Marlton residents’ taxes will
increase by 2.8 percent, or $44 per
year on the average assessed
home of $271,200, following the
board’s approval of the 2013-2014
budget.
The budget was approved for
$68.8 million.
According to Business Admin-
istrator Dennis Nettleton, the
general fund tax levy is $2 million
below the maximum allowable
tax levy cap.
State aid will provide $13.5 mil-
lion to the district. The net differ-
ence from state aid last year to
this year was $2,188, with the
biggest losses in transportation
and equalization aid.
The proposed budget would
have cost taxpayers approximate-
ly $80 per year for the average as-
sessed home, which has since
been reduced.
“The total tax levy has been re-
duced by $1.4 million since the

Evesham Township residents
will see the proposed Lenape Re-
gional High School District tax
levy decrease 1.16 cents, or $35.12
per average assessed home of
$271,200, come to fruition.
The board of education adopt-
ed the 2013-2014 budget during its
March 26 meeting.
The adopted budget is $150.4
million, a 1.79 percent increase
from the current year.
“This changes every year,”
Vice President of the Board
David Stow said. “The four basic
characteristics that come into the
tax, the changes in equalized
value, the changes in ratables, the
changes in regional enrollment
and the assessed value of average
homes. If you see a big change in
any of those four, it’s probably
going to mean something’s going
to happen in the share or the
amount that the township has to
pay.”
According to Stow, each com-
munity’s share of the $110.3 mil-
lion budget is raised in taxes.
Marlton and Mt. Laurel carry the
burden of the taxation, both
towns reflecting high enrollment
numbers.
Marlton is responsible for 28.8
percent of the taxation, costing
the average homeowner $1,653
per year.
State aid remained unchanged
at $28.4 million.
“Our budget is a no programs
added, no additional staff added –
except for those staff members
that are mandated for individual
educational program students,”
Stow said. “We have 13 students
coming in from our sending dis-
tricts with IEPs and those IEPs
require a paraprofessional, a sign
language person or special educa-
tion teacher.”
LRHSD is also responsible for
IEP students not attending a
school within the district, an $8
million cost.
“There was an increase in out-
of-district tuition. When an IEP
student comes to us, that IEP
gives the student the right to an
education outside of our district,
and we have to foot the bill,” Stow
said. The district stands to pay
the bill until the student reaches
the age of 22. “It’s out of our
hands,” he said.
The district has been met with
challenges, as state aid has fluctu-
ated over the years, and it now re-
ceives $2.5 million less than the
2009-2010 school year.

$2.9 million to account for with a
2 percent salary increase for all
staff, health benefits increase,

As a result, the district has cut
education programs, behind the
wheel driver’s education, the pub-
lic relations department, a long-
range coordinator, the position of
assistant superintendent, which
has been replaced with a director
of programs and planning, and
the summer theatre series. In ad-
dition, the school can no longer
fund field trips.
According to Stow, the district
took action to save money and did
so through health-care costs by
changing providers, which creat-
ed savings of $1.8 million.
The next LRHSD meeting will
be held on April 17 at 7:30 p.m. at
the administration building locat-
ed at 93 Willow Grove Road in
Shamong.

Freeholder asks for technical
assistance for municipalities
Freeholder Director Joe Donnelly re-
cently announced that he has called upon
the Burlington County Bridge Commission
to provide technical assistance to munici-
palities that are considering community-
wide energy aggregate contracts to pro-
cure utility bill savings for their residents
and businesses.
In addition, said Donnelly, he has
reached out to Commission Chairman
John B. Comegno II, and asked that the
commission evaluate as well the merits for
a county-wide or multi-town energy aggre-
gate program, to determine if such an
arrangement, if found to be feasible, could
generate even greater savings to homeown-
ers.
Donnelly noted that the freeholder board
has already partnered with the commis-
sion on the “Greenbacks to Go Green“ pro-
gram, a shared services initiative that has
assisted some five dozen towns and schools
in securing tax-saving energy upgrades to
their public facilities, often with state
grant dollars.
Plumstead Township in Ocean County is
the only municipality in New Jersey to en-
gage in an aggregate contract. Estimates
are that this will result in annual savings of
approximately $165 per customer.

Jersey presents the Annual Juried Water-
color Exhibit April 1-22.

with eminent watercolorists Edgar Whit-
ney, Barbara Nechis, Mel Stain and Jean
Spicer, will jury this exhibit.
The exhibition reception, free and open
to the public, will be held Thursday, April
11 from 7 p.m. until 9 p.m.

ere’s something that should
shock absolutely no one: New
Jersey is one of the most
taxed, restricted and regulated states
in the nation.
Stop the presses, as they say.
An annual study published by the
Mercatus Center at George Mason Uni-
versity ranked New Jersey 48th out of
50 in terms of freedoms for residents.
Dragging the Garden State down in the
rankings are its ultra-tight gun control
laws, its restrictive marijuana laws
and “abysmal” property rights protec-
tions, in addition to the obvious high
taxes, the report says.
Discouraging is the fact that the re-
port says that the state’s significant
debt, and not government spending, is
what fuels the high taxes.
“New Jersey is average in govern-
ment spending, while it has among the
highest taxes in the country,” said
Jason Sorens, a co-author of the re-
port.
The question, of course, is whether
any of this really matters. Certainly,
any person would want to reside in a
state that doesn’t over-impose on his or
her basic freedoms, and only the in-
sane enjoy paying high taxes.
But while it might sound negative,
there are positives to ranking 48th on
this list.
Is it bad that New Jersey has tight
gun control laws?
Is it bad that New Jersey is conser-
vative when it comes to marijuana
laws?
Is it bad that New Jersey limits what
the report calls “travel freedoms,”
through restrictive seat belt laws, mo-
torcycle and bicycle helmet require-
ments, and sobriety checkpoints?
We don’t think so.
The Mercatus Center report suggest-
ed that New Jersey could improve its
ranking by slashing property taxes,
ending rent control and cutting spend-
ing on libraries, sanitation, sewage
and employee retirement benefits.
Some of those suggestions are well
worth following, especially the proper-
ty tax catastrophe.
But “liberalizing” seat belt and cell
phone-while-driving laws? We just
don’t agree.
If we don’t climb higher on this list,
and either lose current residents or
don’t gain new ones because of it, so be
it. It isn’t worth compromising safety
to look better to others.

sents an increase over the prior
year of only 2.81 percent on the
tax levy.”
“We took back some money
that had been allocated by the in-
surance company, the insurance
went down,” President of the
Board of Education Sandy Stu-
dent said.
According to Nettleton, the dis-
trict was able to add an additional
$193,645 of revenue from the in-
surance company.
“There were also retirements.
We were also able to realize an in-
crease in debt service and allo-
cate some revenue from a full day
kindergarten,” Student said.
The kindergarten classes the
district offers are tuition only and
added by need.
“We anticipate that this will
generate an additional $75,000 in
revenue for this year only,” Net-
tleton said. “Annually, revenue in
this area is dependent upon the
number of kindergarten students
enrolled, so this is not a per year
amount. Next year’s kinder-
garten revenue will depend on
next year’s kindergarten stu-
dents.”
According to Superintendent
of Schools John Scavelli, the com-
bined total of all salaries and ben-
efits accounts for 82.5 percent of
the total anticipated general fund
budget. Goals of the board in-
clude maintaining all staff posi-
tions, focusing on student
achievement, increasing technol-
ogy, enhancing staff professional
development, continuing with the
“green” initiative, including ex-
panding solar panels to all dis-
trict schools, and balancing the
needs in respect to taxes.
As part of increasing technolo-
gy, the school district will be in-
troducing new initiatives.
According to Nettleton, those
initiatives include a new student
information system, replacement
of 250 outdated classroom com-
puters for fourth and fifth
graders, the launch of a one-on-
one initiative of approximately
534 devices with charging carts
for the middle school starting
with sixth grade, an additional 30
devices on eight carts, an addi-
tional 216 iPads for the primary
school grades and new technolo-
gy subscriptions for classrooms
of cyber bullying programs, fi-

enth annual Richard's River Run
5k at Cooper River Park Sunday
May 5.
This certified 5k will bring out
runners/walkers from Camden,
Gloucester, Burlington counties
and beyond to support local kids
that have battled or are currently
battling cancer.
The race begins promptly at 9
a.m. following will be a ceremony
awarding The Tim Frantz Memo-
rial Medal, in memory of the for-
mer Cherokee High School stu-
dent, to the top male and female
finishers.
Since the inception of the run,
Go4theGoal has been able to sup-
port local kids battling cancer at
CHOP, Cooper Hospital, St.
Christopher's, as well as
Nemours.
Go4theGoal is expected to get
more than 1,000 runners, many of
them students from local towns,

in their community battling the
disease.
