Dear Mr. Bartlett,
The North Carolina Republican Party respectfully requests that the State Board of Elections
investigate possible campaign finance disclosure violations related to political activities by
Blueprint NC in connection with the campaigns of North Carolina Representative Larry Hall and
other State elected officials.
By way of background, on February 21,2013, news media in North Carolina began reporting on
a leaked political memo obtained from an attendee of a Blueprint NC event. The attached IRS
Complaint provides a lengthy description of this political memo. The memo contains vicious
partisan political rhetoric, including plans to "cripple" and "eviscerate" the Governor, the
Speaker of the House, and the President Pro Tempore of the Senate. The memo also includes
strategies to influence voter turnout in favor of the Democratic Party and to influence future
redistricting efforts.
Of particular significance to the State Board of Election, the leaked Blueprint NC memo was
attached to a speech by Representative Larry Hall, the House Democratic Minority Leader. The
speech borrowed heavily from key language and themes contained in the leaked political memo
and an accompanying presentation by a political polling organization.
The connection between Blueprint NC's previously-undisclosed political activities and
Representative Hall raise serious questions about whether Blueprint NC impermissibly provided
(or is providing) political and campaign services to State elected officials, or otherwise
coordinating with their political campaigns, without disclosing this information to the Board of
Elections.
