McHugh told the crowd of about 50 that gathered for the
ceremony. “But let us also think of those who are not here
- - the battalions and squadrons that are deployed so that we
can be here today.” The festivities, held Friday evening, Nov.
12, included snacks and a performance by the Oxnard High
School Vocal Ensemble.
The approximately 600 Seabees
that make up Naval Mobile Con-
struction Battalion (NMCB) 5 are
home after an eight-month deploy-
ment to Afghanistan.
NMCB5 returned in waves during
November.
In Afghanistan, the Seabees pro-
vided combat-engineering support
for ground forces in Regional Com-
mand East, South and South West
region and played an integral part in
President Barack Obama’s 30,000-
troop surge to the region.
NMCB 5 helped solidify and ex-
pand base infrastructures, bringing
a greater quality of life and war fight-
ing ability to the troops. From build-
ing living and working stations to
improving upon outposts and roads,
the Seabees helped lay the foundation
for success in the region.
“This is the best day of a deploy-
ment,”said Capt. JimMcHugh, com-
manding officer, Naval Base Ventura
County, as he greeted one of the first
waves of returning Seabees on Nov.
10. “Seeing their families takes a tre-
mendous weight off their shoulders.
They can enjoy time off with their
families and renew their relation-
ships.”

Jayne Burgess, a work and family
life consultant at the Naval Base Ven-
tura County Fleet and Family Sup-
port Center, has been named the
base’s first exceptional family mem-
ber (EFM) liaison.
“The Navy has recognized the
many difficulties that face military
families who have an exceptional
family member,”Burgess said. “There
is such a wide range of issues, wheth-
er it be because of Down syndrome,
cystic fibrosis, autism or an ill and
aging parent.”
Military families move, on average,
once every 2.9 years, and each move
means a family has to find child care,
enroll in school and get a good doc-
tor. When a military family has an
exceptional family member, all that
is twice as difficult.
Eleven percent of Navy families are
registered in the Navy’s EFM pro-
gram, but Burgess knows there are
many other families with someone
who has special needs who have not

Why aren’t signal lights better synchronized?
Question: Why does the signal light at 23rd Avenue and Patterson Road stay green longer for the
traffic on 23rd? I have been on Patterson waiting to turn onto 23rd and it takes a long time for the
light to change. It seems to me that the green light needs to be the same for both streets.
Answer: Traffic signals aboard Naval Base Ventura County, and in particular at 23rd Avenue and
Patterson Road, are programmed based on traffic control study information. As on city streets, high-
volume traffic is given greater timing and sensitivity compared to lower-volume traffic. When this
signal was programmed, there was, and still is, considerably higher volume on 23rd Avenue compared
to Patterson Road. However, based on this inquiry, Public Works will re-evaluate and put greater
sensitivity on Patterson Road traffic. w

Catalina Heights, a 315-unit military
housing complex in Camarillo, is hosting
an open house on Friday, Dec. 10, from
1 to 4 p.m.
The first 30 families that tour will re-
ceive a free roll of holiday gift wrap-
ping.
In addition, those who decide to sign a
lease the day of the open house will be
entered into a drawing for a $500 Visa gift
card.
Catalina Heights, located at 1104 Calle
El Halcon, near the corner of Las Posas
Road and Ponderosa Drive, opened less
than a year ago and features three- and
four-bedroom townhomes ranging from
1,650 to 2,174 square feet.

Class Thomas Frantz was ecstatic when
he found out he was among the six from
Naval Base Ventura County who’d be
among the first to play “Call of Duty:
Black Ops” at the launch party for the
eagerly anticipated video game.
Once he got to the party in Santa Mon-
ica, he found out the evening would in-
clude a performance by Metallica.
And then he met Los Angeles Lakers
star Kobe Bryant.
And then Bryant gave him a nickname:
“Stab Man,”because Frantz mastered the
knife kills in the video game.
“The night was amazing,” said Frantz.
“I was just expecting a little gathering with
a few military personnel, and boy, was I
way off!”

NBVC who went with them to watch –

Baseball signups continue

League, the only one in West Ventura
County.

Homecoming is an event, a celebration.
It may last an hour or over several days
as we welcome home our Sailor and fam-
ily and friends join in the celebration.
Reintegration as a couple and a family,
however, is a process. It’s not easy; it’s not
a natural event in the course of our lives,
just as deployment isn’t “natural.” Rein-
tegration can be surprisingly — stress-
ful.
Greta and Jerry described their relation-
ship before deployment as strong and
intimate. Greta says, “He’s not interested
in me, in our baby, he’s distant and de-
tached.” Jerry is preparing to deploy in
early 2011. He told Greta he no longer
loves her and wants a divorce.
Tina and Doug are still together, but
Tina feels Doug is unhappy. Doug says,
“We’re fine.” But they both agree their
marriage is nothing like it was three de-
ployments ago.
Darrell told my husband, “Tesa isn’t the
same woman. She doesn’t need me any-
more. She has her own life and I’m not
sure where I fit in.” Prior to deployment
Tesa was a very shy and quiet woman and
very attached to Darrell. During deploy-
ment she struggled but found her way,
found her sea legs and grew in confidence
and independence. She says, “I absolutely
love him and want to be married to him,
but he has to let me be me.”
When deployed, our service members
have a mission, a purpose. Every moment
of the day is devoted to that purpose. Like-
wise spouses left behind have a purpose
and mission: to support our service mem-
ber, to keep the homefront functioning,
to care for the kids and to keep life mov-
ing forward.
Both partners have a mission, but a dif-
ferent mission.
So how do we successfully reintegrate
two lives uniquely bound by marriage but
involuntarily separated for so long?
Do you remember when you first met
your Sailor? Discovering their world, their
personality, their lives was a journey that
brought you close, close enough to commit
your lives to each other in marriage. Sim-
ilarly, reintegration is a journey. It is a
journey of rediscovering each other. And,
with effort, communication, commitment
and patience, it can lead to discovering
greater depths of connection and love.
Expectations are high at the thought of
reconnecting as a couple and family, and
expectations may not be met. Unmet ex-
pectations can, and often do, lead to dis-
appointment. It is important to talk about
expectations; “What would you like to do
for homecoming? Shall I plan a picnic for
the extended family? Do you want to lay
low for a few days?”
Our service members generally return
exhausted, tired from the rigors of the
battlefield or ship-life and travel to and
from the theater. We as spouses and fam-
ilies want to rush into a flurry of activity
out of our thrill of their return. It is im-
portant to talk before they get home.
There are many challenges to reintegra-
tion but interviews with many couples
reveal that having a shared sense of pur-
pose, a mission, can help us reconnect as
couples and families. What is that pur-
pose? Rediscovering each other, and our
children, with all the changes we’ve expe-
rienced, andbuilding our marriage —from
here.
When Scott came home I wanted things
to “be like they were.”But “that marriage”
was with two “other” people. Scott pa-
tiently allowed me to be different from
when he left. It took me awhile but I fi-
nally realized by following his lead, allow-
ing Scott to be different also allowed me
to discover my “new husband.”
Be patient with yourself, with your ser-
vice member, your children, extended fam-
ily and, yes, your in-laws. Give yourself
and your service member permission to
change.

A child is never too young to be intro-
duced to a love of reading. Even the
youngest babies will gradually come to
associate books with the soothing sound
of a parent’s voice. By establishing reading
time as an enjoyable time, a parent is help-
ing to jump-start a lifetime of reading and
learning.
Numerous studies have identified the
many benefits of early literacy develop-
ment — benefits that last throughout
childhood and beyond:
• Expanded vocabulary and writing
skills.
• Healthy social and emotional develop-
ment.
• Longer attention spans, promoting
better retention of information in
school.
• Enhanced imaginative and critical
thinking skills.
• A sense of closeness and intimacy be-
tween parent and child.
• Enhanced memory and higher levels
of concentration.
Parents, being the primary role model,
have a wonderful opportunity to read
nightly to their children and instill an in-
terest in reading and a love for stories.
Fortunately, a deployed parent can still
read a story to their child nightly through
a service provided by the online children’s
book service, A Story Before Bed.
Jackson Fish Market, the creators of
the online service, are giving away 100,000
free children’s books online to deployed
and deploying parents serving in the U.S.
Armed Forces.
Jackson Fish Market launched A Story
Before Bed as the first and (still) only ser-
vice that lets parents and grandparents
record videos of themselves reading chil-
dren’s picture books to their kids. Children
can watch the stories in a Web browser or
in the exclusive A Story Before Bed app
for the iPad, iPhone or iPod Touch.
Military parents can register for a free
subscription on the A Story Before Bed
website at http://www.astorybeforebed.
com/military. They’ll receive a free sub-
scription, which entitles them to record
any of 25 books currently included in the
“subscription collection.” Recordings
combine a video of the reader along with
full screen images of the pages of the book
being recorded. The video and audio are
synchronized to the pages of the book,
allowing the viewer to jump to any part
of the book, or have a page reread to them
as often as they like. If a child is at a read-
ing level where he/she is reading aloud,
the child can read the book and the de-
ployed parent can watch and see the read-
ing progress. Recordings are accessible
indefinitely, even after the subscription
period runs out.
In early testing of the program, Jackson
Fish Market has already given away 3,400
recordings. The company is asking its fans
for help giving away the remaining 96,600
recordings by getting the word out via
Facebook, YouTube, and other social me-
dia outlets.
Your recording can also be shared on
those outlets for family to view.
Additionally, parents preparing for de-
ployment can utilize the service “United
Through Reading,”available at the Naval
Base Ventura County Fleet and Family
Support Center. Parents can choose from
a selection of available books, read the
book aloud, have an FFSC staff member
video record the reading, and take the
DVD and book home to your child. Your
child can view the DVD as many times as
he/she would like and read along with the
book in hand. Please contact the FFSC

As the holiday season approaches, an
amazing gift that a parent can give a child
is the gift of reading. Achild’s interest and
love for reading will greatly benefit aca-
demics and well-being.

DVDcourse taught by Dave Ramsey —a
personal finance expert, radio personality
and best-selling author — is coming to
Naval Base Ventura County.
In a small group setting, you’ll learn
everything about budgeting, getting out
of debt, retirement, investing, building
wealth and more.
FPU military edition features military-
specific questions and statistics and is
designed specifically for service mem-
bers.
FPU will be held for 13 consecutive
weeks at the Seabee Chapel, Port Huen-
eme, at 1000 23rd Ave., Bldg. 1433. Class-
es will meet on Thursdays beginning Jan.
27, from 6 to 8 p.m. Preview classes will
be held on Jan. 13 and Jan. 20 at 6 p.m.
This entire class is free for active duty

ning was much more than a sneak
preview of a video game and a
friendly competition among the
armed forces. It was a full-blown,
red-carpet event full of celebrities
that was on a par with a big-bud-
get Hollywood movie premiere.
The launch party was held
Thursday, Nov. 4 – five days be-
fore the game went on sale to the
general public, earning a record-
breaking $360 million in 24
hours.
As part of the event, game
maker Activision worked with the
USO to set up an armed forces
competition, with six-member
teams from each branch playing
against one another. The USO
contacted NBVC Command
Master Chief Dean Joyce to set
up the Navy delegation; the indi-
viduals who went were those who
responded first to a blanket e-
mail asking for volunteers.
The event took place in a San-
ta Monica Airport hangar that
had been transformed into a
high-tech playroom, with a mov-
ing stage and massive screens set
up so spectators could compare
the players’ strategies.
Once the armed forces had
competed as teams, each branch
picked one player to compete in
a grand finale held on the main
stage. The Navy picked Frantz
and came in second; the Coast
Guard ended up winning.
“Looking out at the thousands
of people when I was on the main
stage is something I’ll never for-
get,” Frantz said.
Before the competition began,
the six players discussed strategy
and their experience with the
other “COD” games. All were
“Prestige”players, meaning they’d
reached the highest levels of the
earlier versions of the game, pri-
marily “Call of Duty: Modern
Warfare.”

Robert Atutubo of the 31st Sea-
bee Readiness Group enjoyed the
competition.
“I got to experience a once-in-
a-lifetime opportunity to play
against the other branches in the
armed forces,”he said. “The com-
petition was tense and excit-
ing.”
Air Traffic Controller 2ndClass
Carlos Borras said he had an
“awesome time” playing “Black
Ops.” He met actresses Raven-
Symone and Emmanuelle
Chriqui.

1st Class Casey Polly, Yeoman
Seaman Apprentice Daniel Eb-
ersold and Aircrew Survival
Equipmentman Mitchell Lind-
gren.
Even though they didn’t play,
the 44 who went to watch also
had, as Air Traffic Controller 2nd
Class Eugene Murphy put it, an
“awesome” time.
“I have some friends whowould
give their first born just to see
Metallica live,” he said.
He spotted professional
snowboarder Shaun White in
the audience, and he met actor
Zach Braff of “Scrubs” and
Nikki Sixx of Motley Cure.
Aviation Support Equipment
Technician Alfredo Lopez was
one of five from San Nicolas
Island to make the trip.
“I feel that Activision went
out of their way to make us feel
appreciated,” he said of the
game maker. “Metallica was the
highlight of the night.”
Lopez also met actors Clark
Duke of “Hot Tub Time Ma-
chine,” Aaron Paul of the tele-
vision series “Breaking Bad”
and Nick Swardson of “Reno
911.”
There was one more big sur-
prise to come for each of the 50
who attended the launch party.
It arrived about a week later: a
free X-Box version of the game,
complete with a remote-con-
trolled car.

New energy-efficient lights that are ex-
pected to save Naval Base Ventura Coun-
ty thousands of dollars over the next few
years attracted a delegation of public
works officials and energy consultants to
a recent roundtable discussion and night-
time tour of NBVC Port Hueneme.
Tom Santoianni, energy manager for
NBVC, arranged the two-hour ride-
through for the 30 civilians who could see
first-hand how some of the latest lighting
technologies not only save money over the
long term, but they also do a better job.
“This has outpaced every other military
base I’ve seen,” Stan Walerczyk, a San
Francisco Bay area lighting consultant and
a recognized expert in commercial and
industrial interior and exterior lighting,
said of the new lights, some of which had
been installed that very morning. “What
Tom has done here is really outstand-
ing.”
The tour was held Tuesday evening, Oct.
26, the day before a half-day energy sem-
inar put on by the Ventura County Re-
gional Energy Alliance (VCREA), a coali-
tion of 12 public agencies, including school
districts, cities and water districts.
“One of our biggest alliances is the
base,” explained Cheryl Collart, VCREA
executive director. “With agriculture, it’s
also the biggest employer in the county.”
That’s why its buy-in to the green move-
ment has been so critical, Collart said.
Santoianni explained to the group that
with every public agency – and private
home and business, for that matter – pay-
ing close attention to each dollar spent in
this economy, anyone considering lighting
changes has to ask some fundamental
questions.
For example, is it more efficient to ret-
rofit a 20-year-old lighting fixture or
should an entirely newfixture be installed?
With public agencies, this can involve dif-
ferent budgets and different funding
sources.
Can new lights save money but actually
put out more light? The newexterior LED
lights, for example, give off “white light,”
making them appear brighter to the hu-
man eye than the traditional high pressure
sodium “yellow lights” most common in
streetlighting, yet they use less energy.
What are the long-term environmental
implications of new lighting technology?
CFLs, for example, save energy but require
special recycling because of their mercury
content.
“More and more, manufacturers will
have to build in the cost of recycling,”said
John Brooks, a senior analyst with the City
of Thousand Oaks Public Works Depart-
ment. “In Thousand Oaks, we get a lot of
calls from people wondering how to re-
cycle some of these products.”
These questions and more came up
throughout the nighttime tour.
Perhaps the most illuminating moment
of the evening came at the NEXand com-
missary parking lot. There, some fixtures
were still the 400-watt high-pressure so-
diumparking lot lights, the “yellowlights”
that have been there for years. In the north
parking lot, some had been replaced with
“white light”LEDlights. Others had been
replaced with induction fixtures, a type of
fluorescent lamp. This way, all three could
be evaluated.
“This installation has demonstrated the
different optical characteristics of LED
lighting as compared to induction, San-
toianni explained. “The LED fixtures
results in a 56 percent savings over the
previous lighting system, and the induc-
tion results in a 46 percent savings, due to
their higher wattage.”
The group also stopped at Building
1000, the Naval Facilities Expeditionary
Logistics Center. In the lobby, 175-watt
lights were replaced with 52-watt LED
fixtures, resulting in a “white light” that,
while providing 75 percent energy savings,
has actually drawn complaints about being
too bright. Santoianni also showed off the
parking lot, where installation of LED
lights has resulted in an 82 percent energy
savings.
The next stop was the bachelor quarters,
where 35-watt LEDlights replaced 50- and
70-watt lights. Again, even though the
wattage is lower, the lights are brighter. In
addition, occupancy sensors take the fix-
tures down to 10 watts when no motion
is detected after a set length of time. It is
estimated that the lights remain in the 10-
watt stage 70 percent of the evening, re-
sulting in an estimated energy savings of
70 percent over the old system.
At the Warfield Gym and tennis courts
next to the bowling alley, mercury vapor
lights, which are “mostly extinct,” San-
toianni said, were replaced. The gym was
equipped with spectrally enhanced fluo-
rescent lamps that are glare-free and more
comfortable to the eye. At 211 watts, they
will save 55 percent over the previous 400-
watt system.
At the tennis courts, the 1,000-watt
system was replaced with 400-watt induc-
tion fixtures, creating “white light” as
opposed to “bluish-green light.”This will
save 63 percent over the previous system
and eliminates the warm-up period for
the lights to fully illuminate.
The visitors also sawthe biggest change
at the base: the replacement of roadway
lighting. The 250-watt high-pressure so-
dium “cobra head”roadway light fixtures
common with public utilities were re-
placed with 150-watt LED roadway fix-
tures. The move enhanced safety and
security, yet yielded a 50 percent energy
savings.
Collart said the tour provided good,
hands-on advice for other public entities
and private industry.
“This base is a highly respected, won-
derful facility,” she said.
Santoianni said the tour allows people
to experience the new lighting firsthand
instead of him having to describe and
explain it in a classroom setting.
“NBVC is the Navy’s energy showcase
facility for the West Coast, where it is our
responsibility to install and test new and
emerging technologies for the Navy,” he
explained. “NBVC’s current and future
experiences using these new technologies
will help the Navy in the future to make
more intelligent decisions when specify-
ing these technologies.”

James Heller has received the 2010 Fed-
eral Energy Management ProgramAward
for his role in the execution of the Navy’s
centralized energy program.
As the energy programs manager for the
Naval Facilities Engineering Command
(NAVFAC) Engineering Service Center
(ESC), his effective energy-saving strate-
gies have helped reduce the Navy’s energy
consumption by 15 percent, saving taxpay-
ers millions of dollars in energy costs.
Heller was recognized at a luncheon and
evening reception on Oct. 7 in Washing-
ton, D.C.
The 2010 award is based on Heller’s 28
years of service to the Department of
Navy energy program.
“Jim’s commitment and dedication to
the Department of the Navy’s Energy
Program, the SECNAV’s energy goals and
the use of renewable energy sources are
well-known by his peers and throughout
the Navy,”said NAVFACESCCommand-
ing Officer Capt. Paz B. Gomez. “He pro-
vides quality technical leadership for
global contracts in the execution of en-
ergy projects and leads a team of engi-
neers, technicians, computer specialists
and others in the validation of new tech-
nologies and the promotion of energy
awareness within the Navy and the De-
partment of Defense.”
Heller and his team played a major role
in the Department of Navy’s energy suc-
cess story, executing more than $450 mil-
lion in energy and water efficiency projects
at Navy and Marine Corps installations
in Fiscal Year 2009. The Navy produces
an estimated 9.5 percent of its total en-
ergy from renewable sources for the fiscal
year.
Heller provided key support for the
implementation of photovoltaic arrays in
numerous locations, including 13 mega-
watts (MW) of PV generation with fund-
ing through the American Recovery and
Reinvestment Act. The arrays were inte-
grated into rooftops, mounted on carports,
and on the ground.
Heller has led many efforts to help the
Navy meet its energy goals. He oversaw
projects at the U.S. Naval Station Guan-
tanamo Bay, Cuba, and Naval Auxiliary
Landing Field San Clemente Island that
generate over 6 MWof wind energy. Hell-
er was influential in acquiring Research,
Development, Test and Evaluation fund-
ing to evaluate thin film solar integrated
roofing systems, advance the state of the
art in energy storage and evaluate the costs
and benefits of solar and wind technol-
ogy at all Navy installations.

Heating plants all across Naval Base
Ventura County are now being activated
for the winter season and will all become
operational on Dec. 1.
As always, electric portable heaters are
prohibited unless exceptions are approved.
The restriction is in recognition of the fire
hazard and intensive energy use these por-
table heaters represent.
Energy managers Ken Mears or Tom
Santoianni will review requests for por-
table space heaters on a case-by-case basis.
Then a permit must be obtained from the
Fire Prevention Office, reachable at 989-
0112.
If approved, portable electric space
heaters shall be Underwriter Laboratory
(UL) or Factory Mutual (FM) approved
and shall have a label or approval affixed
with a built-in thermostat and a tip-over
device. Portable space heaters using gas
or liquid fuel are prohibited.

Naval Surface Warfare Center (NSWC)
Port Hueneme welcomed the Navy’s first
Littoral Combat Ship(LCS), USSFreedom
(LCS 1), Sept. 27 through Oct. 6 during its
inaugural visit tothe MissionPackage Sup-
port Facility (MPSF) at Port Hueneme.
The ship conducted its first-ever mission
module swap-out at the facility, which was
opened in October 2009 as a central hub
for the ship’s mission modules.
The ship also underwent a combat sys-
tems assessment, which included a main-
tenance review, on-load/off-load testing,
software acceptance testing and other nec-
essary readiness grooming.
LCS is a revolutionary new warship de-
signed for littoral warfare missions in anti-
submarine warfare, surface warfare and
mine warfare.
At the heart of the LCS program is the
flexibility to rapidly switch mission capa-
bilities, thanks to the ship’s ability to carry
andemploy missionmodules. Eachmodule
provides the tools to fulfill a focused mis-
sion capability, including sensor systems,
weapons, control centers, support equip-
ment and spares. After a mission is com-
pleted, the mission package is disembarked
and restored for future use in any LCS.
The MPSF upholds this feature by pro-
viding a single stop where mission modules
can be staged and maintained.
As the only facility of its kind, the
MPSF not only stores, deploys, up-
grades and maintains the systems and
elements that comprise the mission
modules, it also provides round-the-
clock distance support to deployed mis-
sion modules.

5th NELR
At dawn on Saturday, Sept. 25, Man-
dalay Beach in Oxnard was subjected to
an invasion of forces. Sailors and officers
raced across the sand wearing flak jackets,
building sandbag emplacements and heav-
ing line. The 5th Navy Expeditionary Lo-
gistics Regiment (NELR) had landed.
Early-morning visitors to Mandalay
Beach witnessed the first 5th NELRCom-
modore’s Cup being held in conjunction
with the first-ever Navy Expeditionary
Logistics Regimental Leadership Summit
fromSept. 24 to 26 at the Embassy Suites,
Mandalay Bay, Oxnard.
Endorsed and attended by the com-
mander of the Navy Expeditionary Com-
bat Command, Rear Adm. Michael Til-
lotson, the summit brought together 101
regimental and battalion khaki-wearing
leaders in order to promote professional
development and collaboration and to
integrate and synchronize the regiment.
The 5th NELR was established in 2009
as the Immediate Superior in Command
(ISIC) for the three West Coast Reserve
Navy Cargo Handling Battalions (NCH-
Bs), reporting directly to the Navy Expe-
ditionary Logistics Support Group
(NAVESLG). The 5th NELR provides
administrative command and control, en-
suring that subordinate Cargo Handling
Battalions are able to perform assigned
tasks and missions, as well as operational
command and control supporting de-
ployed expeditionary logistics, cargo han-
dling and port operations.
With the establishment of a new com-
mand in a new organizational structure,
the leadership summit was essential to
establishing effective working relationships
among 5th NELR domain leadership, as
well as providing the opportunity to ad-
dress the main focus areas of profession-
al development and “sailorization,” team
building, visioning and planning.
In addition to staff briefs and working
groups, the leadership summit hosted an
array of distinguished guests and present-
ers. Tillotson discussed a broad variety of
topics ranging from the future of the ex-
peditionary logistics force to unit-level
leadership, emphasizing the importance
of intrusive leadership at every level.

Tillotson said.

VELSG; Command Master Chief (AW/
NAC) Michael Curry, command master
chief of the Navy Reserve Forces Com-
mand (COMNAVRESFOR); and Glen
Welling from the Department of Defense
Yellow Ribbon (Returning Warrior) Pro-
gram.
During an inspirational ceremony at the
close of the first day of the summit, two
outstanding sailors were awarded the 5th
NELR Sailor-of-the-Year: Logistics Spe-
cialist 1st Class (AW/SW) HanMa, NCHB
14, Active Component; and Yeoman 1st
Class Edwin Jacala, NCHB 3, Reserve
Component.

As the holiday season gets under way,
the Security Management Office is issuing
a reminder to all personnel about the strict
regulations regarding Foreign Nationals
(FNs) on base.
All FNs — including friends and fam-
ily of military personnel living in base
housing (designated as “unofficial FN
visitors”) — must fill out a Foreign Na-
tional Visitor Request Form and fax or
e-mail it to the Security Management Of-
fice at least 72 hours before they want to
come on base. After approval, they will
receive an orange FNbadge that must be
worn at all times while on base.
FNs staying in the Catalina Heights
military housing complex need not go
through this process unless they want to
come on base for any reason, including
shopping at the commissary or NEX or
to use recreational facilities.
Cases involving base access for official
military and civilian work-related reasons
are usually handled via the tenant com-
mand’s foreign national security manag-
ers.
NBVC defines Foreign Nationals as
individuals 18 and older who are not
U.S. citizens or, regardless of citizenship,
are representing a foreign government,
foreign corporation, other foreign entity,
or a FN doing business with a Depart-
ment of Defense component or contrac-
tor.
This includes companies incorporated
in the U.S., but under foreign ownership,
control or influence.
Legal permanent residents with a law-
ful permanent resident card are not con-
sidered FNs.
Once on base, unofficial FNs must be
escorted at all times around the base.
They are only allowed to stay alone inside
a base housing residence.
Around the holidays, the problems
mostly involve unofficial visits. Furag-
ganan said there were about two dozen
cases late last year of FNs trying to gain
base access without proper authoriza-
tion.

NMCB 21
“Everyone in the crowd was saying,
‘Welcome home and thank you.’ I get
choked up even now saying this,” said
Steelworker Constructionman Erika
Campbell as she arrived in the United
States from her first deployment.
Naval Mobile Construction Battalion
21, the Blackjack Battalion headquartered
in Lakehurst, N.J., flew into Naval Base
Ventura County earlier this month from
its first full-battalion mobilization and
deployment since World War II. Roughly
560 Seabees of NMCB 21 were deployed
in support of President Barack Obama’s
30,000 troop surge.
The majority of NMCB 21 is from the
East Coast, and their families were not
able to fly to California. They were to be
here about two weeks before heading for
home. Veterans and a few family and
friends were on hand to welcome and
honor the Seabees for their accomplish-
ments in support of Operation Enduring
Freedom and Operation New Dawn.
“Nothing beats the feeling of homecom-
ing,” said Utilitiesman 3rd Class Petty
Officer Winston Budhai. “It’s awesome!
No more rocket attacks, dust-free air and
everywhere green signs of life. I can’t wait
to see my family and newborn son.”

ing two-fifths deployed to Kuwait and Iraq
in support of 25 NCR.
The Kuwait detachment supported a
newand emerging mission in Bahrain and
successfully supported the Al Basrah Oil
Terminal (ABOT). The Iraq detachments
supported Special Operation Forces at
multiple locations throughout Iraq.
“We aggressively met every challenge,
despite the numerous complexities associ-
ated with geographic dispersion across
four countries,” Steffen said.

About three dozen volunteers from
Naval Base Ventura County — military
members, their families and a few civil-
ians — are hoping their hard work on a
recent Saturday morning will bear
fruit.
Literally.
The volunteers spent the morning of
Nov. 6 spreading cardboard and mulch
throughout an overgrown orchard at the
Arc Foundation of Ventura County’s Ojai
Enrichment Center. Their work will keep
down the grass that was choking the 43
citrus, peach, apple and other fruit trees
and allow them to once again be healthy
and productive.
“Our orchard is 10 years old, but no
one has loved it for about four years,”
explained Pat Neff, administrative assis-
tant for Arc. “It really wasn’t doing what
it used to do.”
The Ventura County Master Gardeners
offered technical assistance, but they
didn’t have the manpower to actually re-
habilitate the orchard.
Neff told her nephew about the prob-
lem, and the nephew, Chief Religious
Program Specialist Alan Grow, contact-
ed NBVC’s community service officer,
Senior Chief Builder Michelle Bernales.
She researched the organization and the
project, put together a workforce, and it
all quickly blossomed into a Saturday
morning full of fun and hard work.
“Our military members operating in all
areas of the world have benefited by the
generosity of our local communities,”
Bernales said as she dumped a pitchfork
full of mulch into a wheelbarrow. “This
project is small in comparison; it gave us
an opportunity to give back.”
Neff said the project would never have
been accomplished without the Navy’s
involvement.
“Everyone was so totally involved, com-
mitted and willing,” she said. “Really,
something more vast than a thank you is
in order.”
Charles Duncan, who coordinated the
Master Gardeners’ efforts, also had high
praise.
“When we started in January, all of this
was just a little seed of a thought that we
continued to slowly nurture, but today, it
all came together,” he said.
Some of the volunteers used the event
as a learning experience.
“Nowwe knowwhat to do in our yard,”
laughed Tia Judge as she worked alongside
her husband, Yeoman 1st Class Larry
Judge.
Neff was also impressed by howquick-
ly everyone got to work and got the job
done.
“Everyone jumped right in fromthe mo-
ment they got here,” she said. “Without
these volunteers, this wouldn’t have been
possible.”
Neff said that once the trees become
healthy again, the fruit they bear will be
donated to the local food bank or used in
pies baked by Arc clients.
Arc is a non-profit organization that
supports adults with development dis-
abilities in leading more fulfilled and in-
tegrated lives.

“There are still some in the Navy who
see this situation as career-ending, and
that’s a myth,” Burgess said. “The whole
reason behind the EFMprogramis to help
people stay in the Navy, to give people the
help and support they need so that active
duty military personnel know their fam-
ily is taken care of and they can concen-
trate on their mission.”
There are six categories in the EFM
program. Placement depends on the sever-
ity of the family member’s disability and
can range from simple monitoring for
medical, mental health and educational
needs to restrictions on overseas assign-
ments to the homestead program, in which
the EFM’s needs are highly specialized,
complex or severe and require continuity
of care. In these cases, the service member
receives a long-termassignment to an area
that can support multiple seashore rota-
tions, usually Norfolk, Va.; Jacksonville,
Fla.; San Diego; Bremerton, Wash.; and
Washington, D.C.
“This way, active duty personnel can
continue to advance their careers but the
family doesn’t have to move,” Burgess
said.
There is also a temporary category, in
which the EFM’s condition requires a
stable environment for six months to a
year.
“Being in the EFM program means the
Navy won’t send someone to Timbuktu
if there’s someone who needs special
medical help,” Burgess said. “It pairs the
family’s needs with the Navy’s needs.”
As the U.S. population ages and as
awareness and diagnosis of special needs
increases, this program will become even
more important, Burgess said.
“The squeezed generation is very real,”
she explained. “There are active duty per-
sonnel who have an ill and aging parent
for whom they must be the primary care-
taker and, at the same time, they have a
child with special medical needs.”

As Director of Nursing Services, you`ll be responsible for ensuring the
highest degree of quality care by planning, organizing, and directing the
overall operation of our Nursing Service Department in accordance with
resident needs, government regulations and our internal policies and
procedures. Other tasks in this role include developing/implementing
a nursing service organization structure, determining the department`s
staffng needs and maintaining written policies/procedures that govern
the day-to-day functions of nursing services. Additionally you will assist
in the development of preliminary and comprehensive assessments of
the nursing needs of each resident, as well as developing methods for
coordination of nursing services with other resident services to ensure
the continuity of the residents` total care regimen.
Position requirements include:
Nursing Degree from an accredited college or university. r
Minimum of 3 years of experience as a supervisor in a hospital, r
nursing care facility, or other related health care facility.
Minimum 6 months experience in rehabilitative and restorative r
nursing practices.
Possess a current, unencumbered, active license to practice as a r
Registered Nurse in this state.
Must be a strong team player with proven leadership and r
supervisory skills.
Excellent verbal/written English communication skills are r
required.
Must meet all health requirements, including TB, and pass r
background checks.
