For 2009, despite the global economic challenges and its increasing impact on Malaysia’s overall economy, we continue to see a number of opportunities in the Information Technology, Engineering, Healthcare, Digital and Telecommunications, Outsourcing, Call Centre and Islamic Banking and Finance sectors. The battle for skilled IT talents in Malaysia continues unabated especially in the IT Outsourcing arena and IT shared services sectors. A continued growth of new development projects and industrial parks have also created job opportunities within the engineering spectrum across the Malaysian region. Recruitment opportunities for candidates with strength in market research and product/brand knowledge is still favorable within commercial and business sectors whilst most call centre job opportunities require agents skilled in multiple languages. Key Findings
The ‘Employment Outlook and Salary Guide 2009/2010’ was initiated to provide our customers with a benchmark of salary ranges practiced across various industries and positions within Malaysia. An overview of the employment market is incorporated to provide a more detailed insight into the job opportunities across industries. The information was tabulated during the third quarter of 2008 till the first quarter of 2009. The impact of the current global economic crisis, which originated from the sub-prime financial turmoil in the United States in mid-2007, has since widened and deepened. These negative developments have already impacted our economy in the fourth quarter of 2008. Exports and industrial output have deteriorated and investments declined. Consumer sentiment has also been adversely affected. As a result, Gross Domestic Product (GDP) growth was significantly lower at 0.1%, compared with an average of 6.3% in the first 9 months of last year. With the Government’s original 2009 Budget with an allocation of RM206 billion as well as the First and Second Stimulus Package of RM7 billion and RM60 billion respectively, we are confident that it will contribute towards mitigating the impact of the global contraction on the domestic economy. Most companies and businesses especially in the manufacturing sectors have opted for long term measures in staffing opportunities Given the current global economic environment, companies particularly in the manufacturing sector, had to reduce operations. This is expected to increase the unemployment rate in 2009 to 4.5% compared with 3.7% in 2008. The thrust of the Second Stimulus Package focusing on reducing unemployment and increasing employment opportunity with an allocation of RM2 billion would provide a welcome relief as Malaysia faces a challenging economic environment. Taking into account these measures, GDP growth is expected to be in the range of -1% to 1% for 2009. The employment opportunity in 2009 is expected to remain cautious as employers are taking a more measured and cautious approach to hiring in the Manufacturing, Electrical and Electronics and Retail sectors. Due to the uncertainty on how fast the current global economic scenario will improve, we have seen a shift in the hiring trend where many organizations have deferred hiring permanent staff but have opted for more temporary and contract based positions. skills and specialization in demand The shift towards a knowledgebased economy or K-economy requires Malaysia to attract highly skilled professionals and invest in domestic investments that have high multiplier effects and create more job opportunities. The Government will recruit 63,000 staff to fill vacancies and serve as contract officers in various Government agencies creating short term job opportunities in the public sector. Overall, the Malaysian Government has been ‘aggressive in policy induced recovery’ programmes, marshalling resources (human and financial) to create jobs, strengthen social safety nets, aggressively promoting training and re-training to build future human capital capacity and foster lasting confidence among consumers and businesses to spend and hire again on the local front as international demand for talent has seen a reduction in demand.

The mobile services landscape comprised of four (4) mobile operators and at the end of September 2008, there were 26.2 million mobile subscribers in the country, with 3.1 million 3G subscribers as compared to 1.5 million nine months earlier. Talents skilled in nextgeneration Web technologies, internet and mobile content development are in demand as unified communication, enhancement to existing systems are still being carried out within the Technology landscape. With Government provisions for infrastructures such as the Tanjung Agas industrial park, a biotechnology cluster in Iskandar Malaysia as well as upgrading the traffic infrastructure system around KL Sentral, these projects would increase the demand for professionals such as engineers, architects, quantity surveyors, researchers in life sciences and biotechnology sectors. Call Centre agents will continue to be in demand as key contact points of the businesses as more companies are moving towards outsourcing this function. This is largely due to the country’s multi-lingual population and Malaysia’s central location within the Southeast Asia region.
Salaries for skilled workforce within the IT industry who are competent in C, C++, Java, PHP and other web technologies have registered a 3% increase in minimum and maximum salary. There is a demand for wellrounded candidates who are able to multi task and meet performance expectations. Salaries have maintained or have registered a 3% increase for workforce handling credit control, operational and senior managerial support staff such as executive secretaries, finance managers and analyst, auditors and human resource managers. On the sales front, more organizations are offering performance based incentives and commission with lower basic salary. Salaries for non-skilled workforce with less than 2 years of job experience has recorded a 15% – 20% reduction while those with more than 3 years of job experience has seen a slight reduction in salary by 5% – 10%.

Central Region
With Malaysia’s government offices and ministerial departments located primarily in Putrajaya coupled with Cyberjaya, Klang Valley and Selangor’s location here, central region has more Headquarters and companies than northern or southern region. Increased competition in the telecommunications market and the roll-out of new broadband services, particularly WiMax, provided a strong demand in both the cellular and broadband segments. The cellular segment continued to remain vibrant with the entrance of a new player, aggressive promotions of post-paid business and the implementation of mobile number portability. Next generation web technologies, Internet and mobile content development coupled with a sizeable base of IT shared services and outsourcing companies continue to ensure a reasonable market for IT talents in the central region. More employers are opting for lower base salaries with performance based incentives, freezing wage increment and bonus payouts as part of their cost control measures. The financial sector remains resilient with no retrenchment although some re-deployment of staff might occur in the near future. Fee-based income moderated due mainly to the slowdown in the capital market activities in the second half of 2008 and first quarter of 2009. Islamic finance continued to expand resulting in continued demand for talents by the 17 Islamic banks in operation as at end 2008 The Call Centre, Outsourcing and shared services sectors have remain resilient. The escalation of the industry has marked the achievement of more than 570 call centres that have grown in the past 10 years. The availability of multi-lingual employees and Malaysia’s central location within Southeast Asia region strengthens Malaysia’s position in the Call Centre industry. Promotional efforts in within the hospitality and travel industry has diversified from traditional markets and aimed at new and emerging niche segments such as home-stay, student travel, wellness tourism and eco-tourism. Human Resources (HR) has increasingly played a more strategic and business partner role in organizations. With the changing markets, the emphasis on up-skill programs, training, competitive compensation and benefits, career development and talent retention are areas critical to an organization’s growth.
