Some families living at Naval
Base Ventura County (NBVC)
will soon begin seeing something
brand-new in the mail: utility
bills.
In compliance with guidance
from the Office of the Secretary
of Defense, the Department of
the Navy is rolling out the Resi-
dent Energy Conservation Pro-
gram, or RECP, throughout its
Public Private Venture (PPV)
housing. In Navy Region South-
west, those units are managed by
Lincoln Military Housing.
“Energy conservation is a crit-
ical goal for the Navy across the
board,”saidCapt. Larry Vasquez,
NBVC’s commanding officer.
“Those of us living on the instal-
lation have to do our part as
well.”
Currently, energy costs are in-
cluded in military residents’ rent;
research has shown that rental
residents use more energy when
they do not see their bills or pay
utilities separately.
In 2014, NBVCresidents living
in units managed by Lincoln will

Q: All summer we’ve been watching the weeds and
grass grow out of control due to budget cuts. Then, right
before and even during the shutdown, everything gets
cut, trimmed, manicured. If the government was out of
money, why did we suddenly have money for mowing the
grass?
A: Every fscal year, we often have the opportunity to
gain some end-of-year maintenance funding. This year,
we secured funding to do a one-time grounds mainte-
nance operation, aimed at scaling back the overgrowth
that occurred during the summer. We also secured fund-
ing to begin repairs on the North Mugu Road gate at
NBVC Point Mugu, which has been closed since Febru-
ary awaiting repair funding.
Because of the gap in time between being notifed
funds are available and the ability to actually mobi-
lize contractors to execute the requested tasks, we had
grounds maintenance folks cutting back overgrown
hedges just days before the government shutdown. As
government employees were heading home for nearly
three weeks, contractors were mobilizing to begin repairs
on our long-closed gate. On the surface, it is defnitely
counter-intuitive.
But really, it is like ordering something online, and
it’s on back-order. It may show up at your house a month
later, but you paid for it — or obligated the money for it,
in government terms — back when the order was placed.
Money doesn’t come out of this paycheck but out of the
check where you had all that overtime. This happens
quite frequently, but with the government shutdown, it
was glaringly obvious and somewhat confusing. Thank

A power outage will affect nearly all of
Naval Base Ventura County, Port Huen-
eme, including housing areas, beginning
at 7 p.m. Sunday, Nov. 10, and continuing
until 7 a.m. Monday, Nov. 11.
The power outage is required to repair
a substation damaged during an un-
planned outage last December.
“Public Works was able to make short-
termrepairs and restore power in Decem-
ber,”said Lt. Cmdr. Nick Leinweber, pro-
duction officer with NBVC’s Public Works
Department.
Public Works will take advantage of the
required outage to conduct maintenance
on other power substations throughout
the facility.
“These repairs will help ensure we avoid
future, similar outages,” Leinweber said.
Choosing a time and date for the outage
was difficult, explained Cmdr. JimBrown,
Public Works officer, but after discussing
the need with tenants and service provid-
ers on the installation, Nov. 10-11 was
12-hour power outage set for Nov. 10-11

METINARO, Timor-Leste — Hand-
picked from a group of construction vet-
erans, a 21-year-old Seabee from Naval
Mobile Construction Battalion (NMCB)
3 quarterbacked a joint team of U.S., Ti-
morese and Australian engineers to the
successful completion of a 10-day, $30,000
project Oct. 18.
Builder 3rd Class Morgan Rego, who
joined the Navy less than two years ago,
presented her team’s completed 15,000-
liter fuel facility a full two days early to
Timor-Leste Defense Force (F-FDTL)
Motor Pool Commander J. Da Silva,
marking the first success of the most ju-
nior project supervisor in the history of
NMCB 3.
“I was really nervous to be in charge of
this project, but when the crane placed the
diesel tank in place, I felt very proud of
what we had accomplished,” Rego said
during the official ribbon-cutting ceremo-

With the 16-day partial shutdown of the
federal government now over, the Seabee
Museumjust outside the gates of Naval Base
Ventura County, Port Hueneme, is open
again.
Volunteers have beenbusy catching upon
mail orders tothe gift shopandrescheduling
workonthe oldtheater marquee parkedbe-
hindthe museum—andbehindlockedgates
during the shutdown.
“The Seabee Museum Store isn’t part of
the government, but we work inside a Navy
building that has a lock on the gate,” ex-
plainedSethJohnson, amember of theNavy
Seabee Veterans of America Island X-7,
whichis paying for the marquee restoration.
“Themail didn’t stopcoming; wejust couldn’t
pick it up.”
The marquee from the now-demolished
1940s-era Mayfair Theater in Ventura is be-
ing restoredsoit canbe displayedinthe mu-
seumas part of anexhibit onthe WorldWar
II homefront.
Volunteers from the Naval Construction
TrainingCenter hadplannedtoworkonthe
marquee in mid-October, but then the shut-
down occurred and they couldn’t get to the
structure.
With the exception of the first four days
of the shutdown, museum staff actually
stayedonthe jobtoprotect Navy assets, but
they couldn’t allowanyone onthe property,
explained Lara Godbille, museum direc-
tor.
“We had to be sure there were no plumb-
ing issues or electrical issues that couldhave
damaged the collections,” she said.
Randy Eilert, a retiredSeabee whoserved
at Port Hueneme in1966and1967, was glad
to see the museum open again. He and his
wife, Jackie, were visiting from Seattle and
stopped by the first morning it reopened. It
was sheer luck, they said; they didn’t know
it had been closed.
“I’m glad to know that,” Jackie said. “It
makes us feel really special.”

Seventeen animals — including a blind
cat and a lizard — competed in a Hal-
loween costume contest at the Naval Base
Ventura County, Port Hueneme, Navy
Exchange Saturday, Oct. 26.
The winner was a mixed terrier named
Stewie whose owners had been up until 2
in the morning finishing the dog’s cos-
tume: military fatigues for both the dog
and the teddy bear he carried on his
back.
Georgia Arevalo, 16, and her mom,
Georgina, drove up from Los Angeles for
the competition. Georgia’s dad, Staff Sgt.
Rafael Arevalo of the Channel Islands Air
National Guard 146th Airlift Wing, was
incredulous.
“He’s been laughing at all the work we
put into this,” the teenager said as her fa-
ther stuffed their winnings — a massive
gift bag full of pet supplies — into their
car.
Ramiro Victoria, the Hardlines Division
manager at the NEX, said the hourlong
competition was a real howl, with a mas-
tiff dressed as a spider, a 4-month-old
Newfoundland dressed as a bee and a ter-
rier dressed as a taco.
The next pet event is a Pets with Santa
photo shoot from 5 to 7 p.m. Wednesday,

For a variety of reasons, military fami-
lies often choose homeschooling for their
children. These are the homeschooling
options available to California families:
• Private School Affidavit (PSA): The
Private School Affidavit may be filed on-
line at the California Department of
Education website from Oct. 1 to Oct. 15
of every year. Schools that are created
after the filing period should file at the
time the school is established. If you need
to file your affidavit and cannot do so
electronically or choose not to, you can
still file a Statement in Lieu. You bear re-
sponsibility to adhere to all private school
laws and maintain records. California
mandates that certain subjects such as
reading, social studies, math and science
be taught when you file the Private School
Affidavit. Hiring a certified private home-
school tutor also falls under this option
(Cal. Educ. Code §§ 33190, 48222,
48224.)
• Public School Independent Study Pro-
gram (ISP) or Charter School: If you reg-
ister with a public school ISP or charter
school, your child is still enrolled in pub-
lic school but instruction is delivered at
home. You are considered a teacher’s aide
and will be assigned a credentialed teach-
er to oversee your program. You will need
to keep the records required by the pro-
gram in which you enroll. The amount of
freedom you have in choosing what your
child studies depends on the program’s
policies and your assigned teacher. Mate-
rials are available on loan. Support sys-
tems are offered to varying degrees, de-
pending on the school. Parents are asked
to sign a contract agreeing that they will
allow their child to be tested. Public pro-
grams will not offer religious materials,
and any religious instruction must be after
the recorded school hours. Please see your
school liaison officer for a list of home
charter schools or information on inde-
pendent study in your area (Cal. Educ.
Code § 51745.)
• Private School Satellite Program(PSP):
A PSP is a private school that has filed an
affidavit. If you enroll in a Private PSP, it
acts as an administrative umbrella for your
family’s private school. The private PSP
files the Private School Affidavit annu-
ally and keeps required records on file such
as attendance records, health records and
an outlined course of study for each stu-
dent. They may also keep track of cumu-
lative files, grades, transcripts and test
results, if any. A small tuition fee will be
charged for administrative and paperwork
services. When you sign up, you become
a teacher in that school. Your name and
address do not appear on the affidavit,
but the PSP is required to keep a listing
of all teachers and their qualifications.
Some PSPs offer a newsletter and activities
like park days and field trips for their
members. Some PSPs offer curriculum
packages; guidance and requirements vary
with each school (Cal. Educ. Code §
48222.)
• Correspondence and Virtual Schools:
K-12 online schools can be public or pri-
vate depending on the route you choose.
The programs work much like a PSP or
an ISP, however the teacher is online and
they keep all the school records. The
amount of freedomand support varies on
the program and if it is public or private.
The California Virtual Academy (CAVA)
is one of the largest public (tuition-free)
virtual schools in California (http://www.
k12.com/cava/ ) and has programs world-
wide that are ideal for families who will
be taking extended leave between duty
stations.

considering it as an option and you’d be
interested in taking part in a Naval Base

This is one of my favorite times of year.
The doorbell rings and I grab for the
trusted jack-o’-lantern candy container
filled to the brim. I enjoy seeing my dog
go bananas trying to figure out why some-
one keeps ringing the doorbell every five
minutes. She looks at me disappointed that
it’s not the pizza delivery guy and that I
seem to be giving all her treats away, and
yet she’s excited to see these strange little
characters all on her eye level. Her nose
works overtime trying to make sense of it
all.
I have fun trying to guess what charac-
ters the kids at my door have come up with
for the season. I get a kick out of the old
standards. I pretend to guess, asking, “Bat-
man? Spiderman?” They never catch on
that the bat signal or the spider on their
chest states the obvious. The kids are just
happy to be recognized.
The princess costumes are a little trick-
ier. I really have to knowmy SnowWhites
from my Little Mermaids or I am told in
a quick minute that I blew it. I think last
year I blew it on Pocahontas.
The preteens are always the easiest.
They come in themes. Two years ago, I
had an array of vampires due to “Twi-
light”fame. Last year, everyone who came
to my door wore a broken pair of glasses
and proclaimed to be nerds — not sure if
that was a nod to “The Big Bang Theory”
or if I’m not even in the right ballpark on
that one. This year I’mguessing I will open
my door to a parade of zombies.
Whether I guess right or wrong, the
preteens always offer me the “You’re so
lame” stare, so it’s a win-win either way.
I do love how they wait until the little
kids are all tuckered out and then they
come back, thinking I have forgotten they
were there an hour before. Seriously, how
can you forget 12 nerds in a row?
And then there are my all-time favorites:
the teens — too cool to dress up but still
wanting candy and secretly still enjoying
trick-or-treating. The teens just don’t want
me to knowthat they still enjoy it. So they
wait until I’ve turned out the lights, and
they hover around my door.
Teens are very noncommittal. They half-
way face my door and halfway face the
street, as if they were just passing through
the neighborhood. Usually a cap is pulled
way down over their face and hair covers
one eye so they can neither see, nor be
seen. I’m onto them though, and I hold
back some candy reserves just for them.
The games and the masquerade is all a
part of the fun!
As adults, we’re pretty much the same.
We actually never grow out of wearing
our costumes. Sometimes we stride along
with a big “S” on our chest, puffing out
like the whole world should know who
we are and should be happy to know us.
Other times it’s a guessing game.
Depending on the day, we’re all things
to all people, but no one really knows
who we are inside. There are times that
we don’t want to stand out, so we are
what everyone else is for a time or a sea-
son.
Then there are those times that we
fully hide behind our masks. We don’t
want to get too close because we fear
people may really see us for who we are
— and maybe they won’t like us.
As adults, we still play games, and we
still masquerade as someone else, but I
am reminded of something this time of
year.
With all of the games we play as people,
with all of our fears and insecurities, with
all of the uncertainty and trust issues we
hide, God reaches past our masks, our
labels and our costumes and tells us that,
“Before I formed you in the womb I knew
you…” Jeremiah 1:5.
I love that! There’s no pretense. There’s
no judgment. There’s just a calming,
secure sense of belonging — that some-
one knows us for who we really are and
loves us just the same.
So this season, when you open your
door and get a kick out of guessing
who’s who in the parade of costumes,
remember that someone knows YOU
just as you are and loves you just the
same.
May God’s presence be the strength
and sure foundation of your life!

The newly formed Innovation Hub for
Defense, Energy and Aerospace (iDEA),
of which the Naval Air Warfare Center
Weapons Division (NAWCWD) is a part,
was selected Oct. 8 to be a member of the
California Governor’s Office of Business
and Economic Development initiative.
The iDEA Hub joins 15 other commu-
nities throughout California designated
as centers of innovation.
The iDEA Hub partners consist of
NAWCWDand the NASADryden Flight
Research Center as the participating fed-
eral labs, the China Lake Alliance, Ven-
tura County Economic Development
Association, China Lake High Tech Con-
sortium, InSitech, Cerro Coso Commu-
nity College, Tech Venture Network of
Ridgecrest, Inyokern Airport District,
City of Ridgecrest and Kern County and
with various high-tech companies in the
region.
“In an effort to harness and enhance
California’s innovative spirit, the State of
California launched its forward-thinking
Innovation Hub (iHub) initiative,” the
Governor’s Office explained. “The iHub
initiative improves the state’s national and
global competitiveness by stimulating
partnerships, economic development and
job creation around specific research clus-
ters through state-designated iHubs. The
iHubs leverage assets such as research
parks, technology incubators, universities
and federal laboratories to provide an in-
novation platform for startup companies,
economic development organizations,
business groups and venture capital-
ists.”

Hub is to accelerate innovation by en-
hancing opportunities for technology
companies, non-profits and universities
to leverage the unique capabilities of fed-
eral labs and vice versa. Innovation can

The Navy-Marine Corps Relief Society
(NMCRS) serves its mission by investing
inthe menandwomanwhoserve our coun-
try.
The NMCRS invests both time and
money into providing financial and educa-
tional assistance to those in uniform and
eligible family members. The long-term
goal of the Society is to help Sailors and
Marines become financially self-sufficient
and help themplan for unexpected expens-
es.
As anot-for-profit organization, NMCRS
exists only ondonatedfunds toprovide that
assistance. This means that your fellow
service members are contributing to your
urgent needs that cover a wide range of
areas. Without these donated funds,
NMCRS would not be able to help each
person who comes through the door need-
ing financial assistance or resource refer-
rals.
Sailors, Marines and family members
who come into the office are greeted by our
volunteers, who give their time to the So-
ciety and keep service uninterrupted. A
request for funds to provide for an urgent
need is processed by a caseworker. Do-
nated money is used to provide short- and
long-term financial assistance, or even
emergency grants.
Many of the volunteers are connected to
the military in some way and understand
the uniqueness of this lifestyle. Frommov-
ing to deployments to basic living expens-
es, there is no one who has not experienced
a time in their life when a little money
would have gone a long way. As retired
Adm. Steve Abbott, the president andchief
executive officer of NMCRS, recently
stated, “Your donations mean feeding a
military family whose home was damaged
by a fire, making emergency repairs to the
family car, traveling to a family member’s
bedside when illness strikes unexpectedly,
or helping a family get ready for the ar-
rival of their first child.”
The zero-percent interest loans that
NMCRS provides are critical, especially at
a time when budgets are in flex and interest
rates are high.
In 2012, more than 60,000 individuals
receivedfinancial assistance. More than$40
million in donated funds were given out.
Fellow service members play a big part
in making money available for NMCRS
programs by both donating and repaying
the loans issued.
We are fortunate at Naval Base Ventura
County to have the local community and
businesses involved in supporting the So-
ciety as well.
Through the generous support of those
inside and outside the gate, many lives are
touched by the Society’s services and pro-

NMCRS relies on donated funds to help Sailors in need

Friday, Nov. 8, and will be closed all day
Veterans Day, Monday, Nov. 11. Regular

KAUAI, Hawaii —Naval Surface War-
fare Center, Port Hueneme Division
(NSWC PHD), alongside the Missile De-
fense Agency, USS Lake Erie (CG 70),
NSWCDahlgrenandNSWCCorona, par-
ticipated in a successful test of the Aegis
Ballistic Missile Defense (BMD) system,
resulting in the intercept of a separating
ballistic missile target over the Pacific
Ocean Oct. 3.
This test exercised the latest version of
the second-generation Aegis BMD Weap-
on System, capable of engaging longer
range and more sophisticated ballistic mis-
siles.
The event, designatedas Flight Test Stan-
dard Missile-22 (FTM-22), is the fifth con-
secutive successful intercept test of the
Aegis BMDWeapon Systemand the SM-
3 Block 1B guided missile. Other Aegis
BMDintercepts employed the Aegis BMD
3.6 and4.0 withthe SM-3 Block1Amissile,
which is currently operational aboard U.S.
Navy ships deployed across the globe.
Findings of operational tests fromall five
FTMtests will support follow-on produc-
tion decisions for the SM-3 Block 1B
guided missile.
“As technology evolves, so do our warf-
ighting capabilities,”said Timothy Troske,
NSWC Port Hueneme Division technical
director. “Port Hueneme Division and our
fellowwarfare centers continue to innovate
andimprove missile defense systems sothat
our Sailors are fully prepared to protect

USS Fort Worth (LCS 3) pulled into the
Port of Hueneme Oct. 8 for a two-day
refueling and provisioning stop. This was
the first visit to Port Hueneme for the
Freedom-class littoral combat ship, which
is homeported at Naval Base San Diego.
The visit to Port Hueneme was includ-
ed as part of the ship’s itinerary for mis-
sion-related underway exercises off the
California coast.
Prior to the ship’s arrival, the crewfrom
Fort Worth and engineers from Naval
Surface Warfare Center, Port Hueneme
Division (NSWC PHD) conducted ship
and surface warfare mission package de-
velopmental testing.
The surface warfare mission package is
one of three modules designed to be in-
terchanged on LCS ships, depending on
the ship’s determined mission. The three
module types — mine countermeasure,
surface warfare and anti-submarine war-
fare — are the heart and soul of the LCS
concept.

against a baseline average for
homes of similar type and size in
their neighborhood.
The average usage is being estab-
lished now, during a “pre-mock-
billing” phase that will continue
through December. Housing is
separated into “like-type groups”
for the purpose of establishing av-
erages and billing standards; you’re
measured against your neighbors
in similar housing units.
A normal usage band is estab-
lished for each like-type group,
consisting of a range that is 10
percent above and below the aver-
age usage for that group. If your
usage falls within this band, your
usage would be covered as part of
your rent.
If your usage during mock bill-
ing falls above this band, it’s time
to look at ways to conserve energy.
If you’re still above the normal us-
age band when live billing begins
in April, you’ll start incurring
charges, which will be due once you
owe $25 or more.
However, if your usage falls be-
low the normal usage band, you’ll
similarly be due a credit at $25 or
more. You can also choose to leave
the credit on the books in case your
usage spikes later. The credit is
then paid when you clear housing
during your next move.
The program, first piloted in
Hawaii in 2011, has had demon-
strated energy conservation ben-
efits. According to the Navy’s
RECP website, Navy residents in
Hawaii reduced overall energy use
by 9 percent, saving approximate-
ly $1.3 million in the first 12
months.
That money is reinvested into
PPV housing projects locally.
“It’s a win-win for residents,”
Vasquez said. “You have a real,
tangible incentive to save, and as
the group saves more and more,
they see more benefits, right in
their own back yard.”

Residents of units managed by Lincoln Military Housing will begin
receiving mock bills like this in 2014. Real bills will start coming in
April, showing where their personal usage falls each month.
The Resident Energy Conser-
vation Program is being rolled
out across the Navy. The Air
Force and Army have similar
programs already in place. Here
are some things to know about
the program:
• Wounded Warriors are ex-
empted from participation.
• Exceptional Family Member
Program participants with a
documented need for excess util-
ity usage may apply for an ex-
emption from participation.
• Residents who move in or out
in the middle of the month will
not be billed for a partial
month.
• Residents moving in after ac-
tive billing begins will not be
given a mock bill.
• At Naval Base Ventura
County, 1,221 units are managed
by Lincoln and will be part of
the program.

Support Center
November is the month designated to
recognize the Navy’s Exceptional Family
Member Program (EFMP) — a program
that makes sure the resources and ser-
vices required by military dependents with
special needs are identified and effective-
ly utilized.
Navy family members with chronic
medical, mental health or developmental
conditions that require continual special-
ty care or special education are required
to enroll in the program.
In light of the worldwide lifestyle of the
Navy, having a family while serving in the
military comes with additional challenges.
Providing care for a loved one with special
needs requires effective communication
with the Navy to make sure these needs
are being met. Enrollment in the EFMP
allows the Navy to acknowledge the ser-
vice member is committed to a plan of
action to provide exceptional care for the
unique needs of the dependent.
The primary goal of the EFMP is to
ensure service members are assigned to
geographic areas where the medical (phys-
ical, mental or emotional) or educational
needs of their EFMs can be met. The de-
tailing process also honors EFMP enroll-
ment. Depending on the progression of
the medical condition and the needs re-
quired to sustain quality of life, Sailors
will be given the option to relocate ac-
companied to an installation that has the
needed services and resources nearby.
One of the primary benefits of being
enrolled is that the program will also link
the Navy family to an EFMP liaison. Uti-
lizing the Navy Family Accountability and
Assessment System (NFAAS), the liaison
contacts and monitors the newly enrolled
families for full program inclusion. Once
the process is initiated, several steps are
taken to ensure the proper channels are
providing necessary information and refer-
ral.
The Navy has taken many steps to hon-
or and provide support for Sailors and
their family members. The Exceptional
Family Member Program is one example
of serving the diverse needs of the Navy
family.
Hopefully, this program will promote
command readiness, peace of mind at the
workplace and increased morale for our
Sailors with special needs situations. It’s
participation in these types of programs
that permits today’s Sailor to navigate
through some rough waters with a true
compass.

One by one, cancer survivors approached
the microphone to talk about their journey
fromfear to recovery.
Theytalkedabout faith, about pain, about
hope, but more than anything, they talked
about self-awareness, about the importance
of listening to one’s body.
“If just one personwhohears these stories
today says, ‘Hey, you know, maybe I should
get this checked,’ then this will have been a
success,”saidDawnSmith-Ferguson, theser-
vices manager at theNavyExchangeat Naval
Base Ventura County, Port Hueneme, where
thesecondannual Cancer Awareness Teawas
held Saturday, Oct. 19.
About 60 people attended the event — a
celebration, really, of life, courage, determina-
tion and will.
MannySalas, amechanicintheNEXAuto
Port, thought his persistent indigestionwould
go away once he stopped eating chilies. It
didn’t, so he went to a doctor: Stage 4 colon
cancer.
“OnceIfoundout, Ithought Iwasagoner,”
hesaid. “But you’vegot tothinkpositive. Life
isn’t over.”
Marjorie Chandler, a longtime NEX cus-
tomer, felt anoddbumponherarm. Shewent
to a doctor, who immediately called off his
vacationsohe couldstopthe fast-actingcan-
cer. Twenty-tworadiationtreatments negated
the prognosis of having just four months to
live.
“I recommendthat if youhave anydoubts
about something, go get it checked out,”she
told the audience. “I knew that something
wasn’t right. Getting it checked right away
saved my life.”
Smith-Ferguson noticed an unusual spot
on the side of her face. She went to a doctor
andwas toldit was nothing. Nine years later,
shehadit checkedagainandfoundout it was
melanoma. It tooktwosurgeries toremove it
all.
TheNEXcancer event holds special mean-
ingfor HelenYoung. The 12-year cancer sur-
vivorfromMoorparkspokeat last year’sevent
at theinvitationof afriendanddrewsomuch
inspiration from the people she met that she
begangettinginvolvedinlocal survivorevents.
Shehasparticipatedinsixsofar, raisingaware-
nessandmoneytofight thediseasethat almost
took her life.
She alsomade three quilts inthe past year,
oneof whichwasraffledoff at thisyear’sevent.
Another raised$420for cancer, andthethird,
designed with 16 different colored ribbons
—eachsymbolizingadifferent cancer —was
displayed behind the buffet.
“It’s inspiring tosee all these survivors and
their caretakers,”said Young, who came this
year withher daughter, SusanShearer, alsoa
cancer survivor.
At the endof the celebration, all the survi-
vors and their caretakers were invited to the
stage, where each was presented with a pink
rose.
The decorations in the NEX drew high
praise, fromtheflower centerpieces andspar-
kling white tablecloths on each of the dozen
tables to the china teacups.
But it wasthemessagethat drewthehighest
praise of all fromthose who attended.
“Cancer is not a deathsentence,”saidBar-
bara A. Washington, whose husband served
30 years in the Navy. “It’s up to us to be ob-
servable andtotake care of our ownbody. If
we don’t take care of it, no one else will.
“If in doubt, check it out!”

Timed with National Hispanic
Heritage Month, a new chapter
of an organization that helps
mentor and guide Hispanics in-
terested in advancing their careers
in the Sea Services officially
launched Tuesday, Oct. 15, at
Naval Base Ventura County
(NBVC).
The signing of the charter of
the Ventura County Chapter of
the Association of Naval Ser-
vices Officers (ANSO) took place
during a lunch and celebration
outside Fleet Readiness Center
Southwest (FRCSW) Detach-
ment Point Mugu. About 200
people attended.
Among the speakers were Capt.
Larry Vasquez, commanding of-
ficer of NBVC, and retired Adm.
William Rodriguez, president of
the national chapter of ANSO.
The local chapter honors Sgt.
Rafael Peralta, a Marine killed
in Iraq in 2004. Peralta, a recipi-
ent of the Navy Cross and the
namesake of the destroyer USS
Rafael Peralta (DDG-115) is bur-
ied in San Diego, where his fam-
ily lives.
In his speech, Vasquez dis-
cussed the heroism of not only
Peralta, but also of Lt. Col. Al-
fred Rascon, a Vietnam veteran
from Oxnard who received the
Medal of Honor, and the accom-
plishments of Supreme Court
Justice Sonia Sotomayor.
Education coupled with oppor-
tunity, he said, made their suc-
cesses possible, as well as his
own.
Vasquez, who is of Puerto Ri-
can descent, grew up in The
Bronx, the son of a father who
completed eighth grade and a
mother who completed fourth.
But they stressed the importance
of higher education and made it
clear that college wasn’t option-
al.
Later on, he would find others
with similar positive messages
and influences.
“Mentors are critically impor-
tant,” he said, “not just in the
Navy, but in life.”
He praised ANSOfor fostering
such mentorships and for its com-
mitment to making sure the Sea
Services remain diverse.
Rodriguez discussed the orga-
nization’s 33-year history and
how it has evolved from a group
primarily interested in increasing
an underrepresented Hispanic
presence among senior officers to
mentoring and helping manage
the careers of all Hispanics in the
Navy, Marine Corps, Coast
Guard and Merchant Marine.
The first officers of the Ven-
tura County chapter — ANSO’s
14th —were sworn in during the
celebration. President is Chief
Naval Aircrewman Mechanical
Ricardo Juarez of Air Test and
Evaluation Squadron (VX) 30.
Vice president is Chief Master at
Arms Jose Camacho of Naval
Branch Health Clinic. Secretary
is Senior Chief Air Traffic Con-
troller Michael Garcia of
NBVC.
“In addition to developing our
senior and junior sailors, we will
be providing community out-
reach,” Juarez said.
Alunch buffet was also part of
the celebration. It included the
Peruvian dishes of Chili Pepper
Chicken in YellowSauce and Ci-
lantro Rice Chicken, as well as
Posole, a Mexican soup made
with marinated pork. Flan was
served for dessert.
“I’mnot going to lie, this looks
really good,” Aviation Support
Equipment Technician 2nd Class
Marco Carrillo of FRCSW said
as he made his way down the buf-
fet line. “I want to try a little bit
of everything.”

ment very special.”
Rego’s leadership sprung at a critical
time. The state-of-the-art fueling facility
needed to be built in order for NMCB 3’s
construction civic action detail (CCAD)
and engineers fromthe F-FDTL, the Aus-
tralian Defence Force (ADF) and Marine
Corps to continue work on a new$1.5 mil-
lion, 3,000-square-foot military headquar-
ters. The team was facing a $5,000 charge
in penalties each day the fuel facility re-
mained delayed.
With this, Rego was called to the front.
“I needed someone who could make sure
that all the critical project milestones were
met in a timely fashion,”said Warrant Of-
ficer Bill Fry, ADF Royal Australian En-
gineer and Sapper 13 officer-in-charge.
“Rego has impressed me with her perfor-
mance as a crew leader and a mentor on
the Sapper 13 joint exercise. I knewshe was
perfect for the job.”
Rego led 14 Seabees during the construc-
tion. Under her supervision, the team
poured eight cubic yards of concrete, in-
stalled a 30-foot security housing with a
theft-preventing fence and craned in the
massive diesel tank to hold the fuel.
Although well-planned, one mistake
could have cost the teamthousands in pen-
alty fees or possibly even their lives.
“She is a rising star,” said Construction
Electrician 1st Class Colby Wightman. “I
have never seen someone progress in the
Seabees as fast a she has. She is a natural
leader, and I’m excited to watch her con-
tinue to grow and do great things.”
In an area prone to natural disasters, the
Pacific Region relies on solid leadership
andrigidprofessionalismtoguarantee their
population’s safety.
“The stellar Seabee heritage in the Pa-
cific is in good hands with Seabees like
Rego,” Wightman said.
Sapper 13 is a 28-day joint exercise in-
volving Seabees andengineers fromTimor-
Leste’s F-FDTL, the U.S. Marine Corps
and the RAECorps. In addition to the new
fueling facility and military headquarters
building, the team is building a school,
renovating two others and two rural med-
ical clinics and constructing a rock jetty
and floating pier.
The CCAD’s overall missionis toexecute
engineering civic assistance projects, con-
duct formal training with the host nation
and perform community relations events
to help enhance shared capabilities and
improve the country’s social welfare.
NMCB 3 has split into nine details on
this deployment. Some are performing
critical construction projects in remote is-
land areas such as Timor-Leste, Tonga,
Cambodia and the Philippines; others are
conducting operations in Atsugi, Yoko-
suka and Okinawa, Japan; Chinhae, Re-
public of Korea; and China Lake.

It takes about two weeks after vaccina-
tion for your body to develop an immune

Influenza is a contagious respiratory
disease that infects the nose, throat and
lungs and can lead to serious complica-
tions, hospitalization or even death. Pneu-
monia and bronchitis are examples of
serious flu-related complications. The flu
also can cause certain health conditions
to become worse, like diabetes, asthma,
and heart and lung disease.
While flu activity usually peaks in Jan-
uary or February, the flu itself is unpre-
dictable. And although there are many
different flu viruses, the yearly flu vaccine
protects against the three viruses that re-
search suggests will be most common this
flu season.
Everyone 6 months and older should
get a flu vaccine each year, especially if
you are at high risk for complications or
if you live with or care for someone who
is. The vaccination is especially important
for the following groups:
• Pregnant women.
• Children younger than 5, but espe-
cially children younger than 2.
• People 50 and older.
• People of any age with certain chron-
ic medical conditions.
• People who live in nursing homes and
other long-term care facilities.
• People who live with or care for those
at high risk for complications from flu.
• Health care workers.
• Household contacts of persons at high
risk for complications from the flu.
• Household contacts and out-of-home
caregivers of children younger than 6
months, as these children are too young
to be vaccinated.
Those with egg allergies may also be
able to receive the seasonal flu vaccina-
tion and should please contact their
health care provider for an evaluation.

provider or at one of the TRICAREretail

Emergency services such as fire and se-
curity will be ready and able to respond
despite the power outage.
The power outage will close the gas
pumps at the Navy Exchange (NEX) at
NBVC Port Hueneme and Point Mugu;
the Point Mugu location’s “pay at the
pump” feature is relayed via Internet
through the Port Hueneme location, which
will be without power.
Both the NEX and commissary are
planning to open at normally scheduled
times for the Veterans Day holiday; Mo-
rale, Welfare and Recreation facilities will
also operate on regular holiday sched-
ules.
Rooms are available to rent at Midway
Estates, which will not be affected by the
power outage, for those residents who wish
to avoid impacts of the outage.
“We realize this is an inconvenience,”
said Capt. Larry Vasquez, NBVC’s com-
manding officer, “but it’s necessary to
ensure stable, consistent service in the fu-
ture. We’re in the customer service business
here at NBVC, and the people living and
working here deserve the best service we
can give them.”
Public Works offers the following tips
to prepare for the night-long outage:
• Get flashlights, batteries, candles, etc.
ready ahead of time.
• Turn refrigerators and freezers to a
colder setting prior to the outage and keep
freezer and refrigerator doors closed
throughout the outage.
• Add water, juice, soda or other liquids
to the refrigerator ahead of time to hold
the cool temperatures inside the refrig-
erator longer.
• Charge cell phones, tablets, computers,
etc., in advance. Cable and Internet ser-
vice will be down, so Internet will be
limited to what’s provided through cel-
lular service.
• Turn off lights, TVs and appliances
beforehand and unplug them to prevent
surge damage once power is restored.
• Use extreme caution when using al-
ternative heating or cooking sources.
Never use camp stoves, charcoal-burning
grills or propane or kerosene heaters
indoors. Do not use a gas stove or oven
to heat the house. All pose a risk of fire
and carbon monoxide poisoning. Many
carbon monoxide detectors plug into
outlets and therefore will not function
during the power outage.
• If using a portable generator, plug
appliances into the generator. Genera-
tors also produce deadly carbon mon-
oxide, so be careful when placing it.

Responsibilities:
Must be knowledgeable of all functions of the Medical
Staff and Medical Staff Office. Prior experience with
Medical Staff office protocols as well as state and federal

Under general supervision, supports AllScripts Enterprise
Applications and associated systems end-users (including
Physicians, Physician Office Staff, and CMHS
employees). Provides end users with application support,

over the telephone, relaying technical information in a

Qualifications:
High School diploma or GED is required. One (1) year of

Responsibilities:
Provides care to neonatal patients in the intensive care
unit, nursery, labor and delivery, emergency room,
surgery, and on transport. Documentation of patient
assessments, patient care given, physician’s orders,

Qualifications:

BLS required. PALS recommended.

performs comprehensive physical examination, and
compiles patient medical data, including health history
and results of physical examination. Administers or
