COLLECT REQUIREMENTS Business Requirements    

Tools Used. Meeting with Client. Requirements Promotion of economic development, business activity and tourism. Exploit the unique and un-paralleled environmental opportunities of Gwadar for establishing Adventure-and-Theme Park of international standards for all-weather

recreation for all-ages groups.  Create a state-of-the-art and all-weather top-quality recreational facility, for allages groups, of international standard through a combined blend of ground, water and aerial sports, with an average capacity of 5000 guests per day initially with growth potential for up to 10,000 guests per day.  Core services of the proposed project would be “selling time on amusement rides and other activities” and secondly “sales of food, beverage, souvenirs and other items”. The project is to be conceptualized and designed in a way that it caters to a variety of customer segments and ages groups. This calls for developing the project as an Adventure-cum-Theme Park (in accordance with modern concept of joy-rides and adventure sports blended with Pakistan culture and heritage) rather than a standard amusement park; preferably in alliance with an existing high quality international operator. Thus, themed attractions would cater for the entire family as a unit right from grandparents, parents, teenagers to young children.  Attracting foreign tourists, opening new vistas of positive-engagement for the youth and economic activities in hitherto un-explored Amusement Parks and Adventure Sports Industry.  Seize the market opportunity in the sense of entertainment provider and be the leading shareholder in the coming five years in the emerging entertainment industry in Pakistan.  Attract various investors and help develop the concept of entrepreneur in related to Tourism Industry. and enjoy in all-weather conditions.  The most current products and industry standards should be included in the

park’s design.   Different components and facilities in park must also be functionally designed in a way that these are maintenance-friendly for the maintenance staff.  Different components shall be designed to offer the greatest play / adventure value possible within the budgetary constraints and physical restrictions of the site.  The play / adventure experience should challenge the users by addressing their physical, social and mental development while providing entertainment.  The play environment shall be safe, durable, vandal-resistant and require minimal maintenance.  Different components, facilities and equipment shall meet current requirements of quality, safety, environmental-protection with corresponding ease of functionality.  The MIS component of the park should give maximum visibility for quick decisionmaking while exploiting the full benefits of individual components. Requirements Since project will be undertaken on hitherto un-used tracts of land (for joy rides) and beach (for water sports), hence transition requirements are negligible as almost all the components are required to be constructed anew. Therefore, all such provisions, in terms of accessibility, safety, environmental management etc, which in foreseeable future may necessitate transition, must be catered for from

the beginning.  Furthermore, training requirement of local manpower which is required to be employed on different components and rides later must also be catered for from the outset. These should be disturbed as least as possible.  Reduce the disturbance to environmental impact as least as possible.

risks and creates safer working environments.  In addition, Safety standards of following international organizations will be adhered to for respective areas: “Amusement Ride Safety Regulations and Standards” as set by International Association of Amusement Parks and Attractions (IAAPA).  “Safety Regulations” as set by Water Sports Industry Association.  “Standard Practice for Special Requirements for Aerial Adventure Courses” as set by American Society for Testing and Materials (ASTM) International.

PROJECT SCOPE STATEMENT

Project Scope Description “To construct and develop Pakistan Adventure Park at Gwadar, by meeting the requirements of the Business Plan and Project Charter, completing it in approximate three years (after commencement of work), at an estimated cost of US $ 4,150,037/-. The project will be composite in nature to include all three components of sports (ground, water and aerial sports), to be completed in 3-Phases in a manner that: Phase-1; comprising Amusement Park (12 Rides) and Water Sports (12 Sports).  Phase-2; comprising Aerial Sports (6 Sports) and Theme Park (Mini Pakistan and Baluchistan Heritage).  Phase-3; comprising a food court of international standard and 18-Holes Golf Course.” Acceptance Criteria Project acceptance is contingent upon meeting the national / international standards of following: National Level  Planning Commission.  National and Provincial Ministry of Tourism.  NESPAK.  PEC.  Gwadar Development Authority.  CAA.  Pakistan Maritime Agency.  International Level  The International Organization for Standardization (ISO).  International Water Sports Industry Association (IWSIA).  American Society for Testing and Materials (ASTM) International.  International Association of Amusement Parks and Attractions (IAAPA).

Project Exclusion  Acquisition of the land.  Litigation aspects.  Operations after successful test-runs and handing over of the Project. Constraints  Timeline - The project is to be completed in 3 years i.e. between 4 Jun 2017 (the projected date of the approval of plan by the Client) and 7 May 2020.  Resource Availability - The Project Management Organization will secure necessary resources for the project.  Funding - The allocated budget has to be respected. Assumptions  Prerequisites  Acquisition of land.  Availability / approval of construction permit.  Being a design build project, the park design has been completed by architects and engineers under the supervision of Planning Commission.  Approval for the construction of sheds at the Gwadar Airport and Port for reception and storage of imported equipment / joy rides (process of justin-time delivery and logistics will though be followed).  Resources  Availability of suitable composed composite construction teams; comprising appropriate number of workers and engineers at the time and for the period scheduled.  Availability of required construction materials and equipment in the desired quantities at the required time.

 Availability of experienced construction engineers and sub-contractors (in park construction and development) at the site as per the time requirement.  Environmental  No industrial action will be taken that will affect the project concerning orders, warehouse reception and stock management.  All contentious issues will be settled mutually in the best interest of client and any technical requirement.  Budgetary  Financial independence while remaining within the Allocated budget.  Data and statistics used in preparing the estimates are the most recent available and accurate.  Functionality  The scope of the project is limited to that described in the project scope statement and charter.  In case of any need of change arising, formal charter and scope change procedures will be followed.  Communication. Prompt reporting of any delay / delay related aspect to project management.
