The  Washington  State  Liquor  Control  Board's  (WSLCB)  Licensing  and  Regulation  Division  is accepting  applications  for  a  Marijuana  Licensing  and  Regulatory  Manager.    This  is  a  permanent Washington  Management  Services  position,  located  in  Olympia,  Washington.  This position  reports  directly  to  the  Director  of  the  Licensing  and  Regulation  Division.   The  mission  of  the  Licensing  and  Regulation  Division  is  to  issue  liquor  licenses  and  permits  to qualified  retail  and  non-­retail  businesses  to  sell  alcohol  responsibly  and  to  regulate  the production  of  spirits,  beer,  and  wine  products  in  accordance  with  liquor  laws  and  regulations. This  position  serves  as  the  lead  in  regulation  of  the  marijuana  industry  within  the  Licensing  and Regulatory  Division.  In  addition  to  directly  managing  licensing  activities,  this  position  gives guidance  to  customer  service  staff  and  field  staff  within  both  the  Licensing  and  Enforcement Divisions  relative  to  the  education  and  regulation  of  marijuana  producers,  processers,  and retailers.  This  position  is  responsible  for  policy  development,  strategic  planning  and  determining the  goals  and  objectives  of  the  program  to  ensure  they  align  with  the  mission  and  vision  of  the agency,  as  well  as  providing  enhanced  education  and  communication  between  the  Licensing Division  and  external  stakeholders.     DUTIES: Agency  Statewide  Policy  Development  on  Marijuana  Regulation: Advises  the  Board  and  senior  management  on  adoption  of  new  and  revised  laws, regulations  and  policies  pertaining  to  Licensing,  Regulation  and  Educational  matters concerning  marijuana.   Provides  factual  information,  data  and  research  to  support  proposed  changes.   Coordinates  with  agency  staff  (Enforcement  and  Education,  Attorney  General’s  Office  and Policy,  Legislation  and  Media  Relations),  customer  and  key  stakeholders  to  develop policies,  rules  and  related  legislation.   Prepares  issue  and  briefing  papers  and  provides  input  regarding  proposed  legislative  and rule  changes  and  budgetary  decision  packages. Exercises  good  judgment  and  makes  decisions  on  interpretation  and  implementation  of laws,  administrative  rules,  policies  and  procedures  related  to  the  operation  of  the  program and  other  issues  that  impact  the  public.   Advises  the  Administrative  Director,  Licensing  and  Regulation  Director  and  the  Board  on industry  standards  and  trends  and  makes  recommendation  for  improvement. Policy  and  management  oversight  responsibilities  that  cover  all  license  types  including: Growers  License:  Growing  and  production  of  marijuana  related  products;; Processor  License:  Processing,  manufacturing  and  distribution  of  marijuana  related products;; Retailers  License:  Selling  of  marijuana  related  products  to  the  public  over  21  years  of  age. Establishes  unit  procedures  to  support  these  licensing  activities. Lead  Collaboration  on  Inter-­Division  Systems  and  Initiatives  Related  to  Marijuana: Works  collaboratively  with  Licensing,  Enforcement  and  Administrative  Services  staff  to develop  and  implement  an  approach  of  outreach  that  maximizes  public  safety  through positive  interaction  with  the  regulated  community. Addresses  the  WSLCB’s  collection  of  required  taxes. Provides  regulatory  knowledge,  best  practices  and  expertise  in  a  non-­confrontational manner. Works  with  the  Licensing  Director  and  Enforcement  Division  in  recommending  solutions  in circumstances  were  public  safety  and/or  regulatory  compliance  is  at  risk. Provides  liaison  and  seamless  collaboration  with  the  Enforcement  Division  in  the  conduct of  audits  and  inspections.  Implements  approved  agency  and  division  policies.   Establishes  unit  procedures  to  support  these  policies.   Ensures  unit  staffs  comply  with  policies  and  procedures  by  implementing  internal  controls and  accountability  measures.   Recommends  and  implement  changes  in  program  operation  and  standards  as  needed.   Determines  the  best  course  of  action  for  correcting  program  deficiencies  and  procedural problems. Lead  and  Manage  Collaboration  with  State-­Wide  Marijuana  Industry  Sectors: Maintains  knowledge  of  the  regulated  industry  to  aid  in  long  range  strategic  planning  for program  and  agency  needs  including  development  and  critique  of  proposed  legislation, recommendation  and  oversight  of  rule  changes,  and  development  of  decision  packages  for program  enhancement  and  stability Lead  and  Manage  State,  Local  and  Federal  Agency  Collaboration Is  the  designated  agency  representative  for  ongoing  interactions  with  other  state,  local governments,  and  federal  officials. Promotes  continuous  interaction,  coordination,  and  collaboration  with  agency  management, licensees,  other  government  agencies  and  the  general  public.   Guide  Public  Education  and  Outreach  Efforts: Guides  education  and  outreach  activities  that  will  inform  public  policy  makers,  the  media, stakeholders  and  the  public  on  the  key  issues  facing  WSLCB  in  administering  the  law  and the  regulation  of  the  industry. Lead  Marijuana  Unit  and  its  Team  Members: Utilizes  leadership  skills  to  motivate  staff  to  achieve  high  performance  consistently  and  to cultivate  a  learning  environment  for  staff  to  effectively  expand  their  skill  set  and  cross-­ train  and  work  varied  tasks  and  functions.   Performs  evaluations,  and  utilizes  effective  performance  management  to  recognize  staff accomplishments  that  meet  division  goals  and/or  corrective  action  if  necessary.
