ONLINE DIAGNOSTIC TOOLS FOR PARENTS AND TEACHERS
A re-elected Gillard Labor Government will develop a national online assessment and learning bank for students, parents and teachers to provide a sophisticated diagnostic assessment of each student’s strengths and learning needs. With a National Curriculum and National Assessment program in place, Australia for the first time has the opportunity to develop specialised learning and assessment programs around a shared set of knowledge and skills. Digital technologies make it possible to accurately assess each student’s performance and provide feedback on which aspects of their learning they need to develop. This initiative will create a digital platform, linked to the national curriculum and national assessment programs, to provide those assessments for students, parents and teachers. A re-elected Gillard Labor Government will support the development of this digital facility and work with schools and education providers to make it available to all schools and parents. The tools will be available through a dedicated website and by linking the digital test bank and directory of curriculum resources to existing educational ICT networks. Teachers and parents will get their own individualised registration. Who will develop the website? The Australian Curriculum, Assessment and Reporting Authority (ACARA) will be directed, via Education Ministers, to develop and trial online assessment for national tests in key areas of the national curriculum including science, ICT and civics. When will the website be available? The website and online tools will be available progressively from 2011.

2 What are the benefits for parents? This means that parents will be able to diagnose their kids’ progress on key areas of learning like spelling, and will be able to sit down with them in front of their computer at home and help them undertake homework tasks online to improve their understanding. What are the benefits for teachers? Teachers will be able to create individualised assessments for each student, get instant diagnostic feedback and then link to thousands of high quality curriculum materials from which they can develop learning strategies designed to address the needs of each learner. Teachers will also benefit from accessing curriculum resources and teaching materials online. What are the benefits for students? These materials will help students to develop their literacy and numeracy skills as well as a much wider range of knowledge, from science and languages to information and communications technologies themselves. What sorts of tools will be included on the website? A bank of test and assessment items based on NAPLAN and other comparable tests will be compiled and linked to programs to provide profiles and feedback on a student’s performance. Parents and students will be able to access these programs and pointers out of school hours through a dedicated website portal. An example of a question from the 2010 Year 5 NAPLAN Numeracy assessment is below:

How much will this cost? The Gillard Labor Government will provide funding of up to $39.8 million over the forward estimates period. Funding will be fully offset over the forward estimates, consistent with Federal Labor’s commitment to return the budget to surplus in 2013, three years ahead of schedule.

THE COALITION’S RECORD
As a former Cabinet Minister, Tony Abbott was part of the Coalition Government that:    Neglected schools, investing only $33 billion over four years. The Gillard Labor Government is providing $63.7 billion over four years – almost double this amount. Talked about a national curriculum but failed to deliver. Focused on putting flagpoles in schools, not on improving outcomes for students.

If he is elected Prime Minister, Mr Abbott has already made clear that he would cut almost $3.2 billion from the education system. This includes cutting the $425 million Teacher Quality National Partnership which in currently delivering:  Increased local decision making in schools across the country including the popular Independent Public Schools trial in Western Australia with 34 schools commencing this year. High achieving non-education university graduates to the most disadvantaged secondary schools under the Teach for Australia program. New Teaching Excellence scholarships for pre-service and existing teachers. 120,000 students across the nation will miss out on a computer in 2,300 schools and 670,000 computers that are already funded will become useless and out of date without funding to upgrade and replace them. Over 1,800 secondary schools and 1.2 million students will miss out on a chance to access a Trades Training Centre and start learning a trade at school.
