Driving Revenue by Demonstrating Program Effectiveness: Created innovative combination of engineering and
econometrics methodologies to measure end-use consumption reductions across consumer base tied to utility’s
promotional initiatives; this technology leveled the playing field between the utility and its regulators and led to the
Public Utility Commission’s awarding a general rate increase of $250M.

Complex Project Management & Profit Generation: Directed project controls team managing US Chemical
Stockpile Demilitarization Program requiring destruction of weapons stored in loaded munitions and bulk containers
within unique facilities each requiring site-specific engineering designs. Project required frequent design modifications
and hundreds of change orders (complying with Federal Acquisition Requirements) and grew from $60M to $300M
and from a 6 to a 19 year scope providing a continuous stream of profitable company revenue.

New Technology Market Assessment: Developed computerized models analyzing market penetration, forecasting
profitability and assessing risks of introducing solar/gas water heating for residential use. Investigated key issues
involving construction industry, consumer acceptance, economics, government’s role, and associated risks. Analysis
provided foresight to avoid financial pitfalls and make informed decision regarding new business viability.

PRINCIPAL PROJECT CONTROL MANAGER
Managed budgets, funding and schedules on projects in Alaska ranging in scope from $50M to $75M. Developed and trained
staff to perform earned value analyses in accordance with work breakdown structures and scope. Implemented integration of
schedule and cost information to calculate progress. Managed preparation of funding requests to Client and approved
invoices. Projects managed include:

 WRD Progress and Cost Reporting System – Initiated and led development of a system to streamline Client’s
management of their program costs
 Liberty Rig Demobilization and Removal – Removal of the Liberty Rig from the Satellite Drilling Island (SDI) because
reviews disclosed shortcomings which would limit the Rig from achieving extended reach drilling success
 AF&G Program – Upgrading known issues with the Safety, Control, and Automation and Fire & Gas Systems for the North
Slope facilities to ensure compliance with Federal and Alaska regulations and BP standards
 Liberty Project – Expansion of existing Endicott SDI pad with the addition of facilities, pipelines, and wells required for
production of oil from the Liberty Reservoir
 GC2 Solids Disposal – Design and installation of module to remove solids from oil to improve quality and increase

Managed and mentored cost engineering staffs on chemical weapons demilitarization programs. Directed cost analyses and
production of reports monitoring budgets, funding, expenditures, progress, schedule milestones and earned value.
Reviewed and approved subcontractor and Company invoices averaging over $2M per month to ensure compliance with
Federal Acquisition Requirements and avoid billing disputes, thus maintaining a stable cash flow.
Supervised and coordinated preparation of change orders covering design, procurement, and construction costs thereby
increasing total contract values on three programs, growing CSDP Project from $60M to $300M. Maintained data bases

Hyperion Waste Water Treatment Plant – Reviewed and approved weekly labor charges for Parsons, Montgomery
Engineering, and subcontractors. Improved assembly and timely submittal of joint venture invoices to the City of Los Angeles
thus maintaining cash flow stability.

STAFF COST ENGINEER
Represented ARCO at contractor’s home office. Analyzed budgets, funding requirements, costs, and forecasts for Prudhoe
Bay facilities, pipelines, and drill sites. Controlled budgets and forecast expenditures totaling over $370M.

SOUTHERN CALIFORNIA GAS COMPANY, Los Angeles, CA 1975 – 1981
PROGRAM ANALYSIS & FORECASTING SUPERVISOR (1978-1981)
Created innovative methodology that combined engineering and econometrics to measure the effectiveness of energy
conservation programs at the end-use level. Built team that used this system to demonstrate effectiveness of Southern
California Gas Company’s programs. Results of analysis secured approval of $250M rate case by California Public Utilities
Commission, thus increasing SCGC revenues while avoiding financial penalties to the company and its stockholders.

PROJECT ENGINEER (1975-1977)
Led development of computerized programs analyzing profitability and risks of alternative investments involving solar
assisted gas energy (Project SAGE) and fuel cells. These models evaluated market penetration of various business
arrangements (retail sale of equipment, leasing, energy service) by offering an alternative to natural gas as a sole energy
source. Results of these studies allowed the Gas Company to minimize risks in new ventures.
