Railway Budget 2016-17 was presented on February 25, 2016 by
the Union Minister for Railways, Shri. Suresh Prabhakar Prabhu.
The Minister of State for Railways is Shri. Manoj Sinha.

Highlights of the Railway Budget 2016-17
Theme of this year`s budget:
Overcoming challenges; Reorganize, Restructure
& Rejuvenate Indian Railways
‘Chalo, Milkar Kuch Naya Karen’

3 pillars of the strategy:
 Nav Arjan – New revenues,
 Nav Manak – New norms,
 Nav Sanrachna – New Structures.

Financial Numbers








23 million is the number of passengers railways carry everyday.
In 2016-17, the capital plan will be Rs. 1,21,000 crore.
Revenues of order of Rs.1,84,820 cr to be generated next year
Savings of Rs. 8,720 crore for Budget estimates of last year.
For year 2016-17 the operating ratio is expected to be 92%
44 new projects valued Rs. 92,714 crores to be implemented this year.
By 2020 Rs.4,000 Crores of estimated revenue to be generated.

Railway Minister Suresh Prabhu while talking about his plans to transform Indian Railways also mentioned
the 7 "Mission activities - Avataran"
 Mission 25 Tonne – make our infrastructure suitable to carry 25-tonne axle-load .
 Mission Zero Accident: Elimination of unmanned level crossings: & introduce TCAS (Train Collision
Avoidance System
 Mission PACE (Procurement and Consumption
Efficiency): This mission aims to improve our
procurement & consumption practices to improve
the quality of goods and services.
 Mission Raftaar: To target doubling of average
speeds of freights trains & increasing the average
speed of superfast mail/express trains by 25 kmph in
the next 5 years.
 Mission Hundred: To commission at least a 100 sidings in the next 2 years.
 Mission beyond book-keeping: Establish an accounting system where outcomes can be tracked to
inputs.
 Mission Capacity Utilisation: For making full use of the carrying capacity at Dedicated Freight
Corridors.

Each of the 'mission' will be headed by a 'Mission Director, reporting directly to the Chairman, Railway
Board. Each Mission will have annual outcome based performance targets.
Top in Rail Budget:
 No change in passenger fares, freight rates
 In 2015-16, 350 manned level crossings and 1000 unmanned level crossings have been closed.
 1,780 automatic ticket vending machines for passengers implemented.
 Indian Railways to surpass ambitious target of
commissioning 2500 kms of broad gauge lines.
 Elimination of all unmanned Railway Crossings by
2020.
 Track Management System implemented under
MakeInIndia.
 Braille enabled train wagons implemented for
specially abled people.
 World’s first bioflushing toilets was developed by Indian Railways in Dibrugarh Rajdhani.

New Trains & Initiatives
 Antyodaya Express, Long distance superfast train for unreserved passengers to be started..
 Deen Dayalu coaches for unreserved passengers with potable water & higher number of mobile
charging points to be introduced.
 Humsafar - fully air-conditioned third AC service with an optional service for meals
 Tejas – Trains to operate at speeds of 130 kmph & above. Will offer entertainment, local cuisine, WiFi, etc.on board.
 UDAY (Utkrisht Double-Decker Air-conditioned Yatri),
double decker trains would be introduced on busiest
routes.
 Aastha circuit trains to connect important pilgrim
centres
 Expanding Sarthi Seva in Konkan Railways for help to
senior citizens
 High speed passenger corridor from Ahmedabad to Mumbai
 India’s first rail auto hub will be inaugurated in Chennai
 New freight corridors to come up at Delhi-Chennai, Kharagpur-Mumbai, Kharagpur-Vijayawada.
 New locomotive factories at cost of Rs 40,000 crore to be setup under the ‘Make in India’

 Rail University to be established at Indian Railway Academy at Vadodara.
Technology, Cleanliness, Service & Other Initiatives
 Tickets to be sold through hand held terminals
 Expansion of Vikalp service – train on demand to provide choice of accommodation in specific trains
to wait listed passengers.
 E-booking of tickets facility on the concessional
passes available to journalists
 Wi Fi facility at 100 stations to be increased to 400
stations in next two years.
 17,000 bio-toilets and additional toilets to be
provided by end of this Fiscal Year.
 Clean My Coach service to be made pan India basis;request for cleaning of toilets in train through
SMS.
 To give special focus to exploring advertising potentials at big stations.
 GPS-based digital display in coaches for showing upcoming stations.


Integrating all issues under two mobile apps – one for ticketing other for grievances.

 20,000 display screens across 2,000 station for better dissemination of information to passengers.
 Drones to be used for remote monitoring of ongoing projects.

 Ajmer, Amritsar, Gaya, Mathura, Nanded, Nashik, Puri, Tirupati, Varanasi, Nagapattinam & other
pilgrim stations to be beautified
 Railways to increase the quota of lower berths for women and senior citizens.
 33% sub-quota for women under all reserved categories.
 All Gang Men will be provided with devices called ‘Rakshak’, which would be wireless enabled and will
intimate them about approaching trains.
 IRCTC will make available local cuisine of choice,
hygienic food.
 Indian Railways to set aside Rs. 50 crore for
providing innovation grants to start-ups.
 To publish Rail Bandhu magazine in all regional
languages.
 Ring Railway to be redeveloped in partnership with the Delhi government.
 Porters shall henceforth, to be called sahayak.They would be provided with new uniforms & train
them in soft skills.
