HIGHLAND LAKES CONDOMINIUM ASSOCIATION
BOARD OF DIRECTORS MEETING MINUTES - February 16, 2015

The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of
the month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the February 16, 2015, regular
meeting of the Board of Directors to order at 7:38 p.m.

Attendance

The following Directors were present: Kathy Baldwin, Michelle Todorov, Tom Byrne, Sandy Nolan, Guy Balok, Kathleen
Connor, and Judy Nakdimen. Also present were Joe Poma, Property Manager and Ken Wiewiora, Maintenance Superintendent.
Approximately four Co-Owners were also present.

Approval of Minutes:

Board Action: Motion by Tom Byrne, support by Kathleen
Connor, to approve and file the Minutes of the January
19, 2015, regular meeting and Executive meeting of
the Board of Directors. All in favor. Motion passed.

Minutes of the January 19, 2015, regular meeting
and Executive meeting of the Board of Directors is
approved as amended. Some minor changes were
discussed in the Executive meeting.

Treasurer’s Report:
Tom Byrne reported:
“Year-to-Date” we are ahead of budget by $15,000. We
have a little trouble with utilities as they are running over,
although some of it has to do with the way the budget is
spread. Right now through the end of January we have
some favorable movement in both our salary accounts
and are covering for some accounts that are running over.
Vehicle expense continues to run over. Management is
going to take some action to bring that under control.

Lakes Ecology Committee Report:
Jim Delaney of Dearborn Court has offered to give a
seminar, hopefully to boost participation in the Lakes
Ecology Committee. He will teach our residents who
like to fish how to fish in our specific lakes taking a
scientific approach. We are going to be working with
Jim on advertising the event. His demonstration was
very impressive and everyone at the meeting was very
pleased at his level of knowledge on the subject.
Board Action: Motion by Michelle Todorov, support by
Sandy Nolan, to accept the Lakes Ecology Committee
report dated February 3, 2015. All in favor. Motion
passed.

Finance Committee Report:

Board Action: Motion by Tom Byrne, support by Kathleen
Connor, to accept the Finance Committee report dated
January 21, 2015. All in favor. Motion passed.

Court Captain Committee Report:

Joel Lutz reported:
The committee was to select new officers on February
5, but there were only two people in attendance so they
could not have an election at that time.
Neptune Ct. and Inlet Ct. are without Court Captains.

Lucy Curtis volunteered to accept one of the buildings in
Neptune Ct. After the meeting, the committee received
a volunteer for Dorothy Gay Ct. They are down to two
courts that need volunteers. They had a discussion
whether the name Court Captain may be too intimidating
and that’s why no one responds, but at the same time
people seem to think that they may have more authority
because of the ‘Court Captain’ title.
Diane may not be able to do the ‘New Neighbor’
interviews and discussed splitting it up among various
Court Captains. Diane can write a script as to what she
has been submitting to the Herald on ‘New Neighbors’
for them to follow.
The emergency plan came up again and they all agreed
that any emergency that comes up will probably be
well-covered by the Northville Township police and fire
department. Our obligation as a community is to be
aware of who needs the most help in our courts and
to see that they don’t get left behind. Next meeting is
March 5, 2015.
Board Action: Motion by Sandy Nolan, support by Judy
Nakdimen to accept the Court Captain Committee report
dated January 5, 2015. All in favor. Motion passed.

Clubhouse Committee Report: (verbal)
Judy O’Connor reported that there wasn’t a Clubhouse
Committee meeting. The date for putting the library
books away is yet to be determined. Next meeting March
2, 2015.

Engineering Committee Report: (verbal)
Tom Werner reported that the Engineering Committee
meeting was canceled because there weren’t any new
Engineering Requests. Next meeting is March 11, 2015.

7

Maintenance Superintendent’s Report: (verbal)
Ken Wiewiora reported:
Special thanks to all the co-owners who helped with our
big snow dig-out. We had a lot of people who helped the
elderly by digging their cars out and shoveling sidewalks.

HOW TO ACCESS HERALD ARCHIVES ONLINE:

Oral Reports:

Kathy Baldwin talked about the new yoga class. Janice
Booher started beginner chair yoga classes on Tuesdays
and Thursdays at 9:30 a.m. Class lasts one hour. An
evening class has been discussed, possibly Thursdays
at 6 p.m. Those who can make a commitment, let the
clubhouse receptionist know what day is best for them.
Janice is very enthusiastic and has done a great job. She
has fine-tuned the morning classes and eight to nine
people have participated. Men and women are welcome
to come.

Kathy Baldwin talked about the garage sale. Kathy
received an email from Donna McNally regarding holding
the garage sale May 2 ,with a rain date of May 9. Julie, the
administrative assistant, has been informed and will do
all the advertising in the Herald. Those who want to have
tables at the clubhouse will need to tell the receptionist
how many they will need. The Women’s Club is interested
in doing a table.

Available years include 1973-1976 and 2010-2015.
This is a temporary location for the archives. You
may also request a copy to be e-mailed to you by
contacting the office. Issues will be uploaded to the
website as time permits, until the project is complete.

Judy Nakdimen said that they are not doing the book sale
this year, and are looking for other ways to receive funds.
The Board is not opposed to them participating in the
garage sale to raise money for their organization. Judy
will let Peggy Zonca know that the Board is okay with
that.
Judy O’Connor asked if they would be accepting
donations for their table that can generate funds. Judy
Nakdimen could not answer that question at this time
and advised to ask Peggy Zonca. If you want to donate
something to the Women’s Club, Kathy thinks that will
be acceptable but she will clarify this with Peggy. We will
start advertising in the March and April Herald.
The Pool Committee will start meeting in April.
May 16, 2015 at 9 a.m. is the Garlic Mustard Pull.
Friday, March 6, is Movie Night. The movies are Frozen
(6 p.m.) and Hunger Games (8 p.m.) and we will have
popcorn and soda. Julie created a poster and it will be
displayed by the street in front of the clubhouse on
Monday, March 2, rather than the weekend before.
The Meeting adjourned at 7:55 p.m.

HIGHLAND LAKES COMMITTEE REPORT
COMMITTEE: Lakes Ecology

MEETING DATE: February 3, 2015

MEMBERS PRESENT
Anne Ostroth
Earl Smith

GUESTS PRESENT:
Joe Poma, Property Manager
Andrew Broessel & Son
Jim Delaney

SUBJECTS DISCUSSED:
1.

Jim Delaney, a resident of Dearborn Court with 60 years of fishing experience, will be hosting a class offered
to our residents free of charge through the Lakes Ecology Committee. Jim has written professional publi-
cations throughout his life and is a proven angler using a more scientific approach to catching fish and has
noted certain deficiencies in the way the “so called” experts try to catch fish.

2.

Jim presented the committee with an educational binder, lake drawings & schematics and information
related to the habitat of our lakes and the behavioral traits of fish as they interact with the ecosystem and
grounds maintenance around the lakes.

3.
Jim explained how he would be structuring the class offered to the Highland Lakes residents, and that it

would be aimed at teaching the fundamentals of catching fish in our lakes specifically. He used several

examples of depth, color, temperature, season and location to explain how to catch bass and other fish in the
lakes.
4.
The committee discussed various practices of the Association including weed removal, chemical treatment,

water dye, runoff and fertilizer, and asked Jim how each of these practices affects the lake. Jim responded

that weed removal can be a dangerous undertaking for the natural habitat, explaining that weeds provide

oxygen during the winter months when the lake is not undergoing a seasonal stratification, and during dor-

mant periods the fish need oxygen, meaning that weed removal in its entirety would cause a springtime fish
die-off.
5.

Earl Smith commented on past practices of weed removal and shoreline upkeep.

6.

Jim also discussed the prior recommendations of stocking the lakes with certain kinds of fish and warned
that introduction of non-native or non-prevalent species could set into motion a serious problem for the
native fish and habitat.

7.

The committee was very pleased and impressed with Jim’s recommendations and presentation as to how the
upcoming class will be structured. The class may take place in March or April. Jim asked the committee for
a copy of the 1979 lake survey to review.

GUESTS PRESENT:
Joe Poma, Property Manager

SUBJECTS DISCUSSED:
There was no quorum present so the meeting was limited to discussions only. The November and December Financial
Reports were reviewed.

1. Joe was complimented on reducing the Accounts Receivable – Residents by $20,000.
2. The high amount of Vehicle Equipment Expense A/C 6700 is of concern. We are at 78% of our annual budget.
3. The economics of outsourcing verses in-house maintenance was again discussed.
4. The annual budget for Insurance Deductible and Retention is reduced from $15,000 to $5,000. We already had
2 incidents totaling $4,346 charged to this account. However, Joe is confident that we will be reimbursed by
outside insurance on both items.

SUBJECTS DISCUSSED:
1.

Election of Officers was due to take place but lack of a quorum precluded that from happening.

Existing officers to remain in place.

2.

Dorothy Gay Court and Inlet Court are without a Court Captain as are buildings 34 & 35 of Neptune Court.
Lucy Curtis has volunteered to represent building 33 of Neptune Court. Thank you Lucy.
(In the interim since our meeting and drafting of these minutes, Renee Morris has volunteered
to represent Dorothy Gay Court. Thank you Renee)

3.

par

Joel mentioned that we want to consider changing the title of “Court Captain” to Court Liaison or to Court
Representative. The title “Court Captain” is indicative of a person in charge. That is not the case in the “High
land Lakes” community. Court Captains are assigned the title as volunteers to assist with community events
such as cars needing removal due to heavy snows, distributing the newsletter and in general keeping their
particular court informed of important matters of the community.

4.

Diane suggested that she would consider being the co-coordinator for the “New Neighbors” interviews for
anyone willing to pick up the reins. She would in essence help them with a start up session.

5.

Diane revisited the “Emergency Plan” briefly that was brought up in earlier meetings. The most we can do is
just be aware of those in our courts that would require the most assistance if an emergency arose.

Parent Orientation and Round-Up
Kindergarten registration is an exciting time for parents, students and staff! We look forward to welcoming our
newest family members each fall. We also recognize that this can be a stressful time for you as you prepare to
send your child to us. Northville Public Schools hosts two important events in the spring to ease some of your
fears and answer many of your questions. It is imperative that you make every effort to attend both the Parent
Orientation and Kindergarten Round-Up at your child’s school.
Parent Orientation is an opportunity for you to hear about our programming, meet key staff members, learn
about your child’s elementary school and ask questions. The evening is interactive and highlights what to
expect the first few weeks of school and how you can help prepare your child for their first day. At registration,
you will receive a folder with important information that we ask you to review prior to parent orientation. Please
note: This is a meeting for parents only; we ask that your children not attend.
Kindergarten Round-Up is designed for your incoming kindergartner! Your child will participate in a number of
activities that will help us get to know your child better and help him or her feel more comfortable in the classroom. When you arrive for Kindergarten Round-Up, we will greet you and your child and your child will come
with us to start their busy schedule. While your child is with our staff, you will participate in an informational
session highlighting our many important initiatives, including The Leader in Me. We will provide more details
about the Round-Up experience at parent orientation.

Lakes Ecology
Committee

WELCOME!

The Lakes Ecology Committee would like to welcome
you as a member. Highland Lakes is comprised of 167
acres of green common space and three lakes. Silver
Springs Lake was once called Curtis Lake, and is the
only natural lake in Wayne County. Although not large
in size, it is deep. It houses many varieties of fish
including the “Toothie” pike. Years ago, a Highland
Lakes youngster was pictured in the Northville Record
holding a five foot long pike which he had caught in
the lake.
The Lakes Ecology Committee is composed of co-owners
who work to keep our lakes and surrounding areas
attractive and healthy. Issues like lake treatments for
algae, and maintenance of the wooded area surrounding
the lakes are discussed. Wild growth of mustard grass and
buckthorn, which threaten to take over those areas, are
addressed.
Jim Delany, of Dearborn Court, recently attended the
Lakes Ecology Committee meeting. Jim is an expert
fisherman and had many interesting facts about our lakes
which he presented. We are excited that Jim has
volunteered to do a seminar in either March or April. He
will talk about all of our lakes and the types of fish we can
expect to find there. Jim is very knowledgeable in this
area. Even if fishing is not your thing, the presentation is
sure to be interesting. Watch for date and time in the next
Herald. Even if you don’t choose to be a member of the
committee, you can still come and join the fun!

HOW OUR LAKES WORK

To understand the dynamics of our Association’s lakes, we may use a limnologist’s manner of
describing such bodies of water. The accompanying sketch does that; as a typical, small inland lake
located in our country’s northern temperate zone.

Our four season climate, with its equinoctial warm or cold
Scientific Fields for Data Sources winds is the primary force effecting our lake temperatures and oxygen content. The oxygenated cooled or warmed lake waters in turn,
Hydrology: Oceans and large

fresh-water lakes
(Game fish and their aquatic fish foods.)
Limnology: Ponds and small
inland lakes
Ichthyology: Fresh and salt water
fish species
Entomology: Aquatic and misadventure terrestrial insects as fish
foods

Starting with the winter season, the lake’s ice cover denies
any wind effect, sending the lake and attendant life forms into a near
state of hibernation. At this juncture, the oxygen supply could become critical, in that the oxygen generated from the healthy subsurface weeds (via the photosynthesis process) will diminish as the ice
cover snow thickens. If the earlier stored oxygen proves to be inadequate, a fish population die-off will likely occur.

The longer days and southwesterly warming winds of spring decay the lakes ice cover, in preparation for the “wake-up” vernal equinox turn-over. (Turnover is a top-to-bottom water exchange.)
While the winter’s temperature spread of 7° F may seem to deny such an event. We need only compare the water’s miniscule density differential to accept the seemingly impossible.

This “kick-start” action replenishes the lakes oxygen supply, and brings up the bottom resting
nutrients and lightweight debris; which we might recognize as an increase in water turbidness, occasional surface sheen, and/or an unfamiliar odor. The autumnal turnover is essentially a reverse “shut
down” of the spring event, completing the lake’s annual cycle, after we review the all important summer season!
The waning spring and early summer
warmth are a metabolic boost to all
our lake life forms. As the fish-foods
become more available, the fishfeeding response is often vigorous,
and interrupted only by a major
storm front, or the annual spawning
protocol.

Chair
Whether you are an ‘Early Bird’ or an ‘Evening Owl’, you will
be able to participate in the yoga classes now being conducted
at the Clubhouse. Jan Booher, of Farragut Court, is a certified
yoga instructor. She is currently teaching ‘Chair Yoga’ for
beginners at 9:30 a.m. on Tuesdays and Thursdays. The
students have already progressed to the point where they can
do certain moves without holding onto the chair. Another class
at 6:00 p.m. on Thursdays will begin on the first Thursday of
March.

If you’ve ever been curious about the benefits of yoga, come
