Fundraiser Results!
Dandy Snow Lion Events (Nuzla Izmirli and Leah
Jade Snow) held their frst annual masquerade party last
month. Te event was a full fundraiser with many donat-
ing their time and energy, to not only bring an amazing
event to the Kootenays, but to also raise funds for our lo-
cal Nelson SPCA. We are pleased to announce that the
event raised $1297.95!!!
Tere were many amazing DJs
playing both rooms of the Spirit
Bar for the entire evening, and
many a creative mask and cos-
tume in attendance. Tere was
even a prize for the best hand-
made mask, donated from Cow-
an’s in Nelson that gave the win-
ner a free annual discount card
for Artist Supplies for further
creative projects.
Music was in both rooms of
the Spirit Bar, with a DJ Battle
between Freddie J (Kelowna /

BCAA Launches Annual
“Worst Roads” Survey
Te British Columbia Automobile Association (BCAA)
is calling on British Columbians to identify the roads they
believe are the most unsafe and in dire need of attention
with its annual “Worst Roads” survey.
Until May 26, BC motorists, cyclists and pedestrians
can cast a vote for their ‘Worst Road’ nominee by visiting
the website, bcaa.com/worstroads or the BCAA Facebook
page. Voters can pinpoint the stretch of road they feel is
the ‘worst’ in BC and specify what infrastructure issue
they’re concerned about. People can vote once per road,
but for as many roads as they wish.
“Roads that are jammed with traf c, full of damaging
potholes or so deteriorated that you can barely see the
road markings can be scary for anyone to use,” says Ken
Cousin, BCAA’s associate vice-president of Road Assist.
“By voting, you can draw some attention to those unsafe
or inef cient roads that frustrate you the most.”
Last year, 581 stretches of road were identifed by British
Columbians as being some of the province’s most unsafe,
overly congested or deteriorating roads. Westside Road,
the winner for two years in a row, has seen a $6.5 million
investment made by the Ministry of Transportation and
Infrastructure towards improvements such as, realign-
ment, paving and slow-moving vehicle pullout projects.
“We recognize that a lot of road work is underway
throughout the province and that improvements take
time,” says Cousin. “We all have a role to play. BCAA
wants to ensure that drivers have a way to continue to
identify frustrating roads and we ensure this information
is shared with decision makers. As always, we urge British
Columbians to do their part by driving safely and we have
tips on our website to help.”
Troughout the campaign, real-time rankings are avail-
able on the voting site which can be accessed at bcaa.com/
worstroads. Once fnal results are verifed, BCAA will
publish the Top 10 “Worst Roads” List and share complete
survey results with municipalities, the Ministry of Trans-

avid gardeners would start one of the
most successful festivals in Nelson?
But that’s exactly what happened
when Glyn Violini, Lorelie Roll and
businesswoman Catherine Cardinal
set their plants out on a few tables on
Hall Street in 2002 and invited other
growers to join in. Tis colorful and
lively event draws hundreds of gar-
deners, from all walks of life, for a fve
hour shopping spree, rain or shine.
Te 13th Annual Nelson Garden
Festival is set to run on Saturday May
10. Te West Kootenay EcoSociety
has taken the Garden Festival under
its wings, and Markets Director Jesse
R. Woodward is excited to
take on the challenge. “When
the Garden Festival organiz-
ers came to me and asked if
I would take on the manage-
ment of this market I felt like
it was a perfect ft due to all
of the other market organiza-
tion that I already do.” Wood-
ward is in his third year man-

EcoSociety’s Cottonwood

from the festival blocks on Koote-
nay and Baker Friday night to avoid
problems in set up on Saturday. Park-

Get Involved In Preparing Te
Harvest!
Te Harvest Rescue program of the Nelson Food Cup-
board is beginning early this year. We had an excellent
harvest in 2013 with 7990 pounds of fruit gleaned by vol-
unteers and 2556 pounds of fruit and vegetables donated
from markets and fruit stands. Tank you volunteers and
fruit tree owners.
Tis season, not only will we be picking and gleaning
the harvest but growing and gardening throughout the
Nelson region. We are looking for garden gnomes, volun-
teers interested in gardening, gleaning and learning about
growing food in our region.
We are also seeking underutilized gardens or spaces to help
grow produce. Each potential space requires a caretaker/
owner that is responsible for it while the gnomes are away.
Join us in working to grow food and support local farms
and gardens.

Just Jazz
Nelson Choral Society & LVR Jazz Band will be per-
forming on Sunday May 11, 7 pm at Nelson’s Capitol Te-
atre.
Te Nelson Choral Society departs from its usual clas-
sical repertoire to embrace jazz at this Mother’s Day con-
cert. Sharing the program are the LV Rogers Jazz Band,
under director Tim Bullen, and Cottonwood Singers. Te
band will showcase pieces it has been preparing for the
upcoming MusicFest national competition in Vancouver.
Te choir’s featured selection is “A Little Jazz Mass” by
Bob Chilcott, one of the busiest and most popular choral
composers and conductors in Britain today. Tis sacred
Latin mass, gloriously brought into the jazz idiom, will be
accompanied by Doug Stephenson on bass, Steven Parish
on drums and Christoph Martens on piano. It embraces a
variety of jazz styles – alternately swinging, grooving, sit-
ting back, humming along and drawing inspiration from
the blues. Bring your mother, and enjoy.

Heinz Stalder, 79, died peacefully in the company of his be-
loved wife Sylvia on Sunday, April 27, 2014. Heinz is survived by
his wife Sylvia, his sons Kurt and Urs, and Sylvia’s children Jörg,
Lea and Ronald with families.
Heinz lef Switzerland twenty-one years ago when he and Sylvia
came to live in the Kootenays. He loved fshing, walking, photog-
raphy and the wonderful friends he and Sylvia made in the area.
Te family wishes to thank all the friends and neighbours who
ofered support during this dif cult time. We would also like to
express our heartfelt thanks to Dr. Malpass, Dr. Lisa and all the
staf at the Nelson Hospital for compassionate care they extended
to Heinz and their kindness to Sylvia.

Woolgar
October 31, 1931 ~ April 26, 2014
Paul was born in Collingwood,
Ontario on October 31, 1931
to William & Hilda Woolgar. The
family moved to the United States
in 1934. Paul ‘s first marriage was
to N.C. Woodworth (Woolgar) from
the United States. On September
15, 1961 he re-married. He and his
second wife, Helen Marie Andersen of Spokane, Washington moved to
Kaslo in 1991 upon his retirement.
Paul was an electro-mechanical, technical and construction electrician
for 35 years for the Boeing Company of Seattle Way in Washington state.
He also served as a medic in the Army of the United States from July
1951 to July 1957. When visiting the doctor’s office, Paul always enjoyed
a lively conversation and sharing his medical experiences. Paul was in-
terested in anything electrical and his home was wired like a Boeing
747! He had a photographic memory and always enjoyed very technical
conversations. Being a true Halloween baby, he especially enjoyed this
particular day, each and every year dressing up at his home to give out
treats to the kids.
Helen predeceased Paul on October 5th, 2007 due to a car accident in
Balfour, BC. Paul is survived by his sister Joan (Don) Kabel of East Aurora,
NY, a brother Richard Woolgar in New York state; 6 children David Wool-
gar from Grand Prairie, Texas, Christopher & Jaime Woolgar from Hornell,
NY, Richard Woolgar from Almond, NY, Faye Wickwire from Tacoma, Wa
and Laurel Turner-Studley, from Almond, NY. There are also a number of
grandchildren, cousins, nieces and nephews.
Sincere thanks to the emergency nurses at the Victorian Health Centre
in Kaslo. Special thanks to Doctors Magier and Burkholder, the nurses,
staff and the volunteer New Denver Hospice Society for all the special
care and compassion given to Paul during his sudden and short illness.
You are all truly amazing and your special kindness to Paul will never be
forgotten. Thank you again ~ Jill Braley, Kaslo
A graveside service was held on Wednesday April 30 at the Kaslo upper
cemetery. Paul was laid to rest beside his “Helen”.

1. 2014 Area D Taxation
On March 20
th
the RDCK adopted its an-
nual budget, which saw a .49% district-wide
increase in the total tax requisition. For the
fourth year in a row the Area D-wide prop-
erty tax requisition declined very slightly. De-
pending on whether your assessment went up
or down you may see a change in the RDCK
property taxes that you pay. Tose property
owners paying for Defned Area D library,
mosquito control and fre protection services
will see some tax increase in 2014. All told,
however, the total tax requisition for all Area
D-wide and Defned Area D services, includ-
ing parcel taxes, should only rise signifcantly
for those paying for the building of the new
fre hall in Kaslo.

- 13% community and economic development,
land use planning, GIS, community sus-
tainability (climate change mitigation and
adaption) and building inspection

grams
- 7.3% general and rural administration and
contingency
- 6.1% public transit, airports and street light-
ing

with Multi-Materials BC, but instead you will
pay a levy at the store on all recyclable mate-
rials and be taxed for operation of the RDCK
recycling program as well. I have proposed
that the RDCK bill MMBC at the end of 2014
for the cost of operating our recycling pro-
gram, as I do not believe double taxation for
the same service is appropriate.

6. Fire Protection and Response
Te Woodbury-Ainsworth response ser-
vice came into operation on January 1, 2014.
Both the Balfour/Harrop and Kaslo Fire
Departments will provide a contract fre re-
sponse for approximately $10,900 each in
2014. Te overall tax requisition rate per
thousand should be a fraction of a penny less
than in 2013.
Phase 2 of the new Kaslo fre hall construc-
tion began in April under the supervision of
a local site supervisor and I am hoping that
we will be opening the new hall sometime this
summer. In 2014 the tax requisition will rise
to 74.3 cents per thousand, up from 40.2 in
2013, but this is, thus far, lower than the 88
cents per thousand approved in the referen-
dum last May.
7. Johnson’s Landing
On April 28
th
RDCK Chair John Kettle and
myself met to have a frank discussion with
residents and property owners in Johnson’s
Landing as to what outstanding issues remain
to be addressed in a fair and reasonable man-
ner by the provincial government. A further
meeting will take place in June to determine if
and when the current Regional District evac-
uation order should be lifed. For now the
order will remain in place, and RDCK staf
and the Chair will continue discussions with
government ofcials from several ministries.
Once again I want to thank both residents and
property owners for their continued patience
and help in identifying issues that still need to
be addressed by the RDCK and the BC gov-
ernment.
8. FortisBC and BC Hydro Smart Meters
Over the last three years I have participat-
ed in three hearings before the BC Utilities
Commission on implementation of the gov-
ernments’ smart meter program. During that
time I have been singularly unimpressed with
the determination of government, the Util-
ities Commission and the electrical utilities
to force every electricity user in this province
to accept deployment of a smart meter on
their property. Te notion that corporations
can dictate what kinds of equipment they can
install on another person’s property is repug-
nant to me, if one believes that we live in a free
and democratic society.
I am even more concerned by the fact that
neither the Utilities Commission nor the util-
ity companies are prepared to accommodate
persons who have hypersensitivities to wire-
less devices. BC Hydro in particular, in my
opinion, has acted like a bully in the manner
in which it has implemented installation of
smart meters.
Te only bright spot that has come out of
all of this is that BC Hydro has just been or-
dered to stop charging customers for monthly
and bi-monthly manual reading of meters,
when in fact it is only reading those meters at
less frequent intervals. Tose customers who
are being charged for meters being read when
they were not should now apply for a rebate
and cc the BC Utilities Commission when
they do so.
9. AKBLG, UBCM and RDCK
I have now completed my two year term
as President of the Association of Kootenay
Boundary Local Governments (AKBLG) and
will fnish my term on the Executive Board of
the Union of BC Municipalities (UBCM) in
September. I will also be stepping down as the
Area D Director, afer nine years, at the end
of this term, and therefore will not be seeking
re-election this fall.
I will be supporting Alternate Director Ai-
mee Watson in the RDCK election this fall,
and if you elect her as your Director I have
ofered to be her Alternate for the frst term in
ofce. In a later Director’s Corner I will review
what I think we have accomplished together
over the last nine years, and some of the issues
that still need to be tackled in Area D.

Walk With Your Doc
On May 7, doctors from the Kootenay Boundary Division
of Family Practice are inviting patients and community
members in multiple communities across the region to
“Walk with your Doc”.
Walk with your Doc welcomes all ages and abilities for
a short 1-2 km walk (20 minutes) to promote the import-
ance of physical activity for better health. And to keep
track of their “steps to better health”, the frst 25 partici-
pants in each community will receive a free pedometer.
“Regular walking has been shown to lower the risk of
developing type 2 diabetes, as well as heart disease and
stroke, lower blood pressure, reduce cholesterol, reduce
body fat, enhance mental well-being, increase bone
density, help to prevent osteoporosis, help fexibility and

This handsome 3 year old neutered cat has been in KAAP foster
care for over a year, and we feel so sorry for this sweet, playful,
affectionate boy that he has to grow up without a forever
family. Snowball (he has a little white snowball patch on his
chest) came to us with a skin infection; it has been completely
resolved, but he does have to be on liquid meds and high
quality food to make sure it doesn’t come back. He has lived

Kaslo adopted an Animal Attractant Bylaw in 2008 which is intended
to help us all reduce Kaslo’s problems with animals, bears included,
in our streets. Basics for everyone to remember are:
• Do not put garbage cans out for collection before 5 am on garbage days
• All garbage must be in cans, not put out on the street in bags
• Be sure garbage cans, sheds and outdoor fridges and freezers are
secure against any animal interference
• No bird feeders are permitted between April 15 and December 1
• Do not leave pet food outside
• Keep barbecue grills clean
• Compost properly, without food or smells to attract wildlife
• Pick fruit when ripe, and clean up windfall within 3 days
(do not allow fallen fruit to stay on the ground)
Kaslo must stop providing easy sources of food
to wildlife to protect both animals and people.

Eloise Charest At Winlaw Outreach
On Tursday, May 15, as part of the Nelson Public Li-
brary Winlaw Outreach program, the library and the
Columbia Basin Alliance for Literacy are hosting a flm
presentation by Valley resident Eloise Charest. All are
welcome at this free event, which will take place at Win-
law School library from 3 to 5 pm.
During the Cambodian civil war in the mid-1970s, Eloise
Charest and her sister ran an orphanage in Phnom Penh. As
the Khmer Rouge surrounded the city, they were given no-
tice to leave, but refused to do so without the children. Most
of the children were under six months of age and many
were survivors of entire villages that had been annihilated.
In a desperate move, the sisters and 55 children were
were precipitated into a war in Vietnam.Finally they man-
aged to bring the children home to Canada.
Eloise and her sister returned to Cambodia 38 years later
to retrace their amazing story for a documentary flm. Te
flm also examines the plight of the children of Cambodia
today afer the genocide under the Khmer Rouge.

Fourth and Final Death Cafe
Nelson’s Fourth and Final Death Cafe will take place on
Tuesday, May 13 at the Vienna Cafe, from 7 to 9 pm. We’re
honoured to have as our main speaker Dr. Trevor Janz
who will present his thoughts on death and dying, and
present specifc questions for small group discussions.
Tere will be a question and answer session with him to-

on the theme of life and living. Time will be allotted at
the end of the evening. IF, in the autumn the interest is
present for a similar discussion group to continue, these
related themes can be dealt with in a broader, more en-

Shoreline Restoration Report
Tank you to the 35 volunteers who came out on Satur-
day, April 26, to help restore a section of the Nelson Dog
Park shoreline with over 50 native shrubs and trees.
Tis event was coordinated by the Central Kootenay In-
vasive Plant Committee (CKIPC) and the Friends of Koo-
tenay Lake in collaboration with the City of Nelson and was
made possible with support from community volunteers in-
cluding, Treebear Native Plants, Kootenay Native Plant So-
ciety, the Youth Naturalists and the Prestige Lakeside Resort.
“Invasive species have been introduced to Canada in-
tentionally and accidentally, and can have a variety of
negative impacts. Tese introduced, non-native species
establish and spread successfully due to a lack of natural
predators and controls. Invasive species are highly com-
petitive and have the ability to out-compete native plant
and animal species, impacting fragile native species and
ecosystems, such as shoreline ecosystems along Kootenay
Lake,” says CKIPC Executive Director Crystal Klym.
CKIPC and FOKL gratefully acknowledges the support
of the Columbia Basin Trust and Mountain Equipment Co-
Op in providing the funding to make this event possible.
MLA Michelle Mungall’s
Accessible Community Of ce
On April 24 nearly 100 people celebrated accessible
community services with MLA Michelle Mungall at the
Grand Opening of her new, street level community of ce.
Local business owners, frontline service providers
and community members were on hand to tour the new
space, learn about the services the MLA’s of ce ofers and
discuss local issues. Te new of ce is located at 433 Baker
St in Nelson, and provides a barrier free location for con-
stituents to access the services Mungall’s of ce provides.
“I am very pleased that Michelle has moved to this great
new space” said local senior Allan Collier at the event. “It
makes it really easy for moms with strollers or people like
me who have trouble getting up stairs.”
“During the election, people told me that my old loca-
tion was dif cult for them to access,” says Mungall. “I’ve
heard that concern and have moved to a location that is
accessible and more visible for all constituents.”
Mungall’s community of ce is open in Nelson 10 to 4
Monday to Tursday. She also operates mobile of ces in
Creston, Salmo and Kaslo one day a month, and constitu-
