A Message From
The Providence Center
This past year Anchor Recovery Community Centers have enjoyed tremendous
growth. We have expanded our Recovery Support Services with the development
of the Anchor ED program and continued our programming at the DOC, Anchor
Warwick,and Pawtucket sites. We have begun a pilot program with United
Healthcare to provide reimbursement for recovery support services. With CCAR,
we have developed a new Telephone Recovery Support Program. To support this
growth and more to come we are happy to announce the following:
James Gillen, LCDS, has been promoted to Director of Recovery Support Services. Jim will continue to lead the Anchor Recovery Community Centers and programs and oversee the Anchor Recovery Support expansion both at a state and
national level. He will be the lead voice at the state level for recovery support funding and policy change.
Tommy Joyce LCDP has been promoted to the new position of Associate Director of
Recovery Support Services, reporting to Jim. Tommy brings many years of experience as a treatment provider with both children and adults. He is a strong advocate
for recovery support services and successfully led the volunteer process for the
Rally for Recovery this last year. Tommy will assist Jim in the Anchor operations and
expansion of Recovery Support Services in the state and national level.
Jennifer Palo has been promoted to a new position as Data and Marketing Coordinator for Anchor Recovery Community Centers. Jen comes to the Anchor with a
Masters Degree in Financial Economics and a strong background in finance and research. Jen will report to the Manager of the Anchors, Michelle Harter. Jen will be
responsible for data collection analysis and outcomes reporting , the implementation of the telephone recovery support services and the Anchor web site and social
media marketing.

Esther’s Well

Felicia Delgado, Executive Director
Purpose
The purpose of Esther’s Well is to provide a safe and secure environment in which to encourage and assist women to develop a
positive and productive way of walking in their womanhood, to restore healthy pride, to establish mental, spiritual and emotional
balance, and to become healthy, positive and contributing members of their community.
Mission
Esther's Well is a multi-cultural, multi-dimensional, restorative program by and for women. We work solely with commercial sex
workers, exotic dancers, and human trafficking victims. Through the utilization of proven treatment models and teaching, women
explore new avenues to an emancipated life.

Felicia Delgado is a survivor of domestic violence, human trafficking, and prostitution and has been in recovery for 16 years. Having
an understanding of what it is like to live the life and connect with the ladies on a more intimate level, drove her to find resources
for women struggling to get out of that life. While trying to help these women, Felicia found that there were no resources available
specific to this particular population. So she went out on the streets and started doing the work alone. From there she invested in
“Project Renew” and together they established a program to serve those clients.
The name “Esther’s Well” originated from the Old and New Testaments, “It was given to me by God” Felicia Delgado stated. The
first part of the name “Esther” is referring to “Queen Esther” in the Old Testament. Queen Esther was groomed for 1 year which
included intensive preparation and removal of toxins before she was beautified and presented to the king.
The second part of the name referring to the “Well” comes from the woman standing at the well in the New Testament. She is
standing at the well because she has been exiled from her community for having five husbands. Women mocked her, treated her
bad and with disgust, all because she had five husbands. Now here she is standing at the well with all of this baggage and her hands
are full and she can’t do anything but stand there. This is where the quote “for a time such as this” comes from. “This” is referring
to the time where women who have been traumatized will rise up.
