He doesn’t know how interested parties could get together and coordinate the message, but he thinks it’s time to do something. “People hear about tragedies like this and then go six or seven years where it’s out of sight, out of mind,’’ he says. “We need a top-of-mind awareness campaign out there; and easy-to-read literature you could supply to customers to say that even if you’re not in violation, you need to be aware of this potential hazard.’’ Maybe Dooley is onto something. A coordinated effort to promote safe tank lids is a lofty goal for the industry, but I think pumpers are up to the task. Wouldn’t it be great if we never again had to hear a story about an innocent child like Loic Rogers dying because someone ignored their septic tank? ■

ven the high-tech world around Seattle felt the recession several years ago. Businesses flying above the clouds fell to earth. But Ace Acme Septic Services didn’t experience that. It kept serving customers in the counties and communities north of the city, and this family-owned company is still around after 62 years – and it was featured about 20 years ago in Pumper –because of its business mix and a polished focus on what it can do best for customers. SEPTIC OVER SEWER Ace Acme covers four counties in western Washington along Puget Sound. The company’s home is the city of Arlington in Snohomish County, which lies north of Seattle and contains some smaller cities of the Seattle metro area as well as aircraft assembly plants for the Boeing Co. The description makes the county sound urban, but it’s not. Probably 90 percent of Snohomish County is on septic, and most of the company’s revenue comes from the county, says Todd Summers, who runs the family corporation with his wife Kelly. In addition to Snohomish, the company covers part of King County, where Seattle is, Skagit County to the north of Snohomish, and Island County, which is comprised of some large islands just off the coast in Puget Sound.

The growth rate is not what it was. For a few years, Snohomish County was the fastest growing county in the nation, but even if its growth is no longer feverish, from 2010 to 2012 it was still a respectable 2.8 percent. The company doesn’t carry a lot of manpower for such jobs, nor has it invested in large equipment. Todd says he finds it more profitable to do repairs and pumping. For about 20 years Ace Acme also had a portable restroom operation, but that was recently sold. It was tough to manage, and their area had a lot of competition, Todd says. “We decided to focus on our core septic service where most of our business and income comes from,” Kelly says. Ace Acme’s focus also fits its area. Advanced technology wastewater systems comprise perhaps 10 percent of the units Ace Acme deals with, and

most of those are on the edges of waterways. Company technicians work primarily on systems installed from the 1960s to the 1990s. Technicians also deal with a problem typical in areas where people move out from cities: Customers have no idea how to care for a septic system or even how it works. “People come into subdivisions and put anything down the drain. All the advanced systems with UV lights, sensors and pumps, they can’t handle what’s going into them, and it’s just a matter of time until they choke up,” Todd says. THE DEWATERING DIFFERENCE An important step for the company was the installation of an Alar Engineering Corp. dewatering system 22 years ago, about the time the company was first profiled in Pumper. The system sits in a 60- by 40-foot space, and helps considerably to keep down discharge fees and fuel costs. Ace Acme dewaters between 8,000 and 10,000 gallons per day. Water from

the Alar machine goes into a city sewer. That was a consideration when the company built its headquarters. The city pipe is just 15 feet from the Ace Acme building. The Alar system is simple. To each batch of septage a technician adds diatomaceous earth, which acts as a filtering medium. The resulting slurry is emptied into a large tub. Rotating in the tub is a large drum whose inside is under vacuum. Dewatering reduces the per-gallon cost of disposal considerably, Todd says. He can do that for about 5 cents a gallon. The other less expensive option for pumpers is a private disposal facility about 15 miles away. With the cost of fuel and labor figured in, Ace Acme’s competitors are paying about 13 cents per gallon. By comparison, the cost of discharging septage into the municipal plant in the city of Everett was 7.25 cents per gallon when Todd started in the business. Everett is now charging 25 cents per gallon.

Printed booklet keeps customers in touch
Everyone is on the Internet, but Ace Acme Septic Services in Arlington, Wash., still takes the time and trouble to print booklets. The company is not stuck in the past. The booklet and the Internet are different tools with different uses, and both are important in building and marketing the business. The booklet is 12 pages. The company name and phone number are there, of course, and in the back is a service record so customers can track when they last had a tank pumped. The booklet acts as a septic system user guide, says Todd Summers, who runs the family-owned corporation with his wife Kelly. There is an explanation of how a system works, signs of a failing system, common causes of system failure, proper care and maintenance, the reason for a maintenance contract and the importance of monitoring what goes down the drain. “I think the website is really to get my foot in the door immediately,” says Kelly, who handles marketing and administration. “People are called on there to take action.” The company’s phone number is prominent, and near the top of the home page, right under the picture of the company’s newest truck, is an email contact form customers can use to get a quote for service. The system is set up so a customer email request or call comes to one of the company’s smartphones. Even on a weekend customers receive a prompt response so the company doesn’t miss a job. “The customer care book came long before the website. We’ve been doing that at least 15 years, and it’s a nice item for our people to give to customers when they’re providing service. It’s another token of connection,” Kelly says. It’s good for people who may not have an Internet connection or a fast connection, for older people who may not be comfortable using computers, and it’s especially nice for women. They pay 85 percent of bills in the average household, so they’re looking to the brochure for reference, Kelly says. She knows from watching her own behavior how useful a booklet can be. “Just the other day I needed to check on something about the dishwasher,’’ she explains. “Instead of going to the Internet, I pulled out the owner’s manual.”

Local pumpers don’t go there. Area wastewater plants are also tightening standards, Todd says. There are three dumping stations within 50 miles, but population growth has strained them. Plants reject loads on some days to restrict the volume of waste brought to them, and in the last five years restrictions have become tighter. Todd has thought about installing a newer dewatering machine. So many industrial technologies have improved in 22 years, yet Todd doesn’t think that’s necessarily the case with dewatering equipment. Controls may be more sophisticated, but the machines are much the same and work in the same way, he says. Expanding the operation may justify a newer piece of equipment, but not continuing as is. ENCOURAGING LOYALTY Ace Acme picked up some customers when other companies went out of business, but what Todd and Kelly Summers really want to do is keep customers. “Most of them are pretty loyal, and there is a difference between doing installations and doing what we do,” Todd says. “The installation business here is pretty competitive. But once we have a septic customer, we become the people they call for repairs.” “Our philosophy, and what we like to instill in employees, is to treat customers as if their property is our property, and to treat customers as we want to be treated. We want to be friendly. We’re there for service and to

FUTURE LOOKS SUNNY As Todd and Kelly Summers look to the future of Ace Acme, one possibility they see is expanding their dewatering operation by accepting waste from other haulers. That would provide additional revenue but not require more people, Kelly says. Yet it also depends on the city of Arlington. The municipality invested about $2 million in its wastewater plant a few years ago, and the area is still growing. At one point there was a moratorium on new sewer connections while the city looked at its needs, Todd says. The question is how much more water the city plant can handle. Ace Acme is probably near its discharge limit given the present system and would have to base its expansion plans on future upgrades to the Arlington system. Even without additional dewatering, the future looks good. The company has grown considerably from where it was when Todd joined, and he and Kelly are very comfortable with the amount and quality of the service they provide. Unlike the Seattle weather, there are no clouds on this horizon. ■

Keeping the trucks clean is an obvious step in presenting a professional appearance, but if you look at Ace Acme trucks there is one thing you won’t see: a selection of phone numbers covering the company’s large service area. Instead there is just one number, a tollfree one that works only within the state of Washington. To signal customers that they’re calling a local business the company has local numbers in area phone books. But given the size and population of their service area, listing all area phone numbers on a truck would be too confusing, Todd says. The single toll-free number can be spotted with a glance and gives people only one thing to remember.

A LONG HISTORY Ace Acme was founded in 1952 by a family friend. Todd’s uncle later bought the business, and Todd’s parents bought it from his uncle around 1974. It was very much a family operation for years. Todd’s brother worked for their dad, Troy. One man was on the truck, the other answered phones, and the business was run from a home office. Todd started in the business about 1983. They hired another man, and for a time it was Todd and the hired hand on the trucks. Then Todd was offered the chance to come into the office because his dad wanted to retire. That was 25 years ago. The company is still family owned, but it’s a family corporation. Troy remains the president but over the years has withdrawn from daily duties. IN THE GARAGE Ace Acme runs on a variety of equipment. The company has three service vans, all Ford F-350s. There are three vacuum trucks. The newest is a 2013 International with a 4,000-gallon tank. Also in the fleet are a 2004 Peterbilt with a 3,250-gallon

Delaware Creates New Septic System Inspector Licenses

A

fter five years of work, the Delaware Groundwater Discharges Section of the Department of Natural Resources has updated its septic regulations. The new regulations governing the design, installation and operation of onsite wastewater treatment and disposal systems became effective Jan. 11. According to information provided by the Section’s Environmental Scientist Jack Hayes, the order of the regulations was changed to better follow the permitting process, and spray irrigation guidelines were added so it can be used with large systems (more than 2,500 gpd). A new section for large systems was also added. Guidelines include the need for three reports to better characterize sites: soil investigation, hydrogeologic suitability and surface water assessment. All advanced treatment systems are now required to meet new nitrogen levels. Homeowners also have new responsibilities, including maintenance of their systems to meet the regulations (they can be certified in a homeowner training program) and hiring only licensed system contractors for repair or replacement of any components. All septic systems must now be inspected before a change in property ownership. In the areas of licenses, there is a new Class I construction inspector license for inspecting new and replacement system installations and repairs. Class C designers must now pass an exam for licensing; Class H system inspectors must also pass an exam and have their first three inspections supervised by the department. The new regulations also create a new tiered license for Class D soil scientists and Class E system contractors. In January 2015, the regulations will eliminate cesspools and seepage pits in certain situations, and require the upgrade of all new and replacement systems within 1,000 feet of tidal portions of two rivers to help meet goals to clean up the Chesapeake Bay. All manufacturers of concrete components will also have to be certified through the On-Site Wastewater Accreditation Program. Beginning in January 2016, waste haulers will be required to report all septic pumpouts.

The new regulations are the result of 13 workshops and three public hearings that gathered questions and input from homeowners, state legislators, real estate agents, businesses, the wastewater industry and public utilities. After each workshop and hearing, the draft regulations were amended to reflect public comment. Maryland Commercial property developers utilizing septic systems may see a reduction in the amount of sewage they can discharge. The Carroll County Board of Commissioners met with representatives from the Carroll County Health Department recently to discuss proposed state septic regulations on future commercial properties. According to the local environmental health director, the requirement would increase the size of septic systems by 1.5 to two times the current requirement for commercial sites with sewage flows of less than 5,000 gpd. To reduce sewage flow, a developer would either have to reduce the number or the size of the businesses on a property. Some legislators are concerned about the effect the regulations would have on economic development, and corresponding tax revenue, throughout the state. The existing regulation allows for a higher loading rate for commercial properties compared to residential properties. West Virginia After a recent chemical contamination incident in West Virginia, one local health department was at odds with West Virginia American Water’s recommendation that residents flush their home plumbing systems of contaminants. The department contacted the governor’s office to address the potential impact flushing could have on septic systems. Too much flow can cause septic system failures and blockages that can lead to repairs; a drainfield flood means the system will need to rest for 30 days. The worst-case scenario would be replacing the entire septic system – a costly alternative. Chemists working on the spill told health departments the chemical should break down in soil after about 30 days, but it’s unclear what impact the chemical will have on the structural integrity of septic tanks. Iowa In 2013, the Iowa Onsite Wastewater Association board designed a Homeowner Education Folder for members to purchase and hand out while servicing or installing new septic systems. The folder includes information about the specifics of each system design and household, a maintenance record section, installer/designer/maintenance provider information, information on how to locate a septic system, do’s and don’ts for system maintenance, and space to add a diagram of the system and contractor contact information. ay Birchmeier is a fourth-generation Michigan farmer. And up until the spring of 2012 he also had 120 cows to milk twice a day. But when times got tough, he and his brother Doug added a septic service and portable restroom business to their daily chores. It turned out to be a good move. But then the unthinkable happened. Doug, only 41, died suddenly of an aneurysm. It was a devastating personal loss for the family. But with remarkable foresight, the brothers had put in place a business plan that protected the company and continued to provide an income for the surviving family. The Birchmeier family’s company, R & D Septic Tank Cleaning & Portable Restroom Rental, is located in New Lothrop, Mich., about 90 miles north of Detroit. The name says it all – “We just strictly pump tanks and do portable restrooms,” Ray says. When he gets requests for system installations or repairs, he refers them to other businesses in the area.

The company turned out to be the brothers’ ticket to getting out of the dairy business and in the spring of 2012 they sold their herd. It was an enormous relief, Ray says. “You have no idea. You just don’t realize how much work it is when that’s all you’ve known.” Unfortunately the joy of their newfound freedom was short-lived as less than six months later Doug collapsed while parking a combine in the yard. PLAN FOR THE WORST It was another family tragedy that led to the brothers putting a survivorship contingency plan in place when they formed the company. Their father, David, died at 57 of a heart attack a few years before they started their business. That influenced them to take a realistic approach and consider the consequences should one of them die. Working with Northwestern Mutual Life Insurance Company, the brothers each took out personal life insurance policies payable to their families. But Northwestern also helped them set up a buy-sell agreement funded by life insurance policies on each of them with the other as beneficiary so that should something happen to one of them

A collaborative effort
Three or four years ago Ray Birchmeier, owner of R & D Septic Tank Cleaning & Portable Restroom Rental in New Lothrop, Mich., met Gretchen Hole at a pumping continuing education seminar. At the time, Gretchen was owner of Poopy’s Potties, in Holly, Michigan, about 35 miles south of R & D. The two small operators realized they could take on larger events if they pooled resources when one of them didn’t have enough units. So they started working together on occasion. A couple years later, Gretchen decided to strictly focus on restroom trailers. She created a new business, Swanky Restroom Trailers by Gretchen, and sold off her vehicles and portable restroom inventory. She kept her website and phone number and continues to take orders and book events. She hands restroom-only orders to Ray, who uses his own restrooms to service the events. “She just knows it’ll get done and I give her a commission on every job,” he says. Ray did not buy Gretchen’s inventory, as his units are from Five Peaks and he prefers to carry a single brand. And he says he has no interest in adding restroom trailers to his service offerings, so he refers those requests to Gretchen. “It all works really well,” he says.

Buy-sell agreement: A buy-sell agreement between co-owners of a business spells out the ownership arrangement the parties want should one of them die. Generally it specifies that the surviving partner will buy out the deceased partner’s portion of the business from the heirs, and that the heirs must sell rather than — Ray Birchmeier participate in the business. But it can be set up however the parties wish and it can be revised at any time, Ray says. The document could also cover other triggering events such as disability or retirement. In their case, the document stipulates that Ray is to buy out Doug’s share of the business over a period of one to 30 years, at his discretion. But the length of time can be anything, Ray says. “Obviously if somebody’s older when they started, you’re going to want it to pay out sooner. But we were 30 years old when we did this.”

comfortable talking about things like this,” he says. “But I would have to say, talk about it, bring these things up because everybody is going to die. You don’t know when but you might as well have things in order so it’s easier to move on when it does happen. If you don’t it can get real chaotic.” STRONG SUPPORT SYSTEM Although R & D was a 50-50 partnership between Ray and Doug, it’s always been a family-run business. In addition to Ed and Bernie Gengler, Ray’s father-in-law, Ray’s wife Heidi handles the books, and their kids, Lane, 15, Ondrea, 13, and Lacy, 10, help with washing and stocking units. Lane is also starting to help with deliveries. Ray’s sister, Nancy Birchmeier, a schoolteacher, does paperwork, deliveries, pumping and route mapping. His cousin, Randy Griffin, occasionally helps out with pumping. “He works in a laser factory but if I need him when we can’t go pump a tank, I just give him a call and he goes out and does it,” Ray says. He also enlists the help of a retired neighbor. PLOWING AND PUMPING The Birchmeier family grows corn, soy, wheat and hay on their 1,000 acres. In 2003 prices started to drop. At about the same time, Bernie was looking for work since he suddenly lost his job. Putting it all together, Ray came up with the idea of doing septic work on the side. “I was racking my brain; what can we do to supplement our income and that just popped into my mind,” he says. “We needed something that would work with farm work. We’re good mechanics, we can fix things, we know what hard work is and it wasn’t that big a deal for us.” After getting buy-in from Doug, the brothers set up a business, bought a tandem 1996 Volvo vacuum truck with a 3,000-gallon steel tank, put an ad in the local phone book and went to work. Although they’re in a rural part of the state, Ray says there’s a lot of residential population to the east on septic systems. After a couple years, the business had grown to the point where they needed another vacuum truck and they picked up a 1993 Volvo built out by Quality Tank Trucks & Equipment with a 4,000-gallon steel tank. And by fall 2012 they added a 2013 Peterbilt outfitted by Advance Pump & Equipment Inc. with a 4,000-gallon stainless steel tank. The septic trucks all have Masport Inc. liquid-cooled pumps. TAKING A HINT Ray says the local tavern forced them to get into the portable restroom business in about 2005. “They were going to have an outside shindig and wanted eight or 10 units. The guy asked me if I had any. When I said no he said, ‘If you don’t get some I’m going to get them from one of your competitors.’” Ray bought 10 Five Peaks Aspens.

“I hated it at first,” he says. “I was running them all across the county, just to do 10.” But each year they picked up 10 or 15 more, and the more they had the easier it became. “Now I’ve got 150 of them and so every 10 or 15 minutes I’m stopping to drop one off or pump one, so now it works out real well.” The company’s standard units are light blue Aspens, augmented by 15 Satellite Industries wheelchair-accessible Liberties and 20 Five Peaks hand-wash stations. And then the dust we created from farming would just get them dirty,” he says. He has two vacuum trucks for portable sanitation. One is a pre-owned 2006 Ford F-550 with a 600-gallon waste/250-gallon freshwater stainless steel tank. The other he built himself. “I took an old farm anhydrous tank and cut it down,” he says. It’s a 500-gallon waste/250-gallon freshwater steel tank on a 2000 Chevy 3500. Both have Conde pumps (Westmoor Ltd.). He also built his transport trailers – “Just some snowmobile trailers I made up myself. One’s a 14-place and three are 10s.” He gets his deodorizers from Walex Products. Today about 75 percent of the company’s work is septic. Waste is taken to a treatment plant 35 miles away, but Ray says he may pursue land application in the future. Although it’s not easy because of the legal requirements, he says it’s worth considering since he has the land for it and it would save time and money. BETTER DAYS AHEAD With the support of his family and his own efforts to give good service, to be on time and to have nice-looking equipment, Ray has created a successful business and knows his idea back in 2003 was a good one. “It’s actually worked so well for us it’s unbelievable,” he says. “I’m really blessed with a lot of family and knowledgeable people that can get things done.” The loss of Doug has been a terrible blow for the family but at least the brothers took precautions to protect their families financially in the event of a loss. “Most young people don’t think like that,” Ray says. “But we saw it when our dad passed away.” ■

Honesty is Still the Best Policy
Don’t risk your integrity to stand out among the competition By Marsha Friedman

N

ew concepts are constantly emerging in marketing. We’ve seen the rise of “green” marketing, appealing to people’s environmental concerns, and mobile marketing, finding new ways to get the attention of potential customers clutching hand-held devices. There’s a lot to be said for new strategies, but it sometimes seems people get dazzled by novel approaches. They forget there’s one enduring strategy that never fails. Honesty. You can only tell customers and prospective clients so many times about who and what you are. At some point, you have to show them. And if the experience you provide doesn’t match how you’ve represented yourself, your company, your service or your product, they’ll not only walk away – they’ll likely take others with them. There are a lot of ways your honesty – or lack of it – can be revealed in the course of a day. Sometimes, it may seem like the price of being honest is just too high, for instance when you’ve made a mistake you fear will seriously damage your reputation. Do you own up to the mistake? Blame someone else? Cover it up? I like Jason Fried’s answer. Jason is the cofounder of 37signals, a company that produces a chat tool called Campfire for small businesses. A couple years ago, he wrote a column in Inc. magazine about what happened when Campfire malfunctioned, sparking a real wildfire of rage among his customers. He wrote, “People don’t judge you on the basis of your mistakes – they judge you on the manner in which you own up to them.” Jason and his business partner were honest about their mistake, and sincere and consistent in their apologies. They corrected the problem, of course, and also gave their customers a free month of service for the disruption. By the end of their nightmare, Jason and his business partner were getting messages like this from their customers: “37signals has been giving a free lesson in customer service and honesty the past few weeks.” While I don’t believe anyone reading this would intentionally lie to customers or in their marketing, there are many situations that test us. I find it helps to have the rules of engagement firmly in place before a situation arises. Here are a few good “old-school” marketing strategies: • Be honest about what you can do – and what you can’t. I’m a “yes we can” kind of businesswoman. I’ve succeeded in business because I know there’s almost always a way around an obstacle if you’re flexible and creative in problem solving. I don’t back down from a challenge just because it’s something I’ve never done before. However, I also know there are some things I cannot do.

In marketing, the competition for attention is overwhelming, so we draw upon all of our creativity to make ourselves stand out. That’s fine. Tricking people is not.

Recently, I had a prospective, high-profile client who would’ve been a dream to bring onboard. In our many conversations, he talked about the kind of publicity he wanted and the general goals he hoped to meet. I knew we would have no problem getting him what he was looking for. But then, just as he was preparing to sign the contract, he shared what he really wanted: his own regular segment on a national network morning show. To get that he would need more than a publicity campaign, so it’s unlikely we could make it happen for him. And I was honest about that. He didn’t sign on with us, but, more important, we maintained our integrity and he was not disappointed. • Keep your word. If you offer a “money back guarantee,” honor it upon request. If you say you’ll have something done by a certain date, move heaven and earth to meet the deadline. If for some reason you can’t, let the customer know, explain why and be prepared to help mitigate the consequences if possible. The corollary rule on deadlines is, don’t promise more than you can deliver. • Remember, there’s a fine line between attention-getting and trickery. In marketing, the competition for attention is overwhelming, so we draw upon all of our creativity to make ourselves stand out. That’s fine. Tricking people is not. In fact, some tricks – like the old bait-and-switch tactic – amount to fraud. Others may not have legal consequences but can be just as damaging. I’m thinking of the congratulatory emails LinkedIn sent out, telling members, “You have one of the top 10 (or 5 or 1) percent most-viewed profiles for 2012.” Many recipients were pleased and rushed to share their exclusive ranking on social media. Many weren’t so pleased when it was reported that millions of other members also got the emails. It boils down to the Golden Rule for business: do unto your clients, customers and prospects as you would like done unto you. Sometimes, it requires really hard decisions. But in the end, integrity is the most valuable marketing tool in your arsenal. ■

Spartan shows a versatile camera system utilizing an iPad display

partan Tool had a huge booth at the 2014 Pumper and Cleaner Environmental Expo International, with dozens of representatives ready to answer questions from thousands of Expo attendees. One product in particular, though, the iPad-ready Sparvision 200 pipe inspection camera, grabbed a lot of attention. Two demos in the Spartan booth displayed the versatility of the unit. That could come in very handy to show the customer a blockage or some other issue.” The optional Trap Eze ultra-flexible black-and-white 7/8-inch camera expands the system even further, attaching to the Sparvision 200 system and allowing quick peeks into small drainlines without removing the trap. The 4-pound unit comes with an additional 50-foot ultra-flexible pushrod, a convenient carrying reel and a 10-foot cord for connection to the Sparvision 200. “I think what customers are really excited about is that we’ve incorporated a tool, the iPad, that many of them already use every day, and made it a functional part of our system,” says Marini. While he’s a 20-year veteran of the drain cleaning industry, the 2014 Expo was Marini’s first as a Spartan employee. On Top of Their Game

Washington state wastewater pros rely on the state trade group for training update and government lobbying on important issues By Doug Day

F

ormed in 1990 in response to a lawsuit challenging the right of local health departments to certify licensed designers, the Washington OnSite Sewage Association now provides education and representation to the entire decentralized wastewater industry. The state’s pumper organization merged with WOSSA in 1998 to round out the membership, led by Executive Director John Thomas since 2002. How is licensing done in Washington? Thomas: Designers have a limited practice engineering license from the state Department of Health. Installers, pumpers, and those who maintain and inspect septic systems have specialty contractor licenses from local health jurisdictions on a countyby-county basis. For the installers, pumpers and system maintainers, a big step was WOSSA’s program for multiple county licensing. Instead of passing exams in every county they work, our program allows them John Thomas to take one test that is recognized by all the counties in the program. We have 14 major health jurisdictions and are working to add the rest. What is WOSSA’s role in the training? Thomas: Our training center has been in place since the late ‘90s and provides education for onsite wastewater professionals and training on the approved technologies. We also partner with major manufacturers on certification classes for their proprietary technologies. A lot of the training is driven by local health jurisdiction requirements for continuing education, but we promote “continuous learning” to keep everyone on top of their game. We offer two online training courses and have plans for more. We have more than 300 registered online learners. Our Licensed Designer Mentoring Program is recognized by the Department of Licensing. They can take our classes and work with licensed designers in a mentoring capacity to gain the field experience they need to sit for the state exam. More than half of the 225 licensed designers are over 55 years old. The law passed 10 years ago requires four years of a collegelevel curriculum or a mix of two years and field experience. The expectation that colleges or universities would offer wastewater design as part of their curriculum didn’t occur so we had a gap in what is required and what is available. Our curriculum is the only one available. WOSSA is also certified for injured worker retraining through the Department of Labor and Industry, which has grants for people who get hurt on the job to be trained in a new career. We have people who are getting

older or have bad backs or knees. They want to stay in the industry but shift their focus to something like design or inspection that doesn’t have the same physical demands. What role does WOSSA have in the area of the legislature and rulemaking? Thomas: We both lobby and advise. We worked to pass a bill allowing the state to manage our industry as part of the other 22,000 licensed engineers in the state rather than treating us separately. That lowered our annual licensing fee of $325 to $75. We successfully opposed bills that would have reduced O&M inspection requirements on homeowners and would have negatively impacted designers and installers using proprietary manufacturer’s devices. We work with local health departments to identify training needs. We’re working with three The expectation local health jurisdictions on pump truck inspections. We give away half of what we raise and put the other half into an endowment fund … approximately $110,000. One of the other unique things is the way we manage it. Rather than a board committee, we decided to contract our application and screening to a company called Scholarship America. This ensures a “clean hands” approach to the selection process. They do a great job and we’d recommend this approach.

Gathering facts about protecting workers from pathogens
The Washington On-Site Sewage Association in 2013 began a researching hazard assessment, mitigation and training for workers in the onsite wastewater industry. WOSSA Executive Director John Thomas says the goal is to identify the best practices to prevent workplace illnesses due to exposure to pathogens in wastewater. “There are issues around how we manage exposures while working with human waste that aren’t recognized,” says Thomas. “We’ve verified things we thought we knew, but have also identified some new issues, such as the survivability of MRSA in septage.” (MRSA can cause serious infections that are difficult to treat because it is resistant to many antibiotics.) The research was funded by a $138,000 Safety and Health Investment Project (SHIP) Grant from the Washington Department of Labor and Industries. It included field sampling by shadowing workers to identify not only their actual exposures but also the spread of pathogens through contamination of tools, clothes, vehicles, offices and homes. One surprising finding was the lack of contamination found in vehicles, but Thomas says further research was added to check the results. “Surprisingly, the surface samples we did in vehicles showed the exposure levels were quite low,” he says. “That goes against what we think makes sense. A lot of the field study was done last summer and fall when it was pretty dry. So we decided to redo those tests when we have our highest rainfalls and see if a change in weather has any impact.” Because of the government funding, information will be available to other state organizations. “It will result in a training program and standardized barrier protection, PPE and mitigation techniques that will protect [workers] from getting sick and dragging stuff home to their families,” says Thomas. It should be available this summer.

We’ve had a couple of cases where people were going to be forced out of their homes because their choice was to spend $150,000 to connect to the sewer or abandon the property, when an onsite system could be installed for $12,000. We continue to work through the process, but one of the most surprising things we discovered is that most of the environmental groups have deep misconceptions about decentralized wastewater and its ability to produce clean effluent. Our top treatment levels in Washington exceed the treatment standard for sewage treatment plants with direct discharge into the Puget Sound. Helping them understand that is another big job … we need them as partners, not adversaries. ■

Do you do anything in the way of community outreach? Thomas: Two years ago, the board approved an outreach program to provide the septic design, installation and materials for families in need. Last May, we got a request to help a young woman whose husband died in a construction accident. They had no insurance coverage. She had a little girl and was pregnant with their second child. They were about three-quarters done building their new home. We did all the work to get her a $14,000 pressure distribution system so they could complete the home. We also did outreach to provide information to people in the environmentally sensitive Puget Sound. WOSSA had a radio show for almost two years funded with advertising support from major manufacturers like Bio-Microbics, Orenco and Infiltrator along with some of the local pumping companies and designers. It was a weekly, one-hour show that we had a lot of fun with. We brought in industry people to talk about different topics and provide expert advice. It was very well received. What’s on the horizon for the industry in Washington? Thomas: We have a debate with the Department of Revenue over the taxation of fees. Homeowners aren’t assessed sales tax when they pay a fee directly to the local health jurisdiction, but they are if the septic service provider collects the fee and transmits it to the local health jurisdiction. We have engaged legal assistance to help us with that. We’re also bringing forward a bill to require cities to allow septic systems to be replaced if they fail. Current law requires such homeowners to hook up to the sewer system if it’s within 200 feet and not cost prohibitive. An amount equal to or greater than the value of the property doesn’t seem to be cost

Proper Maintenance Can Head Off Illness

Because viruses can travel fast from a failing septic system to a drinking water supply, pumpers are an important part of a public health plan By David Steinkraus

M

ark Borchardt has studied the relationship between septic systems, groundwater and disease for many years. What he found has meaning for pumpers, the people who write septic codes, and the millions of people who depend on septic systems to treat their wastewater and wells to provide their drinking water. Borchardt has a doctorate in microbiology and works at a central Wisconsin laboratory funded by the U.S. Department of Agriculture and the U.S. Geological Survey. In September 2012, he and several colleagues published a study of disease-causing virus DNA in the well water of 14 communities. All 14 showed traces of at least one virus, and like most groundwaterbased systems these did not disinfect the incoming water. Another study found a greater risk of viral diarrhea in areas with a high concentration of septic systems and holding tanks. A third study described what happened in northeastern Wisconsin when Mark Borchardt a fitting on a restaurant’s new septic system broke. Although the broken fitting contaminated water with norovirus — causing disease in 229 people and putting six of those in the hospital — the real surprise was how rapidly viruses move through soil under the right conditions. Pumper: In the restaurant case, you introduced two dyes of two different colors into the system — into a toilet in the building and at the pump sending effluent to the drainfield — and both showed up in the restaurant’s well water very quickly? Borchardt: There was a broken fitting on one of the septic tanks, so contaminated water from that reached the restaurant well in only six days. The drainfield was quite a distance away, but contaminated water from it reached the well in 15 days. That is not nearly enough time to make water safe. Norovirus can live in groundwater for up to two years, and we know viruses move through soil faster than dye because being particles they are forced to find openings in the aquifer, unlike dissolved dye, which is slowed by diffusion into the aquifer material. You need time and distance so viruses can be filtered out by soil particles and die along the way. In this part of Wisconsin the aquifer is in dolomite. Once a virus gets into the bedrock there’s very little filtration, and a virus can move quickly

through fractures in the rock. Think of a well three-dimensionally. It intersects all the fractures in the rock. Just by bad luck, when that well was drilled it connected through a network of fractures to the drainfield. No one ever figured out why that fitting broke. The message is to take care during construction. When we investigated this we ignored the new system because it was new. It was up to code. But as the evidence accumulated, it pointed to the septic system. The investigation concluded it was probably one ill worker, who was sick at work, who shed the virus into the wastewater system. You don’t need much. Just 10 viruses are enough to start an infection. It’s understood among longtime residents there, in spring you just don’t drink from your well. They call it the brown-water season. Everything from the surface is being flushed through the bedrock by the spring The best thing rains. Pumper: What does this say about septic codes? Borchardt: It suggests states may have to rethink how they set standards. Right now in Wisconsin we have a single code. It’s a one-size-fits-all proposition for a state that is one of the most hydrogeologically diverse states in the nation. There is good evidence that most disease outbreaks happen in areas where the bedrock is karst. That’s limestone eroded by the movement of groundwater, and – Mark Borchardt you see ridges and sinkholes. We know there have been disease outbreaks around the nation because of geology. I thought I had discovered something new at the restaurant, but then I found newspaper headlines from the 1950s talking about the same sort of well contamination. Counties are slowly coming to grips with weaknesses in their codes. It becomes a property rights issue. Every couple of years some legislator in Wisconsin introduces a bill to allow people to dispose of wastewater as they choose, even by spreading it on their own land. In my part of Wisconsin the soil is not conducive to septic systems,

and a lot of people have holding tanks. Pumping them is expensive so some people don’t, and then the tanks overflow. Some people run a pipe to the nearest ditch to channel the effluent off their property, and children play in the contaminated soil and pick up diseases. In one case a tank overflowed, and rather than fix the tank the owners built a footbridge over the effluent stream. Pumper: Does this upend our assumptions about how well traditional septic tanks work to stop the spread of disease? Borchardt: No. They do work. It’s a good technology, and it has allowed a lot of people to live out in the country. Problems are related to the factors I alluded to: the amount of filtration in the soil and the time it takes for groundwater to move. You could add loading, the amount of wastewater we’re putting into the soil. This is what our study of septic and holding tank concentration showed. What you have to do is somehow break the cycle in which pathogens move from wastewater to groundwater and then into drinking wells. If wastewater systems are so advanced that no contaminants reach groundwater, you could drink that water and you would be fine. At the restaurant they put UV disinfection on the well water. I would prefer the wastewater system be improved because that would prevent groundwater contamination in the first place. Pumper: Do we know how large a problem faulty septic systems are? Borchardt: There’s been no real research on that at the national level. Our 2003 study of septic system density and illness was surprising, but it was tough for me to put together even the $60,000 to fund that. The U.S. Centers for Disease Control was interested in this subject around the year 2000, but then 9/11 happened and priorities shifted. Recent research by the U.S. Environmental Protection Agency has focused on urban systems. Pumper: What could pumpers do to help? For example, would it help to pay attention when people complain about stomach flu or other intestinal illnesses? Borchardt: No. That sort of information — called anecdotal evidence by people who track diseases — is not worth much because there are too many possible explanations. There is much, much more that needs to be done before specialists can declare an outbreak. The best thing pumpers can do is do their jobs well. What they do is a public health service. They’re in the job of preventing disease outbreaks. It may not be advertised that way, but it is, and it is a very important link in the system to keep people alive and healthy. ■

There are many ways to boost the bottom line through smart expense trimming, but don’t forget there’s a time and a place to invest in the future of your business By Erik Gunn

utting expenses might seem like a sign of trouble. But it doesn’t have to be. Even the most profitable business can benefit from taking a long, hard look at where it can rein expenses in. That’s only one side of the equation, though. The other side is determining where you might profitably spend more – and making the right decision on that side of the ledger can be just as important to long-term success. As business consultant Ron Hequet of Weatherford, Texas, points out, decisions about cutting and spending are deeply intertwined. Hequet was one of a number of business experts who recently offered their insights on the twin questions of what to cut and where to spend more. Ideally, says Hequet, a cost-cutting plan should be part of a much bigger picture; a plan to boost your business to increase profits – or as he puts it, “a plan to sell your way out of a decrease in profitability.” Even if cutbacks are urgent, you should still proceed with care. “There are key functions or processes in any business that, if eliminated, would place the company in jeopardy of losing market share or core customers,” Hequet cautions. “Don’t use an axe; use a surgical knife.”

Instead, see if you can include your cellphones in your general business policy. Or set aside money to replace or repair equipment.

And while it may seem easier said than done, end relationships with “pain-in-the-neck” clients, he adds: “It frees up time and energy to focus on nice clients.” WHERE TO SPEND Tools and trucks: In the trades especially, your vehicles, tools and equipment are among your most important assets. Don’t overpay, but don’t skimp, either, when making equipment purchases or investing in maintenance and repairs. “You need your vehicles and equipment in good working order,” says Boyd, the St. Louis consultant. Technology: You can make smart choices that will save you money on tech, but don’t try cutting it out entirely – tablets, smartphones and networked computers are all here to stay, and they are part of your business infrastructure, Scanlon says. Marketing and service: “Don’t cut down your social media,” says Scanlon. “This is the way of the world now.” Don’t cut corners on appearance and image, either; prospects and existing customers alike buy perception. And don’t skimp on personalized service, he adds: “This is what keeps your customers coming back and makes you referable.” Williams recommends improved customer engagement – finding ways to cement the relationship between your business and the people whom you serve – is part of what you’re investing in, she says. STRIKE A BALANCE Ultimately, whether cutting costs or spending more, don’t just act blindly. Make informed decisions, based on sound evidence and rational analysis – not just of how you spend your money, but of the service, product or provider you’re spending it on. And as Hequet points out, any cost-cutting campaign is just an emergency first step. The key is what comes next: creating a plan for growth. “Growth without a documented plan and the preparation of the talent to act is a wish,” Hequet says. And if all you have is a wish, in a year or even less you’re likely to be forced to make more and deeper cuts all over again. At that point, you might not even have the chance to decide how you can invest more. Because the money to do so just won’t be there. ■

Risky Business

Septic service technicians face potential dangers at every turn. Learn to avoid accidents and injuries that can take you out of the game By Jim Anderson

L

ast month I wrote about some of the hazards for service providers from bacteria and disease-causing pathogens. There are numerous additional work-related hazards to be aware of and we sometimes don’t think about them until a problem arises. This is why the CIDWT (Consortium of Institutes for Decentralized Wastewater Treatment) Operation and Maintenance manual and accompanying educational materials devote so much effort to cover safety issues. Back injuries due to constant heavy lifting are a common problem for septic service technicians. Whether you are servicing or inspecting a system, the work involves opening and lifting. I often hear service providers talk about how they injured backs or shoulders. Being a soil scientist, I am aware of the high incidence of hernias in our ranks. These issues can be mitigated somewhat through proper lifting techniques. LIFT SMART Proper lifting techniques include establishing solid footing and balance on a level surface (not always possible), keeping the back straight, gripping objects firmly and using the legs – not the back – to provide lift. Do not lift more than can be handled comfortably and never carry a load that is too big to see around. For service providers, this advice is all well and good, but often the lids or covers are several inches to feet below the surface. This puts the technician in an awkward position, increasing the likelihood of strains and more serious injuries. A support belt should be worn. Using pry bars and hooks can help. It may also be necessary to set up a tripod to lift the covers. Removing pumps from tanks for servicing is another area where lifting problems can occur. If the pumps have not been installed with quick-disconnects, float trees and chains or ropes to ease lifting, retrieval can be difficult. If the job involves boring into a drainfield trench or the surrounding soil, precautions are much the same: A support belt should be worn, establish solid and squarely balanced footing on a level surface, keep the back straight and shoulders square; do not twist or bend. Use the arms, not the back, to turn the auger, flex the knees and use legs and arms to lift the auger out of the ground; lift with palms up and elbows bent. In heavier textured clay soils, taking a much smaller auger bite helps. It takes longer to get the boring down to depth but it saves on back problems and helps prevent hernias. Trust me, I have learned through personal experience that using improper lifting technique can provide a painful and lasting reminder of the mistake. Whenever it’s possible, take advantage of mechanical equipment to avoid heavy lifting. In this line of work, though, lifting is always going to be involved, putting the technician at risk.

BITES AND POKES Two other safety concerns not often discussed are insect and snake bites and poisonous vegetation. Insect and snake hazards vary by region. Often these animals find the dark and moist areas in and around risers and riser lids to be ideal habitat. A good rule is to never place a hand where you can’t clearly see any dangers. Remove spider webs and use a probe or hook to startle and clear out any snakes that may be in hiding. In my own experience, I had an encounter with a colony of wasps. They were not in any of the system components but had a nest under some thick brush I was clearing away with a machete. I did not know that I was in them until the first stings. I quickly made a beeline (no pun intended) for the truck, swatting and killing along the way. I also always carry wasp spray, which was effective in knocking them down. It was still a very painful experience. Fortunately, I am not allergic to wasp stings. If you are allergic to bee or wasp stings, carry the appropriate antivenin compounds or shots in your first aid kit along with appropriate salves and pain and itching medications. In the upper Midwest where I live, the most common problematic vegetation encountered is poison ivy. There are other poisonous plants, such as poison oak. Learn to recognize these plants in your area and avoid them if possible. If your clothing comes in contact with the plants, make sure not to touch the clothing. Oils and residue from the plants can stick to clothing and cause problems for you or others long after the contact. In the southwest part of the country, be aware of cactus and other thorny plants that can lead to painful experiences if you become intimate with them. A few years ago, I had a run-in with a jumping cholla that was not pleasant. I was busy talking and backed into the cactus because I was not paying attention. USE COMMON SENSE A lot of good safety practices involve common sense and thinking ahead to anticipate problems. In this line of work, days off due to being inattentive or being unsafe can create health problems and affect the bottom line, so be safe! From time to time in the coming year, I will highlight other common safety issues. ■

Carolyn Phillips wins the William Hapchuk Memorial Scholarship

his year at the annual state association breakfast at the Pumper & Cleaner Environmental Expo International, the National Association of Wastewater Technicians was pleased to present a $1,000 scholarship to Carolyn Phillips of Mechanicsburg, Pa. She currently attends Pace University. The scholarship was created in memory of William Hapchuk, a long-time supporter and champion of the industry, to provide support to industry children and relatives to further their education. The charge to this year’s applicants was to “create and design a slogan or a bumper sticker representing NAWT, and then write a 250-500 word essay of why you think NAWT should choose your slogan/bumper sticker.” The winning slogan was “NAWT Your Average Superhero.” Phillips’ bumper sticker design and the accompanying essay is posted at www.nawt.org. In the future, the NAWT board would like to be able to offer more than one scholarship, so donations to the fund are always accepted. We continue to build the scholarship endowment with contributions from affiliated state associations. Please consider adding this scholarship fund to your list of charitable donations. Winning By a Whisker
very Zahn, 31, leaves little doubt what he plans to do with the $1,000 he pocketed for winning the 2014 National Backhoe Roe-D-Hoe in Indianapolis. “It’s going towards the restoration of my ’67 Camaro,” he says. Zahn’s combined time of 55 seconds was the best among 11 finalists that included the top 10 qualifiers and Iowa State Champion Tim Rozendall of Otley, Iowa, who placed seventh. The event took place at the Pumper & Cleaner Environmental Expo International in February. Sponsored by the National Onsite Wastewater Recycling Association, 86 contestants made 127 attempts at placing bowling pins into PVC tubes and setting a golf ball atop a safety cone from behind the controls of a miniexcavator. This was Zahn’s second year in the competition. He didn’t have much time to savor the title. Returning from the Expo, he faced 16-hour days jetting out frozen water lines during a tough, long winter. The owner of Infra Track, a jetting, hydroexcavating and sewer televising company in Worthing, S.D., Zahn has been operating excavators since age 19. In January he sold his septic and excavating business to Nick See, who finished ninth in the Roe-D-Hoe. Rodney Kyler of Malta, Ill., placed second with a time of 58 seconds and received $500. Mark Shepard of Overland Park, Kan., last year’s Kansas State Champion, received $250 for his third-place time of 1 minute, 4 seconds. The top three I think some of finishers also received commemorative belt buckles. these guys have Jeremy Yates of Lenexa, Kan., placed setups in their fourth with a time of 1 minute, 6 seconds and garages because we David Haney of Bradford, Ohio, was fifth in 1 minute, 8 seconds. Rounding out the finalists had some amazing were Mathew Weaver of Ephrata, Pa.; Josh times. Reading of Grant Park, Ill.; Troy Himes of Fort Valley, Ga.; and Ron Miller of New Brighton, Jessi Wood Pa., who had a record-breaking time of 35 seconds in the bowling event. “Most of the contestants this year had very quick times, which is another reason we had the ability to get more contestants through and not have a lot of wait time,” according to Roe-D-Hoe chair Jessi Wood. “I think some of these guys have setups in their garages because we had some amazing times.” Several father/son competitions highlighted the event, including Kyler, 56, who battled his son Matt, 21. The elder Kyler never doubted he would finish ahead of his son, even if Matt turned a faster time during qualifying.

Cody came out on top this year, placing 68th with a time of 1 minute, 55 seconds. “Cody and Colt both started out running equipment at 9 years old,” Houseknecht says. Each family title includes bragging rights for the year. Another father/son team was Tom Krueger of Traverse City, Mich., and his son Levi. Tom placed 76th with a time of 1 minute, 56 seconds and Levi was 93rd. Benjamin and Mathieu Leblanc of Quebec, Canada, added an international flavor to the event. Benjamin had the better time of the Frenchspeaking brothers, placing 64th in 1 minute, 51 seconds. Among the familiar faces in the competition was Josh Reading, last year’s runner-up. Reading and his brother Mike have been annual entrants, although Mike was unable to compete this year. Contributing sponsors for the Roe-D-Hoe included Advanced Drainage Systems (ADS), Norweco, Jet Inc. and Infiltrator Systems Inc., with space and seating donated by COLE Inc. ■

The pump gives an extra 75 to 100 feet of lift added to the suction from the vacuum pump on the truck. It comes with a 100foot hydraulic hose kit to operate with your truck’s hydraulics or a portable hydraulic power source. ◆ ◆ ◆ Actually, it sounds like what you’re asking about is vacuum loading using air conveyance, or breaking up the solid column to lighten the load. Working the end of the hose to take in air along with liquids will speed the waste material through the hose at a high velocity. This method will get you higher lift than using suction loading only, which is lifting a continuous column of liquid waste with no air. ◆ ◆ ◆ “Air conveyance,” I never knew the correct term for it, but it works great. Here are jetters, cameras, location tools, samplers and excavation equipment designed to help pumpers build their businesses.
TOOLBOX/TRAILER JETTERS

TRUCK-MOUNTED HYDROJETTER
The O’Brien 7000-T hydrojetter from Hi-Vac Corporation includes all of the features of the O’Brien 7000 series trailer jetter but is designed for true truckmounted applications. It has flow ranges of 18 to 65 gpm and pressure capabilities of 2,000 to 4,000 psi. 800/638-1901; www.obrienmfg.com.

The compact 55 Series trailer jetter from American Jetter has a 150-gallon tank, large wheels and a removable trailer tongue for easy storage. The Super Mini roll-off trailer from Benlee is designed to carry 24-foot-long containers – 20-, 30-, 40- or tall 50-yard boxes – while offering greater maneuverability and carrying capacity than a roll-off truck. The 25-foot-11-inch roll-off trailer is available in various models for use in the United States and Canada. It has a tare weight of approximately 12,000 pounds and can carry up to 44,980 pounds legal payload. “A lot of the pumper guys have tractors and pull tanker trailers or other types of trailers that they already have in their fleet,” says Jim Reeves, marketing/sales manager with Benlee. So instead of having to purchase a more expensive dedicated roll-off truck, contractors could buy a Super Mini trailer and use existing semi tractors to haul both roll-off boxes and other equipment, he explains. The Super Mini features 3,000 psi hydraulic hose and heavy-wall, 1-inch chromium trivalent-plated hydraulic corrosion-resistant tubing, 102-inchwide standard axles for greater stability and 75,000-pound lifting cylinders. Other features include the rear stinger tail with 60-degree dump angle for easier off-loading of sludge-type materials, 50,000-pound minimum yield upper tube frame, 80,000-pound minimum yield fabricated wide flange lower frame, 25,000-pound per axle spring suspension with synthetic grease bearings, LED lights, 10-bolt hub piloted steel wheels, 11R by 22.5 steel-belted, 16-ply tires, Holland landing gear for lighter weight, springloaded brake control, container hold-down straps, hooks and winches. Reeves says the concept for the trailer came from a customer in the Midwest. “They came to us and said they really liked the roll-off truck we built for them and they liked the 40-foot roll-off trailer we built, but they … wanted us to build a short, heavy-duty roll-off trailer. So we took the customer’s idea and incorporated it into the bigger trailers we were already building. We made it so it would accommodate the most common boxes in the industry.” In production since 2006, the steel fabricated trailer is primed and painted with industrial enamel. Former PSAI executive director faces jail time
William F. Carroll, former executive director of the Portable Sanitation Association International, will spend 600 days in jail, spaced over 10 years, as part of a sentence for several felony convictions involving money stolen from the trade group. On March 26 in Minnesota’s Hennepin County Circuit Court, Carroll was ordered to spend 60 days per year for the next 10 years confined in the county workhouse, with the first stretch starting after the sentencing hearing. Carroll, 66, pleaded guilty to six counts of felony theft by swindle last December after being charged with taking hundreds of thousands of dollars from the PSAI over several years. Carroll was sentenced to a total of 68 months in state prison, but that sentence was stayed for 10 years as long as he follows the workhouse incarceration program and a list of 13 conditions of probation. Those include paying restitution of $455,899.15, avoiding alcohol and controlled substances, submitting to random testing, chemical dependency evaluation and treatment, and staying away from liquor stores, taverns and gambling establishments. A spokesman for the courts said Wednesday that Carroll is able to challenge the amount of the restitution. Carroll faced a maximum sentence of up to 20 years in prison and/or a $100,000 fine for each count. Former PSAI assistant Cynthia Rudiger, 69, also faces six felony charges and has a trial date set for May 2014. According to criminal complaints filed in the Fourth Judicial District court, Carroll took hundreds of fraudulent disbursements from PSAI accounts to support spending on gambling and drinking. Records indicate Carroll took $32,000 in transactions at or immediately outside a casino. The payroll audit of PSAI revealed more than $350,000 had been taken over a three-year period. Rudiger received thousands of dollars in cash payments authorized by William Carroll, then concealed the payments by coding them for “insurance’’ or “payroll adjustment,’’ according to the complaints. Carroll resigned his position with the PSAI in April 2012, and his wife, D. Millicent Carroll, former PSAI industry/regulatory standards director, and Rudiger were fired shortly afterward. Millicent Carroll has not been charged in connection with the missing funds. The three were sued by the PSAI in civil court alleging that the trio took $650,000 to $1 million from the organization, but that case is dormant. In the criminal complaints, Carroll said he directed Rudiger to code improper transactions so they would appear legitimate to the association’s accounting firm. He told police he took most of the money for gambling and alcohol. Rudiger told police she was aware of Carroll’s actions, but thought it was OK because he was paying the money back. Records indicate Carroll returned a small fraction of the money taken. Carroll authorized payments to Rudiger coded under insurance, and Rudiger told police she thought they were justified because she had gone without a salary increase. She admitted she didn’t report those payments on her income tax returns.
