he ninth annual QS World University
Rankings arrive at a time of seismic
change in global higher education.
The boom in international study continues
to reconfgure the landscape, with well over
3.5 million students currently taking degrees
abroad. The central importance of human
capital to 21st century economies is underlined
by a global drive to expand the proportion of
university graduates, while the competition
to innovate through R&D intensifes every
year. And as government budgets are squeezed
in the aftermath of the recession, in many
countries students and parents are being made
to contribute ever more to the cost of funding
this expansion.
All of these changes and many more besides
mean that a reliable, trusted and rigorous
way of comparing universities worldwide has
become indispensible. This year’s QS World
University Rankings draw on record survey
responses from over 46,000 academics and
25,000 graduate employers, the largest ever
snapshot of expert global opinion on compara-
tive university performance.
As in previous years this information is
counterbalanced by citations data sourced
from Scopus, the world’s most comprehensive
database of research citations. The rankings also
incorporate fgures on student/faculty ratios
and international students and faculty, collected
and verifed by a multilingual team of analysts
working within QS Intelligence Unit.
As the need for greater and more nuanced
information increases, QS has continued to
adapt. Rather than cramming a greater num-
ber of indicators into a single ranking table
– which in our view simply creates a mess –
since 2009 QS has introduced a series of more
targeted exercises: QS University Rankings:
Asia; QS University Rankings: Latin America;
QS World University Rankings by Subject; QS
Best Student Cities; QS 50 Under 50; and QS
Stars, a new, comprehensive university rating
system.
Yet despite this innovation, the QS World
University Rankings remain the centerpiece of
our research output. Though no ranking pro-
vides a magic answer for everyone, QS World
University Rankings are a valuable reference
tool for millions of students worldwide, and
bring vital comparative information into the
public domain. We are confdent that this year’s
rankings provide the most detailed yet source
of information in areas of central importance
to students and parents: research, employability,
teaching and internationalization.

New-look rankings show
the unstoppable rise of
student mobility
MIT overtakes Cambridge and Harvard, as leading universities report a
remarkable surge in international student numbers. ByJohn O’Leary

rankings show
an extraordinary
rise of almost
10 per cent in
international
student numbers
at the top 100
universities.

his year’s QS World University Rankings
are notable not only for the changes in
standing of individual institutions, but for what
they say about the increasingly international
nature of higher education at the top level.
Global student mobility is on a seemingly
unstoppable rise, with those seeking an overseas
education targeting the leading universities.
Even after considerable growth in recent years,
the latest rankings show an extraordinary rise
of almost 10% in international student numbers
at the top 100 universities.
As a result, even those universities recording
a modest increase, or simply maintaining their
previous recruitment, are being overtaken on
this measure. Cambridge, for example, has seen
a signifcant increase in international students,
but has dropped fve places in this measure,
contributing to its fall from frst to second
place in the overall ranking.
The Massachusetts Institute of Technology
(MIT) is the new leader, overtaking both Cam-
bridge and Harvard to top the institutional table
for the frst time. The signs of MIT’s rise were
visible in the subject rankings published by QS
in June, when it topped 11 of the 28 tables.
MIT has attracted attention over the past
year mainly for its development
of massively open online
courses (MOOCs), which
it pioneered. The MITx
project has been launched
to make more courses available
globally and the university is one
of the lead players in a collaboration
with other US and overseas institu-
tions. Recent months have also seen the
announcement that Susan Hockfeld, the
President, would be stepping down and the
remarkably speedy appointment of Rafael
Reif, the Provost, to succeed her.
MIT would have been higher in previous
years were it not for a relatively low propor-
tion of international faculty. A sharp rise in
this measure is the biggest factor behind its
rise to overtake both Harvard and Cambridge
and take top place. Although it is still not in
the top 100 for the proportion of foreign
academics, the increase was
enough for
its consist-
ently strong
showing in other
measures to capture
frst place.
Harvard, in third place,
remains the favourite of
both academics and employ-
ers, who responded in record
numbers to QS polling this year.
It also tops four of the fve broad
faculty rankings published today.
Overall, the institutional ranking is more
stable than it has ever been. There is only one
new entrant to the top 20 – the University of
Toronto. The average movement in the top 100
is 4.6 places, while in the top 200 the average
is 9.1.
Universities from the United States continue
to dominate, although four of the top six are
from the UK this year. US institutions occupy
the remaining six places in the top ten, plus 13
of the top 20 and 31 of the top 100 – the same
numbers as last year.
The UK is again the next most successful
country, although it has lost one university
from the top 20, one from the top 100 and one
from the top 200. Its four universities in the
top ten and 18 in the top 100 show a system
continuing to punch well above its weight.
Leading universities in other countries ex-
perience mixed fortunes. Canada, for example,
has two universities in the top 20 for the frst
time since the QS World University Rankings
were launched in 2004, with both Toronto and
McGill among that elite group. The University
of British Columbia has also joined the top 50,
but several other universities have slipped down
the ranking.
Switzerland is another country with reason
to celebrate, as two of its small cadre of uni-
versities feature in the top 30. ETH Zurich,
at 13th, is easily the highest-placed university
in continental Europe, while EPFL Lausanne
is the only other continental institution in the
top 30.
There is little good news for the rest of
Europe, although France has two institutions
– ENS Paris and the École Polytechnique, also
in Paris - in the top 50. The mergers of several
institutions in and around Paris may improve
matters in future years.

Some countries that have invested in the
promotion of world-class universities are yet
to see an impact on their results in the QS
rankings, however. Germany, which recently
announced a second round of its Excellence
Initiative, has no universities in the top 50,
while the top six universities in Japan have all
dropped marginally.
In China, however, seven of the top ten
universities have gone up, and both Peking and
Tsinghua universities remain in the top 50.
Hong Kong also has three universities in the
top 40, including Hong Kong University
of Science and Technology, the
youngest institution in the
top 150.
South Korea is another Asian country to see
its universities fourish, with three in the top
100. Seoul National University has moved into
the top 40, while the Korea Advanced Institute
of Science and Technology has registered the
biggest rise in the top 100.
Australia again has more universities in the
top 100 than any country outside the US and
UK, although the total is down from eight to
seven. Japan has six universities in
the top 100 and the Nether-
lands four.
The new rankings also see the
emergence of Latin American uni-
versities, albeit not yet in the higher
positions. Sao Paulo University is up
30 places and into the top 150, where
it is joined by UNAM, of Mexico City.
A dozen feature in the top 400 – much
the highest total since the QS rankings
began.
Some Middle Eastern universities are also
making their mark, particularly those in Saudi
Arabia, where King Saud University is in the
top 200 and King Fahd University of Petro-
leum and Minerals is only eight places outside
it. Eleven Middle Eastern countries are repre-
sented at some level in the ranking.
African universities remain largely absent,
however. The University of Cape Town is by
far the highest-placed, just outside the top 150.
When the individual placings have been
digested, experts are likely to see the new edi-
tion of the rankings as confrming the growing
mobility of both academics and (especially)
students. Inevitably, the demand for places is
strongest at the leading universities, while the
fnancial constraints on higher education institu-
tions around the world mean that there is also
intense competition for the best candidates.

T
he cornerstone of QS World University
Rankings is its distinctive surveys of the
world’s academics and graduate recruiters,
expanded this year to encompass the views of
some 70,000 respondents. While some may
conjecture that blending ‘objective’ data with
‘opinion’ is risky, there are three major reasons
why this is a preferred approach.
First, objective measurements, while valuable,
do not capture the entire variance of university
performance. The ‘subjective intangibles’ (but
not ‘unmeasurables’) - such as how academ-
ics and employers feel about a university—are
critical components to understanding the com-
plete picture and to forming comprehensive
comparisons among complex institutions.
Second, while it is true that subjective
measures—or in the worst case, uneducated
opinions—can adversely color one’s view of
an event, if enough educated opinions are col-
lected, and they do not vary that much, then
we have to conclude that either (a) all of these
people have colluded to think a certain way, or,
(b) the relatively large-scale opinion held by
this many people just can’t be all that wrong.
Given that the QS World University Rankings
have beneftted, again, from record response
rates, the latter causal argument is likely the
case.
Third, let’s face it—these rankings aren’t
about the rankers. They’re about the consum-
ers of the rankings, and in the case of the QS
exercise these consumers are primarily inter-
nationally mobile students. Just like sports fans,
who form opinions and allegiances based on a
combination of ‘hard’ facts (stats, percentages,
and the like) and more subjective measure-
ments (opinions of coaches, managers, owners,
facilities, etc.), so, too, do the consumers of uni-
versity rankings information. To exclude such
insights—especially from another key rankings
customer segment, the employers—would
likely create more questionable inferences and,
possibly, university application and matricula-
tion errors.
The approach of properly blending both
objective/quantitative data and subjective (yet
informed) opinion data is not only well-doc-
umented in market research literature but also
refects the way our consumers think, feel, and
behave when it comes to choosing a university.
Thus, QS’ supply matches its market’s demand
quite nicely, using sound statistical principles
that have been established for well over 50 years.
gROWINg STaBILITy
Observing the development of the QS
World University Rankings over time, a strik-
ing feature is the longitudinal stability of the
rankings; that is, how consistent the rankings
have become from year to year. In fact, our
analyses indicate that, among the major rank-
ings/ratings methodologies that are available
to students, academics, and employers, the QS
World University Rankings are among the
most stable and consistent over time, with
volatility decreasing consistently every year.
In 2011 the average year-on-year movement
of universities within the top 100 of the
rankings was 5.9 places. In 2012,
the fgure is just 4.6.
But why is
this? Is this
consistency or
lack of ‘wobble’
over time a func-
tion of our math —
the proprietary calculus
behind our rankings cal-
culations — or is this due to
something more exogenous,
or outside our spreadsheets,
statistics packages, and
algorithms?
Since QS World University Rankings has the
largest sample size of any rankings organization,
this is clearly one reason why our rankings move
less over time. The more pitches you see as a
batter, the better –and more consistent or less
variable—you become. However, even if we
account for this statistically, why do we still see
more consistency in our rankings year-over-year?
We contend that it is precisely our use of
information beyond the cold facts of faculty-
student ratios, citations, etc. that create not
only more stable but also simply more useful
rankings. These ‘subjective intangibles’ give a
university its true character or ‘look and feel’
much in the same way an in-person interview
helps us learn more about a person than just
his or her test scores, GPA, or IQ. And, ironi-
cally, the ones we capture in the QS World
University Rankings tend to be some of their
most stable elements, not necessarily the ratios
and objective measures.
A recent addition to the QS offerings, QS
Stars, is a terrifc example of both of these key
points in action. This ratings program, which
universities are encouraged to participate in
with QS, allows them to effectively bench-
mark themselves on
a number of key
quantitative and
qualitative di-
mensions.

standing QS World
University Rankings:

beneft greatly from
qualitative insights into
their programs and
especially those from
current and prospective
students who continue
to be more geographi-
cally, ethnically, and
culturally diverse and
mobile. Again, while
one might think that
such diversity would dictate high variability in
outcomes, we again see exactly the opposite
with this more comprehensive rating system.
Bottom line—at QS, we have not only
created the most robust, large sample-size
rankings database, but we have built one that
is consistent and stable over time. And we
have done this not with uber-sophisticated
supercomputers and statistical algorithms
built internally but though the focused,
mobile, internationally diverse reader and
user input from you, our audience. Our
clients. Our customers. Not our statisticians
or sales force!
And in a world where subjectivity often
leads to large variability and lack of consist-
ency, in the case of the QS World University
Rankings—and our new QS Stars offering—
we have seen exactly the opposite: a consist-
ent, long-term view of
the true character and
look-and-feel of leading
universities and of their
programs. And for that,
we thank the people

QS rankings since 2004:
changes to the global order
Martin Ince looks back over nine years of QS World University Rankings to
see what we can learn about the state of global higher education.
Q
S Quacquarelli Symonds has been
ranking the world’s top universities
since 2004. In the intervening years, we have
improved the way we do things and the scale
on which we operate. But the rankings have
remained suffciently consistent over time to
allow a direct comparison between 2004 and
2012.
As the table shows, the world’s top universi-
ties in 2004 are still pretty good.
WHeRe aRe THey NOW?
The big loser is plainly the University of
California at Berkeley, the victim of a com-
paratively poor faculty/student ratio and low
attractiveness for international faculty and
students. But its departure from the top ten
does little to reduce the dominance of Cali-
fornia, the Northeastern US and South East
England at the top of these rankings. Seven of
2004’s top ten have retained this status, being
joined in 2012 by University College London,
Imperial College London and the University of
Chicago, the only geographical outlier in this
company.
The rankings for 2004 provided an analysis
of just 200 universities, from Harvard at the top
to Rennslaer Polytechnic Institute in last place.
Now we provide information on over 700
institutions. Data on academic citations suggests
that this group encompasses essentially all the
‘world-class’ universities of interest to glob-
ally minded students, employers and research
organisations (with the exception of a few
excellent institutions that either do not offer
undergraduate programs, or specialize in too
narrow a range of academic disciplines).
Despite this growth in our scope and ambi-
tion, we have been careful to stay consistent in
the way we measure the world’s top universi-
ties. In 2004, we used just fve measures to do
so, focusing then as now on criteria that would
help ambitious students to fnd the university
they need.
Of these, the most remarked-upon was the
academic survey, not least because it accounted
for half the possible score for the universities
we measured. Although some observers never
have got to like it, we regard it as a simple and
robust approach to uncovering good universi-
ties. At the beginning, it simply involved asking
people to name the top universities in the felds
they knew about. They could choose between
science, biomedicine, technology, the social sci-
ences, and the arts and humanities. In year one,
we asked 1,300 people.
Now the survey has grown dramatically, draw-
ing on over 46,000 respondents in 2012. It also
asks more questions, about national as well as
local favourites and about detailed subject areas.
In addition, the 2012 rankings have one
measure that began in 2005 and has grown in
strength since. This is our survey of employers,
with data this year from over 25,000 individu-
als active in graduate recruitment.
Between them, these two surveys offer a
unique insight into the universities where the best
research and scholarship go on, and where re-
cruiters are happiest with the graduates they hire.
We support these indicators with four others
that add up to half of the potential score for
each university. One involves surveying fve
years of academic citations for papers produced
there. We look at the number of citations per
academic staff member, so as to give potential
students an idea of the density of academic
frepower on campus. We measure international
staff and student numbers, to see whether
universities are internationally attractive to the
brightest people. And we add staff/student ratio
to see whether universities have enough people
to teach their students.
Throughout their existence, and in common
with other rankings, the QS World University
Rankings have shown that the leading US
and UK institutions are also the world’s top
universities. But in 2004, we also found that
the world’s top 200 institutions were in 29
nations and territories. This year, our top 200
come from 31 countries and over 70 nations
are represented in our total ranking of 700
institutions. This diversity reassures us about the
validity of our approach. It also suggests that
academic excellence is spread throughout the
world. This means that although many users
of the rankings cross time zones to further
their studies, they can also use them to make
sure that a nearby university is taken seriously
around the world.
Despite their overall stability, there have been
some changes to the rankings over time. We
now use a new, more comprehensive source of
citations data, having switched from Thomson
Reuters to Scopus Elsevier. More importantly,
we now calculate and display the results using
a proportional method called the Z-score, not
in arithmetical order as we did in 2004. This
smoothes out the effect of extreme performers.
In 2004, when Harvard was top, Berkeley was
second with a score of 88%. In other words, the
gap between the top two made up 12% of all
the possible variation between every univer-
sity on Earth. The Z-score approach cures this
problem.

But these changes to the rankings over time
are less important than the growing sophis-
tication with which we produce them. The
rankings are now supported by a deep database
of information on the world’s universities and
by experts within and around QS who know
how to interpret it. This gives us a high level of
confdence in their validity.
Perhaps because of their stability, the rank-
ings contain some common themes through
time. Looking beyond the Anglo-American
dominance of the top spots, ETH Zurich is
consistently the top university in continental
Europe, 10th in 2004 and 13th now. The Ecole
Normale Supérieure in Paris is always the top
French institution, 27 in 2004 and 34 today.

modestly placed: Heidelberg in 47th place in
2004
and the
Techni-
cal University
of Munich 53rd in
2012. Australia is consistently well-represented,
with the Australian National University leading
the pack at 16 in 2004 and 24 here.
The story becomes more interesting in Asia.
In 2004, the top 200 contained 23 Asian insti-
tutions, led by University of Tokyo at number
12 and dominated by six Japanese and six
Chinese entrants. The National University of
Singapore, 18 in 2004 and 25 today, has been
well-placed throughout.
Since 2004, Hong Kong University (23 this
year) has replaced University of Tokyo, now in
30th place, as the top Asian university. How-
ever, there has also been a general rise in Asian
visibility in these rankings. South Korea has six
top-200 institutions, up from three in 2004,
and the best placed, Seoul National University,
has risen from 118 in 2004 to 37 today. Na-
tional Taiwan University has risen from 102 to
80 and has been joined by a second Taiwanese
university, National Tsinghua (ranked 192).
However, there is little sign here of China
taking over the world. Its six top-200 uni-
versities of 2004 have grown to just seven in
2012, and the top-ranked
Chinese institution,
Peking University, has
collapsed from 17 in
the world to 44.
The deeper rank-
ings that we publish
today allow us to see
excellence across Asia,
Latin America, Eastern
Europe and other areas
of the world which does
not emerge from a smaller
listing. It shows rising higher
education ambitions in the Middle
East, where King Saud University is
now a top-200 institution and many others are
close behind. We hope that the rankings will
continue to supply insights such as these for
many years to come.

ince 2005 QS has published reputational
rankings in fve core faculty areas as a
companion to the overall QS World University
Rankings.
These rankings are based entirely on the
responses of the QS academic reputation
survey, which this year drew on the views of a
record 48,000 academics worldwide. As such,
they offer an undiluted insight into the expert
views of the global academic community, who
were asked to identify the universities that are
currently producing world-leading research
within their feld and region of expertise. They
are distinct from the QS World University
Rankings by Subject, now published annually,
which cover 29 individual disciplines using a
combination of three indicators.
The rationale behind the survey is sim-
ple: academics are by defnition those
best qualifed to judge the quality
of research within their feld of
expertise. Whereas citations
operate at an inevitable
time lag, surveying
informed opinion
in this way means
we are receptive
to year-on-year
developments
within a given
feld. Another
advantage is
the discipline-
independent
nature of the
survey, weigh-
ing all disci-
plines equally
in a way in that
citations alone do
not. The results are
adjusted to coun-
teract any distorting
effect caused by differences in response levels
by country.
Reputation by faculty area provides a com-
plementary perspective to the overall rankings.
Interestingly, whereas Harvard University is
ranked third once the other fve indicators are
added to the equation, in terms of academic
reputation it heads the feld. As well as ranking
number one in the survey overall, Harvard
comes top in four of the fve faculty areas: arts
and humanities, life sciences and medicine, nat-
ural sciences, and social sciences and manage-
ment. MIT retains its now customary number
one spot for engineering and technology.
As was the case in the 2011 QS World Uni-
versity Rankings
by Subject, the performance of University
of California, Berkeley is far stronger than in
the overall rankings, refecting its undoubted
strength in research. Berkeley makes the top
ten in all of the fve faculty areas, ranking as
high as second in engineering and technology.
Berkeley is the third best-performing univer-
sity in the survey as a whole, behind Harvard
and Cambridge, with the rest of the top ten
made up by Oxford, Stanford, MIT, Univer-
sity of Tokyo, UCLA, National University of
Singapore, and Yale.
Specialist institutions, naturally disadvantaged
by the comprehensive nature of the overall
rankings, also come to the fore at faculty level.
London School of Economics ranks 4th in its
specialist feld of social sciences and manage-
ment, while California Institute of Technol-
ogy makes the top fve in engineering and
technology. The prominence of Johns
Hopkins University as an internation-
ally recognized center of biomedi-
cal research is refected in its
ffth-placed ranking in life
sciences and medicine.

A key point of divergence with the overall
results is the greater geographic diversity of
institutions judged to be producing world-
class work at faculty level. This year we have
ranked the top 400 universities in each of the
fve faculty areas (the top 50 of which are
printed here – full listings are available at www.
topuniversities.com). Whereas the overall top
400 universities are spread over 45 countries,
this total is exceeded in all of the faculty areas.
A remarkable 53 countries are represented in
the top 400 for arts and humanities, followed
by engineering and technology (50), social sci-
ences and management (49), life sciences (48),
and natural sciences (47).
Global mobility of students and academics
means competition to produce cutting-edge
research grows more intense each year. Whereas
the overall top ten is dominated by Anglophone
comprehensive universities that are strong
in a range of disciplines, there are numerous
examples of institutions outside of this tradi-
tional power nexus that prove themselves to be
world-leading in a given feld. For example, in
the strategically important feld of engineering
and technology – a key battleground for gov-
ernments worldwide – there are fve different
countries represented in the top ten: the US,
UK, Japan, Switzerland, and Singapore.
The advantage of universities whose primary
language is English is diluted at a faculty-area
level. Switzerland’s ETH Zurich is consistently
the best-performing non-Anglophone institu-
tion in the overall rankings (placed 13th this
year), and it makes the top ten in engineering
and technology (8), and life sciences and medi-
cine (9). However, in terms of overall academic
reputation it is surpassed by Japan’s University
of Tokyo, which places 7th in the survey overall
and makes the top ten in engineering and
technology (7), life sciences and medicine (9),
and natural sciences (9).
Whereas just three non-Anglophone univer-
sities make the top 30 in the overall rank-
ings (ETH, Ecole Polytechnique Fédérale de
Lausanne and University of Tokyo), this total is
exceeded in all of the faculty areas except social
sciences and management. Again, engineer-
ing and technology is the most internationally
competitive feld, with nine non-Anglophone
institutions making the top 30, though the total
is matched in natural sciences. Seven institu-
tions make the top 30 for arts and humanities,
four for life sciences and medicine, and just two
for social sciences and management, a feld still
dominated by the US and UK.
Whereas University of Toronto is second-
placed to McGill nationally in the overall
rankings, its research output is prodigious, with
Scopus data showing that it produced a greater
volume of cited research than any other univer-
sity in the past year. Perhaps unsurprisingly then,
it ranks ahead of its national rival for academic
reputation. A similar reversal in the overall order
is seen in Australia. University of Melbourne
fnishes ahead of ANU, ranking 16th overall in
the survey. However, ANU ranks frst nationally
in three of the fve faculty areas.
China’s recent investments in research at
its leading universities are well documented,
and though the survey provides no evidence
of their imminent assumption of world
dominance, progress is nonetheless apparent.
Tsinghua University is regarded as a world
leader in engineering and technology, in which
it ranks 11th, while Peking University makes
the top 20 in natural sciences (17) and arts and
humanities (19).
Continental European universities (ETH
aside) have continued to struggle to break into
the upper echelons of the overall rankings this
year, yet in the faculty area rankings there are
top-20 performances from institutions from
France, Netherlands, Sweden and Switzerland.
Germany’s best performance comes from Tech-
nische Universität München (21 in engineer-
ing and technology), Humboldt-Universität
zu Berlin (22 in arts and humanities), and
Ludwig-Maximilians-Universität München (23
in natural sciences).
Despite not having a single university in the
top 200 in the overall rankings, India’s con-
certed focus on engineering and technology
is refected in the appearance of IIT Bombay
in the top 50. And Latin America’s growing
prominence within international higher educa-
tion sees top-40 rankings for Universidad de
Buenos Aires (37 in arts and humanities, 39 in
social sciences and management) and Universi-
dad Nacional Autónoma de México (40 in arts
and humanities).
