The Kootenay Festival
Of The Arts 2016

The Kootenay Music Festival had its inception with
representatives of the Trail Veteran’s Orchestra and the
Nelson Symphony Orchestra setting up a joint committee to plan for a Kootenay wide festival in the spring of
1930. These words were originally written for the first
festival.
A music festival is a good thing in itself. It is chiefly beneficial
to the young who through the competitions have an opportunity of learning much about music that they could learn in no
other way. The fact that the festival is to be held annually will
encourage interest in music generally as the competitors have
to spend months in practicing for the contests.
This venerable two week festival has been a cultural
cornerstone of the history of Nelson and Trail and all the
surrounding communities since 1930. Indeed, it is one
of the oldest festival traditions in British Columbia. Its
goals have always been to inspire, educate, evaluate and
promote regional students in the performing arts disciplines of piano, strings, voice, choral, dance, drama and
speech arts. The festival supports the many disciplines of
performing arts teaching in our region, through schools
and private teachers. The Kootenay Festival of the Arts
has embraced new forms of performing arts expression,
while respecting and upholding the historical forms.
Nelson will be hosting the festival this year! Check out

The Relationship Between
Income And Health
According to a recent report about income-related health inequalities in Canada,
on a national level we collectively spend
more than $200 billion a year on publicly
funded health care. Here in British Columbia
our health care is almost 50 per cent of our
provincial budget. But despite all this spending, those who are richer enjoy better health
and live longer than those who are poor.
Our health is most impacted by social determinants – things like stable housing, having a
job, access to education, and a steady income
can make us healthier. It’s all connected – if
you have a job and a steady income, you are
more likely to be able to find the resources to
improve your education or the education of
your children. With an advanced education,
you are more likely to have a higher income
and be able to afford safe and stable housing.
If you have affordable housing, you are less
likely to have to choose between buying
healthy food and paying the rent and that
means you can eat a healthier diet.
Health indicators like obesity, smoking
rates, and child mortality paint a picture of
two different worlds – the poorest Canadians
are challenged by these problems much
more than those who are economically
advantaged.
Universal health care, like we have in
Canada, is a cornerstone to a more equitable society in terms of access to health care.
We can also help decrease health inequities
by investing in affordable housing, improving access to education, and supporting
poverty reduction planning programs in our
communities.
After all, every person matters.

Purpose of Bylaw No. 2431, 2016: The Regional District of Central
Kootenay has proposed a suite of administrative text amendments to
the Regional District of Central Kootenay Zoning Bylaw No. 1675,
2004 to ensure that it remains current and consistent with more
recent bylaws that relate to land use planning. The proposed bylaw
amendments are generally housekeeping in nature and are not
intended to materially change the intent of Bylaw 1675. These
changes include:
x Corrections to inconsistent and outdated definitions and
terminology, typographical errors, cross-referencing errors,
formatting errors and references to repealed Legislation and
bylaws; and
x The removal of references specific to Electoral Areas ‘A’, ‘B’ and
‘C’ from the zoning bylaw, which have their own separate
Comprehensive Land Use Bylaws; and
x The addition of explanatory notes to provide further clarity to
residents and businesses on matters contained within Bylaw
1675.

Pledge To Community Harvest Food Bank

Over the 2015 Christmas season, I decided to make a
pledge to community organizations in need. The Community Harvest Food Bank was in need and my solution to help
was to donate money on each completion of a real estate sale,
back to the Food Bank. On February 17, I presented a $500
contribution and hope that there are many more to come!
The local food bank location at St. David’s Anglican
Church in Castlegar is also a host location and hub for other
community minded help groups. It is a revolving door of

Bats This Winter?

WANTED: Public reports of bat activity during winter months. Our local bats are gone for the winter and
their whereabouts is currently unknown in the Kootenay
region. Biologists are requesting reports from citizens of
bats found hibernating during the cold season.
“During summer, we receive a lot of reports from residents who have bats roosting on their property in houses,
barns or sheds” explains Juliet Craig, Coordinating Biologist for the Kootenay Community Bat Project. “However,
we have very little information about where these bats
go in winter.” The goals of the Kootenay Community
Bat Project are to respond to public reports of roosting
bats in buildings, provide information on bat houses and
promote citizen scientists to monitor bat populations
through the Annual Bat Count. This project is funded by

Valley Local Conservation Fund in response to increasing
conservation concern for bats.
In the winter, local bats have been reported to hibernate
in caves, rock crevices or abandoned mines, but only a
few specific locations in the Kootenay region are known.
There is increasing anecdotal evidence that they might
hibernate either singly or in small numbers in human created habitat such as buildings, chimneys, firewood piles,
etc.
The Little Brown Bat (Myotis lucifugus) was emergency
listed as Endangered on the federal Species at Risk Act
(SARA) in 2014 because of sudden and dramatic declines
across the eastern portions of the range. These declines
are the direct result of white-nose syndrome (WNS), a
fungal disease that has killed millions of bats in eastern
North America during their winter hibernation.
WNS is currently not detected west of the Rockies, but
is predicted in British Columbia during the next five to
ten years. One of the first steps to managing the disease
impacts is to better understand bat behaviour and habitat use in the winter. By locating the winter hibernation
sites, biologists hope to prevent inadvertent disease introduction and protection of these sites will be essential for
recover of populations should disease arrive and devastate
local populations. “Programs like the Kootenay Community Bat Project are in place to collect information from
the public on bat populations with the intention of aiding
in the conservation of bats and their habitats”, continues
Craig. “Reports from the public about bat hibernacula are
extremely important for bat conservation in the province”.

Information of particular importance is the location of
the roosting sites (provide exact location so the site can be
located again in future years), unusual behaviour such as
flying during the day, how many bats were at the site, and
a general description. It is very important that the bats
should not be disturbed and so in most cases just select
bats for the Species field and enter the number observed
under Unknown age and sex.
If these sites are from caves or mines, we also encourage
you to contact http://www.BatCaver.org, a citizen science
effort by Alberta and BC cavers to help locate bats hibernating in underground locations.
