Pakistan Bureau of Statistics
The Pakistan Bureau of Statistics, also known as PBS is a Government of Pakistan's major and executive and federal department charged with the national statistical services and to provide solid and comprehensive statistical research. The PBS is one of the departments of the Statistics Division of the Ministry of Economic Affairs and Statistics of Pakistan. The department assists and encourages informed decision-making, research and discussion within governments and the community, by providing a high quality, objective and responsive national statistical service. PBS compiles statistics from many sources and produces global updates, including the Statistical Yearbook, Pakistan Statistics Handbook and yearbooks in specialized fields of statistics. It creates statistics on the economy, the government, trade and other fields. It also operates the census for the country.[1]

History
Pakistan inherited a decentralized statistical system at the time of independence in 1947, which mainly produced data as a by-product of administrative functions of the Government. It consisted of statistical cells varying in strength, technical competence and skills in different departments of the Government with no agency to coordinate their activities. Realizing the shortcomings of the system, Pakistan Government on the recommendations of the Statistical Reorganization Committee, established a Central Statistical Office (CSO) in 1950 as an Attached Department of the Economic Affairs Division to coordinate the statistical activities of the country and to meet its growing data needs. Because of the increased emphasis on development planning and demand for statistical data, the Planning Commission being the principal user of the statistical data also recommended the expansion of statistical activities of CSO which resulted in the establishment of Provincial Bureaus of Statistics under the recommendations of IBRD Mission in the two Provinces of Pakistan, West Pakistan and East Pakistan. Consequently, Bureau of Statistics was established in October, 1957 in the Power, Irrigation & Development Department of the Government of West Pakistan to act as a continuing source of statistical data for the provincial departments (by collecting statistics from subject-matter Departments or by conducting new censuses and surveys), to improve provincial statistics through evaluation and standardization of collection, estimation and tabulation procedures and to disseminate statistical information through a publication programme. It was made a part of the Planning and Development Department on

31st January, 1959. It was declared an Attached Department of the Planning & Development Department on 1st July, 1973. After Partition and independence of Pakistan, Central Statistical Office (CSO) was set up by the Government of Pakistan, led by Premier Liaquat Ali Khan, in 1950 as an attached department of Economic Affairs Division. Since then statistical system was reviewed from time to time by both local and foreign consultants. In 1972, on the recommendation of IBRD Mission, Prime minister Zulfikar Ali Bhutto upgraded Central Statistical Office (CSO) to a full-fledged Statistics Division. The Bureau was re-organized in 1981 and its technical wing (the then CSO) was converted into Federal Bureau of Statistics (FBS) as one of its attached departments. Former Finance Minister of Pakistan dr. Mahbub ul Haq took revolutionary steps to re-organized the Bureau. In 2003, a team of Pakistani statisticians and mathematicians met the officials of Government of Pakistan where they had urged the government to established the Separate Division to mathematically modeled the country's economy. The following years, the Statistics Division was established under the technical direction of Scientist Emeritus of PAEC, dr. Asghar Qadir. As of today, Asif Bajwa is the current secretary-general of the Statistics Division. And, Minister responsible for the Division is Dr. Abdul Hafeez Shaikh, Finance Minister of Pakistan.

Mission
Pakistan Bureau of Statistics is committed to provide accurate, reliable, timely, comprehensive and user-friendly information to public, private, national and international organizations. PBS will undertake research, up-to-date its technical knowledge and adopt improved methodologies and new technologies for meeting the future demand of potential users.

Functions
The Bureau of Statistics, Punjab performs the following main functions:

To build a sound and effective provincial statistical programme and keep it under constant review to meet the provincial requirements within the framework of national statistical system To review, coordinate and clear statistical development and budgetary proposals of Provincial Statistical Cells To adopt and follow National Statistical Standards and procedures in collection, tabulations and presentation of various statistical series To identify and eliminate duplication in provincial statistics To formulate provincial policies regarding adoption of national recommendations for collection of statistics To act as liaison between Federal and Provincial Governments and statistical matters and to serve as a Secretariat for the Provincial Statistical Council

To extend technical guidance and assistance to other Provincial Statistical Cells when required with reference to their technical problems in designing, conducting censuses and surveys, processing of data and preparing their reports To prepare basic socio-economic indicators of the province To prepare and issue statistical publications to disseminate statistical information To prepare and maintain up to date frame for conducting censuses and surveys To act as Provincial Electronic Data Processing Agency for various Provincial Departments

Introduction
Collection, compilation and dissemination of data on various socio-economic sectors is the primary function of PBS. These data are collected from primary and Secondary Sources. The primary data are collected through different surveys such as Labour Force Survey (LFS), Household Integrated Economic Survey (HIES), Pakistan Integrated Household Survey (PIHS), Pakistan Demographic Survey (PDS) etc. Secondary data such as Foreign Trade Statistics, Industrial Statistics, Transport and Communication Statistics, social statistics, agriculture Statistics, Environment statistics etc. are collected from the records of concerned Ministries/Departments. Demand for data is increasing tremendously and that too in computer readable form on computer tapes/diskettes etc. Such demands are made mainly by various Government/Semi-Govt., Non Government Organization (NGOs), Research Institutions, and Universities etc. within and outside the country. The previous policy adopted by PBS for data supply was that aggregate level data (tabulation) was provided to the users free of charges and this practice will continue. However special tabulation in the required computer readable format would be supplied to users on demand, with charges to be deposited in the government treasury. In case of demand for the sensitive information /data, the same may be supplied with the prior approval of the Federal Statistics Authority i.e. Secretary, Statistics Division. In this age of information technology, the researchers/user are extending their demands for data at micro level. Consequently PBS has revised its data dissemination policy as under.

To maintain the confidentiality of statistical data, the micro level data may be supplied on tapes/diskettes after removing the micro-level identification only after publication of report.

Terms and Conditions for Data User/Researcher
a. The user shall provide an undertaking that the data collected from PBS will not be supplied to any other person/organization either free of cost or on payment. b. The user shall acknowledge the source of data and supply copies of the research work/articles (published/unpublished) to PBS.

Confidentiality of Information
It will be ensured that the statistics supplied will not disclose in any way the identity and state of affairs of any individual, firm or institution in strict compliance of the General Statistics Act, 1975.

Cost of Data
a. Data collection, compilation and its processing involve huge cost. Therefore, it has been decided that the data users (other than government agencies) must share the cost of data. The charges of data to be recovered from users are given in the following schedule. The amount will be deposited in the Government treasury by the user and a copy of the challan/receipt will be provided to PBS. The user will also supply diskettes/magnetic tapes etc. to PBS for collecting the data. b. A user in the foreign country may remit the charges as per schedule given hereinafter. Agriculture Statistics
Introduction
Agriculture constitutes the largest sector of our economy. Majority of the population, directly or indirectly, dependent on this sector. It contributes about 24 percent of Gross Domestic Product (GDP) and accounts for half of employed labour force and is the largest source of foreign exchange earnings. It feeds whole rural and urban population. Realizing its importance, planners and policy makers are always keen to have reliable area and production statistics of agricultural crops well in time. Policy makers primarily need accurate and timely statistics for the important crops such as wheat, cotton, rice, sugarcane, maize etc. However, in recent years, due to persistent hikes in the prices of essential commodities like pulses, onions, potatoes, chillies and tomatoes these crops have also gained in economic importance.

Energy & Mining Statistics
INTRODUCTION
Energy and Mining Statistics Section was established in early seventies in order to cover the activities of energy and mining sectors. In energy sector the electricity generation data from all the public and private enterprises including Independent Power Projects (IPPs) are collected, integrated and then supplied for PBS Publications and to other National and International agencies. The Mineral Production data for all the minerals is collected from Provincial Directorates of Mineral Development (DMD) and the data for crude oil and natural gas is collected from Ministry of Petroleum. Then the data is integrated and supplied for PBS Publication and to other National and International agencies. Moreover, census of Electricity Establishments and Census of Mining and Quarrying are also being conducted on regular basis. The last report published for both the censuses was in 2005-06.

A) Electricity
Monthly electricity generation data are collected from public undertaking (WAPDA, KESC, KANUPP, and CHASNUPP & PAKISTAN STEEL) and private under-takings (KAPCO & HUBCO) and other about 20 Independent Power Projects (IPP) etc. Annual and monthly data is being published in PBS Publications and also supplied to various National and International agencies. Three series of indices of electricity generation have been computed by taking 1975-76, 1980-81 and 1999-2000 as base, using the following Laspayer’s formula. I =q1/q0x 100

Where I is the index,q1 is the generation for the current year, and q0 is the generation for base year. Now the indices with the base 2005-06 are being developed.

B) Mining
Monthly Mineral production data in respect of four provinces is received from provincial Directorate of Mines and Mineral Development, Pakistan Mineral Development Corporation and Directorate General of Petroleum Concessions, Ministry of Petroleum and Natural Resources. This monthly data is then aggregated to form the annual figure. Thereafter, Monthly and Yearly mineral production data in respect of 45 selected mineral items is also published and supplied to various National and International agencies. Pakistan Bureau of Statistics has been computing annual series of Quantum Indices of Mining Production based on weights derived from census value added of mining sector, which was designed to measure changes in physical out-put of mining indices. Three series of Mining indices, have so far been computed by taking 1975-76, 1980-81 and 1999-2000 as base using the same Laspayer’s formula. Now the work on the development of indices with the base 2005-06 is in progress.

Censuses/Surveys

I) Census of mining and quarrying

Census of Mining and Quarrying is one of the regular activities of Energy &Mining Section. The first census was conducted in 1962-63 and so far 23 reports have been completed which covers the data for all minerals at National and Provincial levels. The last census was conducted in 2005-06. The main objective of the census was to collect statistical data for deriving GDP estimates of Mining Sector. II) CENSUS OF ELECTRICITY OF ESTABLISHMENTS Census of electricity of establishments is also one of the regular activities of E.M. Section since 1962-63 and about 27 reports have been published so far. The report is being prepared with the help of WAPDA, KESC, IPPs and captive units. The last census was conducted in 2004-05. The main objective of the census is to derive value addition of electricity sub sector in the national economy.
