EMPLOYMENT HISTORY (15 Years): April 2008 to Present Aurora-LLC a" Jeddah, Saudi Arabia Prime Contractor-Construction Project Manager a" Overall P&L responsibility for the construction of the New US Consulate Compound (NCC), Jeddah, Saudi Arabia fo r the US Department of State, Overseas Building Organization (OBO). Project invo lves the design/build (EPC) construction of 12 FE/BR reinforced concrete buildin gs over a 28 month period. Estimated value $122mil. November 2006 to March 2008 Self employed a" Red Hook, NY. Provided consulting services to firms providing Construction and Facilities Oper ation and Maintenance services, as a subject matter expert. Specific focus was o n government claims, technical/cost proposals, project phase-in management and e arly construction. Completed an assignment to Phase-in the Camp Lemonier BOS Con tact, Djibouti, East Africa and provided technical proposal support for CONCAP a nd DOS construction projects in Djibouti and S. Sudan. Both proposals were winne rs. After winning the S. Sudan project, I contracted to phasea"in and complete s ite-development, utilities and concrete works through the slab on-grade on the p roject. October 2005 to October 2006 PAE Government Services, Inc. a" Kabul, Afghanistan Project Manager - Leadership role with full profit and loss responsibility for t he management of the US Embassy Utilities Operation & Maintenance Contract in Ka bul Afghanistan. Utilities include a 4.8 MW Diesel Power Generation Plant, Water /Wastewater Treatment Plants, HVAC Systems including Chillers and Boilers, Fire Protection Systems and Elevators. This facility required cleared American Trades personnel; TCN trades personnel and host nation personnel in training. During t he startup of this project (first 3 months) I wrote and implemented a complete R eliability Centered Maintenance/Performance Inspection & Testing Program for cri tical facilities, systems and equipment. This project is a Firm Fixed Price/Awar d Fee/IDIQ Contract with a value of $4.6 mil per year. Performance metrics inclu de an overall aexcellenta rating and margins of 27% (12% over budget). (Continued) May, 2001 to March, 2004 Kellogg Brown & Root (KBR)/ACSS a" Ft. Knox, KY Sr. Project General Manager a" Leadership role with full profit and loss respons ibility for the management/direction of all project operational functions. Opera tions include Supply, Transportation, Facilities O&M and Material Maintenance (m aintenance and repair of Ft. Knox tactical and engineering equipment including t racked, wheeled and heavy equipment). Administrative responsibilities include fi nancial reporting and cost controls; project controls; human resources; IT; procurement; contracts and subcontracts administration; saf ety & health; environmental; and quality activities related to the Directorate o f Base Operations Services Contract (DBOS) A-76. This project is a Cost Plus Fix ed Fee/Award Fee (CPFF/AF)/IDIQ (IJO) Contract with a value of $21mil per year. Projected revenues for 2004 were in excess of $40mil. 2003 profits were 14.3% ov er projected levels. Project staff consisted of 35 exempt employees. Project wor k force consisted of 211 SCA employees and 198 subcontractor employees. Accomplishments: Upon arrival at Ft. Knox, the project was failing with poor man agement support to our customer and the work force. Leadership at all levels was practically non-existent. Quarterly Award Fees were low with a return of only 3 .21% of the Award Fee pool. Safety Recordable Rates were extremely high at about 8.25. On my departure, Award Fees were running at 70 to 75% with the potential of hitting 100% of the pool within the next few Quarters. The Safety Recordable Rate was d own to 0.58 at the end of Feb. a04. Also during this period, my team and I lead the project to ISO 9002 -2000 (Quality), ISO 14001-1994 (Environmental) and OHSAS 18001-1999 (Health & S afety) Certifications. According to QMI (the ISO auditors), this was the first time any project/organization received al l three Certifications during one audit. Brown and Root Services Pioneer (BRSP) a" Johnson Space Center (JSC), Houston, T X. Sr. Project General Manager a" Duties were the same as indicated above, however, this project did not include a Material Maintenance Division and was a Firm Fix ed Price (FFP) IDIQ contract with average revenues of $40mil per year. Project s taff consisted of 30 exempt employees. Project work force consisted of 265 union and SCA employees and 203 subcontractor employees. From May 7th 2001 until 31 March 2002 (project completion), I was able to recoup $3.3mil through VIQ claims, collecting unbilled IDIQ $$as and through the elimi nation of a purchasing/supply subcontractor and self-performing. Also during the period that I managed the JSC project. Accomplishments: I lead the project to ISO 9001-2000 (Quality) certification, IS O 14000-1994 re-certification (Environmental) and OSHA VPP Star certification. Burns and Roe Services Corporation (BRSC) a" U.S. Naval Base, Guantanamo Bay, Cu ba. Program Director a" Leadership role with responsibilities including full autonom y to manage/ direct all administrative and operations activities relative to mul tiple O&M and construction projects on behalf of BRSC at U.S. Naval Base, Guanta namo Bay, Cuba. The BRSC/GTMO staff consisted of up to 34 U.S. Expatriates and a workforce of up to 510 TCNas including Filipinos, Indians, Thaias, Jamaicans an d Cuban Exiles. Specific responsibilities included customer relations, contracts /subcontracts administration, business administration, marketing (within the Car ibbean Region), finance administration, procurement, supply and warehousing, eng ineering and estimating, quality control, safety and profit/loss on all projects . Revenues ranged from $4mil in 1994 to $34.6mil in 1999 with a projection of $1 8mil. in 2000. Margins ranged from 8-12 O&M Projects included: 1. Housing Maintenance Services including PMas, repairs and Change of Occupancy Maintenance (COMas) for up to 1200 homes. This contract was later expanded to in clude operation of all Base Batchelor Officer Quarters (BOQas) and Batchelor Enl isted Quarters (BEQs) during the last 18 months of the contract. (Continued) 2. HVAC and Refrigeration Equipment Maintenance Services including PMas, repairs and replacements for all Base Facilities up to 160 tons. This contract was late r expanded to include all facilities maintenance and repair during the last 18 m onths of the contract. 3. Operation and Maintenance of the Base Desal/Power Plants including PMas, repa irs and replacement for two (2) 7.5MEG steam turbine generators, four (4) steam boilers, two (2) 1MGPD multiple stage flash evaporators with twelve (12) 1-2.5MEG diesel generators and increasing the size of an existi ng 600KGPD seawater reverse osmosis plant with a 400KGPD plant, a new seawater i ntake and associated systems/equipment/components. 4. Miscellaneous Repairs and Minor Construction (MRC) for all Base Facilities. 5. Job Order Contract (JOC), providing modification, alteration and small projec t services. 6. Three large Fuels projects to renovate existing POL tanks, equipment and line s totaling over $2mil. 2. An $800K asbestos abatement project at the Base Power Plant. 3. A $1mil. Mechanical renovation of the Deer Point BEQ (170 rooms). 4. A $2.5mil mechanical renovation at the Base Hospital. 5. A $1.7mil renovation of the Base Hospital ORas and ERas. 6. A $3.1mil EPCM project for a 400GPD addition to the Base Seawater RO. 7. A $15.4mil EPCM conversion of the Base Power Plant from steam turbine to dies el power generation. 8. A $8.1mil construction and renovation project for Royal Caribbean Cruise Line s (RCCL) at their facility in Labadee, Haiti It should be noted that with exception to O&M projects 1 and 3, all of the above listed contracts were proposed/bid on a Firm Fixed Price (FFP) competitive basi s by the GTMO Team without support from the Corporate Marketing/Proposals Group. O&M project 1 predated my arrival at GTMO. O&M project 3 was a joint effort of TEAM GTMO and the Corporate Marketing/Proposals Group.
