Small Business Consumers
This is the cost for the electricity you used during the billing period. Most of Oakville Hydro’s small business customers
pay time-of-use (TOU) prices. TOU prices are set by the OEB based on forecasted costs to supply electricity to all
residences and  small businesses.  Prices are designed to recover the payments made to the electricity generators that
produce the power (including market costs and the Global Adjustment).

For those small business customers who are not on Time-of-Use rates, the tiered pricing is:
9.9 ¢/kWh for the 困宐rst 750 kWh used per month
11.6 ¢/kWh for all kWh used above 750 kWh per month
 

Commercial and Industrial Consumers
Businesses that use more than 250,000 kWh per year pay either the Weighted Average Hourly Spot Price (WAHSP) or the
Spot Market Price (SPOT), depending on the type of meter that they have.
Businesses with a non-interval meter that measure the total amount of electricity consumed in the billing period pay the
WAHSP.  This is calculated in accordance with the Ontario Energy Board’s Retail Settlement Code.
Businesses that have an interval meter that measures their electricity consumption on an hourly basis pay the Spot
market price.  This is the pricing established by  Ontario’s Independent Electricity Service Operator.
 
Global Adustment
Consumers that pay the WAHSP or SPOT price (as well as those consumers that have signed a contract with an
electricity retailer for the purchase of electricity) also pay the Global Adjustment.
The Global Adjustment re ects the differences between the market price of electricity and the regulated or contract
prices that are paid to generators for the electricity they produce. These include nuclear, gas-困宐red and renewable
generators (like wind farms).  The Global Adjustment also re ects the costs of conservation programs.
 

Retail Contracts
If you buy electricity from an electricity retailer instead of Oakville Hydro, the prices you pay will be based on the
contract you signed with the retailer.

Delivery
This is the cost of delivering electricity from generating stations across the province to your business through
transmission and distribution power lines. Delivery charges are approved by the OEB. Some of these are 困宐xed at a set
amount per month. Others are variable and increase or decrease depending on how much electricity you use. Delivery
charges include:
Oakville Hydro Distribution Charges:
Customer Service Charge: A 困宐xed charge for costs relating to meter reading, billing, customer service and account
maintenance, and general utility operations.
Distribution Charge: A variable charge for costs of building and maintaining the distribution system, including overhead
and underground power lines, poles, and transformer stations.
Hydro One Transmission Charges:
Transmission Charge: A variable charge for the costs of transmitters to operate and maintain the high-voltage
transmission system that carries electricity from generating stations to Oakville Hydro.
Loss Adjustment:
When electricity is delivered over a power line, it is normal for a small amount of power to be consumed, or lost, as heat.
In calculating your electricity costs for the billing period, Oakville Hydro multiplies your electricity cost by an OEBapproved adjustment factor that accounts for those losses.

Regulatory Charges
Regulatory charges inclued the Wholesale Market Charge, the Ontario Electricity Support Program Charge and the
Standard Supply Service Charge.
The Wholesale Market Service Charge covers services provided by the Independent Electricity System Operator (IESO) to
operate the wholesale electricity market and maintain the reliability of the high voltage power grid. Effective January 1,
2016 the Wholesale Market Service Charge is $0.0049 per kWh.
The Ontario Electricity Support Program is an Ontario Energy Board (OEB) program that lowers electricity bills for lowincome households. The OESP provides a monthly credit to eligible customers based on household income and
household size.  The curretn OESP charge is $0.0011 per kWh.
The Standard Supply Service Charge covers part of a our administrative costs to provide electricity to customers that
buy their power from us (i.e. customers that are not served by a retailer). The Standard Supply Serivce Charge is $0.25
per month.
