For the Evesham Township Po-
lice Department, 2013 was a year
filled with new initiatives, new
department divisions, a new
chief of police and a complete
overhaul to the department’s ex-
isting command structure.
Those changes and more are
outlined in the department’s re-
cently released 2013 annual re-
port.
In Chief Christopher Chew’s
introduction to the report, he
calls 2013 “a challenging as well
as exciting time for the ETPD,”
and outlines the department’s
priority to “provide the most ef-
fective and efficient services to
the citizens and business owners
of Evesham Township.”

In 2013, 68 officers sworn in
and federal budgets has forced
the department to meet the chal-
lenge of doing more with less.
Police annual budget operat-
ing costs, which does not include
personnel, in 2011 were $397,650.
In 2012 the operating costs were
down to $337,000. In 2013 the costs
were $319,500.
In 2010 the department had 76
full-time sworn officers. In 2013
that number was down to 68.
Public information officer Lt.
Joseph Friel said one way the de-
partment has combated those re-
ductions was the implementation
of the Data Driven Approach to
Crime and Traffic Safety system.
DDACTS is a law enforcement
model that overlaps traffic and
crime data on a map of Evesham,
allowing the department to deter-
mine what areas are in the most
need of additionally deployed of-
ficers or resources.
Friel said the system then
works as a deterrent to unsafe
drivers and would-be criminals,
as with the increased presence of
officers in high traffic areas, the
department is able to give the ap-
pearance of having a larger po-
lice force than it actually does.
“It’s really just working
smarter, putting officers and su-
pervisors in the right position to
succeed,” Friel said.
According to the report,
DDACTS led to a 30 percent de-
crease in burglaries, a 22 percent
decrease in shopliftings, a 5 per-
cent decrease in motor vehicle
crashes and a 14 percent increase
in DWI arrests.
The department was also able
to hire a civilian crime analyst,
who was then used to assist in
raising the efficiency of how per-
sonnel were deployed through
analyzing new trends, traffic, and
crime hot spots.

hirty-one words are ingrained
in our brains forever, thanks to
the fact that we attended school
in this country:
“I pledge allegiance to the Flag of
the United States of America, and to
the Republic for which it stands, one
Nation under God, indivisible, with
liberty and justice for all.”
The pledge was written more than
120 years ago, and Congress formally
adopted it in 1942. But it wasn’t until
Flag Day in 1954 that the Pledge be-
came a point of controversy.
That year, while the U.S. was fully
encapsulated in the Cold War, two
words, “under God,” were added to the
Pledge to differentiate the U.S. from
the concept of communist atheism.
At the time, there wasn’t much to it.
A group of Jehovah’s Witnesses chal-
lenged the Pledge in the 1950s, but the
legal fight against the words “under
God” didn’t pick up steam until more
recently.
Court cases in 2002 in Massachu-
setts and 2006 in Florida found in the
plaintiffs’ favor, but ultimately, in 2010,
the phraseology was upheld by a U.S.
Court of Appeals.
Now, a family in New Jersey is
suing the Matawan-Aberdeen Region-
al School District because, as the
American Humanist Association says,
the phrase, “marginalizes atheist and
humanist kids as something less than
ideal patriots.”
The school district’s lawyer says in-
dividual students don’t have to partici-
pate. A similar case in Massachusetts
that is in court could pave the way for
a decision in this New Jersey case.
But isn’t this a little ludicrous? Sim-
ply saying the Pledge, or having to
hear it, does not infringe on a stu-
dent’s rights. The Pledge is more about
history than it is religion, even with
the words “under God” included.
Even though many school districts
have changed the labels to “winter
break” and “spring break,” the reason
students get off from school is because
of religious holidays – Christmas and
Easter. Many school districts also
close for the Jewish holidays of Rosh
Hashanah and Yom Kippur.
Religion and history go hand in
hand in this country. It’s hard to have
one without the other. Our schools
teach about this history – through
books, homework and tests, but also
through breaking for religious holi-
days and by saying the Pledge. And as
long as that history doesn’t violate the
Constitution, then we shouldn’t
change that history.

School district releases new mission statement

After months of wait and debate, the
Evesham Township Public School District
has its new mission statement.
The statement reads as follows:
“In partnership with students, dedicated
staff, families, and community, the district
provides a strong educational foundation
that will empower our students to:
• Achieve their unique potential
• Embrace self-directed, life-long learn-
ing
• Develop the skills necessary for appro-
priate risk-taking and responsible decision-
making
• Respect themselves and others
• Problem-solve individually and collabo-
ratively
• Become contributing members of a di-
verse, global society”
A previous version of the statement was
scheduled for a vote at the board’s Feb. 27
meeting, but board member Dave Silver
proposed tabling the statement for further
review, arguing not all board members
were present for that meeting, and request-
ing the district’s public relations consultant
also review the statement before final adop-
tion. A majority of the board members
present at that February meeting agreed
with Silver, and the statement was tabled
until the most recent April meeting.
Although the board members disagreed
about approving the statement at that Feb-
ruary meeting, all were in agreement on ap-
proving the mission district’s new tagline,
“Evesham Township School District, mak-
ing the world a better place one student at a
time," which was created by a district stu-
dent.
The district’s desire for a new mission
statement and tagline could been seen as
stretching as far back as the spring of 2012,
when the district first started its planning
process to create a broad set of directions
and goals for the district for the next six
years (2012-2017).
That Goals 2017 plan was then finalized
and approved in March 2013, with one of
the goals being the creation of a new dis-

“We hired a civilian crime ana-
lyst,” Friel said. “That was a posi-
tion that was covered by a sworn
officer…now we have an officer
back on the street.”
In 2013 the department was
also able to work with the mayor
and township council to revise
the township’s precious metal or-
dinance. With secondhand and
transient dealers now required to
keep electronic records of sales
of gems, metals, jewelry and elec-
tronics, the department is able to
more quickly locate stolen
items and return them to the
original owner before the proper-
ty is melted down or resold once
more.
“That was big on our end,”
Friel said. “We had officers
spending 10 or 20 hours a week
entering that data and now it
does it automatically.”
The department also
purchased an additional three
automated license plate readers
that were mounted to patrol vehi-
cles.
The ALPRs are special cam-
eras that make license plates visi-
ble despite weather or time , in-
stead of officers having to manu-
ally check.
Friel said the system also al-
lows the department to later go
back and search through the
many cars that may have been in
an area at the time of a crime if
the police believe they might
have a suspect.
“Each one is reading thou-
sands of tags a day,” Friel said.
“Everyday we’re using the data
those ALPRs collected.”
According to the report, redi-
recting department workload
through the creation and restruc-
turing of divisions also increased
efficiency.
An administrative division
was created, and an internal af-
fairs bureau was created to re-
move internal affairs functions
from the professional standard
bureau.
Recently, the department also
started a Pinterest account, in ad-
dition to the other social media
tools the department has been
utilizing to increase transparen-
cy and receive tips from the pub-
lic.
“That’s something we’re
very proud of,” Friel said. “We’re
the largest municipal

N.J.”
According to the report, for
2014 the department is looking to
establish a health and wellness
program, research body worn
cameras and an online reporting
system, develop an awards and
recognition program and develop
and implement a police explorers
program
Regarding the challenges
ahead, in the report, Chew
said he is “excited to work with
the citizens of Evesham Town-
ship very closely as we
continue to work together in
achieving our goal of making the
township the safest community
in the area.”

trict mission statement.
The district then solicited vol-
unteers for a Visioning Commit-
tee, made up of interested par-
ents, teachers and administrative
officials who would hold meetings
to review and provide input on
the district’s new mission state-
ment.
As outlined in the Goals 2017
plan, through the summer and fall
of 2013, and winter of 2014, the Vi-
sioning Committee was tasked
with evaluating the then current
ETSD mission statement and how
it aligned to district values, re-
viewing literature and examining
the mission statements of other
school districts and finally craft-
ing a draft of a new district mis-
sion statement that would reflect
core ETSD values and educational
excellence.
When the new statement was
officially adopted by the Evesham
Township Board of Education
during its April 16 board meeting,
there was still debate left to be
had. Board member Sandy Stu-
dent, who was one of the board
members not present at the Feb-
ruary meeting, raised his own
concerns regarding the state-
ment. He said he realized people
put many of hours of work into
the proposed mission statement,
but recommended that the board
wants a brief statement of only a
few sentences that embodied the
points the committee determined
were most important.
“The simpler the message, the
easier it is to communicate, the
easier it is to assimilate on the
part of your audience, and the
easier it is to fulfill that pledge,”
Student said. “I know we’re not
selling cars or consumer electron-
ics or grapefruit or anything of
that nature or oranges, but the
goal is to make something simple
and to make it easy to remember
and to splash everywhere.”
Board member Lisa Mansfield
said Student had previously
raised his concerns of brevity be-
fore at past meetings, which were
addressed by the board’s adoption
of the tagline.
“I remember you being really
for the brand line, the tagline,
which we do have, which we voted
on at our last meeting. We do have
one line,” she said.
Superintendent John Scavelli
said the process for creating the
statement lasted more than two
years and didn’t believe it needed
much more discussion.
“I don’t agree with what Mr.
Student presented you this
evening,” Scavelli said. “He was
on the original committee and
had ample time to give us feed-
back.”
When the board approved the
mission statement, it did so in a 7-
1, with Student voting against.

Joe Donnelly named
Freeholder of the Year
Burlington County Freeholder
Joe Donnelly was recently named
“Freeholder of the Year” by the
New Jersey Conference of May-
ors in recognition of his efforts as
a dedicated public servant.
“While I am honored, this
award truly recognizes the great
work we have done as an entire
board,” Donnelly said. “Together
we have cut county property
taxes six years in a row and re-
duced government spending by
millions of dollars, all while con-
tinuing to improve services for
our residents. The acknowledg-
ment from the New Jersey Con-
ference of Mayors demonstrates
that by doing more with less
Burlington County has come to
serve as a model throughout the
state.”
Congratulating Donnelly, Free-
holder Director Bruce Garganio
noted that, “Since he was first
elected in 2007, Freeholder Don-
nelly has been a true public ser-
vant and champion of the taxpay-
ers. Through his tireless efforts
Freeholder Donnelly has created
a culture of good government
that we all strive to continue.”
Donnelly will receive the
award on Thursday, May 1 at a
meeting of the New Jersey Con-
ference of Mayors.
Donnelly came to the board
with a wealth of local govern-
ment experience, having logged a
total nine years as a member of
Riverton Borough Council, and
later Cinnaminson Township
Committee, serving two terms as
mayor of Cinnaminson. While on
committee he helped spearhead a
$100 million redevelopment proj-
ect on Route 130 that includes
new commercial and residential
development, and major highway
improvements.
Donnelly is a former member
of the county Agricultural Devel-
opment Board and the Cinnamin-
son Board of Fire Commission-
ers, and is active in his church, St.
Charles Borromeo.
His current freeholder
departmental assignments in-
clude public safety, natural re-
sources and education. Donnelly
serves on the Board of School Es-
timates for the Burlington Coun-
ty College, special services, and
BCIT. He and his wife, Christine,
have two daughters, Caitlin and
Julia.

curred on Sunday, April 13:
Route 70 North – Consent to
search: Consent to search of vehi-
cle.
Route 73 North – Fire: Tractor
trailer fire on Route 73. Fire start-
ed when brakes overheated. Ex-
tensive fire damage.
Route 73 South – Harassment:
Victim shoved and cursed at by
intoxicated male.
Blanchard Road – Suspicious
Activity: Victim reported hearing
noises that made him believe
someone was in the house with
him. Residence check was nega-
tive.
Charter Oak Lane – Theft: Un-
known actor removed air condi-
tioner unit.
Daphne Drive – Lost Property:
Victim reported lost iPhone 5.
Essex Court – Pedestrian MVA:
Victim was involved in collision
with vehicle while riding his bi-
cycle. Victim suffered serious
head injury.
• The following incidents oc-
curred on Monday, April 14:
Route 73 North – Harassment:
Suspect pushed victims head
down towards kitchen equip-
ment.
Lincoln Drive West – Neglect:
Autistic patient left on bus.
Main Street East – Suspended
driver: Driver came back as an
ICE hit. ICE was contacted, no ex-
tradition.
Midwood Road – Contempt of
Court: During an investigation of
a dispute between former friends,
they were both found to have ac-
tive warrants.
Patrick Henry Drive – CDS-Pos-
session: Two subjects arrested for
CDS possession.
Tomlinson Mill Road – Theft:
Student advised that his North-
face jacket was stolen on
04/09/2014.
• The following incidents oc-
curred on Tuesday, April 15:
Route 73 North – Theft by De-
ception: Three suspects arrested
for possessing fraudulent visa gift
cards and using those gift cards to
purchase merchandise at the
Apple Store. All three suspects
were lodged in BCJ in default of
bail.
