FROM THE PRESIDENT
Dear Neighbors, Thank you for giving me another year as one of your temporary guardians of our wonderful Montpelier community. The new MCA Board was seated at the October meeting where we welcomed Dave Eisenberg and Paul Buehler to the team. As you can see on page 3, our officers did not change. One of the things that distinguish our community is our online communications that consists of the ‘Montpelier Online’ (administered by the MCA) and the ‘Montpelier Yahoo Group’ (administered by private residents). We share information, ask questions, seek recommendations and, quite frankly, warn each other about recent scams and door to door salesmen. I look over the messages to get a feel for ‘what’s the word on the street’. The site is extremely useful in helping members find just the right vendor for maintaining our unique Levitt houses, or finding a good home for that extra freezer. I think it has been a great source of information and fosters community spirit. On the other hand, for those who have time sensitive information, the ‘turn around’ time from submitting an item to seeing it published has been inconsistent. Sometimes it is within 24 hours and other times longer. Unfortunately, these online sites don’t lend themselves to being emergency early warning systems. It is merely an informal way for residents to talk within the community. We all enjoy the volunteer efforts of only a couple of website moderators (those who read the incoming messages and post them to the website). They donate their time and energy to keeping us connected, by voluntarily reviewing messages (after a long day at work) and posting them. I expect more moderators would equate to faster turnaround, but only if they are able to get to the site on a regular basis. If you are willing to help with ‘Montpelier Online’, Tim Jacobs, our Communications Committee Chairman, would welcome you to the team. If you would like to be a moderator for the ‘Montpelier Yahoo Group’ then contact Charmain Rucker (301-221-1126 or [email protected]). The moderator’s guidelines help keep our site ‘PG rated’ and neighborly. There have been times when the sheer volume and tone of the incoming messages lend itself to some gentle moderator control, but mostly they post what is sent. Since not everyone has access to a computer or internet service, the Board set up a telephone information line a year ago. The drawback to the previous service was an inability to leave a message. To improve the service we introduced our new community information system at the Annual Meeting. The new line is 888-MCA-INFØ and has options for hearing community announcements and leaving messages for various services (ACC, Administrative Assistant, Resale Packages, and others TBD).

Board of Trustees Meeting Minutes
August 11, 2009 Trustees in Attendance: Julia Coldren-Walker, Richard Dengler, Bob Derrick, Lillian Fazio, Damian Fedoryka, and Jack Keating. Trustees Absent with Cause: Patricia Douville, Tim Jacobs, and Paul Petit. Community Members Present: Joe Bacarella, Paul Buehler, Mary Derrick, Mike Norton & Kendra Wagner. President B. Derrick called the meeting to order at 7:02 PM. There was a quorum to conduct business. Secretary’s Report: Tricia Douville Trustee Colren-Walker presented the minutes of the July 2009 board meeting. The minutes were amended and Trustee Keating made a motion to approve the minutes as amended. Trustee Fazio seconded the motion and it passed unanimously. Treasurer’s Report: Lillian Fazio Audit contract for $8,000 needs to be signed. It was already approved by the board. 27 outstanding assessments. Trustee Fazio suggested that a final warning letter be sent to those homeowners. Trustee Derrick has arranged for phone calls to be made to these homeowners to try to collect before turning these over to the attorney. A motion was made by Trustee Fazio to write-off two minor amounts (Lot 386 -$5 and Lot 260 -$2) in the 2009 assessment collections. The motion was seconded and passed unanimously. The profit and loss and balance sheet were distributed (copy attached). COMMITTEE REPORTS ACCC: Marcia Segura, Chairperson Ms. Segura is out of town. Trustee Derrick reported on a complaint regarding vultures being fed by a resident on Eastbourne. The ACC did request the resident stop feeding them and got assurances that they had stopped. The vultures are a protected species so other than making loud noises and/or spraying with water to discourage their roosting there isn’t much that can be done. If the neighbors wanted to try to discourage their roosting they could try that, but they might just move the problem a few houses away. The seasonal migration may just see them leave altogether and with the promise not to feed them they might not return next year. Facilities: Richard Dengler Chairpersons MONTPELIER TODAY Four plants have died but they will be replaced by Johnson’s. Some other plants have been offered The C-phase of the electric went out and it has been fixed for now, and bids will be requested for a permanent repair. Basketball nets will be fixed again by the Facilities Committee. Pool Committee: Paul Buehler, Chairperson Mr. Buehler asked for better patrolling of the wading pool area where parents are leaving their children unattended. The decks were power washed by the pool company for approximately $300. One area still has some mold and could stand to be cleaned. Flick & Floats were popular and another is scheduled. They cost $200 (the first was free) and it will be paid from the social committee budget. An adult pool party was suggested – all you can eat crabs, drinks, etc. for $50 per person. An email might be sent out to gauge community interest. Some board members were concerned about whether alcohol should be allowed. Original owners recalled adult parties with alcohol used to be held without incident. Fencing quotes will be presented at the next board meeting. The bulk head around the playground presented a problem to several of the fencing companies. There is 635 ft. around the pool to connect to the basketball court fence (approximately $21,000) and 135 ft. around the playground (approximately $4,800) plus demolition cost (New fencing would be 8 ft. black, link fencing with 2” holes). There is a leak in the wading pool. It will be addressed after pool season. Social Committee: Chairman was not present but Ms. Derrick reported that there will be a Labor Day party on September 5. Hotdogs and hamburgers will be provided by the MCA. There is a sign-up sheet at the pool and a notice is in the newsletter.

Board of Trustees Meeting Minutes
September 8, 2009 Trustees in Attendance: Patricia Douville, Richard Dengler, Bob Derrick, Tim Jacobs, and Jack Keating. Trustees Absent with Cause: Julia Coldren-Walker, Lillian Fazio, Damian Fedoryka, and Paul Petit. Community Members Present: Michael Boddie, Paul Buehler, Brian Dennis, Carolyn Dennis, Mary Derrick, Mary Hughes, Carlos Segura, Marcia Segura, Diana Sowle and Jeri Witt. President B. Derrick called the meeting to order at 7:14 PM. There was a quorum to conduct business. Secretary’s Report: Tricia Douville The minutes of the August 2009 board meeting were reviewed and there was a question concerning the meaning of “forego.” Trustee Keating explained that his intent in making the motion was only to forego starting the $500 a month fine, not to dismiss the fine. Trustee Keating made a motion to amend the minutes. Trustee Dengler seconded the motion and it passed unanimously. Treasurer’s Report: Lillian Fazio Trustee Fazio prepared the financial report for the meeting. (Copy attached). Ms. Witt pointed out an accounting discrepancy for the Benevolent Fund which will be corrected. The deposit for the audit has been sent to the accountant. COMMITTEE REPORTS ACCC: Marcia Segura, Chairperson Ms. Segura discussed the results of the vulture problem on Eastbourne Lane. The birds are a protected species, so they cannot be harmed in any way. They are no longer being fed and should begin migration to their winter home soon. Ms. Segura requested the permission controls upgrade to the ACCC group site ($109 a year). Additional storage space may also be needed ($9 a month). Trustee Douville made a motion approve the purchase of the upgrade for premium permission controls and additional storage space, as needed, for the ACCC group site. The motion was seconded and passed unanimously. Ms. Segura offered her resignation to the Board effective September 30. Mr. Dennis, a member of the ACCC committee, suggested that the board ask for the resignation of the committee members and the new board will re-approve the members at their first meeting. Ms. Sowle, another ACCC member, spoke on behalf of Ms. Segura. Mr. Boddie, ACCC vice-chair, asked the board to support the committee and attend a meeting to understand their work. Trustee Dengler made a motion MONTPELIER TODAY 8 that Ms. Segura to stay on as the ACCC Chairperson, until she forms the new committee after the Annual Meeting. Trustee Douville seconded the motion and it passed unanimously. Facilities: Richard Dengler & Paul Petit, Co-Chairs Brickman will be picking up leaves and applying fertilizer. Ms. Derrick announced that there will be no county vacuuming of leaves this year. Tree surgeon has done a great job, especially along the path to Briardale. The electrical wires to the pool are going to be replaced. The wires will not be visible, but will go through the attic of the pool house so that new concrete does not have to be torn up. Pool Committee: Paul Buehler, Chairperson There is a leak in the wading pool and Mr. Buehler asked if the board wanted quotes to replace it. Trustee Douville asked where repairs to the wading pool ranked in the list of priorities. The parking lot was due to be replaced and the electrical repairs are going to be costly. Trustee Derrick asked Mr. Buehler to find out how much repairing the leak in the pool will cost. Replacing the fence around the pool and playground was discussed. Removing trees will cost approximately $3,000. An eight foot high chain link fence would cost approximately $24,000 and changing the front (260’) to wrought iron would cost an additional $8,000. Mr. Buehler will finish getting quotes. Dog Day Afternoon will be Saturday, September 19 from noon to five pm. An announcement will be put on the email list and signs will be made. Benevolent Fund Committee: Jeri Witt, Chair Trustee Dengler asked about a community fund for Mr. Heidel, who was seriously injured recently. He suggested that donations be sent to Ms. Witt, Benevolent Fund Chairperson. Ms. Witt said that there are at least two funds already in place. She suggested that an email or newsletter announcement go out alerting the community about how to donate, rather than starting a third fund. She explained that the Benevolent Fund can only be used for the purpose for which it was created according to IRS rules. Social Committee: Ms. Derrick reported that the Flick & Float will not be rescheduled because of the weather. The Luau was a great success with over 200 people in attendance. Security Committee: Richard Dengler, Chair Trustee Dengler reported that most of the recent break-ins are occurring between 10 am – 1 pm. He has

Letter needed. New Business: 8806 Eastbourne Lane – Homeowner requested approval for six foot fence to protect her garden from deer and for privacy. Homeowner appeared at the meeting and submitted a list of other six-foot fences in the neighborhood. T. Jaehnigen explained how some fences exceeding four feet were grandfathered and how exceptions to the height limit are granted. T. Jaehnigen made a motion to approve the six-foot fence to protect her property. J. Keating seconded the motion. The motion tied with T. Jaehnigen, J. Keating and D. Sowle voting yea, T. Byrd, M. Segura and W. Sorrentino voting nay. He encouraged anyone calling 911 to make sure that they stress the urgency and importance of the information that they are calling about. Communications Committee: Tim Jacobs, Chair Trustee Jacobs reported that all the board meeting minutes and newsletters are up-to-date except for the last newsletter. The info line needs to be updated with information about the Dog Day and donations for Mr. Heidel. Ms. Segura and Ms. Hughes have been given the password to familiarize themselves with the website. Old Business: Ms. Segura will have the new MCA phone line ready by MONTPELIER TODAY 9

the annual meeting and will introduce it to the community at that time. Refreshments, such as cookies and coffee, were suggested. New Business: The old slide and old filters are taking up a lot of space in the storage room. Mr. Buehler was asked to “ebay” the items. Ms. Segura asked if anyone in the community was attending the County traffic meetings. It was reported that opening Montpelier Drive to Muirkirk Road is on the agenda for the September 22nd meeting. The next meeting will be held on Tuesday, October 13, 2009 at 7:00 PM at Deerfield Recreation Center, preschool room. The motion was made and seconded to adjourn at 9:05 pm. The committee agreed that there should be a deadline for submitting surveys, which would help in preparing the agenda in a timely manner. D. Sowle asked if it was still permissible for committee members to visit homeowners to discuss violations. The committee agreed that it is acceptable, but another committee member should be present. During a snow emergency, residents should park in driveways. If on-street parking is necessary, parking is permitted only on the even-numbered side of the street. Parking restrictions will be enforced. Failure to comply will result in a fine and/or towing. Working together, County residents can play an important role in helping provide more effective snow removal to all of our communities. The following actions will benefit all of us during snow emergencies: ❅ Don't drive, except when absolutely necessary. ❅ Don't park on snow emergency routes.

If possible, shovel driveways after the road has been plowed to avoid having driveways blocked by snow plowing operations. Do not place snow from driveway in the traveled portion of the roadway. Failure to comply with either the evennumbered parking plan or parking on designated snow emergency routes can result in a fine up to $50 and/or towing. Prince George's County Code Section 26-157.01. Have a sidewalk? Property owners must remove snow and ice from sidewalks along their property within 48 hours after precipitation has stopped. The homeowner requesting approval of a project (requester) will contact the neighbor(s) residing on each side of his home to obtain their concurrence or comments. In the event the requester resides on a corner lot, the neighbor residing adjacent to his rear property line must be contacted. Boats, campers, RVs, and trailers must be in storage from November 1 through April 30. They may not be stored or parked on your property.

UNLICENSED CARS
Article IV, section 5 of the covenants states no vehicle can be stored on any lot except inside the garage. All cars, covered or uncovered, must have a valid license tag and sticker. Residents may be required to provide proof of licensing if the license tag is not clearly visible on the vehicle. In addition to the covenant above, Prince George’s County Code states “it is unlawful to have more than one motor vehicle ... dismantled, inoperable or unlicensed on your premises. The one vehicle that is allowed must be inside a closed garage.”

The ACCC meets on the first Thursday of every month at Deerfield Community Center.

CONSTRUCTION, ADDITIONS, ALTERATIONS REQUIRE PRIOR APPROVAL
No new construction, addition, or alteration of a Montpelier home shall be made without prior approval (see approval form on preceding page) from the Architectural Control & Compliance Committee. This includes satellite dish installation. All exterior colors and materials shall blend harmoniously with the neighboring dwellings. Proceeding without prior approval shall constitute a covenant violation subject to enforcement, including fines.
