SUBJECT: OPERATION JUMP START, PERSONNEL GUIDANCE MEMORANDUM # A (OJSPGM #I)
PLEASE ENSURE IMMEDIATE DISSEMINATION OF THIS INFORMATION TO ALL ANG ACTIVITIES.

GUIDANCE FOR MEMBERS BEING CALLED TO FULL TIME NATIONAL GUARD DUTY (FTNGD) UNDER 32 USC 502(f)(2) (OTHER DUTY) IN SUPPORT OF (ISO) THE OFFICE OF HOMELAND SECURITY SOUTHWEST BORDER INITIATIVES, KNOWN AS OPERATION JUMP START.
OPERATION JUMP START IS NOT A CONTINGENCY. SPECIAL CONTINGENCY BENEFITS AND ENTITLEMENTS DO NOT APPLY.
ACTIVE DUTY SANCTUARY:
It is imperative that all members' Personnel records be reviewed for sanctuary eligibility PRIOR to being placed on orders. The following guidelines will apply:

a. If a member will reach active duty sanctuary within 24 months of entry onto ADSW orders (regardless of the actual duration of their orders) the member must waive their right to active duty sanctuary by signing the waiver found in AF1 36-2131, attachment 5 . Waiver authority has been delegated to the Adjutant General of each state in accordance with LOG#: 06-035, SUBJECT: DELEGATION OF AUTHORITY TO ADMINISTER WAIVER PROCESS FOR ACTIVE DUTY SANCTUARY, released 08 April 2006. b. If a member enters or is converted to ADSW and it is later determined that they will reach active duty sanctuary while in this status, there are two options (Ihave the member execute a waiver of rights to active duty sanctuary prior ) to reaching sanctuary; or (2) return the member to home station for deactivation prior to reaching sanctuary. If the member will not waive their right to active duty sanctuary, the state should execute option (2).

c. An oversight resulting in a member qualifying for active duty sanctuary will require the state to accommodate the members' retention using its own full time AGR resource, not this authority.

NDAA 05, SECTIONS 4151416 APPLICABILITY: Before placing any member on Title 32 status active duty orders IS0 OJS (other than AGRs), please be mindful that this duty qualifies under "operation support," under the 2005 NDAA, Sections 4151416. See the attached "Revised Policy and Procedures for Military Personnel Appropriations (MPA) Man-days, 4 Apr 06 memorandum. ORDERS AND OTHER PERSONNEL INFORMATION:
Ensure the following RurposelAuthority is placed on all orders:

PURPOSE: OPERATION JUMP START (OJS) AUTHORITY: 32 'USC 502(f)(2) (OTHER DUTY), ADSW (also called Full-time National Guard Duty (FTNGD))
STATE ACTIVE DUTY (SAD): SAD I S 0 OJS is not authorized for AGRs, and is strongly discouraged for all others. States choosing to place members on SAD will not be reimbursed for expended funds in accordance with the Stafford Act.

ACTIVE GUARD RESERVE (AGRs): AGR members may support OJS only if the performance of such duty is commensurate with the AFSC they hold in their AGR position. AGR members will not be placed in any other status to support OJS. Please ensure that units provide the MSF, a copy of the AGR travel order IS0 OJS for update in the Emergency Disaster Response (EDR) program (see further in this section for mote EDR information). AGR members (permanent, full-time) will not have their orders amended for periods of duty in support of OJS, nor will a separate DD Form 274 be published. Each period of service (whether TDY or at home station) will be annotated on an AF Form 1613 available at hrtp:llwww.e-publishing.af,milJ. This form will be maintained in s s c t i ~ n of the member's UPRG until the member receives their nex?DP 4 Form 214, at which time the setvice will be annotated in the remarks section of the members DD Form 214 as follows: "Member served in support of OPERATION JUMP START from (inclusive dates)," If member was TDY during the period of service, indicate the TDY location directly following the inclusive dates. Upon completion of the DD Form 214, the AF Form I 3 may be destroyed. 61

Complete the AF Form 1613 columns as follows: NATURE OF ACTION: Enter appropriate enlisted grade or officer grade and component
E f FECTIVE DATES: Enter "AGR" and the members AGR tour stad date and end date

ACTIVE DUTY: Enter ONLY the dates the member supported 03s SEPARATION: If the member was TDY during this period of service, enter the following, "Period of duty in support of OPERATION JUMP START - TDY location (enter TDY location)". If member was not TDY during this period, enter "Period of duty in support of OPERATION JUMP START - Home Station". AUTHENTICATION: Commanders signature (or designee) required in this block to validate period of service. This form will be maintained in section 4 of the member's UPRG until the member receives their next DD Form 214, at which time the service will be annotated in the remarks section of the members DD Form 214 as follows: "Member served in support of OPERATION JUMP START from (inclusive dates)." If member was TDY during the period of service, indicate the TDY location directly following the inclusive dates. Upon completion of the DD Form 214, the AF Form 1613 may be destroyed.
ANG TECHNICIANS: Qual Status Technician members may be ordered to Active Duty IAW 32 USC 502(f)(2) (ADSW) IAW current operational plans. However, they are required to be in an appropriate leave status, annual leave; leave without pay; compensatory leave or military leave (formerly referred to as law enforcement leave) for the duration of the active duty period. Technicians may only supporl OJS in a technician status if both of the following conditions are met:

I. The mission destination is within commuting distance of the member's permanently assigned unit. 2. If duties are the same duties the technician performs on a day to day basis as a technician, then the technician may perform these duties in a technician status in lieu of active duty status, for example, pilot, aircraft mechanic, vehicle mechanic, etc.

For Traditional Guardsmen and Technicians who will sewe in a military status, active duty (Title 32) orders and travel orders can be combined on one order for personnel who will be TDY IS0 OJS in the AOR (Texas, Arizona, New Mexico, California). They must have a TDY order to travel (CED orders will NOT be published for this operation).

Unit Orders Specialists will generate the order and send a copy of the order(s) to the MSF for update in MilPDS utilizing the EDR (Emergency Disaster Response) transaction. The EDR NAMEJCode for OJS is "AD" (Jump Start-SW Border).

Unit Orders Specialists will generate a Home-station order for personnel
supporting personnel deploying. Please note that the current IAOS order system only gives you the capability to select Title 10-ADSW for the order. Since this is a system glitch, you must ensure that the remarks section states that the "Airman is performing duty in support of Operation Jump Start (OJS) in a Title 32 status."

As with the hurricane operations of 2005, EDR update instnrctions will be coordinated between AFPC and NGBIAI PR and sent to all MSF's ASAP. We are currently working with Air Staff and AFPC to acquire additional Resewe Active Duty Reasons in MilPOS to utilize for this and any future type operation with ANG involvement (T32 ADSWIFTNGD, AT, ST, AGR, SAD, etc.).
Please ensure that units are updating the duty status of all ANG personnel supporting the relief effort on 32 USC 502(f)(2) in Duty Status Code "64" for deploying personnel to the supported area and "73"for personnel supporting OJS at home station.
The current LO1 calls for the establishment of a Central Site PERSCO Team to to support the four states and nine Customs and Border Patrol (CBP) sectors. This will no longer applicable since there will not be levy of the plan. However, PERSCO members may be deployed into the four Supported States JTFs (Texas, Arizona, New Mexico and California) for tracking and accountability reporting of personnel in the sectors to the JTF and NGBJAl . As this is finalized, we will follow-up on subsequent personnel guidance memorandums. All orders will be published for validated 035 mission lengths as directed by proper authority. Upon completion of OJS mission, the member will be released from active duty immediately following out-processing and utilization of accrued leave (if applicable).

Members must use or sell back all accrued leave prior to expiration of their orders. Orders will not be extended for members to take leave, or to complete outprocessing actions.

OJS is NOT a contingency operation. Members on 32 USC 502(f)(2) orders IS0 OJS are not entitled to contingency benefits related to the GWOT.

DEERSIRAPIDSFRICAREICOMMON ACCESS CARDS:

Members being placed on orders for a period of 31 days or more should ensure that orders are provided to DEERSIMPIDS users to be updated in the DEERSlRAPlDS system for TRl CARE eligibility.

Special TRICARE benefits associated with contingency operations DO NOT apply for this operation.
Prior to departure, members should ensure that they are in receipt of a valid Common Access Card (CAC). For purposes of a timely reporting, members will not be required to be issued new CAC's reflecting 'Air Force' only, CACs reflecting a 'Guard' status are valid. While it is important for members to have valid CAC cards, we do not want to delay mission accomplishment for the sole purpose of issuing cards. At a minimum, you must ensure that all members are enrolled in DEERS and have valid orders in hand prior to deploying.

DD FORM 2114s:

DD form 214s will be accomplished for all members IS0 OJS for 31 days or more (except permanent full time AGRs). Reference AFI 36-3209 for additional information. Ensure Block 18 contains the statement: "Served (Day Month Year) to (DayMonth Year) in support of OPERATION JUMP START (0JS)"(Insert appropriate dates). Indicate if member deployed or did not deploy Z the AOR (California, New Mexico, o Arizona, Texas only).

ClVlLlAN EMPLOYMENT INFORMATION PROGRAM:

In March 2003, the Under Secretary of Defense for Personnel and Readiness signed a memo directing all Reserve Components to collect Civilian Employment Information (CIE) for every member. Unit commanders will ensure that airmen enter and validate personal CEI information through the Resewe Component Employer Web Site at https:llww.dmdc.osd.miilGuard-Resewe Portal. As a minimum, every airman will inputlupdatelverify required information prior to deployment.
