POLICIES AND PRACTICE THAT CAN
PROMOTE GREEN JOBS IN VIET NAM

I. Green policies in Viet Nam
=> The Vietnamese Government paid a high attention to
green growth in general and green job in particular.
=> Green jobs are the result of green policies wich are
mentioned in the following document of Viet Nam:
- Socio Economic Development Strategy of Vietnamese
Government from 2011 to 2020;
- The National Strategy for Green Growth to 2020 and
vision to 2050 by approved by the Decision
N.1393/QD-TTg dated 25 Sep. 2012 of Prime Minister
- National Action Plan for Green Growth from 2014 to
2020 approved by the Decision N.403/QD-TTg dated
20 March 2014 of Prime Minister to implement
National Strategy for Green Growth.
- Law of Environment Protection of 2005

I. Green policies in Viet Nam
The National Strategy for Green Growth (GG)
indicates 3 strategic tasks:
1. Reduce the intensity of greenhouse gas
emissions and promote the use of clean and
renewable energy according to the following
essential targets;
2. Greening production;
3. Greening lifestyle and promoting sustainable
consumption.

Important views of the National Strategy for
Green Growth (GG):
- GG growth is an important part of
sustainable development for efficient and
sustainable growth and national climate
change strategy.
- GG growth is by people and for people,
contributing to employment, poverty reduction
and improving the material and spiritual life of
all people.
- GG growth is the cause of the entire Party,
all people, every level of Government,
ministries, localities, enterprises, and social
organizations.

I. Green policies in Viet Nam
The National Strategy for Green Growth (GG) includes 17
solutions, of which the following are important:
- Create favourable conditions for the development of
new green production sectors;
- Promote fast development of green economic
sectors to create jobs, increase income and enrich
natural capital;
- Mobilize resources to implement the GG: National
fund and foreign fund (loans, ODA, technical assistance
from countries, international organizations)
- Human resource training and development
- International cooperation: Strengthen international
cooperation, taking advantages from the assistance by
international organizations and organizations from
countries for the implementation of the green growth
strategy.

II. Practices of green jobs in TVET in Vietnam
For Viet Nam, green jobs has been reflected in
TVET sector in term of:
1. Workshop and seminar on green TVET/green
skills;
2. Construction of vocational training institutions,
especially workshop constructions: the elements
of environmental protection and energy saving are
considered and applied during workshop design
and construction
3. For curriculum development, the content of
environmental protection and energy saving,
required skills are developed by the vocational
teachers;

II. Practices of green jobs in TVET in
Vietnam
For Viet Nam, green jobs has been reflected in TVET
sector in term of:
4. Green occupations: waste water treatment, ocean
environment protection, eco tourism, using clean
energy…..ect are taught in vocational training
institutions .
5. Provide technical and financial support to modernize
waste recycling activities in trade villages. By 2020,
phase out obsolete technologies including those that are
harmful to workers’ health and polluting the
environment in craft and trade villages as indicated in
the National Green Growth Strategy.

II. Practices of green jobs in TVET in
Vietnam
Donors’ assistance for green TVET and green jobs
in Vietnam:
• ADB’s assistance for studying green jobs and
green skill under ADB Project TA-7879 REG:
Education and Skills for Inclusive Growth and
Green Jobs in Asia;
• Kfw of Germany in cooperation with
Vietnam/MoliSA is assisting and designing
establishment of a Centre Excellence for Green
TVET in Dong Nai Province of South Vietnam
