Cambridge has replaced Harvard at the pinnacle o global higher education in the first change o leadership in seven years o the QS World University Rankings®*. Te 2010 rankings show a growing European challenge to the domination o US universities, with leading institutions in the UK, Germany and Switzerland in particular, improving their positions. More than 50 countries have at least one university in the top 500. Some 5,000 employers and over 15,000 academics and university administrators rom around the world offered expert opinion on the top universities or the latest QS World
Yale University and University College London (UCL) hold on to third and ourth places respectively in the 2010 rankings, with the Massachusetts Institute o echnology (MI) moving up rom ninth place to complete the top five. Tis year’s top 20 contains 13 US and our UK universities, but Switzerland, Canada and Australia are also represented. EH Zurich, the Swiss technological university, is the leading representative o Continental Europe, as it was last year. It is joined in the top 50 by the Ecoles Polytechniques in Lausanne and Paris, the Ecole Normale Superieure also in Paris, and
On the evidence o this year’s rankings, the US remains the dominant orce in higher education, but the balance o power is shifing to some extent. Tere are 53 US universities in the top 200, compared with 58 two years ago. Many US universities are eeling the effects o budget cuts and sharp drops in their endowment. Similar or more serious constraints are on the way in the UK and it remains to be seen whether the leading universities can remain as competitive. Te beneficiaries o recession in the West, in ranking terms, may be the rising academic powers o Asia. Hong Kong, okyo and Kyoto universities are all just outside the top 20
University Rankings®. Universities were also judged on their research citations, staffing levels and internatio international nal activity. Te academic survey is by ar the largest since QS first compiled the rankings in 2004. Almost hal o the respondents were proessors or assistant proessors proessors and the survey includes the views o more than t han 700 university presidents, vice-chancellors and deputy vice-chancellor vice-chancellors. s. Te expanded employer survey is a unique eature o the QS rankings that will be o particular interest to prospective students. Higher education is a global industry. Every university wants more oreign students and over three million people are now studying outside their home country. Te QS World University Rankings® are one way o looking at the world’s universities; this makes them an essential part o the global higher education enterprise. enterprise. But what do these rankings, which gauge the perormance o specific institutions, tell us about national university systems? Te world economic crisis has given this question extra importance. All university systems are dependent upon state spending, and there is about to be less o it. We know too
and the UK are the only nations with more universities in the top 200 places in 2010 than in 2009. But even this is a message o stability rather than radical change. Only one o these countries, Germany, had two new institutions in the top 200. he rest had one new entrant each. Germany’s rise rom 10 to 12 top-200 universities may reflect the success o the Excellence Initiative, which is unnelling several billion Euros o research cash into a select group o universities. Te contrast is with Japan, down rom 11 to 10 top-200 universities. Tese are nations o similar size and wealth. But
that governments are very aware o national perormance in world ranking systems. Tey may regard international success in their universities as a sign they are worth investing in – or as proo they have enough money already. his year’s QS World World University Rank ings® show a comparatively small number o countries gaining ground as world powers in higher education. Te first measure we show, System, is derived rom the number o universities which a country has in the top 500 and their average position. Te second, Access, looks at each nation’s success at getting people into college. It is a measure o the size o its university population divided by the square root o its population. We use the square root rather than the absolute figure to avoid a ew tiny outliers, such as Hong Kong, dominating the results. Our third measure, Flagship, uses the position o each nation’s top university in the rankings. Tis is important because many nations (aiwan is an example) regard it as vital
to have at least one university which is highlyplaced on the world stage. Te final criterion, Economic, acknowledges countries that have created a viable university system in difficult economic circumstances. It awards five points or any university in the top 100, our or one between 101 and 200, and three, two or one respectively or each university between 201 and 300, 301 and 400, and 401 and 500. Tis score is divided by the country’s gross domestic product per capita. University System Strength In previous years, the US has won all our categories and come top overall. Small, specialist institutions, however eminent, will struggle to achieve the reputation enjoyed by the best o the big generalist universities, while those whose ocus is on the arts or social sciences cannot hope to match the citations generated in science and medicine. he classiications that appear in the QS World University Rankings® a llow readers to take such dierences into account without departing rom the principle o a single set o comparisons.

Both third-placed Yale and the Massachusetts Institute o echnology (MI), in fifh place, are classified as ‘medium’, having ewer than 12,000 students. he classiications, which were introduced in 2009, have been improved or the latest rankings. he new ‘extra large’ (XL) category has been introduced to identiy universities that have more than 30,000 students, while more intuitive abbreviations have replaced
five aculty areas without a medical school (comprehensive, (compre hensive, or CO). Tose operating in three or our aculty areas are categorized as ocused (abbreviated as FO) while those operating in only one or two areas are considered specialist (or SP).
Te system is based loosely on the Carnegie C arnegie classifications that divide US universities into different categories. But, since Carnegie uses no ewer than 33 different types o institution, the QS system has been devised to be more accessible to the general reader. Universities are divided by size, subject ocus and research intensity, with no more than our categories or each. Prospective students or research partners partner s are thus able to see at a glance which universities have broadly similar characteristics. As might be expected, all the universities in this year’s top 50 are categorized at the top level o research activity, but even at the top o the ranking,there are differences both in size and the spread o subjects. Te École Normale Supérieure, in Paris, 33rd in the overall ranking, emerges as the top small, specialist institution in the world, or example. With ewer than 1,000 highly-selected students, ENS is a very different type o university to the National University o Singapore, two places above it, which has 30,000 students but a similar level o research intensity intensity.. Te London School o Economics and Political Science (LSE), although only 80th in the overall ranking, is the next highest among the specialist universities. echnological universities, such as EH Zurich, have a somewhat wider spread o aculties and are
the previous numerical classiications or easier use.
Te ability to distinguish between different types o universities is one o the Berlin Principles drawn up by academics and ranking organizations to guide the compilation o international league tables. Te QS World University Rankings® continue to provide the single point o comparison that many readers demand, but the classifications offer an easy way to place the results in context.
The new categories are as follows: •
Size – based on the (ull time equivalent) size
o the degree-seeking student body, covering covering both undergraduates and postgraduates. Where an FE number is not available, one has been estimated based on common characteristics o other institutions in the country or region in question. •
• Research Activity – our levels o research
activity are evaluated based on the number o academic papers recorded in the Scopus database over a five-year period. Specialist institutions are assessed on the mean levels o publication or the disciplines in which they are active.
Focus –
our categories based on the range o subjects available in each institution, defined by the five broad aculty areas used in the QS rankings. o reflect the different publication patterns in medicine, a distinction is made between broad-based universities with a medical school (ully comprehensive, or FC) and those operating in all
classified as ‘ocused’ (abbreviated as FOsuch in the table), while science-based institutions as Imperial College London ofen have a medical school that broadens their offering. Tere have been many discussions and much research around the notion o a “World Class University”; the importance o it to governments, employers, investors, alumni, students, applicants and the universities themselves. Tereore the measurement o a world class university is critical. Tere is general agreement that the main actors to consider when looking at a world class university are: the excellence in education o its students; its research, development and dissemination o knowledge; and its activities contributing to the cultural, scientific, and civic lie o society. i According to the paper rom Columbia University, What is a World Class University? , excellence in education reers to the resources and organization o undergraduate, graduate, and proessional instruction and educational opportunities or students. Tey go on to discuss urther that this goal requires outstanding aculty, high quality teaching and other instructional activities, as well as availability o good libraries, laboratories, and other pertinent acilities. aking these actors into consideration, what do students require to make the necessary decision on where to spend the most important years o their education? How do they find out about the level o research or the cultural society o an institution? Many o these questions have been answered in recent years with the birth o the QS World University Rankings®. Tese rankings identified our key pillars upon which a “World Class University” can be built, and as a basis or evaluation, used them as criteria under which indicators have been chosen to evaluate universities globally. Universities are awarded with a badge that displays their number o stars; they also receive an evaluation report called “Te Development Roadmap Ro admap””. Tis report highlights a university’s key strengths in the evaluation and areas or improv i mprovement. ement. Te QS Stars system covers eight major indicators: research quality, graduate employability, teaching quality, inrastructure, internationalization, innovation and knowledge transer,, third mission and a rank in a specialist transer subject area. Universities are assessed against these indicators and are awarded with stars based on the criteria that the institution can meet. Each indicator is divided into several
