the information you read when
some of your attention is on something
else. If you have loud siblings or family
members, gently ask them to go elsewhere.
If they won’t go or simmer down, fnd a
quieter place.

Former FANCA President and Patron of the
Fiji Muslim Sports Association, Tabrez Khan
has been told to pay off all arrears related to
the hosting of the 2010 FANCA World Cup.
The issue arose after a check made out to the
California State University East Bay was
returned due to insuffcient funds and further
investigation into the matter revealed non-
payment of debts to other venders who are
currently being given a run around to get their
money. According to sources, the California
State University East Bay is owed $2000 for a
returned check, $3000 is owed to the Hayward
Police Department, $6000 to the executive
members who scrambled to loan personal
money to pay off some of the outstanding
balance after FANCA 2010.
Ironically there was enough money to pay off
the entire 2010 FANCA debt but Tabrez Khan
demanded that the money be distributed to the
visiting international teams instead of paying
the bill. It was revealed that Tabrez Khan
directed the Vice President to release the funds
to the Fiji, Australia, New Zealand, Canada and
USA teams, in his capacity as the patron of the
association and FANCA president.
Unfortunately due to the mismanagement of
the fnances and non-corporation of some of the
offcials, President Haji Asaf Ali had to tender
his resignation after the funds were released
without his authorization. This also led to the
resignation of the assistant secretary Mr. Assad
Ali, who stated he resigned because he did
not feel the affairs of the association was right
during FANCA 2010. Another senior executive
of the association reported that poor planning;
budget overruns and dictatorial leadership by
FANCA President Tabrez Khan led to demise
of the association. Thousands of dollars in
expenses was spent without the proper approval
of the board and constitutional protocols were
never followed, leading the transparent fnancial
status of the organization to ruin.
Moreover, prior to the hosting of FANCA 2010
Tabrez had reminded everyone that he was the
main person responsible for organizing the
tournament. He informed the US Fiji Times
that FANCA was a one-man show and it was
he who was running the show. Initial questions
about Tabrez Khan’s dubious leadership
style was divulged after Canadian offcials
alleged that large sums of cash collected
in the Vancouver, Surrey area for FANCA
2010 never made it to the Associations bank
account. During the event Tabrez created
chaos and pandemonium for the vendors and at
one point demanded them to leave the grounds.
The heated argument with the vendors ensued
in presence of all the visitors and guests from
all the nations after one booth was allowed to
sell near the feld.
The mayhem led to the eventual dismissal of
Tabrez after the Fiji, Australia, New Zealand,
Canada and USA delegations voted to appoint
Mr. Azad. When contacted by the US Fiji
Times for not paying the FANCA bills, Tabrez
Khan told the CEO of the US Fiji Times that
he is not the judge of USA to tell him what to
do and what not. Tabrez further stated that he
was not responsible for the debts and that all
questions should be referred to the action Fiji
Muslim Sports Association President.
The CEO reminded Tabrez that the investigative
reporting services of US Fiji Times will expose
all deceptive wrong doings by anyone or any
organization soliciting money from the public
and not paying their bills. And since Tabrez
was the one responsible for organizing FANCA
2010, he should keep his promise and pay all
the outstanding debts, FANCA 2010 incurred.
The US Fiji Times is and always has been
very supportive and appreciative of the many
charitable non-proft public organizations that
help our community. However as always we
wish to let the community know that we will
provide impartial and fair investigative reports
to ensure that our readers do not get scammed
by any organization, justice is done and no
one gets away with bringing disrepute to the
community.
Pound for Pound rankings typically only
contain the lighter divisions, meaning the
heavyweight fghters get little respect for
their skills. Is that fair? Certainly not- some
of the best fghters in history were in fact
heavyweights. In my current top ten, two
fghters compete in the heavyweight division,
with a third, Cain Valesquez, just on the
outside.
You may wonder- where is Brock? He is
currently in Minnesota contemplating a
return to the WWE! Another interesting facet
of P4P rankings is they include all fghters
regardless of weight class (obviously) and
fght promotion. Incredibly, four (three in
Strikeforce, one in Bellator) of the top ten
fghters compete outside of the world’s
premier MMA organization, the UFC. Two
more fghters, Jose Aldo and Dominick Cruz,
competed in the now defunct WEC- which
merged into the UFC. Although the rankings
are somewhat futile, similar to the BCS, they
are a good exercise and generate interest. It is
rare you can fnd any fght fans that will agree
on a list thus disagreement with my top ten is
the norm-that in and of itself is the essence of
sports. The top ten:
1. Anderson Silva- The UFC Middleweight
Champ is 27-4 having not suffered a loss since
Jan. 2006. The Spider will spin his web against
fellow Brazilian Vitor Belfort on Feb. 5 in
what should be a stand-up clinic.
2. Georges St. Pierre- Rush, the UFC
Welterweight Champ, is 21-2 and on an
eight- fght winning streak within the UFC’s
Octagon. What is next for the best athlete in
all of MMA? Most likely a date with P4P #10
Jake Shields.
3. Jose Aldo- The former WEC now UFC
Featherweight Champion is simply electric.
He possesses greatness in all skill sets. What is
next for Scarface? Likely a title defense at 145
or possibly a jump to the 155 division.
4. Fedor- The greatest fghter in the history

6. Frankie Edgar- The Answer certainly had all
of the answers in 2010 as he twice knocked off
BJ Penn. Edgar battled Gray Maynard, the man
he suffered his only loss to in April of 2008, to
a controversial draw at UFC 125. The two will
battle again in late spring/early summer.
7. Nick Diaz- The Strikeforce Welterweight
Champion won a war against rival KJ Noons
in October of 2010. He will return to the cage
to face an overmatched Cyborg Santos on
January 29 on Showtime.
8. Alistair Overeem- The Reem keeps on
destroying his opponents whether in the cage
or in K-1 competition. Overeem was the victor
at the most prestigious striking event on the
planet, K-1, in early December. He followed
that up with a massacre of once highly rated
UFC prospect Todd Duffee on New Year’s
Eve. The Dutch sensation will battle Fabricio
Werdum in Strikeforce’s Heavyweight Grand
Prix tournament.
9. Dominick Cruz- The 17-1 Cruz became the
frst offcial UFC Bantamweight Champion
with his victory over Scott Jorgensen at WEC
53. It is rumored that Cruz will coach the next
season of The Ultimate Fighter opposite either
Urijah Faber or Miguel Torres.
10 Jake Shields- Shields, a former Strikeforce
Champion, made a successful UFC debut with
a victory over Martin Kampmann at UFC 121.
Although Shields’ style isn’t a thing of beauty,
no one can argue its success. Shields hasn’t
lost since December of 2004. He will likely
put his elite grappling up against GSP in what
should be a thrilling, interesting match-up.
Note : Shortly after this top ten was written,
the UFC announced that Brock Lesnar will
coach opposite Junior Dos Santos on the next
season of “The Ultimate Fighter.”

THE Vodafone Fiji Residents will
play National Rugby League (NRL)
side Newcastle Knights in a historical
friendly next month.
Fiji National Rugby League (FNRL)
general manager Steve McLellan said
Fiji Residents would be the first team
from outside Australia to ever play a
NRL side.
“None of the Australian NRL sides
have ever played anyone outside of
Australia,” he said.
“This is historical for us. We’re grateful
that the Newcastle Knights are breaking
new ground and have agreed to play us.”
Members of the Fiji Residents squad are
training in Lautoka and Suva.
McLellan said the side was training
since October.
“We’re delighted with the attitude of
players.”
He said FNRL was optimistic of a good
outing on the two-match tour.
“NRL teams play every week and if we
are to close the game then part of it will
have to be with the level of fitness.
“What we’ve decided is that the
difference between the two teams will be
the pace of the game. That’s why we’re
getting the players as fit as possible.
“It’s going to be a big ask but we like to
think, if we’re fit enough then we can
play the game, the way we want to play.
“We aiming to be very competitive and
hope to show that we’re closing the gap
between professional NRL teams and
local teams.”
Fiji Bati captain Wes Naiqama and his
younger brother Kevin play for the
Knights.
Sensational wing Akuila Uate, who is
being eyed by selectors to play for the
Australian Kangeroos, is also a member
of the club.
Fiji Residents play Newcastle Knights

it’s about winning the joys of earth

Past weekend an old friend of mine popped a
question on how comfortable would I be to do
a story on people who love power and drool for
attention.
Great ask, but comfortable? In a sub conscious
swing after consuming kava till the wee hours
of Saturday morning, I strongly denounced the
idea at the outset.
Succumbed, a short time later, realizing the
debate would be great for adherents of wrong.
But why it is that we embroil in discussions like
the one at hand over Kava or with a few drinks.
It’s not easy explained, for ‘respect and
recognition,’ may be, ambition comes to mind
as well.
So come Sunday after some serious sobering
up I went soul reaching, since I am no expert
to read minds of some neither a psychology
nerd, I reverted to my Oxford University (MA)
graduate, literature genius and my fnal year
lecturer, late professor Ratu Mosese Tuisawau.
Ratu Mosese told then in our leadership and
social class, much of the decisions we make
comes out of social gatherings, networking
and pocket meets before advancing for power
positions.
I come to realization that love and power are
two very different things, often at odds with
each other.
While Inheriting power traditionally and
customary is one thing. Manipulating is the
work of tyrants. I learnt love is about affection
and respect, power is about control and
someone who pursues power over others for his
own personal advancement is rightly deserving
of opprobrium.
We initiate force (that is to say, when self-
defense is not an issue), it’s usually because
we want something without having to ask the
owner’s permission.
Reality, power phenomenon has infltrated
mankind with parallel creation of the universe
and life. No disagreements there then why we
can’t change them. We are so entwined with
today then tomorrow.
Men have struggled for power over their fellow
men in order that they might win the joys of
earth at the expense of others, and might shift
the burdens of life from their own shoulders
upon those of others.
If love is a factor in such instances, it’s more
likely love of one’s self than love of others.
When real love is the motivator, people deal
with each other peacefully. We use force only
in self-defense.
We respect each other’s rights and differences.
Tolerance and cooperation govern our
interactions. But what about those who exert
pain and suffering to make lead ways in life, is
it not wrong. I know frst-hand.
Imagine if ‘power lovers’ could take this one
word to their eternal life? Or could they?
We claim to love our fellow citizens while we
hand people ever more power over their lives,
hopes and pocketbooks. We’ve erected what I
derisively termed the “bullies” in which we as
adults are pushed around, dictated to, hemmed
in and smothered with good intentions as if
we’re still children.
If you think these trends can go on indefnitely,
or if you think power is the answer to our
problems, or if you think loving others means
diminishing their liberties, you’re part of the
problem.
If you want to be part of the solution, then
consider adopting the following resolutions for
this year and beyond:
I resolve to keep my hands in my own pockets,
to leave others alone unless they threaten me
harm, to take responsibility for my own actions
and decisions, and to impose no burdens on
others that stem from my own poor judgments.
I resolve to strengthen my own character so
I can be the model of integrity that friends,
family and acquaintances will want to respect
and emulate.
If I have a “good idea,” I resolve to elicit support
for it through peaceful persuasion, not force. I
will not ask politicians to foist it on others just
because I might think it’s good for them. I will
work to free my fellow brothers and sisters by
trusting them with more control over their own
lives.
I resolve to offer help to others who genuinely
need it by involving myself directly or by
supporting those who are providing assistance
through charitable institutions. I will not
complain about a problem and then insist
that we fx it at twice the cost and at half the
effectiveness.
I resolve to learn more about the principles
of love and liberty so that I can convincingly
defend them against the encroachments of
power. I resolve to make certain that how I
behave and how I choose my leader will be
consistent with what I say. And I resolve to do
whatever I can to replace power with the power
of love.
Remember sky’s the limit and everything that
goes up must come down. Love for power is not
at pinnacles end. Gravity Rules.
A tall order, to be sure. Let’s get started. Hey
after all weekend Kava and drink sessions are
not all that bad. Taki and Cheers.

of Bollywood, and rightly so. We
are indeed talking about the Kapoor
family. On one hand, while their ‘latest
entrant’ Ranbir Kapoor is going great
guns, the two of the elderly lot (A.K.A
yesteryear’s heartthrobs) Shammi
Kapoor and Shashi Kapoor are not in
the best of their health.
It was only last month that Shammi
Kapoor (who was suffering from acute
kidney failure) developed high fever,
while he was still in hospital, and was
admitted in the ICU. On the other hand,
Shashi Kapoor too got admitted in a
city hospital. Reportedly, the common
factor of them both is that, both the
actors have requested their families to
discharge them from their respective
hospitals, so that they can spend some
more time with their families. Reports
also have it that both the doyens have
strictly expressed their desires that not
to be taken abroad for treatment.
We wish both the Kapoors a speedy
recovery.
John Abraham and Bipasha Basu are
considered to be one of the hottest
and constant couple in Bollywood.
But they could not avoid the gossip
mills and speculations like any other
Bollywood couples. In fact, the
duo has been often in the news for
their alleged break up, which never
happened.
However, the latest rumours suggest
that the hot pair of Bollywood is
now parting ways after dating each
other for more than eight years.
Bipasha has recently attended
Hrithik Roshan’s birthday party
without John. Though, she wanted
him to accompany her but the hot
hunk gave it a miss.
But, Bipasha denies such rumours
saying that she has got used to it
and they don’t bother to clarify on

Unpaid bills for the event, held nearly
six months ago, run into a hundred
million rupees. The dues of the various
hotels that provided accommodation to
Bollywood stars, some of who even had
private after-parties on every evening

during the 2010 IIFA awards, are yet to
be cleared.
Six months later, many service
providers have also been left high and
dry. Nearly 100 million rupees in unpaid
bills remains to be settled, the Lanka
News web portal reported adding that
deluxe hotels in Colombo have become
“victims” after welcoming the Indian
stars.
According to reports Sri Lanka’s
tourism authority had hosted the
International Indian Film Academy
(IIFA) awards as part of tourism
promotion with the Indian organisers
having to pay virtually nothing for
their stay. The awards was marred
by boycott calls and the absence of
many top names, including IIFA brand
ambassador Amitabh Bachchan.
His actor son Abhishek, daughter-in-
law Aishwarya Rai and megastar Shah
Rukh Khan too were absent from the
Colombo event. But Salman Khan,
Kareena Kapoor and Saif Ali Khan
were among the stars who attended.
Sri Lanka as a venue for IIFA had
angered Tamil supporters in India, who
accused the Sri Lankan army of killing
Tamils civilians during the confict
between the army and LTTE last year.
The South Indian Film Chamber of

A 17-year-old Nebraskan too young
to cast a ballot has captured enough
votes to win the Miss America
crown, kickstarting her hopes of
going to law school and eventually
becoming a politician.
“I want to be there making sure that I
stand up for what’s right, stand up for
integrity and honesty,” Teresa Scanlan
told AP last Saturday night after
becoming the frst Miss America from
Nebraska.
She won a $US50,000 ($50,340)
scholarship and a year’s reign in one
of the most visible positions any young
woman could seek.
She’s the youngest Miss America since
the pageant implemented age limits
in 1938. Rosemary LaPlanche was
runner-up in 1940 and easily won the
crown in 1941 despite being one month
too young to compete, according to the
pageant’s website.
Scanlan captured the hearts of seven
judges after a night of playing the
piano, walking across a Las Vegas
stage in a white gown and black bikini,
and saying security trumps the public’s
right to knowledge when it comes to
government leaks.
She said she will register to vote as
an independent after turning 18 next
month, and work toward her goals
by going to law school and perhaps
becoming a prosecutor, then judge.
“At this point, attorneys and politicians
are looked down on and have terrible
reputations for being greedy and power
hungry and I really think it’s important
for people who have their heart and
mind in the right place get into those
powerful positions,” Scanlan told the
AP.
“When I talk to kids my age, I don’t
fnd very many who are interested in
that, because many are just turned off
to the idea,” she said.
“I think it’s important that we get a lot
more of my generation willing to step
up and go into those positions.”
Scanlan beat out 52 beauty queens
from other U.S. states, plus Puerto
Rico, the Virgin Islands and the District
of Columbia. She said she was a bit
worried after a preliminary interview
with judges and hoped they would
think a 17-year-old could do the job.
Clearly, they did.
“And I never passed up a cookie on my
journey here,” Scanlan said.
Scanlan said age didn’t matter as the
pageant celebrated its 90th birthday,
though she thought her age might have
made her an underdog.
“We were on an even playing feld,”
she said. “From 17 to 24, that can
be a huge age range. But with these
girls, they are all at the highest level
imaginable.”
Miss Arkansas Alyse Eady won
$25,170 as frst runner-up, while Miss
Hawaii Jalee Fuselier won $A20,136
for third place.
Bollywood actress Lara Dutta and

planning to get married on February
19th, 2011.The couple got engaged in

“I’ve always been a small heavyweight
and when you walk into weigh-ins and
see the biggest, ugliest, scariest looking
guys, that’s usually who I’m fighting
that night.”
If you’re breaking down Saturday’s UFC
Fight For The Troops 2 bout between
Joey Beltran and Pat Barry, you assume
that neither heavyweight will have to
look too far to find the other once the
bell rings. It’s no secret, they like to
stand and trade as opposed to taking the
fight to the mat.
On the canvas, things get a little more
complicated. Both of Barry’s mixed
martial arts losses have come via
submission. Beltran, who has one
submission defeat of his own, actually
has a blue belt in Brazilian Jiu-Jitsu.
Does that mean that if the opportunity
presents itself, he’ll look to try his luck
with Barry on the ground?
“I would like to say that I’d take him down
and use my jiu-jitsu, but when the fight
starts happening, you tend to go where
your instincts are, and my instincts are
always to scrap,” said Beltran. “The last
fight (against Matt Mitrione), you look at
round one and I easily got the takedown
and I probably should have taken Matt
down again. It would have made it more
of a boring fight, but it probably would
have been a lot easier to win. But when it
starts happening, you just go with what
you know, and fighting is all I know how
to do. That’s what I’m good at and that’s
what got me to the big dance, and I don’t
plan on changing now.”
That statement is music to the ears
of fight fans who have adopted “The
Mexicutioner” as one of their favorites
due to his tendency to bite down on his
mouthpiece and start swinging as soon
as he’s called to battle, chin tucking

Fight of the Night honors. It was a stellar
year to say the least, but the soft-spoken
Carlsbad, California product refuses to
get overrun by the hype that goes with
being a prospect in one of the UFC’s
glamour divisions.
“I just stay grounded, and I know that
regardless of how many people are
watching and how many interviews you
do before the fight, and how much hype
is built around the fight, at the end of the
night, you’re gonna have to be locked
in a cage with another man and go to
work,” he said. “So if you’re not ready
to do that, it’s gonna be pretty bad for
you. (Laughs) And on top of that, you
have 20,000 people watching live, and
last time millions watching on TV. So
you’d better be ready to fight.”
That’s one thing Beltran has down pat,
and despite facing a technically superior
striker in Barry, the 29-year old’s
brawling attack may just be unorthodox
enough to give the former K-1 kickboxer
some problems this Saturday in Texas.
“It definitely falls into that old cliché,
box the brawler and brawl the boxer, and
that’s definitely what I’m gonna try to
do,” said Beltran. “If I got complacent
with who I’m fighting, and for some
reason decide to get into a technical
match with Pat Barry, I’m sure I’m
gonna get eaten up. I have to remember
who I am and stay true to myself and I
should be all right.”
Yet despite taking a ‘if it ain’t broke,
don’t fix it’ approach to his fight game, in
the gym, Beltran used the Mitrione fight
as a motivating tool to reassess what he
was doing in his pre-fight preparation.
“I went through a change of heart and
really analyzed a lot of things, which
you tend to do after taking a loss,” he
said. “It’s why sometimes a loss is the
best thing that can happen to you in
MMA. After losing I really sat back and
I already knew I was training hard, but it
made me question if I was doing all the
right things. For the most part I learned
that there was still a little bit more that
could have been done and I feel that
I’ve taken the necessary steps, and even
pulled a little back in training because
I think I was overtraining a little bit. I
always did my own thing and went to
like four or five different gyms per camp,
getting a little bit from here and a little
bit from there. This camp I simplified
things and turned up the intensity.”
An even more intense Beltran is a scary
thought for future opponents, but then
again, facing someone like Barry, who
once likened a taste of his leg kicks
to stepping on a land mine, is pretty
intimidating as well. But Beltran’s
healthy dose of respect for his foe
doesn’t translate into fear – Barry’s just
another big guy trying to take his head
off.
“I’ve always been a small heavyweight
and when you walk into weigh-ins and
see the biggest, ugliest, scariest looking
guys, that’s usually who I’m fighting
that night,” laughs Beltran, who at 6-1
is actually two inches taller than Barry.
“Getting hit by large people that hit
really hard is nothing new to me. He can
throw his leg kicks and we’ll see what
happens.”
If it seems like Saturday’s fight is just
another night at the office for Beltran,
it is, so consequently the same person
who walked into Las Vegas nearly a year
ago as a heavy underdog against Rolles
Gracie is the same one going to Texas to
face Barry. It’s just business.
“I’m just doing what I’m supposed to
be doing,” he said. “I’m a professional
fighter, I have the trust of my family,
I’m not playing around all day with my
friends, I’m training, and when I go
to fight every few months it’s to make
money to pay the bills. I’ve always had
that approach and I haven’t really gotten
caught up in the hype of ‘oh, you’re a
UFC fighter.’ It’s funny to me that it
seems everybody around me has more
so than I. I stressed out just as much
fighting in small Indian casinos or
cages thrown up in nightclubs overnight
as I do fighting in the UFC now. The
fights mean that much to me, and it’s
always been that I’m fighting for my
life, regardless of how many people are
watching.”
They will be watching though, as a Joey
Beltran fight means that for 15 minutes
or less, you will be entertained. But what
about the future? Is there more in store?
He’s positive that there is.
“I really have the outlook that I’m in the
UFC, I’m the only person in my family
in the UFC, the only person in my city,
the only person among my friends,” he
said. “So I’m the only person I know who
has an opportunity to become the UFC
heavyweight champion of the world.
I genuinely have the opportunity to do
that; it may not be this fight, but I’m
here. So if I don’t approach every fight
and every opportunity I get to fight in
the Octagon with that mindset, then I’m
wasting my time and wasting the time of
everybody else around me. So I’m going
out there to fight Pat Barry thinking it’s
one step to getting the title, and that’s the
outlook I have for 2011 and from now
on. Every fight, I’m inching my way to
that title.”
Can’t remember if an egg is fresh or hard

produced by hens with red feathers and
red ear lobes. Brown egg layers usually are
slightly larger and require more food, thus
brown eggs usually cost more than white
eggs. An egg shell has as many as 17,000
pores over its surface.
A whole egg is about 3 tablespoons worth
of liquid, the egg yolk measures about 1
tablespoon of liquid. Older hens tend to
lay bigger eggs but double-yolked eggs
are produced by younger hens whose egg
production cycles are not yet synchronized.
There are about 70 calories in an uncooked
egg and 77 calories in a cooked egg.
China produces the most eggs, at about 160
billion per year. In the US, about 280 million
hens produce more than 65 billion eggs per
year. A hen can lay about 250 eggs per year.
Chicken are descendants of the red jungle
fowl (gallus gallus spadiceus) that lives in
Asia. The chicken is one of the frst domestic
animals, appearing in China around 1400
BC. The are some 150 chicken species and
hundreds of chicken breeds.

Short answer: the chicken is the egg’s way
of creating another egg.

2011 Lexus RX which will see major
changes following the redesign for the
2010 model year.
This premium crossover SUV seats fve
medium-size and must Reprise RX 350
and the gas / electric hybrid version of the
RX 450h. Both should be available with
front or all-wheel drive. RX 350 must have
275-hp 3.5-liter V6 engine and a 6-speed
automatic transmission. The RX 450h
will be a pair of 3.5 liter gasoline V6 with
electric motors total 295 hp. Just as Toyota
and Lexus hybrids, the RX 450h can run
on one or both of the power sources to
balance acceleration and fuel economy. It
does not require recharging plug-in and
use the continued transmission of variable
automatic (CVT).
Key safety features to look for and
what models show the best results
What better way to kick-off a new year
than with a new vehicle purchase? If
you’ve found the model that has the right
look, price and size for you, have you
also considered how it will protect you
and your passengers?
Any vehicle purchase is a signifcant
investment but for a small price
differential, you could be getting a whole
lot more protection. Buying a vehicle
with high standard safety features can
not only protect you but also reduce the
likelihood of you even being in a crash.
Many key safety features to look for are
readily available, even on used vehicles
which make up the majority of vehicle
purchases in B.C.
Here are ICBC’s top fve tips for buying
a safer vehicle:
No. 1 – Belt up: This may seem obvious
since seatbelts have been mandatory in
vehicles for as long as we can remember
but they are still the most important safety
device in a vehicle. Contrary to what we
might think, seatbelts can vary in design
and effectiveness and have improved in
performance over the years. Look for
shoulder harnesses on all rear seats. Height
adjustable shoulder belts ensure you can
adjust the seatbelt to ft each passenger
correctly. Seatbelt pretensioners retract
the belt to remove excess slack in a
crash, which can dramatically reduce the
severity of injuries.
No. 2 – Full of air: The effectiveness of
a good, properly worn seatbelt improves
dramatically when combined with the
protection offered by airbags. As with
seatbelts, they have evolved and improved
over the years too. Advanced front airbags
have sensors that actually measure the
occupant’s size, seat position and crash
severity to determine the infation levels
for the driver and passenger, which also
reduces the risk of airbag-related injuries.
Side airbags are a great feature too as
they offer increased protection for the
head and torso in a side-impact crash.
No. 3 – Take a break: We’ve come a
long way in terms of how technology has
improved vehicle safety in recent years
and this is no more evident than with the
development of anti-lock brakes (ABS).
Driving in wintery, wet and icy road
conditions is never easy but can be helped
with a vehicle that offers dramatically
more control on slippery streets. ABS
prevents a car’s wheels from locking,
allowing you to maintain steering ability
and avoid skidding while braking.
No. 4 – Under control: While we’re
talking clever technology, electronic
stability control (ESC) is another great
development in recent years that has
helped drivers maintain control on
slippery roads or during unexpected
manoeuvres such as sudden swerving
or braking. The ESC system selectively
applies the vehicle’s brakes and/or
reduces the engine’s power to keep the
vehicle moving in the driver’s intended
direction, preventing loss of control.
ESC works best at reducing the risk of a
vehicle rollover, particularly with sport
utility vehicles (SUVs), some vans and
pick-up trucks. ESC will be mandatory
on all new models manufactured from
September 2011 (2012 models).
No. 5 – Keep level headed: A correctly
adjusted head restraint signifcantly
reduces the risk of soft-tissue neck and
back injuries during a crash. Whiplash
is the most common type of injury in
crashes – more than 70 per cent of people
injured report a soft tissue injury to their
neck and/or back. The most effective
way to prevent whiplash injuries are to
purchase a vehicle with a head restraint.

remember, any time you’re thinking of
buying a used vehicle, make sure you
have a safety check performed by a
professional, reputable mechanic who
can ensure key features such as brakes
and tires are up to current standards and
in good working order.
Importantly, always remember that we as
drivers are ultimately most responsible
for our own protection. Even the best
safety technology cannot override your
vehicle’s physical limits. If you push
your vehicle’s handling too far, you can
still be involved in a serious crash. Drive
smart.

is available must include a hard drive for
storing digital music fles, dual screen DVD
entertainment, adaptive cruise control, and

Heart transplants
127 heart transplants were undertaken
in the UK in 2008, a ffth on
children under the age of 16. Heart
transplants are usually carried out
on people with severe heart failure
caused by coronary heart disease or
cardiomyopathy. They can also be
carried out for patients with:
•Severe abnormalities of the heart
valves.
•Congenital heart defects.
•Uncontrollably fast heart rhythm.
A heart transplant may be offered for
a number of reasons, when certain
conditions are met:
•The heart muscle has become
weakened (cardiomyopathy).
•The heart’s blood vessels are blocked
and the heart muscle is damaged.
•Apart from heart problems, the
individual is in good health.
•Other treatments have been tried or
excluded.
•The individual is under 60 (in most
cases).
•The individual is able and willing to
stick to lifestyle changes necessary
after the transplant.
The average wait for a transplant once
on the waiting list in the UK is six
months. Unfortunately, about 15 per
cent per cent of patients die while on
the waiting list for a transplant. The
heart is stopped and a machine takes
over the function of the heart and
lungs. The diseased heart is removed
and the donor organ sewn in and
connected to the main blood vessels.
After a transplant, the individual will
need to take immunosuppressive
drugs for the rest of their life, to stop
their body rejecting the transplant, as
well as other drugs to help their body
fght infections. The new heart will be
monitored at regular intervals for any
signs of rejection. After the operation,
drugs are given to ensure the body
doesn’t try to reject the new heart.
In the past, heart transplants sometimes
failed because the person’s immune
system rejected the transplanted heart.
But as techniques have improved and
new immunosuppressive drugs have
been introduced to prevent rejection,
so heart transplants have become
more successful.
The majority of people who have
a heart transplant can now expect
to live for fve years or more. Even
so, transplant remains an ‘end-of-
the-line’ treatment when all else has
failed and the patient is likely to die
or have a poor quality of life unless
it’s done. Unfortunately, a shortage of
donors mean that a signifcant number
of people who are waiting for a heart
transplant die before a suitable one is
found.

Doctors have been treating heart
disease for hundreds of years, and
now modern drugs mean many
people with heart disease can lead a
relatively normal life. Treatments for
heart disease aim to do one or more
things:
•Improve blood fow through the
coronary arteries - by dilating the
arteries, for example.
•Reduce the build up of
atherosclerosis.
•Help the heart muscle to work
better, allowing the heart to act more
effciently as a pump.
•Change the electrical control of the
heart, so infuencing the rhythm, for
example by slowing the heart when it
beats too fast, or preventing abnormal
rhythms, such as atrial fbrillation.
•Thin the blood to improve fow, stop
clots from forming and prevent a
heart attack.
•Reduce the strain on the heart,
for example by controlling blood
pressure.

Most are taken orally as tablets or
capsules to be swallowed, but they can
also come in the form of tablets held
under the tongue, aerosols or patches.
Drugs can also be administered

can use to treat heart disease. Many
people will fnd that they’re advised
to take several different medicines
together, depending on the nature of
their heart problem and whether they
have risk factors such as high blood
pressure.
Many heart drugs have minor side-
effects, but most settle down in time.
Your doctor and/or pharmacist will
alert you to any side-effects and
what you should do about them,
and you’ll also fnd details in the
information leafet that comes with
your medication. If you develop

A new study has revealed that a
great sex life will not only help you
feel and look younger - it will also
help you live longer.
Dr Eric Braverman, an anti-ageing
expert from the US, has written a
new book ‘Younger (Sexier) You,’ in
which he says that sex not only raises
your hormone ¬levels (so keeping
you young), but can also boost your
metabolism, brain function, heart
health and immunity.
Braverman says that coffee can help
boost a fagging libido, while snacking
on peanuts can enhance arousal,
reports the Daily Mail.
Eating brown rice can help combat
sexual coldness, while avocadoes
might increase your capacity for
pleasure.
Braverman also points to a study by
Queen’s University in Belfast that
suggested having sex three or more
times a week reduced the risk of heart
attack or stroke in men by half.
Orgasms are thought to fght infection
- increasing the number of infection-
fghting cells by up to 20 per cent.
A recent study also found that greater
sexual activity in older men might
protect them against prostate cancer.
According to the doctor, the best
aphrodisiacs are asparagus, bananas,
cabbage, celery, fgs, oysters and sea
veggies.
But it’s not just about the mechanics
of sex. Healthy sexual function is
also about how your brain reacts to
the messages it’s receiving from your
body, he adds.
When your brain is working at its
peak, brain chemicals are produced
and dispersed at the correct levels. A
reduced sexual desire can apparently
be the frst sign there’s a problem with
one of the four key brain chemicals -
dopamine, acetylcholine, GABA and
serotonin.
The following spices can also boost
dopamine levels: basil, black pepper,
cayenne, chilli peppers, cumin, fennel,
fax seeds, garlic, ginger, mustard
seed, rosemary, sesame seeds, tarragon
and turmeric.
Spices good for boosting acetylcholine
include allspice, basil, cumin,
peppermint, sage, thyme and turmeric.
Alcohol increases GABA ¬levels,
but make sure you stop at one or two
glasses a day — a man might not be
able to maintain an erection and a
woman could nod off.
Good antidepressant spices for
serotonin include anise, dill, marjoram,
nutmeg, peppermint, saffron, spearmint
and turmeric.

offered some tips on how to protect
kids this fu season.
The fu is an infection of the nose,
throat and lungs caused by a variety
of strains of infuenza viruses.
While the fu typically causes mild
symptoms, it can be severe enough
to cause hospitalization or even
death. Flu most commonly occurs in
the winter and early spring.
While the best way to prevent the
seasonal fu is to get vaccinated.
Children’s doctors and the American
Academy of Pediatrics give the
following tips on how to stop the
spread of fu germs:
1. Cough and sneeze into a tissue. If
you don’t have time to get a tissue,
bend your arm and sneeze or cough
into it. Teach your children to do the
same.
2. Use tissues for wiping runny
noses and catching sneezes. Throw
the tissues in the trash after each use.
Wear a mask if you are coughing or
sneezing frequently.
3. Avoid kissing your child on or
around the mouth or face when either
of you are ill.
4. Make sure everyone washes their
hands before and after coming into
close contact with someone with
the fu. Everyone should wash their
hands with soap and warm water for
at least 15 seconds (about as long
as one verse of Happy Birthday).
You may also use a waterless hand
cleaner in addition to hand washing
or if soap and water are not available.
5. Don’t let children share pacifers,
cups, spoons, forks, washcloths, or
towels. Never share toothbrushes.
6. Wash dishes, forks, cups and
spoons in hot, soapy water or the
dishwasher.
7. Change cloth towels often and
wash them in hot water.
8. Wipe all surfaces, including toys,
with a disinfectant or soap and hot
water.
9. Keep children, particularly infants,
away from secondhand tobacco
smoke. Children who are exposed
to tobacco smoke have an increased
risk for respiratory illness.

iNTErNATioNAl scammers operating
from sophisticated call centers have
joined local doorknockers in targeting
the victims of Queensland’s foods
disaster.
Queensland Police warn that the scammers
will continue to target victims for months
to come.
Detective Superintendent Brian Hay of
the fraud and corporate crime group said
unscrupulous people from Queensland,
Australia and around the world were
going after food victims and generous
Queenslanders.
“I will expect that these scams and these
international predators will continue to
focus upon the victims and the community
support for this event for many months to
come,” Det Supt Hay said.
“... We will see second and third and fourth
waves of these predatory behaviours.”
Victims are being targeted by scammers
calling them, purporting to be from offcial
organisations which could fast-track
applications for food relief for a $200 fee.
No such organisations exist, no payment is
required and no fast-tracking occurs.
Det Supt Hay warned that as well as
losing $200, victims were also losing their
important identity, bank and credit card
details.
Anyone who has been a victim should
cancel those accounts immediately.
Det Supt Hay said most of those phone
calls were coming from overseas.
“They are operating out of professional,
organised call centers and they have vast
resources,” he said.
People should never provide personal or
fnancial information when called on the
phone, he advised.
The scammers are also likely to target
victims in surveys, trapping them into
revealing what they had lost and their bank
and insurance information.
In six to eight weeks victims may receive
another call from someone seeking to
verify that information and seemingly
coming from an offcial source.
Det Supt Hay also warned people to
ignore spam emails purporting to be from
charities.
Seemingly innocent photographs emailed,
even those that seem to come from friends,
could be dangerous, releasing a key logger
to record internet banking details and
personal information.
The warning extends to photos, videos
and information posted on popular social
networking sites.
Det Supt Hay said bogus websites were
bound to appear. It only took six hours
after the Christchurch earthquake in New
Zealand before such websites appeared.
Locally, scammers have been door-
knocking food victims offering help on the
condition cash is paid upfront.
Det Supt Hay advised residents never to
pay in cash or upfront, and to ensure that
they use licensed trades people.
“These people will put your cash in their
pocket and disappear, or they’ll do half
a job or a shoddy performance and then
disappear,” he said in a message broadcast
on YouTube and the Queensland Police
Facebook page.

A CROSS-dressing police offcer was
caught alone in his car in a black ladies
g-string, bra and six-inch high heels
while committing an “offensive act”, a
court heard.
With his uniform on the back seat, off-duty
constable Peter Karras, 51, of Green Valley,
thought a dark and secluded Punchbowl
street, in western Sydney, was the perfect
place to put on women’s clothing and
touch himself.
But two offcers patrolling the area spotted
Karras about 10.40pm.
Documents tendered to Burwood Local
Court revealed Karras was wearing a black
ladies G-string that exposed his penis, as
well as a black bra, several gold necklaces
and matching bracelets and six-inch high
heels.
The offcers also found his police uniform
and police-issued gun belt on the back seat
of his car, the court heard.
Karras was charged with behaving in an
offensive manner in a public place and
pleaded guilty in Burwood Local Court.
He was convicted and fned $500 plus
court costs.
A police spokesman said Karras had served
as a constable for six years.
AN elderly chinese medicine practitioner
told two clients they needed to be naked
if they wanted a massage, before he
raped and indecently assaulted them, a
jury has heard.
Thieu Le, 71, is accused of indecently
assaulting and digitally raping the two
women who went to see him for a
massage at his Chinese medicine clinic in
inner Melbourne in 2007 and 2008.
Le told one of the women she had to
remove her clothes as he needed to
massage her whole body to help with blood
circulation, prosecutor Paul Stefanovic
told the Victorian County Court.
He later allegedly told the second
woman, “You need to be naked so I can
massage you.”
Le has pleaded not guilty to fve counts of
rape and six of indecent assault.
The jury heard the frst woman visited
Le’s premises in Victoria Street,
Richmond, in 2007 complaining of a
sore back and neck.
She agreed to a $35 massage for 45
minutes and was told to remove her
clothes.
She left her underpants on, but Le told
her to remove them because he needed
to massage her whole body to help with
blood circulation, Mr Stefanovic said.
The woman undressed to her underpants
and asked for a towel but Le allegedly
said he didn’t have anything for her to
cover herself.
As she lay face down, Le tried to remove
her underpants, but when she resisted Le
became angry and said she needed to trust
him, Mr Stefanovic said.
Le then allegedly placed his hand between
her legs and indecently assaulted her.
He also massaged her breasts and
digitally raped her.
The woman tried to sit up, but Le told her
he wasn’t fnished, Mr Stefanovic said.
She then got up and left.
The second woman went to see Le in
2008 with a sore neck.
She was also told she had to be naked, but
did not respond to Le’s request because
she was frightened, the jury heard.
The woman allegedly felt Le’s penis
rub her arm and he felt her breasts and
genital area before digitally raping her.
Defence barrister Julie Sutherland said
Le denied all charges, and jurors needed
to assess the credibility of the two
women’s claims.
Ms Sutherland said her client was a
properly registered and accredited
Chinese medicine practitioner who had
been practising for 12 years, including
four years in solo practice where he
regularly performed massages.
Ms Sutherland denied Le was a “fy-
by-nighter” who pretended he could
give massages and dispense herbs as he
wished.
She said he had a clean record and there
had been no allegations against him
since.
The trial continues.

in raging foodwaters in Toowoomba
and, until last night, authorities feared
she may number among the dead.
Queensland Police released the shocking
photograph of the young woman caught in
the torrent.
They were ready for the worst but ended up
with yet another of those incredible stories
to emerge from this disaster. She survived.
The teenage girl was swept further
downstream from where this picture was
taken at the Grand Central Shopping
Centre.
But instead of being swallowed by the
violent torrent, she was plucked from
the water by rescuers a “fair way down”,
police said.
The offcial death toll from the foods
since last Monday stands at 20, with grave
concerns held for 12 others, including
members of two families from Murphys
Creek.
While volunteers continued the massive
clean-up in Brisbane and across
Queensland, Victorians were fghting
foods of their own.

The foreign affairs department is working
with local authorities to assist a Canadian
man shot in Mexico.
Media reports say Mike Di Lorenzo, 69, of
Penticton, B.C., was shot in the leg Monday
afternoon by a stray bullet while vacationing
in Mazatlan, a city on the country’s western
coast.
He is said to be recovering in a local hospital.
“We’re very concerned, there is no doubt,”
said his brother, Guglielmo Di Lorenzo, on
Wednesday morning from his Vancouver
home.
He said he had little information on his
brother’s current circumstances except that
he underwent an operation for a wound
below his knee on Tuesday.
“I can tell you that the Department of
Foreign Affairs and International Trade is
aware of reports that a Canadian citizen was
injured in a shooting in Mazatlan, Mexico,”
department spokesman Alain Cacchione said
in a statement.
“Canadian consular offcials in Mazatlan are
working closely with local authorities and are
providing consular assistance as required.”
Cacchione recommends Canadians read
the travel advisories published on the
government website prior to travelling
abroad.
“(It) provides the latest information on the
situation on the ground,” he said.
The foreign affairs department recommends
a high degree of caution when travelling in
Mexico and warns tourists to be aware of
their surroundings when visiting Sinaloa,
the state where Mazatlan is located.
Heavily armed gangs have targeted travelers
in the western state, the department says.
The advisory also suggests tourists avoid all
non-essential travel in the northern parts of
the country near the U.S. border.
Concerns over whether Mexico is a safe
travel destination have been growing as a
series of violent reports involving Canadians
have made headlines in this country.
Mexico is one of the most popular travel
destinations for Canadians seeking a
warmer climate and tourism is a valuable
source of income for the country. According
to Statistics Canada, Canadian tourists spent
over $1.1 billion in Mexico in 2007.
A Vancouver TV reporter has been
charged with sexual offences involving a
minor, police say.
Ron Bencze, who is employed by Global
BC, has been charged with one count of
sexual assault and two counts each of
sexual interference of a person under 16
and invitation to sexual touching under
16, RCMP said Tuesday.
The offences allegedly occurred over
a number of years, from 2001 to 2011,
RCMP said.
Global BC news director Ian Haysom
said the station is very concerned about
the allegations, but will not say anything
until it learns more.
Bencze, 44, is married with three
children.
He was released from custody on a
number of conditions after a provincial
court appearance Tuesday. He must
abstain from any contact with his alleged
victim and any other young people.
Bencze is scheduled to return to court on
February 7.

The recall comes after a dozen of
them broke while in use, leaving fve
people with cuts. Customers are asked
to stop using the glasses immediately

The recalled sleepwear does not
meet the design and fammability
requirements for children’s sleepwear
under Canadian law.
Children’s sleepwear that is loose
ftting or that has loose edges can
contact ignition sources such as stove
elements, candles, and matches more
easily than tight-ftting sleepwear.
Once ignited the sleepwear can
burn rapidly and cause severe burns
to large areas of the child’s body
resulting in shock and sometimes
death.
Neither Health Canada nor Sears
Canada has received reports of
incidents or injuries related to the use
of these sleepwear sets.

systems in a new data centre. This work
