Township manager clarifies and
apologizes for letter sent to residents
concerning water contaminant
violation from February 2015

The township’s water was the
hot topic of the Moorestown
Town Council meeting Monday,
March 7. Township Manager
Scott Carew gave a clarification
and apology concerning a letter
sent to residents last month regarding a Maximum Contaminant Level violation from February 2015. Council also passed a
resolution to award a contract to
Calgon Carbon Corporation for
carbon filters for $376,400, as long
as all conditions are met.

Letter
A letter was sent Feb. 24 notifying residents about a MCL violation for total coliform on Feb. 11,
2015. Coliforms are bacteria naturally present in the environment
and used as an indicator that
other potentially harmful bacteria may be present. The letter,
which included a recommenda-

tion to boil water and detailed
those who were at increased risk,
caused alarm and confusion
among residents.
A letter from utilities superintendent Bill Butler and Carew
was then sent March 4, clarifying
mistakes in the Feb. 24 letter and
how the letter came about a year
after the MCL violation. Carew
also spoke about the situation at
the council meeting.
“I apologize both to the public
and to council for the clumsiness
of it, the unnecessary concern
the notification caused and to
provide some context on how we
got to this notification,” Carew
said.
According to the Butler’s letter,
the township collects 24 samples
per month from 24 NJDEP approved locations to test for total
coliform. In February 2015,
Moorestown Water Department
incurred a MCL violation for

Each year, the Moorestown Department of Parks and Recreation is pleased to showcase a variety of new programs. This
week, the department is excited
to recap one of our longest standing youth programs – recreation
basketball. This year, the 2016 season boasted more than 700 players
and nearly 70 teams in 11 different leagues, grades two to 12.
Each year, this basketball program grows, and this year the department added three additional
leagues – second grade boys, second grade girls and high school
girls. These three leagues established a great foothold and are
sure to grow next season.
The Second Grade League
opened for play and boasted a
record turnout for a new program
with more than 80 players on 10

teams. The Girls High School
League also got off to a strong
start with girls in grades nine to
12 joining together to play on four
different teams. According to program coordinator Cyndi Britton,
the 2016 season was the most successful season to date and shows
no sign of slowing down.
Each winter, the air chills and
the gyms heat up with significant
competition in each league. This
year, the youngest players in first
grade were offered a clinic to introduce them to the game, the
fundamentals of play and enjoyment of the game. The Second
Grade League began as a
clinic/live play combination
where practices were combined
with games on a weekly basis. Beginning in third grade, players
used those learned fundamentals
under the direction of volunteer
parent coaches to practice weekly
and play weekly games. The dedi-

cation of the parent volunteers is
what makes these leagues possible.
As players get older, the recreation basketball leagues increase
in competition and the level of
play increases. Once players
reach the High School Leagues
there are playoffs and finals
where teams battle for the top
seat. This year in the Boys High
School League, underdog Team
Loftus came from behind to win
the championship. The final
game, according to spectators
was “amazing to watch” as the
level of competition reached an
all new level and the close game
was won in double overtime with
a score of 54-52. Third seed Loftus
played with heart as it beat both
second-seed and first-seed teams
with high scorers Dane Fante (19

Let’s encourage reading all year
National Read Across America aims to turn our children into life-long readers
chools throughout the area recently celebrated National Read
Across America, an annual motivation and awareness day encouraging children to read. While the National Education Association marks the
event on March 2 – the birthday of
beloved children’s author Dr. Seuss –
many schools turn the reading celebration into a week-long affair.
National Read Across America,
however, goes far beyond March. The
overarching purpose is to create lifelong successful readers. And it’s our
job to help this purpose come to
fruition.
Start young. Read to your children
every day. According to the U.S. Department of Education, 26 percent of

children who were read to three or
four times in the last week by a family
member recognized all letters of the

Fill your home with books and magazines. Give your children endless options. The Educational Testing Service
says that the more types of reading
materials there are in the home, the

higher students are in reading proficiency.
Perhaps most importantly, make
reading fun. The U.S. Department of
Education has found that the percentage of high school seniors who read
“for fun” is in decline, however the
more students read for fun on their
own time, the higher their reading
scores. Instill this lesson from the beginning. Reading is not work; reading
is fun.
And don’t forget to be a good reading role model. Pick up a book for
yourself, too. A child who sees their
parents reading will be more inclined
to read on their own, too.
Let’s help creat a generation of lifelong readers.

Moorestown Township Public Schools
had a special board of education meeting
on Tuesday, March 8 where business administrator Lynn Shugars and interim superintendent Carole Butler gave an update
on the proposed budget for the 2016-2017
school year. It is predicted expenditures for
the 2016-2017 school year will total around
$68 million with a potential tax impact for
the average assessed home at $446,500 increasing $208.62 per year.
In February, a budget presentation was
made to the board predicting a deficit for
MTPS ranging from $2.8 million to
$919,769, depending on tax levy and banked
cap used. In this presentation, after receiving state aid numbers, predicted health
benefits costs and moving some figures

around, there is no deficit predicted for the
2016-2017 school year.
For 2016-2017, expenditures proposed a
total around $68 million, which is a 3.67
percent increase over the 2015-2016 school
year.
The total tax levy is $65.2 million, which
is a 2.93 percent increase over 2015-2016.
The 2.93 percent is with the use of a 2 percent tax levy at $1.17 million; the Spending
Growth Limitation Adjustment, which allows expansion of the 2 percent cap for
health-care costs, at $536,177; banked cap at
$266,578 from the 2013-2014 school year; and
a reduction of $116,875 from the Debt Service Fund.
The 2013-2014 school year has a banked
cap totaling $742,894. After that, there is no
banked cap available for MTPS’s use.
The potential tax impact for the average
assessed home at $446,500 would result in

an increase of $208.62 per year.
Employee salaries make up a majority of
the expenditures totaling $41.5 million. The
rest of the budget is made up of employee
benefits and other expenses, with benefits
for the 2016-2017 year predicted at a 6.5 percent increase.
The proposed budget supports the maintenance of current programs and extracurricular offerings. Some additions include
enhanced academic course offerings at the
high school and middle school, requiring
no new staff; completion of the 1:1 technology plan for grades six to 12; implementation of Next Generation Science Standards
for grades six to 12; initial implementation
of strategic plan goals; and upgrade of robotic program. Staffing additions include
requests for 2.5 special education teachers,

Catherine M. Denton

Catherine “Cathy” M. Denton
(nee Bruner), of Medford Leas
and formerly of Moorestown
passed away on March 5 at the
age of 90. Cathy was a longtime
resident of Moorestown and was
active in many organizations, including P.E.O. and the First Presbyterian Church.
She enjoyed art and expressed
her love of nature through gardening, bird watching and painting beautiful watercolors. In addition to her artistic pursuits,
Cathy also had a mind for numbers and held a degree in mathematics from Purdue University.
Throughout her life, she enjoyed
working with numbers and problem solving, which may explain
her love of bridge.
Cathy was a loving wife, mother and grandmother, whose kind
heart and thoughtfulness will be

sorely missed.
She will be remembered for her
expressions of kindness, devotion
to her family and friends, and her
faith.
She was preceded in death by
her brother, Parvin, and son Jim.
She is survived by her husband of
65 years, Arnold “Bud,” sons
Greg
(Janice)
and
David
(Kristine), and granddaughter
Karin.
Her memorial service was held
on Friday, March 11 at the First
Presbyterian
Church
in
Moorestown. A private interment
was at Presbyterian Cemetery. In

MFS student earns top prize
Jahdiel Brown awarded for ‘Chop To It!’
social media marketing campaign
Jahdiel Brown, a class of 2016
student of Moorestown Friends
School, earned a first-place prize
of $2,000 and a $5,000 scholarship
to the University of the Sciences
in Philadelphia for her “Chop To
It!” social media marketing campaign in the Healthy Lifestyles
Business Competition, hosted by
the university on Feb. 27. Sponsored by the Pharmaceutical and
Healthcare Business program at
Mayes College of Healthcare
Business and Policy, the competition encouraged entrants to design a campaign to persuade their
audience to live a healthy
lifestyle.
“My idea with my campaign
‘Chop To It!’ was to focus on the
fun aspect of cooking to motivate
people to cook more in their
kitchens, rather than eating out,”
Brown said. “When I was a kid,
the most fun part of cooking for
me was chopping and dicing. I felt

like a professional chef prepping
my food. So my food rule throughout my social media campaign
was if it doesn’t require chopping, slicing or dicing, you
shouldn’t eat it because it probably doesn’t have healthy, whole ingredients.”
Brown was exposed to the idea
of general food rules through Science Department Chair Barb
Kreider’s nutrition course.
Brown created “Chop To It!” social media accounts on Facebook,
Twitter, Instagram and, her chief
social media channel, Pinterest.
On Pinterest, Brown assembled
boards about knife safety, knife
skills, “Chop To It!” recipes, affordable recipes, and quick and
easy recipes.
Brown has been active in the
MFS Art Department and hopes
to minor in art at the college or
university she attends next year.
She plans on studying nursing.

with the Moorestown High
School Environmental Club to familiarize the students with the
STEM scholarship, established in
2014. The scholarship is awarded
yearly to the Moorestown High
School senior who has exhibited
outstanding environmental concern and commitment to STEM’s
mission to preserve, protect and
enhance the natural environment
of Moorestown for today’s and future generations. Former Environmental Club member recipients of the $1,000 scholarship
were Kayla Rini in 2014 and Evelyne Richardson-Thomas in 2015.

two technology specialists, a special projects manager and a development manager.
Reductions to staff include a
part-time pre-K teacher, two
sixth-grade teachers and two seventh-grade teachers. The reason
for these reductions is declining
enrollment.
According to Shugars, in 2012

regular student enrollment was
at 3,592, and in 2015 it went down
to 3,343. However, the special education student enrollment has
had an increase from 477 in 2012
to 567 in 2015. Because of the increase in special education students, special education teachers
were requested.
Revenues outside of the tax
levy include budgeted fund balance, state aid and miscellaneous
revenues. The budgeted fund balance is $1.5 million. State aid for
MTPS the 2016-2017 year is $3.78
million, which is $81,345 more
than last year.
To help gain more revenue for
the school, revenue generation
ideas were created for the 20162017 budget. Those ideas included
in the budget are extended day
programs, accepting tuition students, expansion of the Academy
of Excellence and Summer Enrichment programs, and development projects. Projections of
those revenues are $661,639.

Board members and teachers
expressed that they believed the
$516,316 remaining in banked cap
could be used in the budget.
Shugars and Butler said to use
the money, there must be a reason; they cannot just include the
money in the budget. Teachers
who spoke during public comment asked that some of the
banked cap be used to bring back
programs that were cut and not
brought back in previous years.

The initial submission for the
budget is March 22. A public hearing will be held between April 25
and May 9. Changes can be made
between the initial submission of
the budget and the public hearing.
It was planned that the BOE
will approve the proposed budget
at the March 15 BOE meeting for
the March 22 submission deadline.

it was a business, had two positive results for coliform, but negative results for E.coli. As a result

of the MCL violation, MWD conducted the required limited assessment of the entire distribution system. Within a week, that

incurred any other MCL violations for total coliforms.
Due to the MCL violation,
MWD was required to conduct
“public notification” to its customers and other users of the
drinking water system in the
manner laid out in the federal
Safe Drinking Water Act regulations. MWD posted the information on its website and submitted
the Public Notice Certification
form in a timely manner. MWN
did not, however, notify customers by mail, which was also
required.
“It was a mistake made and I
do believe it was an honest mistake,” Carew said.

MWD to send the mailing, even
though the event occurred a year
earlier.
According to a release from
Carew, the boil water advisory in
the mailing should not have been
included because subsequent testing was not positive. The fact the
advisory was included, and there
was a delay in sending the notice
by mail, were oversights by both
MWD and DEP, Carew said.
All members of council felt it
was a mistake that should not
have happened. Deputy Mayor
Victoria Napolitano said it
caused unneeded alarm.
“I have to say that I think the
way this was handled was atrocious, at a time when the community is concerned about their
water. I think that transparency
is extremely important… Ultimately we should’ve had more dialogue between the township and
DEP as to not cause alarm,”
Napolitano said.
Councilwoman Stacey Jordan
suggested a policy be considered
to look into items such as these
notifications before they go to the
public.

Resolution
A resolution on last week’s
agenda would award a contract to
Calgon Carbon Corporation for
granular activated carbon filters
for $376,400, to be used at the
North Church Street Water Treatment Plants to help filter the
Trichloropropane (TCP 1,2,3) and
Trichlorethylene (TCE) found in
Wells 7 and 9. This is a temporary
solution.
Utilities engineer L. Russell

Trice recommended the township
hire Calgon Carbon as it offered
the option of buying the filters
after the rental period.
During public comment, resident and a utility engineer
Danielle Brodecki asked if the
township received approval from
the DEP for the carbon filters, as
a permit may be required. Carew
said he is not aware that a permit
was submitted or required. According to Brodecki, Trice said a
permit was not required at the
last meeting discussing the temporary water treatment. However,
since that meeting, Brodecki
found a code saying one is needed
and requested the township not
approve a contract to purchase
the equipment for something that
has not been approved by the
DEP.
Borough Solicitor Anthony
Drollas said that Caldon has a
limited supply of filters so action
needed to be taken quickly; he
also said the township wouldn’t
do anything without the DEP’s
approval and Moorestown has
been in contact with the DEP.
However, Drollas said he would
look into the possible issue of a
permit.
Napolitano also said that the
resolution is authorizing the
clerk to give notice in 10 days.
That gives the township 10 days to
make sure everything is in order.
She felt that the resolution should
be passed, and if there was any
concern, the contract does not
need to be awarded. Jordan
agreed, also saying the DEP is
working with Moorestown.
Councilwoman Lisa Petriello
felt the council should err on the
side of caution.
“We rushed with the library
demolition. I felt we were trying
to beat the clock to get something
down without as much information as we could have had and I
don’t want to repeat the same
mistake here,” Petriello said.
Council passed the resolution
4-1, with a no from Petriello.

partment asked council to consider adopting an ordinance that
could provide incentives for fire
volunteers, not only to show support, but also help with recruitment, as both fire districts in
Moorestown are light on volunteers. Council said it would look
into it.
• Town Council honored three
Eagle Scouts, James Twomey and
Ian Millstein of Troop 44 and
Nathaniel Guevara of Troop 61,
for obtaining their Eagle Scout
Awards.
• Moorestown Town Council
passed an ordinance on final
reading that extends the amount
of time a pawn dealer has to
make a piece of property sold to
them by a member of the public
available for inspection from
three to 10 days, in accordance
with state law.
