Clerk of the Supreme Court of Illinois
The Clerk of the Supreme Court is an officer appointed by the Court (Ill. Const. 1970, Art. VI, §18 (a)), reports to the Court, and serves at the Court’s pleasure. This senior level position is the Court’s principal case processing and records manager who operates the Clerk’s main office in Springfield and a satellite office in Chicago through a staff of 14 deputies which the Clerk recruits, selects, trains, and supervises, and by planning, developing, and implementing policies and procedures necessary to execute the responsibilities of the office. As case manager, the Clerk oversees and evaluates the functioning of four distinct automated dockets, and all associated processes, to ensure compliance with Supreme Court Rules and effective tracking and scheduling of cases from initiation to issuance of mandates and final orders. Relatedly, the Clerk interprets and applies relevant rules and compiles, analyzes, and reports statistics on the Court’s case load. As records manager, the Clerk is responsible for the Court’s active and closed files and permanent records, dating to 1818. The Clerk maintains the roll of attorneys, which includes the licensing process; registers and renews professional service corporations and associations, and limited liability companies and partnerships engaged in the practice of law; files judicial financial disclosure statements required of state court judges. The Clerk routinely writes reports for the Court on legal and administrative subjects, including a body of memoranda on attorney discipline cases ready for disposition each term of Court; and initiates or undertakes projects as directed. The Clerk fosters critical working relationships with offices of the judicial branch, Supreme Court agencies, and state and county departments. The foregoing description of responsibilities is not exhaustive, and it is expected that the incumbent possesses the analytical, organizational, communication, and legal skills necessary to execute responsibilities at the highest level of competency. Education and Experience Juris Doctor degree from ABA approved law school and license to practice law in Illinois or other state or territory of the United States or District of Columbia. A minimum of 8 years of progressively responsible administrative experience in public or private sector which provided a thorough understanding of the functioning of an organization and a general understanding of court operations, including a minimum of 5 years of progressively responsible, substantial, and successful experience in a management or supervisory role. Through this experience the incumbent should have gained the ability to sustain a high level of organizational excellence, to exercise consistently sound judgment, and to maintain unfailingly professional demeanor. Experience in court administration is desirable. The active practice of law may be substituted for up to 2 years of administrative and managerial experience. Compensation and Benefits Annual salary $125,000. State of Illinois benefits, including medical and pension. Hourly Rate $60.00 It is anticipated there will be approximately 5-7 days of hearings per month Working for the City as an at-will independent contractor pursuant to an agreement for contractual services, the Hearing Officer: Is a Hearing Officer in the City of Evanston Administrative Adjudication system. Tiffany Farber is a solo practitioner who has been practicing law since 2008. As someone who has been through transition in her career, she understands the challenges legal professionals in this situation face.
So, you’ve made the decision to start your own law practice. Congratulations, step one is complete! Chances are your head is spinning from thinking about the things you need to do to get started. Starting a practice can be overwhelming at first, especially if you plan to have a full-time practice. When you are feeling overwhelmed, organization is usually the key to decreasing your stress. The first step I take when I need to get organized is to make a list of things to consider. The next couple of blog posts will cover the things that I think you should consider when making your list. Your challenge is to simply think about my suggestions. If you like them, add them to your list and flesh them out according to what is right for you. This week, I ask you to consider whether or not you want to be a solo or work with a partner. This question requires some serious soul searching. If you are thinking about partnering, the first question to ask yourself is who your partner will be. Remember how frustrating it was when you argued with your college roommate about who would clean the bathroom? I imagine that it’s much worse when you are arguing with your business partner about how much money you are owed or how the office files should be kept. You need to think really hard about your personality type and how that will or will not mesh with a person that you may have in mind. The last thing that you want when you are just starting out is to walk into a land mine. You will also want to ask yourself whether your partner will be someone who has never started a law practice. It can be a plus to have someone learning along side of you, which can make you feel less alone. But, if you partner with someone who has never started a practice, it may take some time for both of you to learn the ropes. In the alternative, your partner can be someone who has experience running a practice. This may be a good idea because you can learn a lot from that person, but they may also require a bigger piece of the pie when you bring in fees. If you are going to partner up, you need to decide if the arrangement will be a formal partnership or other type of arrangement. There are obvious risks involved in a formal partnership, and there is paperwork that needs to be done. I don’t profess to be an expert in partnership formation and everything that goes along with it, but there are certainly people out there who are experts. I would recommend asking someone who has already formed a partnership about their arrangement, and how they came to it. There are other options that don’t involve partnership in the traditional sense. You can simply share office space with another attorney. This can be a good way to network and get referrals, but that other attorney may also choose to have nothing officially to do with your firm and focus on his or her own practice. You may also decide to co-counsel with another attorney and split fees. This can be a good arrangement, but you will need to negotiate with the other attorney and clear this arrangement with the client. The decision to have a partner can have a great impact on the trajectory of your practice. It will dictate what sorts of clients you have, where your office will be and how the administrative aspects of the practice will be run. Having a partner can be the best decision you will ever make, or it can be a disaster. You should really think it through before you make your final decision.

IS COMPASSION ON YOUR RESUME? BY: Caren Mansfield, a member of the Illinois Paralegal Association It was brought home to me rather forcefully this week how important a paralegal can be in a clientՒs life. Our business is the law and its applications yet it can be overlooked that the law is applied to living, breathing people. I received a call from a client. The client is no longer working due to problems with employment, is under financial stress, has recently moved and is considering divorce and is facing surgery. Because of all these factors I was one of the few persons to speak with the client over a period of days. What the client needed more than procedural information, contact with counsel or other information was just someone to listen who had some knowledge of his problems. The conversation did not last long but by the time we concluded our conversation the tone was definitely more upbeat than when it began. Those few minutes of my time were part of my work day. For the client it was more. The comments I made reflected concern and injected some common sense to thoughts that had been dwelled upon at length by the client. Will I bill the client for that time, probably not. I will record it but more likely than not the client will not see the time spent as a charge. This is the part of the paralegal position not usually listed on resumes. Good listener, caring. In paralegal classes we are told we may be primary contact with clients and we may as a part of our duties interview witnesses to solicit information. We learn how to identify ourselves, what basic information to gather and the format in which we may prepare it. We learn how to research the issues of the matter. What we are not taught is that speaking with a client may involve a box of kleenex and many breaks. Or speaking with a witness may mean chatting to make the witness comfortable with who you are regardless of the matters you will be discussing. Does this mean every witness or client you speak with should be aware of your life history? No. It means you must use your judgment when you speak with people. As a paralegal who must contact witnesses in employment litigation matters I am aware that many potential trial witnesses are concerned about potential repercussions in the workplace. The law says the employer cannot retaliate when an employee is subpoenaed to testify. But this is real life and the trial witnesses concerns are not imaginary. Simply to say that I am aware of those concerns and relate that to the witness can make a difference. Paralegals involved in contacting and interviewing witnesses should learn care and compassion. Approaching potential witnesses as well as speaking with clients can be tricky. In many instances we are asking for details of their lives that are intensely private, perhaps not fully revealed to anyone before. How we as paralegals approach these people can mean the difference in obtaining important and useful information or alienating them. How we receive the information can mean a great deal to the individual. That we not judge a person by the information received from them is in many instances very important to the person. Probably the most important thing to remember is to come to each person with an open mind. Be genuinely interested and really listen. Remember the old adage ғlisten with both earsӔ. DonՒt be working on your grocery list, thinking about what you need to do when you get home or what you are going to have for lunch. Listen, take notes, make comments that show you have heard what is being said and engage with the other person.\ While you may not put compassion in capital letters on your resume it is an important skill for many paralegals.
