BACCHUS Marsh football is in good hands and
the proof is in the players.
Two star Bacchus Marsh Cobras players won
the junior equivalent of the ‘Brownlow’ last
Wednesday night in the Ballarat Football
League. Hamish Coulton and Riley Bishop won
prestigious Robert Allen medals in the under-16.5
and under-14 senior teams respectively.
Hamish Coulton won the Gordon Wise Memorial
Trophy for the Under-16.5 Senior Best & Fairest
player with 36 votes, 18 points clear of runner-up
Ryan Thompson from East Ballarat. The 17-yearold collected 11 best-on-grounds and polled in
two other rounds to become the outstanding
under-16.5 player of this season. He also impressed
in interleague matches with the BFL and AFL
Goldfields, and will be one to watch in the Cobras’
finals campaign.
Rarely has a BFNL competition seen a player
dominate an awards night like Riley Bishop did
this year. The 14-year-old polled in 14 of his 16
matches, including 11 best-on-grounds, to tally
38 votes and claim the Keith Rawle Memorial
Under-14 Senior Best & Fairest trophy ahead of
Sebastopol’s Jack Butler on 27 votes. A member of
the Bacchus Marsh side which finished on top of
the ladder, Riley is sure to play a big part in this
year’s finals campaign.
Bacchus Marsh can also claim three leading
goal-kicking awards, while Darley took out two
leading goal-kicking awards for the BFL: U12
Reserves – Will Johnson (Darley) 31 goals; U14
Reserves – Connor Ascough (Darley) 44 goals; U14
Seniors – Dale Harris (Bacchus Marsh) 43 goals;
U16.5 Reserves – Blake Graham (Bacchus Marsh)
45 goals; U16.5 Seniors – Rhys Baker (Bacchus
Marsh) 48 goals.

Storybook trail returns

The Moorabool Literacy Trail
will return to the streets of Bacchus Marsh on Thursday, September 4.
The award-winning street
event for children celebrates
literacy in all its guises – from
storytelling to reading, writing
and counting.
Performers will be out in
force, making the most of some
of the main street’s alcoves,
courtyards and green spaces
to entertain and inspire young
minds.
This year the event welcomes
back the much loved Tubby the
Robot, the Circus Dogs and a
fire-eating juggler, along with
some new additions, such as
a giant bubble-blowing stilt
walker and a spray painting
dragon artist.
Football fans will also be
pleased to hear that Western
Bulldogs ruckman Will Minson
will make a return appearance
to remind the kids that literacy
is important even when you’re
kicking a footy!
Everyone’s invited to walk the
Literacy Trail. From school and
preschool groups, mums, dads,
grandparents and friends. This
year, the children will meet a
variety of nursery rhyme and
fairy tale characters too, with
some real life Billy Goats Gruff
hoping to make an appearance.
The Ballan and Bacchus Marsh
Men’s Sheds will also support
the kids with the Ballan Men’s
Shed making a giant scrabble set and the Bacchus Marsh
Men’s Shed building a bright
red bridge to help the billy
goats escape the Troll!
In-keeping with tradition, you
might even get to see Council’s
CEO and mayor decked out in
costume, helping to spread the
literacy message.

Narrow win,
big victory
Matt Flapper says he won
his Commonwealth Games
bronze medal by about an
inch.
“They brought out the
bowls measure and there
was a little bit of an anxious
moment when they were
measuring, but we were quietly confident,” Flapper said.
The Bacchus Marsh resident
returned home last Tuesday
with magical memories of
the Glasgow Commonwealth Games and competing against the best lawn
bowlers in the world.
“With an ounce of luck
here and there we could’ve
brought home two medals but we’re really happy
to come away with just the
one,” he said.
“In the men’s triples we lost
to South Africa in the semis
and then played Wales for
the bronze. We just couldn’t
get in front of them. We
played very well throughout but a bit of luck here and
there meant they walked
away with the medal.”
He then found himself in
the men’s fours semi-finals
against home team Scotland,
but was defeated 15-10.
“It was pretty full on. The
crowds were massive. We
had about 50 supporters but

Matt Flapper (left) with his Bronze medal and winning team. Photo - submitted
they probably made up for
more than a thousand Scottish supporters,” Flapper
said.
“Scotland is a world class
team. A couple of their players are world champions.
They deserved to make it
to the finals and went on to
win pretty easily against
England.”
It was with a feeling of déjà
vu that Flapper found himself in another bronze medal
play-off, this time against
India.
“I said to the team, it’s not

just going to happen, we
have got to make it happen
and we’ve got to earn the
medal. There’s only one time
you need to be in front and
that’s at the 15th end,” he
said.
The rest is now Australian
lawn bowls history. Flapper
and his team-mates defeated
India 15-14 on the final end
and won the coveted Commonwealth Games bronze
medal.
“I think our performance
justified a medal. Our game
against Scotland was a

cracker and we were beaten
by the best team,” he said.
Flapper said his primary
focus would now be on the
world bowls championships
in two years time in New
Zealand where he will go
from the heavy greens of
Scotland to faster greens in
New Zealand.
After that he said he would
look towards the Commonwealth Games on the Gold
Coast in 2018. “It would be
a great experience to play on
your home dung- hill.”

Planning for a disaster

By Kate Taylor

Recovering from natural
disasters will be easier in
Moorabool thanks to a share
in a $50,000 grant from the
Federal Government.
The money will be used to
develop a regional approach
to helping communities recover from natural disasters.
Moorabool Shire Council
along with Macedon Ranges,
Mitchell, Mount Alexander
and Hepburn Shire Councils
will share the $50,000 to develop shared Emergency Relief and Recovery guidelines

and training for staff across
their municipalities.
The five councils have
worked together as the
Central Victorian Municipal
Emergency
Management
Enhancement Group for
three years to share emergency management resources, experience and skills.
The total project cost is
$100,000 and also includes
a commitment of funds and
in-kind support from each
council and $10,000 from
the Victorian Department of
Human Services.
The Natural Disaster Re-

silience grant will see the
group develop a regional
approach to managing Relief and Recovery Centres,
which are places where residents can go for immediate
and longer-term assistance
both during and after an
emergency.
Moorabool Shire Council confirmed that fire and
flood are the most likely
natural disasters to occur in
Moorabool.
Moorabool Mayor Paul
Tatchell welcomed the funding, which he said will develop better outcomes for

communities affected by
emergencies.
“The more resilient our
communities are to disasters, the quicker they recover
when a disaster occurs.
“A
great
partnership
amongst these five councils already exists, which is
vital as we would need to
work together and support
each other if a significant
emergency occurred in this
region.”
The project is due to commence in September and will
take 12 months to complete.

Reprieve for trees

Ross Holton (MSC) surveys the street trees in Ballan. Photo – Helen Tatchell

THE Ents would be happy.
Ballan’s significant trees and
pretty foliaged streetscapes
are now protected from severe pruning by an exemption from Energy Safe Victoria (ESV).
Like The Lord of the Rings’
tree-like creatures which
lived in the forest of Fangorn
and existed to protect the
trees from harm, Moorabool
Shire Council has worked
slowly and patiently over the
past 16 months with Powercor to achieve a pruning
exemption from ESV.

Moorabool Shire general
manager infrastructure, Phil
Jeffrey, said the exemption
was to enable pruning of
trees around powerlines in
a number of streets in Ballan to a lesser extent than
the Electrical Safety Act 1998
and Electricity Safety (Electric Line Clearance) Regulations required.
New tree clearance regulations were passed in the
Victorian Parliament in June
2010 in response to bushfire
risk and last year Moorabool
council officers recognised
that the new regulations

could have an adverse impact on the trees in Ballan.
Council officers completed
a street tree assessment of
Ballan before entering into
discussions with Powercor.
The audit identified existing
avenues with high aesthetic
and amenity value, along
with trees that were considered inappropriate species
under powerlines, trees with
structural problems or trees
in poor health.
Mr Jeffrey said Ballan was
now being used as an example of how to manage
street trees and electricity
conductors.
“Council recognises that
the street trees are an important feature of the town and
want to retain their amenity
value,” he said.
“Trees will be pruned to
a much lesser extent than
required under the regulations and thus the amenity
value is protected.”
Moorabool Shire parks and
gardens coordinator Ross
Holton said council officers
would remove unsuitable
and diseased trees and replant with suitable species.
“We still need to remove
trees that were damaged and
never recovered from those
eight years of drought,” Mr
Holton said.
He said next winter council
would be planting a lot of
trees that were suitable species across Ballan.

NATIONALS candidate for
Buninyong Sonia Smith has
hung out her shingle at the
Ballan Hotel.
Ms Smith said she had
become the first Victorian
candidate in living memory
to set up a campaign office in
Moorabool and locals could
meet with her every Monday
from 11am at the Ballan Hotel building.
“Public transport, roads
and physical access to services are huge issues for
locals – so instead of having
them struggle to get into Ballarat to see me, it is only fair
that I go out to them,” Ms
Smith said.
“I want to send a signal that
every part of the Buninyong
electorate matters. I love our
country areas, I feel part of
the local community and I
feel at home here.
“My campaign is a grass
roots campaign. That’s the
way I like it and I think that’s
the way it should be.”
The former hotel – also
known for many years as
Mamas Bistro – was built
in 1860 by George Flack
and was a changing station
for Cobb and Co coaches
for many years. The building no longer operates as a
hotel, but is hub to several
businesses.

Dollar boost for hospitals

Djerriwarrh Health Services will receive $43.37 million
and The Ballan & District
Bush Nursing Hospital will
receive $600,000 in Victorian
Government funding for
2014/15.
Minister for Health, David
Davis, said since the Federal
Budget was delivered, the
State Government has been
working with the Federal
Government to determine
what the final outcome
will be for Victorian health
services

“I have said that Victoria
will be fighting for every
dollar it is entitled to, and
this outcome is pleasing.
Commonwealth funding allocations involve complex
calculations under new
arrangements.
Victoria’s
submission was largely accepted, which means an increase in funding from the
Commonwealth,” Mr Davis
said.

“This funding growth will
significantly offset losses
due to the termination of the

sub-acute National Partnership Agreement. During this
period, I have met and communicated with health service board chairs and chief
executives regularly to keep
them informed.”

He said the funding would
help ensure hospitals could
continue to deliver highquality health care to Victorian families and continue
treating record numbers of
patients.

Governor to visit

THE Governor of Victoria
will see the sites of Moorabool tomorrow on an official visit that will include
schools and organisations
throughout the shire.
The Honourable Alex Chernov AC QC and Mrs Elizabeth Chernov will visit Ballan and District Health and
Care, Ballan Primary School,
Ballan Senior Citizens Centre, Tripod Farmers, Bacchus
Marsh Secondary College

and Bacchus Marsh Historical Society as part of their
official itinerary.
The Governor and Mrs
Chernov will meet with participants of programs run by
Moorabool Shire such as Active8, which is run through
Bacchus Marsh Secondary
College and Moorabool
Youth Action Group.
Moorabool mayor Paul
Tatchell said the official visit

was a wonderful opportunity to show the Governor and
Mrs Chernov all that Moorabool Shire had to offer.
“We are a rapidly growing
local government area and it
is an ideal time to talk to the
Governor about the projects
and plans we have for the
future of Moorabool to cater
for that growth, while offering a lovely place to live and
invest,” Cr Tatchell said.

It’s late at night, and in the
carpark of a Bacchus Marsh

car doors locked and her eyes

in the back seat.
It’s cold. Dinner was sandwiches in little plastic boxes

thing to go without.
The lack of sleep, lack of food,
the intense stress levels are the
direct result of a lack of housing, lack of funding and lack of
support services and it’s something that Child and Family Services(CAFS) Moorabool
staff see every single day in
Bacchus Marsh.
“People have no idea there are
homeless people in Bacchus

The organisation has been

they run the risk of fines; but
for many people, there is simply no other option.
“Resources are so sparse when
it comes to affordable housing
in the region,” said Paul, CAFS

At crisis point, in fact.
“At the moment, we are very,
very concerned at the number
of people that are approaching
CAFS and we’ve seen quite a
rapid increase in demand on
our service in recent times.
“Unfortunately, what we’ve
seen as a trend is that responses are actually quite reactive,
not exactly well-planned, it’s
under-resourced and ostensibly what we find ourselves
having to do is argue our case
in point - but it falls on deaf
ears until we have the examples , the statistics of what is
going wrong.”

Helping those in need

CAFS has had 204 new families through their doors so far
this financial year, 35 in February alone – and that figure
covers families as a whole, not
counting the kids.
Around 40 families are currently on the waiting list for
transitional housing alone in
the town.
Paul said the concerns of his
organisation are echoed by
other service providers and
welfare agencies in the area.
“It’s reached crisis level,” he
said.
New homelessness phenomena are appearing; such as
couch surfing, where singles
and families spend days or
weeks on a friend or relative’s
couch – usually until their welcome is worn out and they are
asked to leave.
If they are lucky, they are

Fight still exists to build in Blackwood

CHANGES to the Bushfire Management Overlay (BMO) came into
effect across Victoria on July 31, but
the fight to build or rebuild properties in Blackwood isn’t over for
residents.
Blackwood Action Group (BAG)
member Des Peters said the group
had received confirmation from the
State Government’s Minister for
Water, Peter Walsh, that sewerage
wouldn’t be connected to homes in
Blackwood under his government.
At the August 6 Council meeting,
Mr Peters asked Moorabool Shire
CEO Rob Croxford to clarify if
Blackwood residents were able to
build.
Mr Croxford said while he was
mindful the community wanted
answers,
Council’s
Domestic
Wastewater Management Plan
(DWMP) was still out for public
comment (submissions closed July
31) and that, along with new BMO
details, needed to be progressed
before Council could give definitive answers.
“In the event there is no sewerage
in Blackwood, this is the management plan that will work there,”
Mr Croxford said.
Mr Peters said Moorabool Shire’s
Municipal Strategic Statement
within the planning scheme stated
Blackwood was planned to be
sewered because of ongoing water
quality issues with the Lerderderg
River.
“Is Council still advocating sewerage for the town as the best
way forward? How does the draft
DWMP fit with the Municipal Strategic Statement if Blackwood isn’t

likely to be sewered?” Mr Peters
said.
BAG member Brendan Hehir
said the Blackwood community
deserved to know what the true
picture and direction for the town
was.
“The community wants to know
how the DWMP will help with
building, extensions and rebuilding in the town,” Mr Hehir said.
He recommended Council organise a public meeting to engage with
the Blackwood community and
explain how the DWMP could help
the town to survive and grow to
reach its full potential.
Victorian Minister for Planning Matthew Guy signed off on
Amendment VC109, which included the BMO changes, on July 9
and they appeared in the Victoria
Government Gazette, becoming effective, on July 31.
Key features of the bushfire re-

forms included allowing private
bushfire bunkers to be built as
an alternative safety measure; allowing vegetation clearance to
achieve defendable space; ensuring the assessment of bushfire risk
is consistent with the Australian
Standard; allowing more sensible
bushfire safety measures in new
master-planned estates, and; allowing homes to be built on infill lots
surrounded by other dwellings.
Executive director State Planning,
Building Systems & Strategy (Department of Transport, Planning
and Local Infrastructure), John
Ginivan, briefed local governments across Victoria on July 31 on
the BMO changes.
Mr Ginivan said some of the big
changes to the BMO came out of
the Bushfire Royal Commission
and included extensive mapping of bushfire hazard areas and
greater flexibility in responding to

Dear Editor,
The Balliang & District Fire
Brigade has just been advised that we will be receiving a $2275 grant under the
Volunteer Emergency Services Equipment Program
(VESEP) for the purchase of
an Automated Defibrillator.
VESEP supports local projects on a two-for-one basis,
adding the grant money to
locally raised funds, so the
Brigade would like to thank
both the State Government
and every member of our
community that helped to
raise the local funds.
The VESEP grants program
is popular with volunteers
because it adds to the buying power of every dollar
the Brigade and community
have raised. We congratulate
the Government for working
with our association, Volunteer Fire Brigades Victoria, to
design a program that is low
on paperwork and provides
us with a tick list that allows us to choose the types
of equipment, vehicles and
small amenity grants that
we feel can be used to best
protect and support our local community.
As CFA volunteers, we train
for nationally recognised
qualifications and provide
professional standards of

emergency response to this
community, as well as contributing to the protection of
60% of suburban Melbourne,
regional cities and all of
country Victoria, every day
and night of the year.
This VESEP grant and the
support of the local community will help us to continue
to provide that vital service.

Dear Editor,
In response to Rose de la
cruz’s letter (MN 19 August)
with regard to my comment
on her interest in the possible plan for a gold mine in Mt
Egerton, I would like to correct a few misconceptions.
I have been vitally interested in the granting of a
permit issued to WestWind
Energy in November 2010
to build a 107 turbine wind
energy facility in the Bungal
Tap and Ballark areas of the
Moorabool Shire for the following reasons.
The closest turbine is
only 1000 metres from my
dwelling.

I am aware that Ms de la
cruz did not attend the Panel
Hearing each day as we did,
where many extremely well
researched and well documented submissions were
presented on both sides.
Health issues and ugliness
were just some of their many
concerns. As environmentalists Moorabool Environment Group (MEG) must be
aware that the presence of
huge unnatural structures
built in the middle of our
rural landscape have the
potential to adversely effect
eagles, other bird life and
bats to mention a few. On
reading Tom Kingston’s last
beautiful contribution (Environmental Opinion MN 19
August) about the top predator in the Yellowstone Park
in the US being restored to
its rightful place in nature, I
cannot help worrying about
the impact the very large
turbines planned in our
shire could have on our native birds. This is an ecological concern.
I am not about to dispute or
deny that climate change is
real and I agree we need renewable energy. In a country as warm and sunny as
Australia I think it is much
more sensible to invest in
more solar projects.

bushfires.
“The basis of the VC109 reforms is
around finding the right balance.
It’s going to depend on individual
needs and government priorities.
The risk profile of people living
in fire prone areas will only go up
with the increasing population,”
Mr Ginivan said.
“The key difference is these changes will provide a greater amount of
choices and give residents a much
greater flexibility to address whatever hazard they’re exposed to. It
also gives greater certainty.”
He said the BMO changes enabled more specific controls over
the boxes that needed to be ticked
off for permits and would elevate
the significance of how councils
worked with fire agencies. “The
other layer is the continued roll out
of Neighbourhood Safe Places and
fire refuges.”
He said the $700,000 assistance
fund for landholders and councils
($350,000 over two years) was intended to provide additional support and guidance for the more
difficult building sites.
“In terms of permits the primary
source of contact is the local government and applicants will sort
out their problems at a local government level,” Mr Ginivan said.
“The funding will also support
local governments where further
local policy development work is
necessary. We don’t envisage this
as being a grants program for individuals, rather it will be for provisional services, for example a fire
impact assessment report as part of
an application.”

Founder – Victims of the BMO,
Kate Cotter, said the revised BMO
improved the ability of applicants
to address bushfire risk through a
range of approved and alternative
measures.
“The BMO can now be considered
the framework for addressing ‘acceptable risk’, giving applicants
the flexible and evidence based approach for addressing all levels of
bushfire risk,” Ms Cotter said.
She said the major flaw in the revised BMO was that it continued
to reference a precautionary principle and the term ‘acceptable risk’.
“These statements are superfluous
to the planning provisions and
have been previously applied in
a prejudicial manner by councils
and the CFA, which caused significant hardship on applicants.”
“The CFA have been removed
as the BMO determining referral
authority and are now the recommending referral authority. This is
an improvement for applicants,”
she said.
She said if the term acceptable risk
remained in the planning provisions, the CFA could continue to
provide non-evidence based recommendations and few council
town planners would feel they had
the authority or bushfire expertise
to ignore CFA advice.
She said overall the BMO had been
vastly improved and “the Minister
should be congratulated on delivering a planning scheme that aims
to address bushfire risk in a reasonable and responsible manner.”

The usual catch cry that
those of us who speak out
are anti-renewable energy

unfair and patently untrue.
I do not oppose renewable

in the middle of the politics
of the issue and are used by
both sides to gain points to

Dear Editor,
Cr Tom Sullivan said ‘... user
groups weren’t paying their
way and were therefore an
economic burden on the rest
of Moorabool Shire ratepayers” (E for effort, or lack
thereof! MN 12 August, pg4).
What an insult to the many
thousands of volunteers in
our community. “Gifts of
time are estimated as being
more than twice as valuable as monetary donations,
plus many volunteers are
ratepayers.” Also, “Women

Waste group
merges

By Kate Taylor
West Moorabool Councillor
Tom Sullivan will represent
the Shire on the board of
a new combined waste
management group.
Highlands Regional Waste
Management Group has
been merged with the
Grampians Regional Waste
Management Group and
the Desert Fringe Regional
Waste Management Group
to become the Grampians
Central West Waste and
Resource Recovery Group
(GCWWRRG).
A statement released by
the GCWWRRG, effective
from Friday 1 August,
said the merger is part of
the Victorian Government
program of reforms so that
the relevant government
agencies involved in waste
and resource recovery can
best deliver on Getting Full
Value - “a 30 year vision to
meet a growing Victoria’s
waste and resource recovery
needs.”
The new GCWWRRG will
cover a much larger area
- from Bacchus Marsh in
Moorabool Shire through to

the South Australian border.
The statement said that all
current staff members have
transferred across to the
new group and all offices
will remain open during the
transition period.
The board consists of
four councillors with Cr
Tom Sullivan serving as
Chairman, along with Cr
Kevin Erwin from Northern
Grampians Shire Council, Cr
Barry Rinaldi from Central
Goldfields Shire Council and
Cr Andrew McLean from
Yarriambiack Shire Council.
Four directors have also
been appointed - Jeff Rigby,
Patrick Goodall, Robert
Miller and Noel Perry.
“The changes to the
regional waste management
groups will strengthen
their role across the region
as the new regional plan is
developed to ensure that the
right infrastructure is in the
right place to divert waste
from landfill and create
more value from recovered
materials,” Cr Sullivan said.
“And the new group
is looking forward to
developing
positive
relationships with the 12

councils included in the
region and collaborating on
some exciting opportunities
in waste as part of the State
Government’s Getting Full
Value, the Victorian Waste
and Resource Recovery
Policy.”
A spokesperson for the
new organisation said that
all staff members have
transitioned with no jobs
lost.
“However it is likely that
some roles will be adjusted
to fit in with the aims of
the new group given that
there will be additional
responsibilities in the area of
commercial and industrial
waste and construction and
demolition waste for the
new group.
“The new group will also
be covering a very large
area and while some roles
can be streamlined to fit in
with area, there is limited
scope for some roles to cover
the entire geographic region
on their own. At the stage
the board is yet to meet to
discuss the types of roles
that will be required in the
new group.”

The ugly effect of the
animal food chain

In last week’s opinion
piece I wrote about the
positive effect the reintroduction of the wolf into
Yellowstone National Park
has had on the ecosystem
of the park. This week I
would like to recount a tale
of what happens in reverse
and add a comment on
air-travel, both under the
theme of the ‘inadvertent.”
A whole article could be
written on ‘inadvertent’
but maybe at a later date.
The first tale of the ‘inadvertent’ is courtesy of
“What Has Nature Ever
Done for Us” by Tony Juniper (Profile Books, United
Kingdom, 2013). Vultures
have become virtually
extinct across the Indian
subcontinent today. It was
only when these birds were
gone that people realised
just how important they

were to the well-being of
millions of people. For centuries, India’s vultures performed an essential cleaning function, eating the
flesh of the many dead animals that littered the countryside (Here in Tasmania
the ravens are on every
roadside doing the same
thing). A hungry flock of
vultures would clean up
the carcass of a dead cow in
a matter of minutes, leaving only bones. So when
the vultures disappeared
and the putrefying flyridden corpses were left to
rot under the hot sun, the
effects were disastrous and
wide-ranging.
And here is the tragedy in
this story – the Indian vultures were not killed off by
chaps with guns and hunting parties of the wealthy,
or even by traps and the

like – no Indian vultures
were killed off much more
‘inadvertently’. And isn’t
the inadvertent one of
the main causes of all our
problems; the inadvertent
side effects of the burning
of coal, the inadvertent side
effects of the use of fertilisers. Maybe, when whoever
looks back on the demise
of our system they will see
the word ‘inadvertent’ writ
large.
Back to the Indian vultures – the killing off of
all these millions of vultures was the result of the
anti-inflammatory drugs
injected into cattle and
buffalo. When these farm
animals died, residues left
in their carcasses were ingested by vultures – and it
proved fatal to them. And
so these vultures that were,
between them eating 12

million tonnes of flesh each
year were no longer doing this. With no vultures
to clean up, there was an
explosion in the population of wild dogs, which
had more food. More dogs
led to more dog bites, and
that caused more rabies
infections among people.
The disease killed tens of
thousands, in the process
costing the Indian economy a figure in excess of $30
billion.
* * * * *
The second tale is of the
‘inadvertent’ effects of air
travel. Of late, flying has
been in the news. There
have been tragedies in the
air and ‘you should consider your need to travel’ has
oft been quoted. However,
that has not stopped our
federal leaders from flying
here and there. For exam-

ple our Prime Minister flew
to the Netherlands to give a
speech while our Treasurer
has recently flown all over
Australia to meet and greet
members of the PUP Party.
It is not just our erstwhile
leaders who have this tendency to fly here and there
as we ourselves are more
likely to fly these days
than ever before. As I have
mentioned before in this
opinion piece by flying, put
rather simply, our personal
contribution to adding
carbon to the atmosphere
is generally second to
none. Burning fuel at high
altitude has nearly three
times the climate impact
of burning the same fuel at
ground level. There is added complexity to this issue
because the nitrous oxides
created are 310 times more
powerful than carbon di-

oxide, and the effects from
condensation trails (contrails) are difficult to quantify. George Marshall, author of Carbon Detox, has
calculated that a holiday
to Australia for a family of
four living in the UK has
the same climate impact as
heating their average size
house for a decade.
The carbon that a tree
soaks up in a few decades
is equated with the carbon
released by burning agesold fossil fuel in a single
flight. For the above facts
and details I am indebted
to Thea Ormerod (Eureka
Street, August, 2014)
What is your opinion?

Strong regional
rental growth
Renovated Home
on 20 Fertile Acres
5 Hennesseys Road, Millbrook (Wallace)
$549,000 - $599,000

Upon entering this home you will be instantly impressed,
with quality of all the fittings within, with gleaming
floorboards through the family and kitchen and good quality
carpet throughout the lounge and dining, immediately
feeling spacious yet homely. All heated with natural gas,
the central ducted system creates a genuine comfort all year
around. The newly renovated kitchen has superb granite
bench tops and two electric wall ovens creating a functional

way bathroom, allows guests to access without fuss and a
secluded paved alfresco area, has been placed in perfect view
of garden features and ideal for the family to meet and eat.
With beautiful views of the surrounding hills, this home is
truly a delight to sell.
You won’t get your car dirty when driving to this lovely neat
brick veneer home as there is a bitumen road and driveway
right to the door. The bus even drives past the front door.
This four bedroom home, sits on a 5 acre title whilst the
adjoining 15 acres has a separate title immediately creating a
stamp duty saving when purchasing at the same time. Sheds
galore! Yes, one 20’ x 20’ lock up workshop/garage with
concrete floor and power plus a further 50’ x 20’ shed with
power, one stable, two 10’ x 10’ garden sheds and a double
garage attached to the house. All this, plus ample tank &
potable bore water (70ft bore) with submersible pump that
feeds all paddocks and an automated sprinkling system
that helps maintain the neat private garden surrounding
the home. Electric fencing, reticulated water to all paddocks
and a majority of red chocolate soil all help in producing
adequate feed for farm use. What an opportunity to secure a
farmlet with a sense of living in town.
All this, just 3 minutes from the Western Freeway,12 minutes
from Ballan where the fast train is available, or a quick trip
of just 1 hour to the Westgate Bridge, Melbourne, or for
further convenience, a comfortable 15 minute trip to thriving

As always, research is vital
before buying an investment
property and yields can vary
considerably according to local demand for particular
types of property – apartments or houses, for example
– and location.

Enzo Raimondo
CEO, REIV
The 2013-14 financial year
brought good news for
investors across regional
Victoria.
In July there was a fall in
the regional Victorian rental
vacancy rate from 2.5 per
cent to 2.4 per cent, directly
countering the trend in metropolitan Melbourne where
the rate increased by 0.1 to
2.9 per cent after months of
stability.
Agents are reporting the
return of investors to many
regional centres, with purchases for self-managed superannuation funds helping
drive the trend.
In Ballarat the rental vacancy rate fell from 2.5 per
cent in June to 2.4 per cent
in July. Bendigo on a regionwide basis was up slightly
– 2.4 per cent from 2.3 per
cent – and in Geelong, which
continues to have the highest rental vacancy rate of the
regional towns, it was stable
at 4.3 per cent.
However, REIV’s latest
quarterly bedroom median
data – that is, broken down
according to size and type
of property – indicates that
over the last quarter of the financial year weekly median
rentals in parts of those regional areas showed strong
growth.

In the 12 months ending
June the median rental
for a two-bedroom unit in
central Bendigo was $240
a week – up 9.1 per cent on
the previous quarter and the
top rental growth in regional
Victoria. Second for rental
growth was a two-bedroom
unit in Ballarat North with a
median weekly rent of $250,
up 6.4 per cent on the previous quarter.

Also
showing
strong
growth over the quarter
were three-bedroom houses
in Traralgon (up 6 per cent
on the previous quarter)
and Wodonga (up 5.6 per
cent), two-bedroom units
in Highton, Geelong West,
Ballarat Central and Echuca
and two-bedroom houses
in Bendigo. All had median
weekly rentals up more than
four per cent on the previous
quarter.
Ballarat featured strongly
in the top 10 list for rental
yields, with a three-bedroom house in Ballarat Central, Ballarat East and Wendouree all showing yields of
between 5.4 and 5.6 per cent
for the year ended June 30.
Over regional Victoria as a
whole it was one-bedroom
units which showed the
highest gross rental yield
at 5.5 per cent, while fourbedroom houses showed the
least but still returned an acceptable 4.4 per cent.

CARPENTRY

Your computer uses Random Access Memory (RAM) to
hold program code and process instructions that you
give your software when computing. When you turn your
computer off, RAM loses the data that was used during
the computing session. When you restart your computer
the data from the operating system and the programs
you start is once again loaded into the computer’s RAM.
(Although modern RAM still retains small portions of data
as either

Bacchus Marsh Junior FNC

Results - Week 1 - Finals
All of the teams participated
in the first week of the finals
in both codes. The results
achieved were mixed across
the weekend, with some
teams being eliminated.
FOOTBALL
The U12 Reserves competed in the 2nd Elimination
final and the entire team put
on a fantastic performance
and their effort was second
to none. The team started
strongly in the first half,
resulting in them being 11
points up at halftime. Unfortunately the team could
not sustain their intensity
and were overrun by their
opponents.
Bacchus Marsh 2.5.17 lost
North Ballarat 3.3.21.
Best - J. Maple, S. Jenks,
R. Huxtable, T. Jenkins, O.
Cukavac.
The U12 Seniors also took
on North Ballarat in the 1st
Elimination final. The boys
played a strong determined
brand of football. The final
quarter of the match was the
boys best, outscoring their
opponents. This however
was not enough, the boys
going down by 18 points.
Bacchus Marsh 3.2.20 lost
North Ballarat 6.2.38.
Best - J. Parente, M. Cousins,
J. Martin, H. Garner, L. Garner and Z. LeHuray.
The U14 Reserves took on
Ballarat in the 2nd Elimination final and unfortunately
they also fell short this week.
The boys gave their all in
match which saw them play
the game without a rest, due
to not having a bench.
Bacchus Marsh 1.1.7 lost
Ballarat 5.5.35.
Best - M. Martin, A. Bettio,
M. Bayly, N. Joselin, H. Proctor, D. Segrave.
The U14 Seniors took on

Nth Ballarat with the boys
dominating the scoring shots
on goal, however poor accuracy made the game close.
The boys continued to work
hard across the ground,
with good aggression at the
ball and tight defence work,
resulting in a tight victory.
Bacchus Marsh 5.13.43 def
North Ballarat 6.3.39.
Best - R. Bishop, J. Homewood, X. Jenks, J. Dickson, J.
Hehir, D. Harris.
A goalless first half and early mistakes ended up costing the U16 Reserve team in
their qualifying final. With
only three points the difference at three quarter time,
Ballarat kicked clear in the
last quarter defeating the
Cobras.
Bacchus Marsh 4.8.32 lost
Ballarat 7.7.49.
Best - C. McKenzie, R. Kiley,
B. Graham.
The U16 Senior team started slowly this week and
were not able to peg back the
lead achieved by their opponents. Although the team
were competitive after quarter time, the damage was
done and they were defeated
on the day.
Bacchus Marsh 8.4.52 lost
East Ballarat 10.9.69.
Best - H. Coulton, M.
Garofalo, T. Dickinson,
S. Griffiths, J. Tudball, J,
Calvitto.
NETBALL
The U13 Reserve netballers
started strongly, and fought
hard in their elimination final, against Sebastopol.
Bacchus Marsh 15 def Sebastopol 9.
Award A. Dellar, M.
Harrington.
The U13 Seniors were outclassed in their 2nd elimination final. The game consisted of many turnovers as a
result of the girls not steady-

ing and choosing the correct
options.
Bacchus Marsh 12 lost East
Ballarat 24.
Award - R. Love, D. Evans,
E. Piggott.
The U15 Reserve girls faced
up against Lake Wendouree
in a game which saw the
teams tied at half time. The
Bacchus Marsh girls pushed
away from their opponents
in the second half, taking out
the game.
Bacchus Marsh 26 def Lake
Wendouree 21.
Best - K. Levett, C. Green,
M. Tyrrell.
The U15 Senior team took
on cross town rivals Darley
in their elimination final
and they were ruthless in
dismantling their opponents. Working hard across
the court the teamwork
displayed by the girls was
exceptional.
Bacchus Marsh 38 def Darley 25.
Best - K. Blain, S. Hare, M.
White
Starting the game strongly
the U17 Reserve netballers
never let their opponents
into the game. Dominating
the first quarter, all the girls
continued to maintain a
strong pace throughout the
remainder of the match.
Bacchus Marsh 34 def Lake
Wendouree 17.
Best - K. Segrave, C. Baselmans, B. Cottam.
The U17 Seniors commenced their game in the
worst conditions. The girls
started slowly and were not
able to peg back the lead,
although they matched their
opponents in the last quarter. Bacchus Marsh 20 lost
Darley 37.
Best - B. Pawlowicz, A.
Prince, E. Bettio.

Game report under 11s By Merryn Smith.
The under 11 Scorpions last game was against Ballarat Red
and such a good match we don’t want it to end. The team
came together and made Ballarat work hard. Ayla and Eliza
performed wonderful attacks to get the ball in their control.
With good passes and ball handling Max, Caleb and Aiden
really showed their best.
All the team on Sunday brought their best and deserve a
mention; Bevan and Tai the great goalies and players, Aiden,
Ayla, Eliza and Caleb mighty midfielders always on the ball,
Ken and Max are star strikers with skill and Claire Seth,
Shaun and Abbey our determined defenders. A big thanks
to the coaches for teaching our kids, we see them getting
better every week.
