The position requires a strategic approach to the development of services and structures, embracing continuous quality improvement and technological development and in the management of changes necessary to achieve organisational objectives. Leadership and Accountability The post holder will:    Provide strategic and clinical leadership, which results in the delivery of effective, efficient, quality assured and patient centred laboratory service. Develop a shared sense of committement and participation among staff in the planning and development of the service Keep the Hospital Management/Clinical director appraised of any significant development within his/her area of responsibility and perform such additional duties as may be assigned from time to time.

Qualifications

Candidates must:

(a) Possess the Bachelor in Science (Applied Science) Honours degree (Biomedical option) from the University of Dublin/Dublin Institute of Technology, Kevin Street; Or (b) possess the Bachelor in Science Honours degree in Biomedical Science from the Joint University College Cork – Cork Institute of Technology course; Or (c) possess the Diploma in Medical Laboratory Sciences of the Dublin Institute of Technology, Kevin Street or the Cork Institute of Technology awarded prior to 1994; Or (d) posses a recognised qualification at least equivalent to (a) or (b) above; And (e) possess a recognised qualification at least equivalent to ( c) above awarded prior to 1994 Page 2 of 7

ROTUNDA HOSPITAL DEPARTMENT OF LABORATORY MEDICINE MF-GEN-0068 Laboratory Manager Job Description Edition 01 Or (f) possess a postgraduate degree in the field of Medical Laboratory Science; Or (g) have attained the fellowship examination of the Institute of Biomedical Science And (h) posses fellowship of the Academy of Medical Laboratory Science (FAMLS) or be eligible for fellowship; And (i) have had at least seven years experience in a medical laboratory since qualifying as a Medical Scientist, and have a minimum of 2 years experience in the supervision and management of staff and resources. And (j) Have completed a relevant management-training programme.

Interpersonal Skills

The successful candidate  Should possess excellent interpersonal and communication skills, perform duties in a manner, which is conducive to harmonious team-based intra and inter-departmental relationships.   Should possess a high capacity for responsibility and individual initiative. Demonstrate adaptability to the rapid changes taking place in the health services.

Health and Safety A pre-employment medical will be carried out by the Occupational Health Department or by an independent medical examiner. The chosen candidate will participate in ensuring that effective safety procedures are in place to comply with the Safety, Health at Work Act as within hospital policy. Assist and co-operate with laboratory Management Team in developing procedures to be followed in preventing and managing accidents occurring in the Laboratory area

Probationary Period

Permanent appointment is subject to a probationary period of 6 months, which if required may be extended.

Hours of Work

As per individual contract. Normal hours of work 09.00-17.00 with 1.0 hours lunch break-Mon-Fri. Saturday 09.00-1.00 pm- covered on a rotational basis 7 Annual Leave

28 working days per holiday year (January-December)

Planning Develop policies for the selection, introduction and development of information and other systems for co-ordination of data collection, communication and management. Advise on scientific equipment selection, purchase, replacement or upgrading. Participate in the preparation of annual service plans for the service and monitor and report on their implementation as required. Participate and co-operate with any internal or external evaluation of the service

ROTUNDA HOSPITAL DEPARTMENT OF LABORATORY MEDICINE MF-GEN-0068 Laboratory Manager Job Description Edition 01 10 Operations    Develop implement and evaluate operational policies, protocols and guidelines to maximise utilisation of resources and ensure systematic audit of such usage. Develop collaborative planning and new focus of work organisation in conjunction with assigned staff and other professionals. Liase closely with internal and external service users to ensure effective and efficient utilisation of available resources.

11 Personnel Management    Effectively manage the recruitment, selection and appointment of staff. Ensure the optimum and effective use of staff through efficient rostering, skill/grade mix planning, workload measurement and staff deployment. Initiate the implementation of a staff development and individual performance review process and foster a high level of moral among staff by effective motivation and communication.  Participate in the formulation of relevant personnel policies and procedures and deal with human resource problems, in association with Human Resources Department, and if necessary, in accordance with hospital’s disciplinary procedures.   Promote and maintain a safe environment for staff. Develope and implement Risk Management and Health and Safety strategies in consultation with appropriate personnel. Effectively manage all staff assigned to the Pathology Laboratory Team.

12 Finance     Prepare annual financial estimates of in respect of pay and non- pay costs, incorporating staffing, education and training costs. Participate in the overall financial planning of the service including the negotiation of resources and the assessment of priorities in pay and non-pay expenditure. Ensure expenditure is controlled within budget and identify potential for efficiency saving through improved practices and innovation. Implement appropriate budgetary control measures and monthly expenditure audit systems. Page 5 of 7

Co-operate with relevant departments in establishing costings methods in respect of utilisation of the Pathology Laboratory Service.

13 Quality Assurance    Ensure best practice standards are in operation and that regular monitoring is undertaken through audit. Implement a quality management programme and participate, lead and direct, as appropriate, a Laboratory Accreditation Strategy approved by the hospital/board. Maintain good collaborative working relationships and communications with appropriate statutory, professional and voluntary organisations responsible for and/or participating in health care     Ensure adherence to all codes and guidelines relating to professional practice. Monitor research and new developments and encourage adoption of new ideas/technology throughout the hospital Initiate, facilitate and take part in relevant research and promote awareness of ongoing and current research. Ensure compliance with all legislation.

The extent to which good working relationships are fostered and maintained. The effectiveness of performance in relation to personnel management and development. The quality and standard of laboratory services. The extent to which service plan objectives have been achieved.
