Deadline looms for municipal budget By ROBERT LINNEHAN

State testing scores released

The Moorestown Sun

By ROBERT LINNEHAN

If this were college, the Moorestown Township Council would definitely be pulling some all-nighters in the upcoming week. The five members members of council are facing a June 22 deadline set by the state to introduce its 2012 budget, or each member will be fined $25 for every day it goes over. The council rejected the latest incarnation of the t he budget, asking Township Manager Scott Carew and Township Finance Director Tom Merchel to present the council with budget options that do not feature a tax levy increase. By a vote of 3-2, the council rejected a proposed $22.719 million budget that featured a one-cent increase in the local purpose tax rate. Revenue from the possible sale sale of the liquor licenses was included in the budget to help bridge a gap of more than $600,000, Merchel Merchel said, as well as some of the utility fund. A one-cent tax increase for the average assessed homeowner in town of $529,800 is about a $53 increase over the 2011 municipal tax bill. A 1 percent levy increase has to be built into the budget

The results are in, as the state released its findings from the 2010-11 New Jersey Department of Education Report Cards. The Moorestown Township School District students once again performed well in the statewide assessments. The annual New Jersey Report Card study is a state mandated program that districts have been utilizing since 1995. The department presents 35 different fields of infor mation for each school and compares the results to district factor group and state averages averages.. Several categories are considered within the study, including district finances, student performance indicators, school environment, class sizes, and the students themselves, according to department representativ representatives. es. For the 2010-2011 school year, the school district spent about an average average of $16,453 per student in the district, more than $400 the state average. On average, the district paid its administrators $117,940 for the year, about $2,000 less than the state average. For its teachers, the district’s average salary is $57,530, more than

The rest of the competition is a tournament with each shooter going against each other round by round until a champion is crowned. “Indoors is definitely a lot easier because it’s a shorter distance, it’s 20 meters, and you don’t have to worry about the wind or weather. Outdoors is definitely more challenging, it’s 50 meters, and when you’re indoors you can get away awa y with a lot of stuff,” she said. “Outdoors is challenging, but at the same time you have team rounds and the bracket competitions, it’s a lot more fun and exciting.” While the Olympics aren’t on her radar – compound archery isn’t a recognized Olympic event  – Quien said she’ll be practicing practicing for the national competitions next year, which features the top five archers in the country. Moorestown High School students average 1706 on SAT MOORESTOWN Continued from page 1 $6,000 less than the state average for 2010-2011. Moorestown High School students averaged a total score of  1,706 on their SAT’s for 2010-2011. Students averaged averaged scores of 588 in math, 561 in verbal, and 557 in the essay portion of the SAT. Two schools in the district didn’t reach their adequate yearly progress status for the 2010 No Child Left Behind report. William Allen III Middle School and the Moorestown Upper Elementary School didn’t reach their AYP goals, but will not be penalized. If  the schools don’t make their AYP goals again next year they will be designated as being “in need of  improvement” and the state will take action in the form of  parental notifications and other warnings. Superintendent John Bach touted the district’s academic standards and high test scores in the report’s district narrative. “Moorestown Township Schools have received numerous accolades with the high school and the elementary schools receiving the prestigious National Blue Ribbon status. Approximately 95 percent of Moorestown High High School students continue their education at the post secondary level. Moorestown High School SAT and AP scores are among the best in the state,” he wrote in the report. “The district’s talented teaching staff provides academic challenge in a supportive environment, which allows children

to thrive. thrive. One of the distinguishing characteristics of the district is the involvement involvement of its teachers in curriculum development and instructional instruction al training.” The elementary schools fared

than the 2009-2010 score. However, it was about the same advanced proficient score for language arts as other schools in the DFG. Most schools in the district hovered around the state class-

well in the NJ ASK tests for 20102011 year, performing at about the same level as the other schools in the same district factor group. The Moorestown district is classified as an “I” for its DFG. The groups describe the socioeconomic status for school districts. “J” is the highest classification for a DFG. The Upper Elementary students boosted their advanced proficient scores in the N.J. ASK 5 mathematics test to nearly 56 percent, a 10 percent increase over the advanced proficient scores for 2009-2010. The elementary students stayed about the same in the advanced proficient category for the N.J. ASK 5 language arts test, scoring 12.4 percent, about a percent less

The high school had the second lowest average, with 17.8 students per classroom. George C. Baker Elementary School barely eclipsed the state average with 20.5 students per classroom and South Valley Elementary closely followed with an average of 20.8 students. students. The Moorestown Upper Elementary School and William Allen III Middle School had the highest classroom averages in the district, with the elementary school averaging 22.7 students and the middle school following close behind with 22.8 students.

9U wins Moorestown Invitational

Special to The Sun

Moorestown's 9U district squad continued its winning ways by sweeping five games in the 15th annual Moorestown Invitational Tournament. That makes three tournaments and three firstplace finishes for the defending state champions. Outstanding mound work by Evan Buckley, Wyatt Atkinson, Nick Yedman, Jack Jones and Danny Gerber complemented the offensive firepower of Timmy Gannon, Dylan Lee, Jude Gilhool, Ajay Bhalodia, Michael Clark, Jimmy Fletcher and Eric Schmoll. The sweep was capped off with a dramatic 5-run comeback resulting in a 9-8 victory over Delran. The nines now take aim and look to continue their roll in the Mt. Laurel Summer Slam.

State to Moorestown: Introduce budget or face fine STATE to counteract the decrease in township ratables this past year, Merchel said, making the job more dif ficult. Despite these problems, Mayor John Button said Moorestown is in an advantageous financial position right now, with debt services being reduced in 2014 the township should not be looking at any tax levy increase right now. “I am willing to say that I don’t like the use of liquor revenue revenue for this purpose,” Button said, in reference to the license revenue being used to reduce taxes. “I’m not saying I wouldn’t consider ever using the liquor money for this, but not at this time.” Deputy Mayor Greg Gallo said it was the council’s duty to leave no stone unturned when it comes to the township taxpayers.

Councilman Mike Testa agreed and said it was “gimmicky” to use the liquor revenue or utility fund to reduce reduce taxes. If you use $200,000 of the proposed liquor revenue revenue in next year’s budget, he said, you’re automatically starting in a $200,000 hole for the 2013 budget because it’s a one-time use. It’s not a reoccurring revenue stream, he said, so it shouldn’t be used for this purpose. It might be time to look at the services offered in the township and see if cost savings can be realized by outsourcing some departments, he said. “If we can find a service service that can be outsourced or a new shared service, that doesn’t mean that there will necessarily be a reduction in service,” he said. Council members Stacey Jordan and Chris Chiacchio – who both voted in favor of the budget – let their frustrations frustrations be heard during the meeting. “I don’t hear one viable option on how we can cut taxes,” Chiaccio said.

professionals. It’s a responsible, sustainable budget, she said, and to be looking back at the document at such a late date is extremely frustrating. If people are really serious about cutting cutting costs than council should eliminate the dental plan it receives as part of its benefit package for serving, she said. The only way at this point to cut costs is to reduce services in the township that residents depend on, Jordan said, and that’s not an option in her mind. “I don’t believe anyone on council should get a dental plan. If you want to cut cut costs and talk the talk you need to also walk the walk,” she said. “I think our professionals have done a great job in putting this budget together.” The members of council will meet on Wednesday, June 20, at 8 a.m. at 2 Executive Drive to review the budget options presented by Merchel and Carew. They will most likely vote on the introduction introduction of the budg-

“Cake Boss” and “Fabulous Cakes” has revolutionized desserts. Words like fondant and pulled sugar have become a part of one’s everyday everyday vocabulary and cakes have have become works of art especially when it comes to special occasions. According to Classic Cake executive ecutiv e pastry chef Robert Bennett, “This is a really exciting time for pastries and desserts. Clients are looking to experiment with new flavors, compositions and accents. They are ready to let their imagination and taste buds stretch beyond the traditional.”

Chef Bennett’s Top Five

151 Kings Highway East • Haddonfield, NJ 08033 856.795.0424 www.JayWestBridal.com

When asked the top five ingredients for the ideal wedding cake, Bennett is quick to reply. After 30 years of creating extraordinary extraordinary desserts for special occasions, he is well prepared to answer. Start planning early – To provide time for the creative process and avoid any conflicts, couples

should begin as soon as the wedding date is set. Request a tasting – Pastry chefs are proud of their creations and will prepare tempting tastings, which can include gluten, dairy and sugar free options upon request. Consider the time of year –  Wedding cake consultants will help select flavors for any season like peaches in the summer or a pumpkin sponge with chestnut cream for fall. Discuss the cake size – It is important to consider if the cake will be served as the actual dessert or is a symbolic supplement that guests may taste or take home. Have a budget in mind – When choosing your cake design, a bakery should be able to provide a minimum cost. Often edible pieces of art, intricacies and details impact time and expense. Yet, it comes down to being true to one’s self. Says Bennett, “The most important point I tell any couple is this is their day and the cake should please them – not the guests nor the in-laws.”
