Medford native and third gen-
eration horse trainer Ben
Perkins Jr. grew up in Marlton
and spent time at the former Gar-
den State Park Racetrack, now
the site of multiple chain restau-
rants and shopping centers.
Perkins attended University
of Pennsylvania and graduated
in ’78 with his degree in finance,
and soon after obtained his
trainers license.
“I always knew I loved horses
and being outside, so I never
pursued anything in finance,”
Perkins said. “I grew up in a
horse racing family. My father
and grandfather were both
horse racers. My dad started at
16 and he followed in his father’s
footsteps.”
Perkins currently owns six
horses and trains for various
clients in the area and out of
state, including Florida. His
training facility is located by the
Evesham Police Department.
Perkins spends about half the
year traveling to various tracks
in North Jersey, including Mon-
mouth Park, Maryland and New
York.

The “total collapse” of Medford
was revealed at last week’s town-
ship council meeting, and plans
to move forward are being put in
place.
Two residents, Jack Hartwig
and Bill Schade, and two council
members, Deputy Mayor Frank
Czekay and Council Member
Chris Buoni, organized the task
force and intend on submitting
the results to local law enforce-
ment in an effort to move forward
and correct mistakes.
“The concept here is we’re not
a law enforcement agency. Our
purpose was to identify the prob-
lems and make changes,” said
Buoni.
Part of the goals moving for-
ward stated at the meeting and ac-
cording to Buoni is empowering
the town employees to be able to
properly manage resources. And
according to task force member
and former law enforcement offi-
cial Hartwig, there was little to no
oversight of township policies
and procedures.
“Our job is to write laws and
ensure the town is being run
properly so the township manag-
er can do his job,” Buoni said.
According to Buoni, the infor-
mation found will be relayed to
Police Chief Richard Meder in
order to make a determination on
whether the findings of the task
force were of criminal nature or
not.
Meder and Hartwig recently
met to review the findings of at-
torney bills, according to Buoni.
Buoni would like state involve-
ment to assist in proper prosecu-
tion if accusations are brought
forward.

travel to New York and Maryland,
it’s the biggest challenge,” said
Perkins.
Perkins has competed in 1,400
races over 25 years, participating
in the Wood Memorial, one of the
top races before the Kentucky
Derby.
“I’ve run in the Kentucky
Derby and the Preakness and
haven’t won yet,” said Perkins.
The sport of horse racing has
been greatly affected by the econ-
omy. Oceanport, the town in
which Monmouth Park Racetrack
is located, is pushing for gaming
to exist in the Meadowlands Race-
track in addition to Monmouth’s
racetrack, as an important step
for horse racing.
“So if gaming is the obvious
answer for the Meadowlands; the
question must be asked, ‘Is there
a gaming solution that benefits
horse racing statewide, including
Monmouth Park?’” said Borough
of Oceanport Mayor Michael J.
Mahon recently at a July “Special
Hearing on the Prospect of Gam-
ing at the Meadowlands” to the
Assembly Regulatory Oversight
and Gaming Committee, listed on
the town’s official website. “No
discussion on the sustainability
of horse racing in New Jersey is
complete without including the
Meadowlands and Monmouth
and competition from neighbor-
ing states. In many cases, these
gaming outlets are more conven-
ient than a trip to Atlantic City
and certainly less expensive for
travel when distance is a factor.”
“Horse racing has fallen to pol-
itics. Atlantic City only races six
days a year,” said Perkins. “Only
the future can tell if they’ll ex-
pand.”
Monmouth Park is currently
privately run, and the economy
has taken a noticeable hit on the
historic race park.
“We used to race five days a
week at Monmouth; now we race
three days a week due to the econ-
omy,” said Perkins. “Monmouth
Park will be able to make some
more money if they can, and even-
tually get slots at the racetrack.
They are going to need it to sur-
vive. New York and Philadelphia
make revenue off slot machines –
if they don’t have slots in New Jer-
sey, horse racing will fall.”
The issue doesn’t stop at rev-
enue lost at the racetracks; the
trainers, local farms and agricul-
ture take a hit as a result.
“It’s a complicated issue, and
it’s a good agricultural issue. I
spend $20,000 a month on just feed
and hay. I buy from local farmers,
and it would hurt us and the agri-
culture,” Perkins said.
If the problem persists for the
state, Perkins could face reloca-
tion to save his career and liveli-
hood.
“We live here [in Medford] and
love it. We’ll have to move on,
horseracing will have to move
on,” Perkins said.

Historic Medford Village Asso-
ciation is hosting another fun
evening of Picnic On Main Street.
The event will be held on Main
Street in Medford Village on
Thursday, Aug. 23, from 6 to 8:30
p.m.
Bring the family and some
lawn chairs and enjoy dinner at
one of Medford Village’s eateries,
which include Braddock’s and
Café Rouge. Then, enjoy dessert
and a stroll through Medford Vil-
lage.

W
hen Gov. Christie last week
signed a bill that overhauled
teacher tenure in the state,
it was a landmark moment. But it’s not
the final piece of the puzzle. Not even
close.
The measure, which was supported
by both parties, strives to make teach-
ers more accountable through evalua-
tions and reviews. If they get bad re-
views, they could be removed from the
classroom. The bill also added a year
before tenure is granted.
We’re all for rewarding the best
teachers and getting the bad ones out
of the classroom. In theory, this move
is a step toward that.
But questions remain.
What will the final version of the
teacher evaluation system look like? In
other words, can the state implement a
system that effectively identifies teach-
ers who need to be rewarded and those
who need to go? Will local districts
have to hire more managers or super-
visors? Will that lead to tax hikes?
Student achievement is another ele-
ment of the bill, and another area in
which teachers are to be measured.
Does that mean standardized test re-
sults will be used? What about those
teachers who teach grades that don’t
have standardized testing? Is it smart
to “teach to the test”? Since a child’s
educational foundation begins early, is
it fair to hold a teacher accountable for
educational shortcomings that should
have been addressed years earlier?
Also, the measure is silent on the
last in, first out system when it comes
to layoffs.
Make no mistake – significant ad-
vances were made in this bill. The
state is heading in the right direction
and should be congratulated for taking
initial steps to improve public educa-
tion.
But we shouldn’t expect changes to
happen overnight. And we shouldn’t
expect a perfect system right out of the
starting gate.
There are too many questions still to
be answered.

in the right direction and a landmark
moment for education in New Jersey.
But a lot of questions still have to be
answered before anyone can pro-
nounce this move a success.

that’s not for me to decide,” Buoni
said.
The council is refusing to look
the other way in the matter, with
determination to correct what
has been done, officials said.
“This has been an obsession of
mine for the past couple of years.
I’m done with this and ready to
move on,” Buoni said.
Changes have already begun
for the township.
The township’s engineer is
now required to submit a bid and
cannot exceed the state price of
$17,500 without proper notifica-
tion to the township, according to
Buoni.
“It will not sit well with me if
this gets glossed over,” Buoni
said. I think the people are going
to make sure that doesn’t happen
again. I didn’t waste three years
of my life to watch nothing hap-
pen.”
Procedures within the town-
ship will be carried out different-
ly than in the past.
“We want to change the proce-
dures so that all jobs have a bid
and a purchase order. We also
want to make individuals ac-
countable for their decision. Any-
one who restricts free and open
trade would face up to 90 days in
jail, but we want to put some pret-
ty severe ordinances in place so
this doesn’t happen again.”
The township will be looking to
introduce ordinances based upon
recommendations made by the
task force.
Additionally, the township
wants to make an attempt to re-
claim money through litigation.
“Considering whether we want
to ask litigators to see if we can
get some of our money back, and
through litigation we may be able
to do so, we need to see if it’s
legally feasible. There’s the whole
idea of the local measures of ac-
countability,” said Buoni.

On July 16, the Medford Leas
Residents Association (MLRA)
awarded a $2,500 Scholarship
Award to Marcy Smith. The fund
for this scholarship was estab-
lished as a tribute to Lois Forrest,
a Medford resident, who for 21
years was the executive director
of Medford Leas, a continuing
care retirement community.
Medford Leas residents organ-
ized the fund and made donations
to it as a way to honor Mrs. For-
rest at the time of her retirement
in the spring of 2000. The award
is based upon merit, community
service and academic achieve-
ment.
This year’s winner is the 12th
employee to receive the award. In
making the selection the appli-
cant’s grades, personal essay,
years of service at Medford Leas,
community service, recommen-
dations by those knowledgeable
about their academic perform-
ance and, or extracurricular serv-
ice, and any awards or other
forms of recognition they may
have received is all considered.
This year’s winner, Marcy
Smith, began her career at Med-
ford Leas in 2006 as a part-time
therapeutic recreation assistant
while attending high school.
Since then, through her dedica-
tion to the field and desire to
serve older adults, as well as her
educational pursuits, she ad-
vanced to her current position as
therapeutic recreation coordina-
tor on the John Estaugh Unit at
Medford Leas.
Marcy is responsible for devel-
opment and implementation of
innovative and person-centered
programming. Throughout
Marcy’s service at Medford Leas
she has continually demonstrated
her commitment to serve our res-
idents through her increased
knowledge, education and expert-
ise.
Following two years at Burling-
ton County College, Marcy is cur-
rently enrolled at Thomas Edison
State College working toward
achievement of a degree in sociol-
ogy. In addition, Marcy has com-
pleted the necessary require-
ments to become certified as an
activity director through the Na-
tional Certification Council for
Activity Professionals.

the summer, Shannon Igo is
preparing to leave for college. After
completing 10th grade at Shawnee
High School, Igo earned a place in
the Bard College at Simon’s Rock
fall 2012 entering class.
Igo will join peers at Simon's
Rock in Great Barrington, Mass.,
on Saturday, Aug. 18, to begin her
college career early. The campus
is home to over 400 bright and
highly motivated students en-
gaged in a rigorous college educa-
tion. Early college students are on
track to graduate from college
one or two years ahead of their
peers.

ber of impressive applications
every year,” Steven Coleman, di-
rector of admission said. “In a
highly selective process, Igo’s

The following reports are on
file with the Medford Police De-
partment:
On Aug. 5 at 4:47 p.m. the Med-
ford Police responded to the Deer
Brook Swim Club, located at 50
Jackson Road, for the report of a
vehicle burglary. The investiga-
tion revealed that between 2:30
p.m. and 4:45 p.m. an unknown
suspect broke the passenger side
window of the victim's 2003
Lexus and removed a purse from
the vehicle. It was also deter-
mined that two other vehicles in
the parking lot, both unsecured,
were also entered. Items taken
from these vehicles included a
Coach handbag and wallet, as
well as various credit cards. The
incident remains under investiga-
tion.
On Saturday, Aug. 4 at 2:11 p.m.,
Medford Township Police re-
sponded to a home on Woodsfield
Court for a residential burglary.
Police determined that an un-
known suspect smashed a rear
glass door during the overnight
hours. No one was home at the
time, and the thieves stole an
undisclosed amount of jewelry.
Medford Police detectives are con-
ducting an investigation.

sponded to a residential burglary
on Skeet Road. The police investi-
gation revealed unknown sus-
pects entered the home between
the time frame of Aug. 3 and Aug.
6, and stole sports memorabilia
and Lionel trains. The incident is
currently under investigation by

on Highbridge Boulevard. The po-
lice investigation revealed un-
known suspects entered the home
by smashing a rear sliding door
between the time frame of Aug. 3
and Aug. 6, and stole an undis-
closed amount of jewelry and sil-
verware. The incident is current-
ly under investigation by Med-
ford Twp. detectives.
On Aug. 7 midnight the police
responded to an address on Friar
Tuck Dr. for an attempted burgla-
ry. The caller responded that a tall
male with a thin build entered an
unsecured vehicle that was
parked in the driveway of the res-
idence.
The victim called out of the
second story of the residence
causing the suspect to run away.
Nothing was taken from the vehi-
cle, however it is believed a laptop
was the target for the burglary.

Freeholders approve school merger
Burlington County Freehold-
ers recently formally approved
the merger of two county schools
under one administration – a
move to generate cost savings
through shared services – by au-
thorizing the consolidation of the
school boards into one board.
For the past year, freeholders
have been “cross-pollinating” the
Boards of Education for the
Burlington County Institute of
Technology and Special Services
School District, by appointing
current members to serve on both
boards.
The process, intended to famil-
iarize everyone with each school
district’s operation, mission, and
program, will reach its final stage
on Aug. 23, when the boards will
reorganize and consolidate into a
single “Board of Education of the
Special Services School District
and the Vocational School Dis-
trict of the County of Burling-
ton.”
“This merger was intended to
create efficiencies and cost-sav-
ings, which, at the end of the day,
translate into tax dollar savings,”
said Freeholder Director Bruce
Garganio. “We have already seen
significant savings through the
sharing of assets and resources,
and it can only get better.
“The transition into a consoli-
dated administration has been a
smooth one,” Garganio added,
“and everyone involved deserves
credit for making this work.”
Dr. Donald P. Lucas, who has
served as the “shared” superin-
tendent for both schools since
June of 2011, quantified those
savings at $405,000.
Some $240,000 of that is attrib-
uted to personnel changes; the re-
maining $165,000 comes from effi-
ciencies in food services, trans-
portation, technology and securi-
ty.
The board members include
Christopher Baxter of
Moorestown; Kathleen Burgess of
Mount Laurel; Leon Jones of
Medford; John Ferry of
Moorestown; Robert Silcox of
Mount Holly; and, Paula Lee of
Mount Laurel.
Freeholder Leah Arter, who
serves as freeholder liaison to the
schools, said that board members
are “to be commended for em-
bracing this change.
Lucas said the combined ad-
ministration has resulted in the
sharing of transportation, creat-
ing time and dollar savings by
putting school bussing under one
operation and by consolidating
routes.
Both schools now also share
the same outside vendor for food
services, and BCIT has been able
to expand its use of the Educa-
tional Services Unit at Special
Services to hire special education
teacher assistants, when applica-
ble. The BCIT Technology Depart-
ment has been restructured and a
shared services agreement has
been approved by both Boards of
Education.
