Why is the NEX so hot?
Question: Why is the NEX so hot? Answer: The NEX air conditioning system is deteriorated and in need of replacement. Currently, three of the 10 roof-mounted systems have failed, which has contributed to the higher-than-normal temperatures. The remaining system is operated manually by the NEX staff, who are working to maintain a comfortable shopping environment. To address this concern, the Public Works Department awarded a contract at the beginning of March 2010 for about $500,000 to replace eight of the 10 existing systems. You may have already noticed that there are workers on the roof beginning the preliminary preparation. Air conditioning units of this size require about six weeks to procure and are expected to arrive the first or second week of August. Our intent is to have all systems installed and back to normal operation by the end of August.

Fighter jets, law enforcement helicopters and a KC-135, which refuels long-range bombers, are among the dozens of military and civilian aircraft expected to be on display at the 2010 Naval Base Ventura County Air Show at Point Mugu. The show is just two weeks away: Saturday and Sunday, Aug. 7 and 8. Gates open at 8 a.m. In addition to aerial performances, a popular feature of the air show is the display of aircraft on the ground, so-called “static displays.” Among the aircraft scheduled to be on display, subject to change, are: • A KC-135 from March Air Force Base, Calif. During air refueling, the large flyable boom attached to the airplane’s belly can offload fuel at 6,500 pounds per minute. This is enough fuel in one minute to operate an average family car for one year. • A C-130J Hercules cargo aircraft from the Channel Islands Air National Guard. Capable of carrying up to 3,000 gallons of retardant, this aircraft has played a major part in saving lives and large areas of land from wildfires. • An F-5E Tiger II fighter aircraft, which is used in adversary training for the Navy

Looking back 2005: Missile Park spruced up
repairing the gazebo and picnic tables and replacing signs. And the Aircraft Intermediate Maintenance Detachment repainted 14 missiles, dismounting the smaller ones from their stands and taking them to the AIMD paint shop for full restoration. A rededication ceremony was held Nov. 29, and the Dec. 15 Lighthouse carried the story. “With motivation and enthusiasm, the volunteers worked at Missile Park simultaneously, coordinating their separate projects, sharing equipment and expertise to meet the deadline of the week prior to the air show,” the newspaper reported. “Their dedicated efforts have helped to preserve this unique showcase of naval aviation history.” The F-4 was placed at Missile Park in October 1992, and the F-14 was placed there in June 1995. Both had sustained severe corrosion due to Mother Nature, aircraft and automobile exhaust and bird droppings. Corroded areas had to be cut out with a grinder, then patched with sheet metal and sealed before any painting could take place. It took 52 gallons of polyurethane paint to refurbish both aircraft. AIMD used 14 gallons of paint, three gallons of bondo and 28 rolls of sandpaper to refurbish the missiles.

Other military: EA-18G Growler; EA6B Prowler; E-2C Hawkeye from VAW117; C-130T Hercules from VR-55; NP-3 Orion and S-3B Viking from VX-30; HH65 from the Coast Guard; CF-18 Hornet and CT-155, Canadian Air Force; NG Predator, an unmanned aerial vehicle, U.S. Air Force; and an FA-18 Super Hornet, VFA-122. Civilian: T206H from the California Highway Patrol; 212-205 Huey from the Ventura County Sheriff’s Department; B-25J, an aircraft that flew in World War II; H-21; C-172; LA-4 Lake and a C-177 from Embry-Riddle Aeronautical University. Elite Helicopters will also be bringing in a helicopter from their fleet.
The 2010 Naval Base Ventura County Air Show at Point Mugu is scheduled for Saturday, Aug. 7, and Sunday, Aug. 8. Admission and parking are free. Gates will open at 8 a.m. both Saturday and Sunday, with flight demonstrations starting at 10 a.m. In addition to the Thunderbirds, the air show will also feature the latest in aviation, with both military and civilian air acts and vintage aircraft on display. The thousands of people who visited the Point Mugu Air Show in October of 2005 got a special treat if they stopped by Missile Park on their way to the show or on their way home. Dozens of volunteers from Point Mugu and Port Hueneme had spent hours sprucing up the area, located on Navair Road at the Wood Road exit of Highway 1, in anticipation of a flood of visitors. Members of VX-30 refurbished the F-4 Phantom and the F-14 Tomcat, hauling in special equipment because the jets sit so high off the ground. The Public Works Seabee branch put in concrete curbing and 400 tons of decorative white rock, replacing trash receptacles,

I love Disneyland. Oh, I know it is the smallest of the Disneyland resorts, but I love it. My husband and I have been season pass holders for most of our marriage. Several years ago, we happened to be walking along Main Street USA when we noticed something happening at the flagpole. The Disneyland Band, the Dapper Dans (a barbershop quartet) and a “detail” were surrounding the flagpole. We joined the gathering throng to discover a special ceremony: the Flag Retreat Ceremony. The ceremony was started by Gunny, a 26-year Marine Corps veteran, now a security officer at Disneyland Park. Gunny’s vision started with a simple desire to honor the flag each day at its lowering and the men and women who have defended it. The Disneyland Band leads a procession down Main Street USA, where the Dapper Dans join them along with the security detail. The band and “Dans” perform a medley of patriotic favorites. This is followed by the anthem of each branch of the Armed Forces, during which time vet-

erans and active duty are asked to join the circle around the flagpole at the hearing of their anthem. Over the years we have met fellow active duty, Guard and Reservists and some amazing World War II and Vietnam-era veterans. And, over the years, we have seen something happen: a culture has developed at the flagpole. Each time we attend we see more veterans taking ownership of the ceremony, acting as “unofficial hosts.” These proud vets walk around the crowd prior to the ceremony, encouraging Disney guests to
join the ceremony, asking if they are a veteran or service family. Then the ceremony begins. Branch by branch, Army, Navy, Marine Corps, Coast Guard and Air Force – veterans and service members, side-by-side — circle the flag. Then the detail arrives to lower the flag, first stopping to thank each for their honored service to our country. At Gunny’s command, “Order Arms” salutes are rendered, some weathered by age, some still in the fight – but each proudly and smartly snapped until our flag is lowered and properly folded. As the band, the “Dans” and the detail retire, something indescribable happens. Those vets gathered round the flagpole are slow to disperse. Joined by spouses, many wonderful connections are made. We’ve attended this ceremony for the past few years. It seems we linger longer each time, savoring each other’s sacrifice, service and a very special camaraderie. Celebrating its 39th year, the Malibu Arts Festival runs from 10 a.m. to 6 p.m. Saturday, July 24, and Sunday, July 25, outside the Civic Center. It features the work of more than 200 award-winning painters, sculptors, photographers, jewelers and other artisans. Volunteers are also needed for a wide range of duties, from distributing handouts to traffic control. With fleet and family readiness being so critical to the military, Stephanie Thayer has a question: Why don’t more people know CPR? “The military is always about readiness and being prepared, and knowing CPR is an active component of that,” said Thayer, a certified American Red Cross CPR instructor who is now offering classes at Naval Base Ventura County with help from her husband, Information Systems Technician 1st Class Joe Thayer of Naval Mobile Construction Battalion 40. The Thayers recently taught CPR to a roomful of NMCB 40 personnel, but they want to go far beyond that. “A new parent – actually anyone who has a child in the home – needs to learn CPR,” Stephanie says. “It’s the right thing to do,” her husband adds. Becoming parents and wanting to give back to the community was what prompted the couple to become Red Cross volunteers and certified CPR instructors. While they’ve never had to use what they’ve

learned on their son, now 7, Joe had to render emergency aid to an Italian family involved in a car accident in Naples, Italy. Even with a language barrier, he was able to help because first aid is internationally known. “The American Red Cross is such an important lifeline to our community, and from time to time and as the natural disasters happen, they’ve become stretched so thin in terms of finances and personnel support,” he said. “It’s important for us to volunteer and to keep volunteering. And it sets a good example for our son.” Next year, they hope to have him CPRcertified.
The Thayers are working to start up a program on base they implemented during Joe’s three-year tour in Italy called “CPR Saturday.” Once a year, on a Saturday, Red Cross personnel set up stations where people can learn CPR for adults, children and infants. After they’ve mastered those techniques, been instructed in first-aid and learned how to use an automated external defibrillator, they take the written test for Red Cross certification. “In one day, 85 people became certified,” Stephanie said. “The youngest was 8.” Until then, the Thayers are offering the six-hour adult, child and infant CPR course whenever there’s a demand. Since June 29, they’ve certified 58 people. They hope to offer disaster preparedness and other classes that the Red Cross offers. Construction Mechanic 3rd Class William Heater of NMCB 40 took the Thayers’ class recently. He first became certified 10 years ago, but his most recent certification had expired. “It’s important to know it, even though I’ve never had to use it,” he said. “You could be the person to save someone’s life.”

By now we are all aware of the disastrous oil spill in the Gulf of Mexico, which has been dubbed the biggest environmental catastrophe in modern U.S. history. It has been the main headline in the news for almost the past three months, and it continues to be. Now, let me be clear that this article will not be about politics surrounding this issue. What I would like to talk about is why we, as residents of the planet Earth, should care about our environment. The Bible talks about how God will renew the Earth someday. So does that mean that as a Christian — or what other faith group you may belong to, or not belong to — you should not care about our environment? By no means! I would argue that we should all care about our environment, and one of the most important arguments for caring for our environment is that we should love our neighbors as we love ourselves. As we love one another, we should do everything possible to eliminate sufferings.

SOAR helps kids keep up in school
Parents do not have to turn to store shelves to purchase materials to aid their children’s summer learning. There is no need for students to be doing math worksheets and studying vocabulary lists to preserve the skills they have learned during the school year. For military families, a program is available to ensure that students keep up their skills not only during the school year, but also during the summer months. SOAR is a free, web-based program for students in grades 3 through high school focused on math, reading and language arts skills. Launched in April 2008, SOAR aims to provide military families with educational resources to assist them and their children with the unique educational challenges they encounter. The resources on SOAR can be used throughout the school year to help students relearn or review skills as well as during the summer months

SOAR is funded by a congressional appropriation, and there is no cost to register or use the program. Andrea Tinajero, a former member of the Ben Moreell Battalion of the U.S. Naval Sea Cadet Corps (NSCC), has accepted an appointment to the U.S. Naval Academy Preparatory School in Providence, R.I. Tinajero, 19, of Santa Paula, will report to the school on July 29. In addition to being a member of Ben Moreell Battalion from 2007 to 2009, she has completed requirements for a pilot’s license and a scuba diving certificate, among other accomplishments. Sixteen Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) employees volunteered at the June 9 E.O. Green Junior High Portfolio Fair, an annual event designed to help prepare local school children for their future careers. For weeks prior to the event, students compiled their proudest pieces of schoolwork into a portfolio to be used during interviews with community volunteers who met with the students one-on-one. Carol Short, an eighth-grade language arts teacher at the school, called the portfolios “one of the most valuable parts of the students’ education, because it forces them to look at why it’s their best work and to take pride in it.” Short said the Portfolio Fair builds confidence and shows students how to make a good first impression, from appropriate interview attire to a firm handshake. Several European and Asian countries have banned Spice. Earlier this month, Missouri’s governor signed a bill prohibiting its possession and Arkansas’ governor signed an emergency order banning it. The New York Times reports that Illinois, Louisiana, Michigan, New Jersey, New York and Ohio are considering similar prohibitions. Spice does not fall under the Controlled Substances Act. Spice is also known as K2, Spice Gold, Spike 99, London Underground Head Candy, Blowout Herbal Party Snuff, Red Ball, Cahoots, Blowout, Chill, Chillin XXX, 99-0 Chillin, Spice Diamond, OCB Slime and Dream. Also illegal on Navy installations is Salvia divinorum, a hallucinogenic plant native to Oaxaca, Mexico, that has long been used by Mazatec shamans. It, too, does not fall under the Controlled Substances Act, although more states have cracked down on this plant than they have Spice. Canavalia maritime and Pedicularis densiflora are also considered designer drugs and are illegal on base. Those found to be in possession of these substances on Navy installations “may be punished under the Uniform Code of Military Justice for military members,” states the Southwest Region instruction, 5300.1A. “Violations of this instruction may result in administrative consequences for civilians who work or reside on base, including termination of employment and barment.

Naval Base Ventura County (NBVC) is cracking down on Spice, a marijuanalike combination of plant and aromatic extracts that’s illegal in the Navy and other branches of the Armed Forces but is legal in most of the U.S. civilian world. “We have experienced some cases, and we need to get the word out: Spice is illegal on board NBVC and on any Navy property, including Catalina Heights,” said Capt. Jim McHugh, the base commanding officer. Spice, widely available on the Internet, is a relatively new issue for both military and U.S. civilian society. The commander of Fleet Activities in Yokosuka, Japan, issued a directive prohibiting its purchase, use and possession in 2008. Navy Region Southwest issued the directive on Jan. 25 of this year. Considered a designer drug or synthetic marijuana — what the military calls a “controlled substance analogue” — Spice is a mixture of legal herbs that have a psychoactive effect similar to marijuana. It can be smoked or used as a tea. Because there are so many combinations of herbs, the Navy has defined designer drugs to be substances that have a chemical structure “substantially simi-

In a scene straight out of a cooking show, someone yelled out, “Two minutes left,” and the pace picked up. Culinary Specialist 2nd Class Joe Rubalicado of the Port Hueneme galley quickly but carefully sprinkled black seeds and white seeds onto his classy Tuxedo Chicken, giving the dish its name. “One minute left!” Culinary Specialist 3rd Class Vannessa Robertson of the Point Mugu barracks slid a serving of Vannessa’s Spring Chicken onto a plate. “All right everyone, time!” Knives clanked on the metal preparation tables in the Point Mugu galley, a couple of people let out a whoop, a couple more muttered, and everyone headed out of the kitchen at exactly 8 a.m. Every month, the Point Mugu and Port Hueneme galleys and barracks compete against one another in a cooking competition. This particular month, the category was chicken, and the judges were no less than the chief staff officer, Capt. Tony Edmonds; Command Master Chief Dean Joyce; NBVC Safety Manager George Egeler; Chief Yeoman Lillian Patterson of base administration; and a hungry journalist. “We do this to help train the Sailors and prepare them for the civilian world,” explained Master Chief Culinary Specialist (SW) Wilfred W. Cheong, the leading chef and head of the NBVC Supply Department. “They are already professional chefs, and this helps prepare them to be professional chefs in the civilian world.” The competition also allows the culinary specialists who are assigned to the barracks as part of their hotel management training to keep up on their cooking skills. The chicken entrees prepared by each of the four teams looked more at home in a gourmet restaurant than in a chow line. As Joyce put it, “Being a culinary specialist isn’t what it used to be.” There was no chicken stew here, no

“mystery dish.” In addition to the Tuxedo Chicken and Vannessa’s Spring Chicken — chicken topped with bacon, mushrooms and melted cheese — there were Buffalo Chicken Sliders, prepared by the Point Mugu galley, and Korean Chicken, a stir-fry dish prepared by the Port Hueneme barracks. “The competition is really tight this month,” Edmonds said as he tasted each dish. The judges rated each entree in a variety of categories ranging from taste to texture to temperature. “The dishes come out at exactly 8 a.m., and the chefs know that,” Cheong explained. “The hot food must be hot, and the cold food must be cold. A poor planner won’t have the food out on time, or it won’t be the proper temperature.” That wasn’t an issue in this case — nor was the taste, the texture or the presentation. In fact, it was hard for the judges to find fault with anything. “This is the best competition I’ve had the pleasure of judging,” Edmonds said. “I am totally impressed with the presentation and the quality of the food. You all did an exceptional job.” But tasked with naming a winner, they put all thoughts of cholesterol aside and went with Vannessa’s Spring Chicken, prompting a shriek of joy from Robertson.

The chef said the dish was inspired by something similar she’d had at the Outback restaurant, but she tweaked the idea and made it her own. She’d marinated the chicken for an hour and a half in a mixture of Dijon mustard, honey and lemon juice, then grilled it with salt and pepper, topped it with mushrooms, bacon and cheddar and Monterey Jack cheeses and baked it at 375 degrees for about five minutes. “She made the magic happen,” said an admiring fellow chef. And that, Edmonds said, is what the monthly showdown is all about. “It’s a friendly competition between the galleys and barracks,” he said. “It lets everyone flex their culinary muscles.” It also lets judges flex their taste buds, and with the next month’s category being desserts, the journalist wants it known that Capt. Tony Edmonds, chief staff officer of Naval Base Ventura County, takes on the she’s available to judge that one, too.

Families and friends of Naval Mobile Construction Battalion (NMCB) 40 recently took part in Family Exercise Day to get an idea of the type of work 40’s Seabees do to hone their physical strength on a weekly basis. NMCB 40 does physical training (PT) as a unit three days of every work week. This, of course, plays a vital evolution in the readiness aspect Seabees need to possess, according to Logistics Specialist Seaman Ashley Iezzi, one of NMCB 40’s fitness leaders. “The physical readiness program we participate in is dedicated to making our bodies strong and giving us the endurance we will need to deploy,” Iezzi said. “We decided to have family PT day. Deployment is getting closer and closer by the moment, and we figured this would give us an opportunity to hang out with our loved ones in a healthy manner and also give them a small, small taste of our physical readiness program.” One of NMCB 40’s Seabees brought his wife and son to the exercise session. “My favorite part of the PT was when

NMCB 4 meets challenge

Very little is known about the wells in northern Afghanistan. The Naval Mobile Construction Battalion 4 water well team and a Department of Defense hydrogeologist were recently tasked with the mission of finding out more information about the wells aboard Forward Operating Base (FOB) Konduz. We were to determine the well’s capacity and flow rate. With some expensive and very heavy equipment, we embarked. We ventured from FOB Deh Dadi with very limited information on the existing well, so we prepared for the worst and hoped for the best. Upon arrival to Konduz, on the German version of a C-130 cargo aircraft, we off-loaded all of our equipment for the third time and went right to work discovering all the possible problems we might encounter and logical solutions. The first thing we discovered is that the draw pipe was actually 3 inches, not 4 inches like we anticipated. That meant our 4-inch elevators, which are used for the
removal of the draw pipe, had to be modified to fit. Thanks to the Army’s 1-87 Engineers and some Seabee “Can Do,” we were able to make it work. The second challenge was finding a place to discharge the water while we ran the pump for the four-hour draw-down test. A draw-down test measures the water level in the well, running the pump to measure how far the water level drops, and then measures how long it takes the water level to recharge after the pump is shut off. So with a little help from some Air Force firefighters and their remarkable fire trucks, we were able to discharge the water over the “HESCO” wall 300 feet away from the well site. We filled up their truck, and then they used their fire hose to spray the water over the wall and outside the camp. With a little perseverance and some ingenuity, our mission was successful. We were able to determine that additional water wells were not necessary at FOB Konduz. Seabees from Naval Mobile Construction Battalion (NMCB) 3 recently completed another Command Post Exercise (CPX) in preparation for their upcoming Field Training Exercise (FTX) in August. Prior to a major deployment, an NMCB must complete an FTX in which the battalion is tested on areas such as communication skills, chemical biological radiological (CBR) defense and security patrols. During this CPX, held Friday, June 25, Alfa Company was chosen to carry out a security patrol that was different from the practice patrols they were used to — it was done with “dummy” M-16 service rifles made of blue rubber. These training aids allowed Seabees to learn weapon handling skills during a safe yet tactical scenario. According to Construction Mechanic 2nd Class Allen Mullins, the patrol leader, most Seabees felt that this was a great change in training style and brought a major benefit to Seabees old and new

Congratulations on making it through week four in your training program for the Sept. 18 Naval Base Ventura County Half Marathon! It is important as you progress to remain injury free. There is nothing more frustrating than putting in training with a race goal, only to find yourself sidelined. The most common reasons for injury are going too far, too fast, too soon — in other words, running as many miles as you can each time you go out, pushing the pace every run and not taking enough time to slowly build up the miles. It takes time for your body to adjust, and you should not increase your mileage more than 10 percent per week. Repeatedly engaging in the same movements every week without building supporting muscles can lead to overuse injuries. For this reason, it is important to cross train. Cross training can include other aerobic activities, such as cycling, swimming, row-
ing or elliptical. You should also incorporate basic body strengthening exercises such as pushups, leg lifts and exercises designed to strengthen your core, such as sit-ups or planks. Keeping yourself strong will ensure you complete your race feeling terrific! Going undefeated in all heats of the tug-of-war and gaining bonus points by including a woman in the tug-of-war contest inched the Battle of Commands team from Naval Branch Health Clinic, Naval Base Ventura County, into first place, defeating the VX-30 Racers by just five points in last week’s competition. Medi-Cool ended the annual three-day Battle of Commands on Friday, June 16, with 500 points, and VX-30, last year’s winner, had 495. Coming in third with 430 points were the Luchadores from the Airborne Command Control and Logistics Wing, and fourth-place finishers with 410 points were the Fleet Readiness Center’s Lightning. Battle of Commands is made up of 12 events, and there are bonus points in several categories, including costume. “It’s a good team-building event for the commands,” said Capt. Jim McHugh, commanding officer, NBVC. “It’s a healthy competition that builds good morale.”

Win earns team Athlete of the Month honors
The Battle of Commands may look fun, but in terms of athletics, it’s hard work, and this year’s winner, Naval Branch Health Clinic, NBVC, deserves the honor of Athlete of the Month, according to Annabelle Ferrer, co-coordinator of the Morale, Welfare and Recreation event. The tug-of-war tests body strength and resistance. The bed races and sandcastle contest bring in creativity. The obstacle course, water run relay, inner tube relay, slip and slide and beach flags require speed and agility. The human pyramid, boat races and seven-legged race demand teamwork. And Izzy-Dizzy, in which competitors make themselves dizzy and race to the finish line, requires constant focus. Coming in with the most points while also demonstrating sportsmanship earned Medi-Cool the honors, Ferrer said. “They brought here what they bring to the clinic: a can-do, don’t quit spirit,” said Lt. Cmdr. Frances Martin of NBHC. “They had a lot of fun doing it. And they had the full support of everyone back at the clinic.”

The Information & Referral (I & R) program assists members with learning about available services and accessing the support needed. By calling an I & R specialist with your questions, you’ll save a lot of time rather than trying to track down information yourself. Ask us: That’s why we are here. An I & R will respond to your question in one of three ways: answer your question, refer you to a resource in the community, or do some research to find out the answer to your question. “I don’t have to! You can’t make me!” Sound familiar? Sounds like your child is 4. Four is the year of extremes as they are characteristically out of bounds. This means that that they simply feel a real drive to go against boundaries, especially that of authority. This does not mean that they were raised wrong! It is important to realize that this is just a natural part of their growth and development. They simply learn from testing boundaries. Four-year-olds can lie, be rude, boastful, and rebellious and very often need to have the last word. I should also mention that they love to use bathroom words. Many parents become alarmed and embarrassed and think, “Where did they learn this from? We didn’t teach him this.” Many 4-year-olds love to resist rules either because they don’t want to do something or because they simply feel like resisting. Punishment does not really work at this age, some children actually seem to thrive from it. On the positive side, 4-year-olds love exaggeration, tricks and adventure. Making games out of daily routines can not only increase compliance, but also relieve a lot of tension between you and your child. If your child is exhibiting noncompliance at dinner times, try having them skip to the dinner table. Children at this age also become more interested in numbers. Use games like challenging them to complete a task before you reach the number 10. Raising a 4-year-old can be a true test of your parenting patience. However, have hope, because just around the corner is 5 and a matter of time before your child will listen again!
