Chief Chew pushes
for ordinance to help
police crack down on
illegal massage parlors
By ZANE CLARK
The Sun
Evesham Chief of Police
Christopher Chew has asked for
permission from Evesham Township Council to conduct research
into establishing an ordinance
with new regulations for massage
parlors within the township.
The request comes after the
past several years during which
Chew said the department has
had nine investigations, not
counting those still active, into
massage parlors in the township
being used as fronts for illicit activities and the exchange of sexual favors.
“This is an epidemic that is
going across the state of New Jersey,” Chew said. “Police departplease see CHIEF, page 2

At the March 3 meeting of the Evesham Township Council, Mayor Randy Brown swore in officer Ethan Hickman to the Evesham Township Police Department. After initial training, Hickman will be assigned to the patrol bureau. Holding the Bible for Hickman is his fiancée Demi Little, with Hickman’s parents behind him.

ments are investigating these socalled ‘establishments.’”
According to Chew, the ordinance he hopes to craft would be
similar to established ordinances
in other municipalities and
would regulate massage parlors
through stricter permit and licensing requirements and health
department inspections.
He said legitimate massage
parlors would have no problem
with the ordinance because legitimate masseuses already have licensing practices and certifications they have gone through.
“They have all their certifications,” Chew said. “If you’re a
masseuse, you have to go through

$139 per month

health courses. You have to have
records on file.”
Evesham Police investigations
have shown that many of the illegitimate parlors in town open in
strip malls, use month-to-month
leases until the department is
able to make arrests, and once
closed, move to a new town, open
a new lease and repeat the
process.
“When we go inside these establishments, routinely we found
out it’s organized crime. There is
an element of human trafficking,
prostitution, there’s health hazards, sexually transmitted diseases, MRSA because they’re not
cleaning up the facilities,” Chew
said.

them from ever opening.
“When they come into town
and they go into Nancy’s (director
of
community
development
Nancy Jamanow) office with a
permit, they have A-Z they have
to meet, and what they say is
‘we’re not going to come here,
let’s go somewhere else’ and that’s
what we’re trying to do is prevent
them from coming here,” Chew
said.
Another note Chew made was
those caught using the illegitimate parlors who Evesham Police
interviewed were not actually
from Evesham, as many residents

had complained of car traffic and
seeing out-of-state license plates.
“When we did our investigation, when we met with all the
johns that were leaving, not one
of them was a Marlton resident,”
Chew said. “So we had these individuals coming from outside of
our community to engage in
these illegal activities.”
In addition to stopping new illegitimate parlors from opening,
Chew said an ordinance would
also help police shut down some
of the establishments police suspect are already in town.
“The ones that are in town now,
this gives us a legal arm to push
them out, and the good ones,
they’ll be on board with it because they’re already doing it,”
Chew said. “It won’t affect them
at all.”

in our opinion

arch 20. Nine more days. It
can’t come soon enough. Officially, that’s the start of
spring. Whether Mother Nature
agrees, though, is anyone’s guess at
this point. Early forecasts show she
will be good to us, but how much can
we actually rely on forecasts?
Spring is what we all need. We need
a nice stroll downtown, in the park or
on the boardwalk to reinvigorate us, to
get us out of the doldrum into which
winter plunged us. Winter started off
just fine, but it put a damper on everything, and everyone, in February and
so far this month. Just last week, snow
was dumped across the state.
Winter has not just affected all of

M

Your thoughts
What are you most looking forward to this
spring? While you are out and about
enjoying what hopefully will be beautiful
weather, send us the photos you take
along the way, and we’ll be happy to share
them with the rest of the town.

our moods, it has affected our bottom
lines, too.
We’ll most likely be paying more in
taxes, in some way, at some level, for
pothole repairs and salt purchases.
Snow has affected local businesses
as well, especially retail shops. Bad
weather kept patrons inside for the
last few months. The arrival of spring

will hopefully turn that around, and
quickly.
Snow and biting cold have kept people in the mindset of “no end in sight,”
and have prevented many from taking
day trips to our state’s wonderful goodweather spots, or from planning future
trips, as well.
In a little more than 60 days, the official start of the summer beach season
will be here. Does that even sound
right?
The good news is that it started to
warm up this week. Spring really does
look like it’s right around the corner.
Let’s hope Mother Nature cooperates
and doesn’t reverse the tide back to
winter. Please spare us!

The Sun wants to know: How did you get engaged?
Share your stories with our readers for National Proposal Day on March 20
Maybe he popped the question on a picturesque summer day at the beach, a banner plane proclaiming his love flying overhead. Perhaps she organized your family
and friends into a flash mob, asking for
your hand in marriage at the end of an
elaborate song and dance. Or maybe it was
simple, both curled up on the couch at
home, sharing a pizza and laughing over

the latest episode of a favorite sitcom.
March 20 is National Proposal Day, and
no matter how you went from single to betrothed, The Sun wants to celebrate with
your stories.
Was it the most romantic proposal in
history? A proposal that went hysterically
wrong, but still with an enthusiastic “yes”
at the end? Maybe the third time was the

charm? Whatever your story, we’re calling
on you to send it in so we can share it with
everyone.
Send in your perfect (or not-so-perfect)
proposal story, and a photo of you and your
special someone, to our news email, which

who Brown said was politically
liberal, Sharyn Pertnoy-Schmidt,
whose husband ran against
Brown as a Democrat in the 2010
mayoral elections, Phil Warren,
chair of the Evesham Township
Democratic Committee who ran
as a Democrat in the 2014 council
race and lost, and former Lenape
Regional High School District
BOE member Joanne Sanferarro,
whose opponent Brown supported in the 2014 election.
Brown went on to say residents
speak through elections, not
through those who have lost elections. Brown also echoed comments from other members of
council, questioning the journalistic integrity of several media
outlets for recently running stories and editorials about council

either banning public comments
altogether or never answering
questions, even after or outside
meetings.
“There’s not a time and place
that I’m not out there, that I’m not
interacting with our residents,”
Brown said. “I take offense to anyone that says we don’t answer
questions, because my entire life
as mayor has been answering
comments, questions and concerns.”
Warren had earlier voiced opposition to Brown’s line of thinking, and said Brown’s constituents weren’t just friends,
neighbors or residents Brown
sees in everyday life.
“I’m not going to wait outside
of your church or your business
and hunt you down. I don’t think
that’s appropriate, and there are
others like me,” Warren said. “I
think that public comment needs
to be understood that it is as legitimate a form for asking questions and receiving answers at

that time as emailing, calling or
speaking to you in public.”
Mills said he asked a question
at a meeting in December and
was yelled at by the mayor, and
questioned why Brown and council can’t simply answer questions.
He theorized the policy of not
answering questions during public comment was because of the
potential for Brown to lose his
temper.
“He goes off on a rant, and in
order to protect him, maybe Mr.
Gillespie has come up with a solution, but I don’t think it is a good
solution,” Mills said.
Deputy Mayor Bob DiEnna
said there were differences between comments and questions
and between discussion, dialogue
and open debate, but no one in the
township was trying to hide anything.
“Make no mistake about it,
there’s no one on this dais, and
none of the township professionals, wish to sneak around and
hide and confuse or obfuscate or
deny information to the public,
that’s not so,” DiEnna said.

Evesham to join
‘Project Medicine Drop’
The Evesham Township Police
Department has joined the New
Jersey attorney general’s “Project Medicine Drop” initiative,
and has installed a Project Medicine Drop box at police headquarters.
The announcement makes it
easier and more convenient than
ever for Evesham Township residents to take an active role in the
fight against the nationwide epidemic of opiate and heroin abuse,
which often is fueled by the abuse
of prescription painkillers.
The department’s new Project
Medicine Drop Box is located at
in the lobby of the Evesham Police Department, 984 Tuckerton
Road.
Residents may visit the Evesham Police Department at any
time, 24 hours a day, seven days a

week, 365 days a year, to dispose
of their unused or excess medications.
Members of the public are invited to visit the Project Medicine
Drop sites and drop off any unused prescription medications
anonymously and with no questions asked.
Most Project Medicine Drop
sites make this service available
24 hours a day, seven days a week,
365 days a year.
By giving New Jerseyans a safe
and secure method to dispose of
unneeded medications, Project
Medicine Drop helps prevent the
abuse of these drugs.
More information about Project Medicine Drop, including the
full list of Project Medicine Drop
locations, can be found at www.njconsumeraffairs.gov/meddrop.
