Maharashtra State Road Transport Corporation (MSRTC)

Maharashtra State Road Transport Corporation also referred to as MSRTC, or simply ST, is the state run bus service of Maharashtra, India with 16,000 buses which ferry 7 million (70 lakh) passengers daily on 17,000 routes. It is the third largest bus service provider in India (after APSRTC and TNSTC) and serves routes to towns and cities within Maharashtra and adjoining states. Apart from locations within the state of Maharashtra, the MSRTC service also covers destinations such as Ahmedabad and Surat (in Gujarat), Bangalore (in Karnataka), Hyderabad (in Andhra Pradesh) Udaipur (in Rajasthan), Goa and Indore (in Madhya Pradesh). It is one of the largest fleet owners in India. It also offers a facility for online booking of tickets for all 17000 routes. The main terminal is located opposite Mumbai Central Railway Station. They are popular modes of transport for locals and tourists alike. Public service to most cities is available at 30 minute intervals, and private bus service is also available at an additional cost, with prior booking. One of their most lucrative routes is the Mumbai to Pune route, via the expressway, on which buses depart on 10-15 minute intervals. MSRTC is one of the largest fleet owners in India, operating a fleet of approximately 16000 buses that ferry 7 million(70 lakh) passengers daily on 17,000 routes. The Ordinary, Parivartan, Asiad and City Buses are built at MSRTC's in-house workshops at Pune, Aurangabad, and Nagpur on Ashok Leyland and TATA chassis. These workshops produce as high as 2000 buses per annum on an average! The real secret of the buses built at MSRTC workshops lies in their safe and light-weight body structures with low on maintenance and cost effective design. This along with a regular and exhaustive periodic maintainece of MSRTC has resulted in huge profits for the corporation and comfort and safety to the passengers. The corporation has 9 Tyre Retreading Plants along with 32 Divisional Workshops and has evolved as one of the best State Transport service providers to the nation.



Early bus services in Maharashtra (then part of the states of Bombay, Madhya Pradesh and Hyderabad) were started in the early 1920s largely due to efforts of local entrepreneurs. With no regulatory laws governing public transportation services these services run in ad hoc manner. The Motor Vehicle Act of 1939 brought in amongst many other things, regulation of fares, standard routes and rules for governance and monitoring of public transportation providers. As a result of the act individual operators were asked to form a union on defined routes in a particular area. Bus schedules were set in, pick-up points, conductors, and fixed ticket prices were mandated. Still passenger woes continued and then in 1948 Bombay State Government, started its own state sponsored road transport service called State Transport of Bombay. The first blue and silver-topped bus took off from Pune to Ahmednagar in 1948. In mean time, in 1950 the central government under the initiative of Morarji Desai the then home minister passed the Road Transport Corporation Act. This act delegated powers to states to form their individual road transport corporations, the central government would contribute up to a third of the establishment of such services. The Bombay State Road Transport Corporation (BSRTC) was formed following this, later on whose name was changed to Maharastra State Road Transport Corporation after the re-organization of the states.



Various types of MSRTC BUSES

Ordinary: A basic bus service provided by MSRTC. The buses are in red livery. The service is meant to connect entire Maharashtra together. This includes smallest of towns irrespective of the road or revenue conditions. The main motto of this service is not profit making but the service of people from masses. The buses are fairly comfortable, extremely economical and offer various concessional services for Senior Citizens, Students, War widows, Freedom fighters and so on. This for sure one trend setting example of public service with a class and has been serving Maharashtra for ages. Major fleet of MSRTC consists of these buses



Parivartan: Parivartan in Marathi means 'change'. This is the changed face of the ordinary red bus service. A successful attempt by MSRTC to offer comfortable service to masses. The buses consist of a 2x2 seating arrangement and offer better comfort. These are slowly replacing the ordinary buses from the fleet and are also responsible for 'change' (Parivartan in urban people's mindsets about the ordinary ST bus services. The fare structure fo Parivartan buses is same as that of the ordinary buses and all the concessions can also be availed



Asiad: The first ever comfortable bus service in the country meant to ferry the sports persons of the Asiad games which took place in 1982 is now become in an inevitable part of Maharashtra's intercity transport. The Asiad is a Non Air-Conditioned, Semi-Luxury bus service with 2x2 seating arrangement. The Asiad service was recognized by Indira Gandhi, the Prime Minister during 1982 as this was the first Government built, owned and operated bus service offering world class comfort at that time. Later on MSRTC used these beautiful white and green buses with a blue band on their lucrative Dadar-Pune sector and got an overwhelming response from the commuters. MSRTC decided to keep the service in operation on this route and started producing more Ashaid buses at their workshops. Slowly the Asiad services were introduced on other sectors. Today Asiad buses run between all the cities in Maharashtra. The Ashiad livery was modified in 2010 with a shiny white paint and a purple colour. A few popular Asiad bus routes in the state are: Dadar - Pune, Nashik - Pune, Sangli-Pune Station, Miraj-Nashik, Tasgaon- Pune, Aurangabad - Pune, Thane - Pune, Satara Mumbai, Nasik - Mumbai, Kolhapur - Pune, etc. The buses on these route ply with an interval of 15 minutes to 1 hour on a daily basis.


Shivneri: Yet another example of the corporation in keeping with the time. Shivneri is an Air-conditioned bus service of MSRTC between important cities. Most of the services are operated by the world class Volvo - B7R buses in a light blue livery. The services were started on Dadar - Pune sctor and now MSRTC operates Shivneri bus services on many select routes. Currently MSRTC operates Shivneri buses on following routes in a descending order of frequency & number of services: 1. Dadar (Mumbai) - Pune (Pune Station) 2. Borivali (Mumbai) - Pune (Swargate) 3. Aurangabad - Pune (Shivajinagar) 4. Thane - Pune (Swargate) 5. Sangli - Pune Station 6. Nashik - Pune (Shivajinagar) 7. Mumbai (Borivali) - Shirdi 8. Mumbai (Mumbai Central) - Panjim (Goa) 9. Mumbai (Mumbai Central) - Hyderabad 10. Pune (Swargate) - Bangalore 11. Jalgaon - Pune (Shivajinagar) 12. Nanded - Pune (Shivajinagar) 13. Nagpur (Ganeshpeth CBS) - Pune 14. Sheetal: The latest entrant into the long list of bus types operated by MSRTC. These are air conditioned semi-luxury buses with 2x2 seating arrangement. The pricing is slightly higher than the Asiad buses, but significantly lower than the Shivneri buses. As of 2010, these buses have been introduced only on the Dadar - Pune Station route, though there are plans to introduce them on other popular routes like Pune - Nasik, Pune - Aurangabad, etc. The new Sheetal bus will have a more attractive look with windshield glass, revised colour scheme and advanced tail and head lamps. The seats will be more comfortable with high-quality seat-covers and additional leg space. The bus, which will seat 39 people. The Maharashtra State Road Transport Corporation (MSRTC) will soon run 10 more Sheetal buses with AC facility and 675 semi-luxury buses on various routes in Pune.



MSRTC City-Bus: An intracity & semi-urban service arm MSRTC providing services that cater to the transportation needs of mid size and smaller towns which do not have their own transportation services MSRTC has always been known as the backbone of the rural public transport in Maharashtra, and with several new urban centres coming up, the undertaking has plans to exploit the market in these townships. In Mumbai, the MSRTC runs local city buses between Borivli-Thane, Dadar-Panvel, Vasai and far-flung suburbs of the city, and has often felt many more such routes could be run. Maharashtra is rapidly getting urbanised, and ST buses cannot remain confined to rural areas and district headquarters.




After launching Shivneri and Sheetal air-conditioned buses, the Maharashtra State Road Transport Corporation (MSRTC) has now added another AC fleet called Ashwamedh for long distance journeys. The Shivneri buses ply on the Mumbai-Pune, Pune-Nashik routes and to cities like Aurangabad, Sangli and Kolhapur. The Sheetal services, on the other hand, are a blend of AC bus and semiluxury buses aimed at tier II cities. Apart from being multi-axle and fully air suspension electronically controlled buses, the new Ashwamedh buses are 13.8 metres long, 1.8 metres more than Shivneri and can accommodate 53 passengers. They can be used on long distance routes that involve journeys of more than 14 to 16 hours. “We will start this bus service on the Mumbai-Pune route, but later extend services on the Mumbai-Bangalore route. We are currently in talks with local agents there who can help us in booking tickets,” said MSRTC managing director Deepak Kapoor. This is expected to give tough competition to the Karnataka State Transport Corporation buses as it also has similar segment of buses running successfully on the route.




"Mahabus" fleet of buses is a part of re-structuring program of Maharashtra State Road Transport Corporation (MSRTC) to get a fair share of the "Luxury" segment market which is mainly dominated by private operators. Though legally speaking, in Maharashtra, only MSRTC is permitted to operate stage carriage bus services, many private operators operate services under the guise of "Package tour" or "Conduct tour" using buses which have a normal "Tourist Permit" instead of the mandatory "Stage Carriage Permit". MSRTC is a big example of that. Old, ill-maintained buses and poor facilities compel passengers (who can afford) to pay a bit extra and travel in those private buses. The maintenance of these private buses are no better, but they provide services at the times the passengers want to travel. The scheduling is done keeping in mind the convenience of working section of the population. The Karnataka state Road Transport Corporation (KSRTC) did lots of re-structuring, and today they control a huge share of the luxury segment in their state. Their buses (especially the Volvos) run with 70-80% load, while Private operators have to take a lot of efforts to maintain an average load factor of 60-70% during the weekdays. MSRTC's Mahabus was introduced as a direct competition to the private unorganised sector. The first step towards the competition however was the introduction is the "Shivneri" brand Volvo buses MSRTC scheduled their buses to


run every 30 minutes on the Dadar-Pune route, with a fare lower than that of the private operators! Punctuality was their biggest positive aspect. Heavy losses in MSRTC was preventing them from spending more for purchasing new Luxury segment buses. They went the lease way! They found out a lessor, and they hired buses from them. MSRTC pays them a fixed rate on a perkilometre basis. Ticket sales in handled by MSRTC, while operations (including drivers, fuel, toll, other overhead expenditures) are done by the lessor. The bus is owned by the lessor. MSRTC took an unknown number of buses on such a contract. These buses are King Long KL6113, Ashok Leyland 12M bus with a Sutlej Body and Tata Globus. There are just two King Long buses on the road (MH43 H 649 & 650).

Midi bus:

The corporation has placed orders for buying 250 brand new midi buses, which are smaller than a normal ST bus and have just 32 seats. It will definitely serve its purpose of catering to passengers on shorter routes. Citizens will no longer depend on maxicabs and tourist taxis as we will offer a far better service and faster/comfortable travel. The midi buses would have an advantage over the normal ST bus — it can ply faster in hilly areas, remote villages and on narrow roads where normal buses are difficult to operate.

Courier service Maharashtra State Road Transport Corporation (MSRTC) is contemplating to start courier service through its Volvo AC bus service, commonly known as 'Shivneri' service, on the Pune-Mumbai root. The state transport utility, which runs over 75 Volvo AC bus services on Pune-Mumbai route, is looking to tie up with leading courier services for rolling out the service soon. “Ordinary MSRTC buses are already there into courier service all over the state, including on Pune-Mumbai route. The aim behind roping in Shivneri buses into the service is to cut short the delivery time of couriers since journey time through Volvo buses is relatively lesser,” a senior MSRTC official said. MSRTC generates revenue worth over Rs 6 crore annually through courier services, and this figure could go up by introducing Shivneri buses into the service. The relatively larger space for carrying luggage in Volvo buses as compared to other buses in the MSRTC fleet, is definitely going to be an advantage for transport utility for effectively running the courier service. Also, as around 40 new buses are to be introduced by MSRTC on the Pune-Mumbai route, which will add to the number of buses playing on the route. An MSRTC official said that Shivneri buses running on other routes like Aurangabad and Nashik would also be considered for delivering courier service after getting favourable results on Pune-Mumbai route. Charges and other related terms regarding courier service through Shivneri buses would be fixed by MSRTC after entering into formal agreement with courier firms.

Ganpati special

Maharashtra State Road Transport Corporation (MSRTC) plied only 200 buses on the Konkan belt. However, with the festival of Ganesh Chaturthi just round the corner the MSRTC has added 1,500 buses to the fleet to accommodate more than 1.50 lakh passengers on the route from September. 1,500 extra services as there is rush during the festive season. These buses will run for a period of six days,” said Deepak Kapoor, vicechairman and managing director, MSRTC. The MSRTC has been flooded with requests from large number of passengers heading towards Konkan for the Ganesh Festival. On September 9, as many as 600 extra buses will ferry 60,000 passengers from Mumbai to Konkan. There will also be an additional 200 buses reserved at various bus depots like Aurangabad, Kolhapur, Pune, Satara and Nashik. These buses would be pressed into service if there are any problems reported on the Konkan Railway. Mukund Dhus, the MSRTC public relations officer said that last year an extra 1,440 buses were put on the road. To get a seat, commuters usually book their tickets a month in advance. Pick-up points like Mulund, Borivali, Bhayander, Bandup, Mumbai Central, Parel and Thane saw a number of families from the Konkan belt of Ratnagiri, Sindhudurg and Raigad districts leave for their native homes on Sunday. MSRTC has even started a new facility where people can book their return tickets from the city. “All the buses, each with a seating capacity of 50 have become full. Around 10 to 15 people may even have to stand in the aisles A special control room for co-ordination of these buses will also be set-up from September 1. The bookings for these buses can be done online, a month before the scheduled date of commute. The MSTRC has specially brought in as many as 250 drivers and conductors from the Pune division to cater to these extra services.


Since the buses are meant for the Ganesh festival, the corporation wants to keep them clean. Several depots, including Mumbai Central, Parel, Kurla, Thane, Chiplun, Guhagar, Ratnagiri, Rajapur, Kankavli, Sawantwadi and Vengurla, will have special jet machines to ensure that the buses are kept clean, and the passengers have no complaints.

E ticket system
Conveniently getting a bus ticket has always been an issue with travelers facing long queues, frequent delays resulting in bad customer experience, and eventual loss of revenue for the government. Taking this into consideration Maharashtra State Road Transport Corporation (MSRTC) decided to take the help of electronic ticketing machines (ETM). In addition to delivering swifter, simpler, safer travel to passengers, this solution enables efficient fleet management and minimizes revenue leakage. MSRTC is a leading passenger road transport organization in India with a fleet of over 16,000 buses and operating 90,000 scheduled bus trips daily on an average. It has deployed over 30,000 conductors for these buses. More than 60 lakh passengers, on an average, use the MSRTC services daily.

The E-ticketing The basic crux of the project was to automate the existing ticketing system by electronic ticket issuing machine and online reservation system


(ORS) for web and advanced booking of tickets. Bus travelers in Maharashtra can now also book their tickets through the MSRTC website, Also, reservation services can be availed from 284 MSRTC locations, authorized private booking agents, and through mobile booking. The solution enables in-bus e-ticketing and online booking system, performing live transactions through a payment gateway. Trimax provides MSRTC infrastructure, software solution, and IT services to enable voluminous data management and provisioning of seamless connectivity for efficient operations. MSRTCs e-ticketing facility was inaugurated to public on January 8, 2010. This is a secured and robust solution that has been designed keeping fast booking and user-friendliness in mind. It is expected to prove instrumental in assisting MSRTCs operating distance of more than 178 crore km per year. The project was implemented by Trimax IT Infrastructure & Services on build operate transfer (BOT) partnership with MSRTC for 5 years. The project revenue will go to the tune of `200 crore in 5 years. We are charging MSRTC on a per ticket basis, informs Surya Prakash Madrecha, chairman and managing director, Trimax.




MSRTC is the second largest Corporation in the Transport Sector. ME Department is the main important faculty operating and


maintaining fleet of about 16,000 buses and making them available for operation throughout Maharashtra. This Department works on two fragments viz. production and operation and for this purpose it has got network of depots, Divisional Workshops. New buses are built at the 3 Central Workshops i.e. Pune, Aurangabad and Nagpur. As mentioned, for production of new buses and maintenance of buses, ME Department has got 3 tier system i.e. Central Workshops, Divisional Workshops and depots. The organizational structure of ME Department is attached at Annexure 'A'.

New bus body building and chassis purchase. ME Department purchase chassis and construct new bus bodies at the 3 Central Workshops as per the requirement of the Traffic Department. The bus bodies constructed are of ordinary and Semi Luxury type. The overall capacity of the construction of new bus body is about 1836 buses per annum. Further, the Central Workshops are also equipped with repairs, calibration and reconditioning of engine and FI Pumps.ME Department have framed maintenance policy based on the recommendations of chassis manufacturers. This policy is called as Vehicle Maintenance Policy


describing GSO no. 1125. ME Department is having 32 Divisional Workshops located at the Divisional Headquarters wherein vehicle maintenance is carried out as follows.. Six monthly docking. RTO passing. Assembly overhauling. Accident Repairs. These Divisional Workshops are attached with unit of Divisional reconditioning unit wherein the complete reconditioning of the bus at the prescribed age (After 3 years, 5 years and 7 years of the bus life) is carried out.

Depot Workshops. ME Department is having 248 Depot Workshops for daily maintenance and running repairs of the buses. The main jobs carried out are as follows.. Daily Maintenance. Decadely Maintenance. Engine Oil Change. By-Monthly Docking. Running repairs. These Depot Workshops are equipped with sub stores for making various spare parts material available required for above repairs.

Tyre Retreading Plants. ME Department is controlling 9 Tyre Retreading Plants wherein the retreading and service repairs of tyres by precured process is carried out in order to provide required no. of rtd. tyres for the division. The TRPs are


situated at C.W.Pune, Kolhapur, Nagpur, Nanded, Jalgaon, Nashik, Latur, Amravati and Ratnagiri.

Mechanical Performance. ME Department is continuously monitoring the mechanical performances of all the passenger buses and keeping them in healthy condition by way of continuous technical observation, technical innovations, training to the mechanical staff and introduction of modern equipments. Bus Body Design and changes thereof. In order to provide better comforts and attractive passenger buses to the traveling commodity, ME Department is continuously working on the Bus Body Design and required changes through its R&D Wing.



Changes in Ordinary Seat angle increased from 100 0 to 1100 Wider Sliding Windows. Provision of head rest to the seats Provision of tube lights in the passenger saloon instead of bulbs. Front passenger door. Attractive colour scheme. Provision of good quality type 'A', Grade '1' Rexine for seats. Improved driver seat.The proposed changes in the ordinary buses are as follows. Single piece wind shield glass. Electrical buzzers instead of bell and rope. Magazine pouch. Hand rest bar, staunchion bar, grab rail, decency partition etc. of stainless steel. Luggage Booth.



Hi-Tech Deluxe AC buses.

ME Department is operating Hi-Tech Deluxe AC buses including 20 Volvo buses. The main features of these Hi-Tech Deluxe AC buses are as follows.. Air suspension. Comfortable reclining push back seats. Comfortable distance between two seats. Attractive colour Scheme. TV and VCR. Pneumatically operated passenger door. Luggage booth.

Special Features in MSRTC buses for disabled persons. Three seats are reserved for the disabled.Support bar to the hand rest of the seats specially reserved for disabled.Provision of ring and Velcro belt for securing the crutches of the disabled near the reserved seats.Height of the step pan is lowered from the ground floor.Steps of the step pan are painted with different colour sheds.Provision of support bars to the decency partition.Provision of bulbs on the step pans. Painting of instructions.



WORKING OF CIVIL ENGINEERING DEPARTMENT Civil Engineering Department in M.S.R.T.C. is looking after construction works as demanded by Traffic Department, Mechanical Engineering Department and Administration. It's main objective is to provide infrastructural facilities for functioning of Depots, Divl.Workshops, Bus Stations etc. by constructing required buildings and to maintain the structures constructed. Similarly, the lands required for new establishments are acquired by Civil Engineering Department. In addition to above functions, Civil Engineering Department is dealing with establishment of COMMERCIAL COMPLEX on vacant lands and MSRTC premises where open land is available after obtaining permission of Maharashtra Government on 01/02/2002. Regarding working/functioning of Civil Engineering Department there are 6 Regions headed by Executive Engineers. Under each Executive Engineer, Divisional Engineers are working one each at every Traffic Divisional Head Quarters under the administrative control of the Divisional Controller.ntroller.ntroller. In addition to above, three Executive Engineers work in Central Office, Mumbai. The RCC and Structural Designs are prepared by Executive Engineer ( Design), Executive Engineer (CO) deals with scrutiny of P & E, tenders and looks after civil works at head quarters, Mumbai. At present the post of Executive Engineer ( C.O.) is vacant. The working drawings and plans are prepared by the Architect. There are two Asstt.Architect to work under Architect. These posts are vacant.

HISTORY: Formerly Legal Branch was incharge of Jt.Secretary (Legal) and formed part of what was known as the Secretarial and Legal Deptt. under the control of the Secretary of the Corporation. But due to up-gradation of the post Jt.Secretary (Legal) to that of Legal Advisor and separation of Legal Branch from the Secretarial Branch, except for a few posts of Stenographers, Typist etc. which continued to be common for both the branches. Legal Branch was incharge of Legal Advisor functioning as a Branch head under the direct control of General Manager w.e.f. 2/4/1956. The post of Legal Advisor was further upgraded and Legal Branch has been converted to Legal Department w.e.f. 27.9.2002 and is headed by General Manager (Legal). The General Manager (Legal) who is in control of the Legal Deptt. is assisted by Law Officers who are working at Divisional/Regional level and are mainly engaged in contesting cases filed by delinquent employees before Labour Court as well as Industrial Court. In addition to Law Officers, Panel Advocates are also appointed for dealing with Court cases on behalf of Corporation.

The Maharashtra State Road Transport Corporation is established by State Government of Maharashtra as per the provision in Section 3 of RTC Act 1950. The M.S.R.T.Corporation is operating it's services by the approved scheme of Road Transport Published vide Notification MVA 3173/ 30303-XIIA dated 29 of the official gazette. Sec.18 (RTC Act 1950) General duty of Corporation : It shall be the general duty of a Corporation so to exercise its powers as progressively to provide, or secure or the provision of an efficient, adequate, economical and properly co-ordinate system of road transport services in the State or part of the State for which it is established any extended area;



Provided that nothing in this section shall be construed as imposing on a Corporation, either directly or indirectly, any form of duty or liability enforced proceedings before any court or tribunal to which it would not otherwise be subject.

Sec. 19 (RTC Act 1950) Powers of Corporation : (1) Subject to the provisions of this Act, a Corporation shall have power a) to operate road transport services in the State and in any extended area ; b) to provide for any ancillary service ; c) to provide for its employees suitable conditions of service including fair wages establishment for provident fund, living accommodation, places for recreation and other amenities ; d) to authorise the issue of passes to its employees and other persons either free of cost or at concessional rates and on such conditions as it may deem fit to in



e) to authorise the grant of refund in respect of unused tickets and concessional passes. (2) Subject to the provisions of this Act, the powers conferred by sub-sect (1) shall include power ? a) to manufacture, purchase, maintain and repair rolling stock, vehicles, appliances, plant equipment or any other thing required for the purpose of an activities of the Corporation referred to in sub-section (1); Explanation : In this clause the expression "manufacture" does not include the construction of the complete unit of a motor vehicle except for per experiment or research ; b) to acquire and hold such property both moveable and immovable as the Corporation may deem necessary for the purpose of any of the said activities lease, sell or otherwise transfer any property held by it ; c) to prepare schemes for the acquisition of, and to acquire either by agreement or compulsorily in accordance with the law of acquisition for the time



being in the State concerned and with such procedure as may be prescribed, whether absolutely or for any period , the whole or any part of any undertaking of other person to the extent to which the activities thereof consist of the operation transport services in that State or in any extended area d) to purchase by agreement or to take on lease or under any form of tenancy any land and to erect thereon such buildings as may be necessary for the purpose of carrying on its undertaking ; e) to authorise the disposal of scrap vehicles, old tyres, used oils, any other stores of scrap value or such other stores as may be declared to be obsolete in the prescribed manner ; f) to enter into and perform all such contracts as may be necessary for the performance of its duties and the exercise of its powers under the Act, h) to purchase or otherwise secure by agreement vehicles, garages, sheds, office buildings, depots, land, workshops, equipment, tools, accessories to and


spare part for vehicles, or any other article owned or possessed by the other of any other undertaking for use thereof by the Corporation for the purposes of its undertakings ; i) to do anything for the purpose of advancing the skill of persons employed by the Corporation or the efficiency of the equipment of the Corporation of the manner in which that equipment is operated, including the provisions by the Corporation, and the assistance by the Corporation to others for the proper facilities for training, education and research ; j) to enter into and carry our agreements with any person carrying on business as a carrier of passengers or goods providing for the carriage of passenger good on behalf of the Corporation by that other person at a through fare or freight ; k) to provide facilities for the consignment, storage and delivery of goods ; l) to enter into contracts for exhibition of posters and advertising board on and in the vehicles and premises of the Corporation and also for


advertisement and other forms issued by the Corporation to the public ; m) with the prior approval of the State Government to do all other things to facilitate the proper carrying on of the business of the Corporation.

(3) Nothing in this section shall be construed as authorising a Corporation, except with the previous approval of the State Government. i) to manufacture or maintain anything which is not required directly or indirectly for use for the purpose of the undertaking of the Corporation or to repair, provide any service for, any vehicle which does not belong to the Corporation or is not used directly or indirectly for the purpose of its undertakings. ii) to purchase any vehicle for the purpose of sale to another person ; iii) to sell or supply to any person lubricants, spare parts, or equipment for a accessories to vehicles ; iv) to let vehicles on hire for the carriage of passengers or goods except as expressly provided by or under this Act.



(4) Except as otherwise provided by this Act nothing in the foregoing provisions shall be construed as authorising the Corporation to disregard any law for the time force.

(5) Where a Corporation acquires the whole or any part of an undertaking of any other person, the Corporation shall, in appointing its officers and other employee consideration the claims of employees employed in that undertaking.

(6) The provisions of this section shall not be construed as limiting any power of a Corporation conferred by or under any subsequent provision of this Act.



Sec.20 (RTC ACT 1950 ) Extension of the operation of the road transport service of a Corporation to areas within another State : (1) If a Corporation considers it to be expedient in the public interest to extend the operation of any of its road transport services to any route or area situated within State, it may with the permission of the State Government, negotiate with the Government of the other State regarding the proposed extension.

(2) If the Government of the other State approves the proposed extension, the Corporation shall prepare a scheme for the purpose and forward the same to the Government for its consent, and after such consent been received, the Corporation may, with the previous approval of the State Government, sanction the scheme.



(3) After the scheme has been so sanctioned, it shall be competent for the Corporation to extend the operation of its road transport service to such route or area and operation of such service is so extended, the Corporation shall operate the service on that route or in that area subject to the provisions of any law in force in the other route within which such route or area is situated.

(4) The Corporation may, from time to time, alter or extend the scheme sanctioned under sub-section (2) by a supplementary scheme prepared and sanctioned in the provided in the foregoing provisions of this section.

Sec. 21 (RTC Act 1950) Carriage of mails : Notwithstanding anything contained in the Motor vehicles Act, 1939 (IV of 1939), a Corporation shall, if so required Central Government, carry mails at such rates and on such terms and conditions as may be specified in this behalf by the Central Government in consultation with Government.

(2)Regional Offices : For operational and administrative supervision there are six Regional Offices (1) Mumbai, (2) Pune, (3) Nashik, (4) Aurangabad , (5) Amravati , (6) Nagpur .

(3)Divisional Offices : Almost it is at the District Head Quarter's. There are 30 Divisional Offices working under the Head of Divisional Controller,

(4)Depots : Depot is operating unit, where buses are maintained/repaired and operated in the viscinity of Tahasil and outside areas. Depot is a generation center of M.S.R.T.Corporation. At present there are 248 depots almost situated at Tahasil places .Again there are 3 Centre Workshops situated at Dapodi(Pune, Chikhalthana (Aurangabad), Hingna (Nagpur)


The main work of these work Body Building on new chasis and engine reconditioning and reconditioning of vehicles. There are 9 Tyre Retreading Plants at- Nashik, Ratnagiri, Jalgaon, Nanded, Latur, Pune, Kolhapur , Nagpur Amravati. These plants are maretreading of tyres for vehicles. M.S.R.T.Corporation has got its own Central Printing Press at Kurla, Vidyavihar, Mumbai for printing of tickets and other stationary.

Conclusion : I would like to conclude that MSRTC has one of the best management in government sector. They manage to earn good profits even by giving various concession . They have best management even in their rural and remote areas. The M.S.R.T.C not only focus on providing their services in state of Maharashtra but also various states such as Karnataka, A.P, Gujarat, Rajasthan, Goa, etc. The MSRTC is trying their level best to reduce pollution by introducing new CNG buses in city areas. So I think other organization should also learn from msrtc management how they successfully run their business by making use of CSR and Ethics .Finally I would like to tell this project have helped me a lot in my management studies.
