Tax season is right around the corner, and
the Self-Service Tax Assistance Program at
Naval Base Ventura County (NBVC) needs
volunteers.
This program helps active duty service
members, military dependents and retirees
prepare their federal and state income tax
returns. Without volunteers, service members
and their families would have to prepare their
own taxes or pay $100 or more to a tax preparer.
Last year, volunteers at the NBVC center
helped complete more than 1,050 federal and
state tax returns, yielding the military community more than $1.3 million in refunds. It
also saved these taxpayers thousands of dollars in tax preparation fees.
The Self-Service Tax Assistance Program
is sponsored each year by the Region Legal
Service Office, Detachment Ventura.
All volunteers will receive free training to
become a federal and California state tax
preparer. Training is usually the first two
weeks in January.

Will Mugu’s athletic fields be upgraded?
Question: Are there any planned upgrades to the
athletic fields on Point Mugu? The fields are often
marked with rodent holes, and with the drought
they’re more dirt than grass. I had heard rumors last
year that we may be getting a turf field similar to the
one at Port Hueneme, but I haven’t heard updates on
that or if there was any merit behind those rumors in
the first place.
Answer: The athletic fields at Point Mugu and
many of the grounds on base, including the headquarters building, are frequently marked with signs of
gophers. We even had an article about gophers in The
Lighthouse not too long ago! It’s really part of the
challenge of operating in such a natural environment.
The field located nearest the movie theater at
Point Mugu is slated to be replaced with a synthetic
field. The rumors are true. Work is currently scheduled to begin in January, with completion in April or
May.

We’ve cut back on watering during the drought,
and it is having an impact in our green spaces. The
synthetic field needs less water — mostly for the
occasional spray-down cleaning — so getting it
installed will both improve the recreation and PT options at Point Mugu and reduce our water consumption.
Until then, our Morale, Welfare and Recreation
team keeps an eye on the fields, maintaining them
and working with safety to ensure they’re fit for use.

• On Sunday, Nov. 9, the Seabee Chapel is hosting a Veterans Day concert
featuring the ChannelAire Chorus, a
chapter of Sweet Adelines International. The concert begins at 9 a.m. at
the chapel, located on board NBVC
Port Hueneme.
• Later that day, at 3 p.m. in Santa
Barbara, Lt. Lesa Welliver, staff chaplain at NBVC, will give the invocation
for the Pierre Claeyssens Veterans
Foundation concert at First Presbyterian Church, at State and Constance

and capes — and beautiful
princesses all took center
stage Friday, Oct. 31, as
Halloween worked its magic on Naval Base Ventura
County (NBVC).
Youngsters were asked to
dress as a storybook character for a Halloween costume parade at the Child
Development Center at
NBVC Port Hueneme.
Thanks to children’s books
based on popular movies,
that was easy to do. Teenage
Mutant Ninja Turtles stood
next to girls in Disney
gowns, with Optimus Prime,
Wonder Woman and a Spiderman or two making an
appearance.

“This is our first year doing Storybook Character
Parade,” explained director
Tamara Lo-Ray. “I had so
many parents ask about
dressing up for Halloween,
and I was trying to figure
out how to make this event
educational and fun. The
idea was to promote literacy.”
Some active duty military
parents visited that morning
and shared stories from their
favorite children’s books.
Later that night, the Navy
Exchange at NBVC Port
Hueneme hosted a trick-ortreat event, where youngsters
could collect candy and
spend time with their parents drawing and coloring.

In the math category, the ACT has trigonometry, while the SAT covers only basic
arithmetic, algebra I and II and geometry.
One thing to consider, though, is that the
ACT math questions seem to be more
straightforward. For some students, this
makes the ACT math easier.
The SAT covers vocabulary with much
more emphasis than the ACT. If wordsmithing isn’t your “thing,” the ACT may
be better for you.
The SAT is broken up into more sections,
and colleges will look at scores for each

section. The ACT is more of a “big picture”
exam. For the ACT, colleges will look more
at the composite score than the individual
sections.
So, how does a student really know what
is best? Taking both tests is an option.
However, both tests require a fee and typically a Saturday morning. Another option
might be taking a practice test or a prep
course to see which test best fits you. However, these options are typically very costly.
Fortunately, military families have another option.
eKnowledge is offering military families
a regularly priced $250 SAT and/or ACT
test prep program for just the cost of providing the programs (under $20). The fee
covers everything, including materials, shipping, student support and streaming.
The Donation Project is in alliance with
the Department of Defense and supported
by more than 100 partners, including professional football and baseball players. In
nine years, eKnowledge has donated more
than 215,000 SAT and ACT programs valued at over $50 million. No profit is created by the donation effort, and all proceeds

are reinvested to improve the program.
The SAT and ACT PowerPrep Programs
are available online or on a single DVD.
Programs include more than 11 hours of
video instruction and 3,000 files of supplemental test prep material, thousands of
interactive diagnostic tools, sample questions and practice tests. Students can study
at their own pace.
The programs are available to all service
members who are active duty, retirees, veterans, National Guard, Reserve, Department of Defense employees, contractors
and civilians performing military support.
Also eligible are relatives and dependents
of anyone who otherwise qualifies from
the prior list.
Students may order both the ACT and
the SAT program for under $40 for the two.

that will give them the best score to attach

Since colleges will accept either, is it best
to take the SAT or the ACT?
Unfortunately, the answer isn’t simple
because it depends on the students and their
testing and subject matter preferences.
The Scholastic Aptitude Test (SAT) and
the American College Test (ACT) are college entrance exams used by most colleges
in the U.S. For most schools, students have
an option to take either. However, college
applicants should be sure that the test score
being submitted is the best possible test
score they’re able to get. Since some students may do better on one test than another, it’s important to compare the two.
One difference between the SAT and
ACT is science. The SAT does not have a
science section, and the ACT does, but it
is meant to test reading and reasoning
skills, not a knowledge of science.
The SAT has a required writing section,
but the writing on the ACT is optional.
However, some colleges will require the
writing test. Be sure if you opt out of the
ACT writing section that your school will
not ask for your writing score. Also, the
SAT essay score will be factored into the
composite writing score. The ACT writing

Finding the secret to an Endless Summer
Nearly 50 years ago, the cinema classic
“Endless Summer” premiered in a small
theater during a winter snow storm in
Kansas. At the time, no one could have
imagined that this little independent
movie was launching a cultural phenomenon still felt throughout the world today.
The premise and plot of the story was
brilliant in its simplicity. If some lucky
surfers had enough time and money, each
year they could theoretically follow a 365day summer season around the world. In
other words, it is always summer somewhere in the world. Hence, the title: “Endless Summer.”
Since its debut, this prototype travelogue and its adventure plot line have
spawned endless television shows and
movies of similar themes.
Moreover, this iconic documentary also
influenced how the public perceived the
surfing lifestyle around the world. There
were people, for example, who had never
surfed or cared to surf who still flocked
to the theaters just to experience the surfer’s joyous journey on the movie screen.
While the idea of enjoying a series of
endless summers is an intriguing one, we

all know this kind of adventure doesn’t
happen in real life. While it would be great
to live such a Peter Pan-like existence, no
one lives forever. Statistics indicate the
typical American will live to be, on average, 79. So that means the typical American will enjoy 79 summers in his or her
lifetime.
When I was growing up, my summers
were very important to me. It meant a
special time of no homework and extra
play time with my friends. As I grow
older, my summers now mean I have a bit
more time with my family members (especially my nieces!) because this is also

the time when they are out for summer
vacation.
When I was in my teens or even early
20s, I really thought I had all the time in
the world to do whatever I wanted later
in life. Now I know differently.
A nurse who works with the sick and
dying in hospices once revealed some
common regrets from her former patients.
Not surprisingly, they are as follows: They
wished they had spent more time with
friends and loved ones, laughed more
along the way and quit worrying so much
about things they couldn’t control in
life.
I want to encourage us all to spend
more time with our friends and loved
ones, laugh more along the way and quit
worrying about things we can’t control.
When we go to bed tonight, thank God
for the people and blessings He has placed
in our lives.
Whatever you and I are worried about,
lift your cares and burdens up to Him.
Let go of whatever we are hanging onto
and let it go in God’s hands! Enjoy whatever “summer time” you have left with
your friends and loved ones.
May God bless you all greatly!

Nov. 8 Tea for a Cause tackles domestic violence
This year’s Tea for a Cause at the Seabee
Chapel will take place at 2 p.m. Saturday,
Nov. 8.
Attendees are invited to dress “frilly and
fancy” for the event, which is in the style
of an English afternoon tea.
The topic this year is sexual assault and

domestic violence — awareness, education
and support. Guest speakers are Julie
Whirlow, the sexual assault response coordinator at the Fleet & Family Support
Center (FFSC) at Naval Base Ventura
County (NBVC), and Rosie Flores, the
domestic abuse victim advocate at the

FFSC.
This is the second year for the Seabee
Chapel tea. Last year’s topic was breast
cancer awareness.

Planning under way for holiday activities, projects



The Halloween costumes are put away
and the pumpkins have been recycled,
which can only mean Thanksgiving and
Christmas are right around the corner.
Here’s a list of holiday activities taking
place at Naval Base Ventura County
(NBVC), or that NBVC personnel are involved with this season. If you know of

• Turkey giveaway: Turkeys and all the
trimmings will be given away to eligible

families at NBVC beginning at 9 a.m. Saturday, Nov. 22, behind Building 19, near
the Pleasant Valley Gate at NBVC Port
Hueneme. Eligibility requirements are
posted at the site. Active-duty military
members E-6 and below or their spouses
qualify; E-7 with two or more dependents
may qualify.
• “Home for the Holidays:” Cabrillo
Music Theatre is once again bringing this
holiday music revue and sing-along to the
Needham Theatre at NBVC Port Hueneme at 7 p.m. Friday, Dec. 12. Free to
everyone with base access.

• Winter Wonderland: Enjoy 40 tons of
snow, a marshmallow roast and crafts and
games as Child and Youth Programs
(CYP) brings this annual event to the CYP
complex at NBVC Port Hueneme Dec. 13.
Gates for the four-hour event open at 2:30
p.m. Free to everyone with base access.
• Toys for Tots: Once again, the Marines
are setting up boxes so people can donate
unwrapped toys for children in need. Commands interested in taking part can call

identifying the higher interest rates and
also estimates when you’ll be debt-free.
Recording spending is as easy as snapping a photo with your phone. “Shoeboxed” takes photos of your receipts and
stores them as purchases where you can
categorize and export them to a budget

“Mint.com” provides an app to easily
access a 360-degree view of all your finances. You can check your spending by

and monitor your savings goals.

DIEGO GARICA — After 77 arduous
days under the ocean’s surface, the USS
San Francisco (SSN-711) came up for
some fresh air and much needed replenishments Oct. 3.
The submarine pulled into the port in
the lagoon of Diego Garcia for a brief
stay before continuing on its mission
around the globe.
“Dirt Sailors” — so-called due to their
lack of time spent on water and majority
of time doing various construction projects on land — the Seabees of Naval Mobile Construction Battalion (NMCB) 4’s
Detail Diego Garcia were eager to investigate this uncharted territory and were
invited to tour the massive vessel.
“The limited amount of space was re-

markable,” said Builder 3rd Class Meagan
Fulford. “Every piece of equipment was
so jam-packed and perfectly fit into its
final location like a puzzle piece.”
Completely self-sufficient, the USS San
Francisco even creates its own oxygen
while underway. Each member of the crew
must be an expert in firefighting and first
aid while also maintaining efficiency in
their specific job onboard the submarine.
Torpedoman 2nd Class Jeremiah Hill,
previously an NMCB 4 builder, provided
a tour that put into perspective the differences in the lifestyles and careers between
a Seabee in a construction battalion and
a Sailor onboard a submarine.
“It was truly a unique experience to step
into the life of Submariner, even if only
for a few moments,” said Builder 1st Class
Michael Munninger. “The life they live is
very difficult.”
Hill said he enjoyed seeing his old shipmates.
“I [am] proud to show them all the new
things I’ve learned,” he said.
Following deployment, the USS San
Francisco will return to homeport of Naval Base Point Loma.

A crew of seven Seabees from Naval
Mobile Construction Battalion (NMCB)
3 is making headway on construction of
a new 2,160-square-foot management facility at Naval Base Ventura County
(NBVC) Point Mugu’s small-arms
range.
The $487,000 project started at the end
of July with Seabees tearing down the old
structure to begin building the new facility that will allow range managers and
visiting commands a quality place to provide instruction and evaluate troops.
In addition to providing NBVC with a
new facility, the project allows NMCB 3’s
construction veterans the chance to pro-

vide training to junior Seabees fresh from
their primary construction schools and
still craving new skills.
“My guys are always hungry for work
and come to the project each day ready to
hit it,” said Builder 1st Class Brandon
Hoekstra, the project supervisor. “We hit
roadblocks at every project, and the training we are able to provide as a result is
solid.”
Construction projects completed during
homeport allow Seabees to learn, practice
and perfect skills required for conducting
humanitarian assistance and disaster relief
missions when operating forward.
“My Seabees are building skill sets that
will set them up for a real positive deployment,” Hoekstra said.

Carrier Airborne Early Warning Squadron (VAW) 112 recently hosted two members of the U.S. House of Representatives
for a capabilities and demonstration flight
in an E-2C Hawkeye at Naval Base Ventura County (NBVC) Point Mugu.
U.S. Rep. Kevin McCarthy of the 23rd
District of California, the House Majority Leader, became the most senior government official to fly in the E-2C.
U.S. Rep. Jim Bridenstine of the 1st
District of Oklahoma, a member of the
House Armed Services Committee and a
former E-2C pilot, donned flight gear

 

again to see the latest updates to this venerable aircraft.
The congressmen flew with the VAW112 “Golden Hawks” Oct. 8 in an effort
to highlight the many ways the Hawkeye
acts as a force multiplier to execute critical
missions of power projection and battlespace management.
The Hawkeye is uniquely familiar to
Bridenstine, who spent years at its controls
as a part of the VAW-113 “Black Eagles”
prior to public service.
“As a former E-2C pilot, I am convinced
more than ever that the E-2C Hawkeye is
the most critical component for carrierbased power projection,” Bridenstine said.
“As the Navy transitions to the E-2 Delta,
aircraft carrier-based strike warfare will
become even more lethal.”

The distinguished visitors joined the
Hawkeye squadron in the early stages
of work-ups to discuss squadron operations, interact with Sailors and gain
vital knowledge on how critical the
Hawkeye is in an evolving battlespace.

Once briefed, the congressmen were
able to put “wheels in the well” and go
flying. While airborne, the Hawkeye
aircrew was able to demonstrate the
capabilities of the E-2C.
In addition, the Golden Hawks set
up a demonstration of aircraft carrier
operations for the congressmen.
Through the execution of Field Carrier Landing Practice (FCLP), the
guests were able to visualize the carrier
landing pattern versus that of a normal
runway and listen to a Landing Signals
Officer (LSO) guide them into touchdown.
The Golden Hawks are a component
of Carrier Air Wing 9 assigned to Commander, Strike Group 3, which includes
the carrier USS John C. Stennis (CVN74). They are beginning the pre-deployment work-up cycle in preparation for
deployment sometime next fall.
The E-2 Hawkeye provides all-weather aircraft carrier-based airborne early
warning and battle-space command and
control services to operational commanders at home and abroad.

Armed Forces of Philippines Seabees tour NBVC Port Huenem

(NCR) hosted Navy Seabees from the
Armed Forces of the Philippines (AFP)
during a bilateral exchange between the
two naval construction forces Oct. 1322.
Key Philippine Seabee leaders in attendance included AFP’s Naval Construction
Brigade commander, Commodore Elmer
Carrillo, commanding officers of naval
combat engineering brigades and other
staff.
The engagement encompassed a broad
range of U.S. naval construction force
capabilities throughout California, showcasing assets from Naval Base Ventura
County, Fort Hunter Liggett and San Diego.
The Philippine Seabees attended briefs
and went on tours of Naval Construction
Group (NCG) 1, 30th NCR, Naval Mobile
Construction Battalion (NMCB) 3, Underwater Construction Team (UCT) 2,
Construction Battalion Maintenance Unit
(CBMU) 303, Naval Construction Training Center (NCTC), Civil Engineering
Corps Officer Candidate School (CECOS), Center for Seabees and Facilities
Engineering (CSFE), Naval Facilities and
Engineering Command (NAVFAC) Expeditionary Warfare Center (EXWC) and
NAVFAC Southwest.

and expedite collaboration during bilateral activities.”
Exercise Balikatan, meaning “shoulderto-shoulder” in Tagalog, is an annual bilateral exercise involving members of the
AFP and U.S. armed forces. Its goals are
developing crisis action planning, training,
promoting interoperability and conducting
joint humanitarian and disaster relief projects.

Water conservation tip

To cut down on water waste, put
an inch or two of sand or pebbles
inside each of two plastic bottles to
weigh them down, then fill the bottles with water, screw the lids on and
put them in your toilet tank, safely
away from the operating mechanisms. This may save 10 or more
gallons of water per day. Be sure at
least 3 gallons of water remain in
the tank so it will flush properly.
If there is not enough water to get
a proper flush, users will hold the
lever down too long or do multiple
flushes to get rid of waste. Buy an
adjustable toilet flapper that allows
for adjustment of per-flush use.

Weapons Division (NAWCWD) was recently honored for his willingness to go above and beyond the
call of duty to support the warfighter by training
AV-8B aircrew, ordnance personnel, aircraft maintainers and mission planners on the Intrepid Tiger
II (IT II) Airborne Electronic Attack System.
During a special recognition ceremony Oct. 7 at
Naval Base Ventura County (NBVC) Point Mugu,
Scott O’Neil, the executive director of NAWCWD,
cited Johnson’s support to the Marines as “over the
top.”
Johnson, who has deployed to conduct overseas

IT II efforts two to three times a year — from three
weeks to three months at a stretch — said, “I didn’t
join the government to deploy, but it turns out this
has been the most rewarding part of my job.”
He trained the 15th and 22nd Marine Expeditionary Unit (MEU) detachments aboard USS Peleliu
(LHA-5) and USS Kearsarge (LHD-3) as well as
expeditionary strike group and MEU personnel for
afloat and ashore operations.
“This is where NAWCWD shines,” O’Neil said.
“We not only provide the warfighter with new technology but we also make sure they are trained to
use it properly.”

to use recreational facilities.
Cases involving base access for official
military and civilian work-related reasons
are usually handled via the tenant command’s foreign national security managers.
NBVC defines FNs as individuals 18

and older who are not U.S. citizens or,
regardless of citizenship, are representing
a foreign government, corporation or entity or an FN doing business with a Department of Defense component or contractor. This includes companies
incorporated in the United States but under foreign ownership, control or influence. Legal permanent residents with lawful permanent resident cards are not
considered FNs.
Once on base, unofficial FNs must be
escorted at all times around the installation.
Around the holidays, FN-related issues

mostly involve unofficial visits. Approximately two dozen cases occur each season
where FNs try to gain access without
proper authorization. This is generally attributable to someone with base access
trying to come aboard with a friend or
family member who is an FN without
prior authorization.

Hospitalman Brandon Williams stressed
the need for all military-connected personnel to get vaccinated.
“We need to take care of our dependents

and family members as well as our active
duty military personnel,” he said. “It’s
definitely important.”
The vaccine is administered via nasal
mist to most people ages 2 to 49. Most of
those 50 to 60 years old receive an injection, as does anyone who lives with a child
younger than 2. Most people older than
60 get a high-dose shot.
Flu clinics will be held from 9 to 11
a.m. outside the NEX at NBVC Port Hue-

neme Wednesday, Nov. 12, and Monday,
Nov. 17.
They will also be held from 9 to 11 a.m.
outside the NEX at NBVC Point Mugu
Thursday, Nov. 13, and Thursday, Nov.
20.
Flu vaccines are also available at the
Naval Branch Health Clinic at NBVC Port
